EENA’s objective

Promote the knowledge and efficient use of the 112 all over Europe, by acting as a

discussion platform bringing together all the actors (organizations, enterprises and

individuals) involved with the development and implementation of the 112.

EENA believes in the following principles

• Knowledge of the 112 is a fundamental right – it can save lives.

• Calling the 112 should result to the appropriate help, as soon as possible, at the place of the emergency.

• Right to the same high quality safety and security standards within the EU.

• Right to the same medical treatment in case of accident or disaster.

Annual emergency calls

Within the EU, 80 to 100 million emergency calls• Of which 40 million on mobile phones

– Of which 3,5 million bad location information loss of time

– Of which 2,5 million without location information cannot sent help

Concerning 100 millions of Europeans travelling every year within EU !!!

• In 2004 the EENA– Introduced Complaints

• to the EC against 7 MS

– Submitted contributions for• The discussion on Services of General Interest (112 under a

regulation as RESULT)• ETSI’s EMTEL group

– Went to the European Ombudsman• against the EC itself for maladministration on the 112• 2/3 of EENA recommendations recognized

• In 2004– Information campaign amongst MEP and new

Commissioners– Second European 112 conference and

exhibition without co-financing (200 representatives from 28 countries)

• In 2005– As suggested by both ETSI and EC, EENA is

launching a users group within 2 independant Committees

• e-mergency project (call for proposals)– Reach the 100 mio. of travellers– Re-usable elements– Multipliers– Partners

The role of Finland

• Become partner in the e-Mergency project to be submited through the call for proposals EC will launch by mid-March

• Be part of the Scientific Advisory Committee of EENA (already 15 countries represented amongst recieved applications)

Role of Finland

• Take position within the Civil Protection Managment Committee at the European Commission regarding future instruments adressing prevention of, prepardness for and response to disasters and for wich the Civil Protection Issues Paper does not address the demand of:

» The EP « called on the Commission to promote the implementation of an appropriate early warning system for ACP and Mediterranean countries as well as for the EU coastline »

» European Citizens for a high level protection of their lives, healh and environment.

» Proposed Constitution (article III-284) dictates that « Union action shall promote swift, effective operational cooperation within the Union between national civil protection services »

» E-call has been announced last week by the Commissionner Ms Reeding. It sounds very performant from a technological point of view but we still have four years to guarantee that Emergency Services will respond efficently when the « red button » will be activated from a car. It will work in Finland but are you sure it will be as efficient in Italy or Greece ? People will pay for technology or the entire service everywhere in Europe ?
