The Prime Minister of Papua New Guinea, Hon. Peter O’Neill CMG MP, is very much involved with APEC planning and is briefed on a daily basis on preparations. Having attended six APEC Leaders’ Meetings, Prime Minister O’Neill has clear views on the way in which APEC Papua New Guinea 2018 will be delivered. Prime Minister O’Neill has stated that APEC in Papua New Guinea will be a very Pacific APEC in style and appearance, and will enable Leaders, Ministers and delegates to undertake discussions in relaxed surroundings. At the same time, the Prime Minister is clear that security remains the number one priority so that meetings can take place in an environment that is conducive to results.

APEC policies have evolved over time since its inception in 1986, but underpinned by two policy pillars:

• Global trade LIBERALISATION and investment flows including abolishing tariff barriers, deregulation of financial markets;

The APEC Papua New Guinea Authority was established by Act of the National Parliament of Papua New Guinea in late 2014 and came into being in May 2015. The functions of the Authority are to liaise and consult with the relevant government departments and State agencies and other stakeholders to ensure the efficient and successful running of the APEC Meetings in 2018. The APEC Papua New Guinea Authority draws on our experience of numerous past APEC host years and is actively applying this to the local context.

The APEC Authority is working through a program that began with initial scoping of the task and hosting gaps to be met in advance of the host year. Through 2016 the Authority's focus has been on ensuring solid infrastructure, including accommodation, venues, road networks and security capacity will be in place for the APEC year. Through 2017 the APEC Authority is working with relevant agencies to enhance personnel capacity and deploy systems to effectively manage the arrival, movement and meetings of delegates, strengthening security capacity through engagement with partners, and finalising head contracts for private sector companies that will deliver support functions including transportation, event management, audio visual, hospitality and the International Media Centre. ISOM is planned for December as the first meeting of the APEC year, and the next meeting for which the APEC Authority will extend full support is the APEC Transportation Minister’s Meeting in October 2017.

Careful consideration was undertaken of known planned international dates of significance including cultural activities and national events for which economies are likely to be engaged in 2018. Chinese New Year beginning 16 February poses a challenge with a decision to be made, in consultation with economies, as to whether to host SOM I prior to Chinese New Year or after. Papua New Guinea is mindful that it would not be advantageous to begin SOM I related meetings in March due to the impact this would have on shortening the APEC year. Similarly, Ramadan begins 15 May so consideration will be given to hosting SOM II related meetings from early May. SOM III related meetings could feasibly begin in mid-August. The most significant decision has been needed to be made in relation to the dates for AELW with consideration of international events that will engage various APEC Leaders in November including elections, the 100th anniversary of the end of World War I, and ASEAN and G20 meetings. As Papua New Guinea is engaging cruise ships to provide additional accommodation, and cruise ship companies must lock in dates two years in advance, dates of 17-18 November have been identified for AELM.

MEETING VENUES

• Most meetings, including SOMs, to be in Port Moresby;• ISOM, some Ministerial Meetings and some fora to be

Port Moresby will be the location for the main meetings of the APEC year in 2018, with regional areas hosting meetings that can accommodate delegation numbers in appropriate hotels. Suitable conference facilities, including high speed Internet capacity, are available in regional centres already being considered with additional capacity provided through commercial suppliers.

The size of Port Moresby, relative to other capitals, removes many of the complications experienced in road movements of both Leaders’ motorcades, and the movement of delegates and officials. The Port Moresby APEC road network is built around a Primary Road extending from airport hotels through to the AELM Precinct, with all hotels and meeting venues along the primary road or within 200 metres of this main artery. Leaders’ Motorcades will be comprised of the same composition as is the standard for AELM with limousines for Leaders, Executive vehicles for Ministers, an ambulance, and additional minibuses and sedans for delegate and security movement. To facilitate the movement of delegates during Senior Official’s Meetings, Heads of Delegation will be provided with an executive sedan and a fleet of new private sector minivans and buses will deployed with a ratio of three available seats for each delegate. 300 additional new full-size buses will be brought into Papua New Guinea for AELW.

The Primary Road is a four lane dual carriageway with no turns of less than 90 degrees so enabling rapid movement of motorcades, and limited multilevel buildings along most of the route. The relatively uncomplicated layout of the Primary Road will enable accurate timing of motorcade releases so that Leaders arrive at APEC Haus and the Gala Dinner at two-minute intervals without the risk of reducing speed or being delayed on roads. During Senior Officials Meetings it is anticipated that a dedicated APEC lane will be created as has been the practice during previous international meetings. Alternate Routes provide options for diverting vehicle movements during meeting periods and can be closed down to normal traffic in a matter of minutes to create green light corridors. Feeder roads provide open access to areas outside the main APEC Precincts for movements to venues such as the National Convention Centre for CSOM/AMM, the Taurama Centre for the AMM Dinner, and for access for cultural visits.

Similar to the concept for Nurimaru APEC House in Busan, Korea, APEC Haus will be the location for all events where APEC Leaders will meet as a group, with the exception of the APEC Gala Dinner at the Hilton Hotel. Keeping all events in the same location reduces the need for the duplication of the full APEC security footprint for key events. APEC Haus construction will be complete by July 2018 with ample time made available for logistics and security fit-out.

The APEC CEO Summit in 2018 will be held at the Stanley Hotel that was opened in 2016. The Stanley has a Ballroom that can comfortably accommodate 600 delegates, breakout meeting rooms, a media centre and accommodate most delegates. The Stanley Hotel is immediately across the road from the site of the International Media Centre that will ensure enhanced coverage of APEC CEO Summit activities including engagement by APEC Leaders.

The International Media Centre will accommodate up to 2,500 media representatives, will be equipped with the International Broadcast Centre, satellite uplink facilities, interview rooms, press conference rooms, broadcast standup positions, individual news organisation office spaces, and a marquee established for the main press conference areas for the conclusion of each of the significant meetings held during AELW.

This includes the APEC Transportation Working Group, ABAC 2, State Visit by the President of India and the 8th Africa, Caribbean and Pacific Leaders’ Summit. The facility has sufficient space for the CSOM/AMM Plenary rooms, bilateral rooms, media centre, dining hall, and security room.

Port Moresby currently does not have sufficient hotels to accommodate all Leaders’ Ministers and delegates. Three cruise ships are being engaged to ensure sufficient accommodation is available for all delegations. The APEC Authority will work with member economies to secure hotel accommodation. Where hotels are shared between more than one delegation this will be arranged in accordance with security requirements and security co-operation arrangements that exist between relevant member economies.

redevelopment;• Capacity to manage peak days inflow and outflow;• Sufficient parking space for at least 4 Code E (B-747),

and a range of smaller aircraft;• Additional aircraft will fly-on to nearby airports (similar

to 2007).

Jackson’s International Airport in Port Moresby has recently been upgraded to increase passenger processing capacity. While it is a relatively moderate sized airport by regional standards, Jacksons has the baggage handling capacity and immigration capacity to process peak APEC passenger numbers on arrival and departure. VVIP arrivals and departures can be managed through existing exterior open space and Ministers can be processed through the State Lounges in the Terminal. Jackson’s Airport does not have sufficient capacity to park all State and charter aircraft. Assessment is ongoing and advice will be provided in the coming months on alternate airports that aircraft can fly on to at their own commercial arrangement. Jackson’s Airport has sufficient space to park up to four Code E aircraft, that will be requested by some economies, and offload/onload space for C17 and other large military aircraft.

Security preparations have been underway since the announcement that Papua New Guinea would host APEC in 2018. This has included ongoing training and capacity building with regional partners for military and police. In order to unify force elements that are involved in the planning and deployment of the APEC Security operation, a Joint Security Task Force has been established. Under the command of the Commissioner for Police, the JSTF brings together members of Papua New Guinea’s security forces and partner security forces. The operational deployment of the Task Force began with the APEC Transportation Minister’s Meeting in October 2017 and will conclude with the deployment of the AELW Specific Operation for the APEC Leaders Summit.

Over recent decades, Port Moresby has received negative publicity stemming from law and order issues in the 1980s and 1990s. While stereotypical perceptions have been slowly breaking down, safety in Port Moresby has dramatically increased over the past fifteen years. Port Moresby is a city that has evolved with economic growth, better town planning and the rebuilding of Police and judicial processes, and has a lengthy period of political stability that is fostering this environment. There have been only two Prime Ministers in the past 15 years, with most of the ministry remaining intact for that period. Heading into elections in 2017, the Government has a majority of 80 members in a 111 seat Parliament and is expected to be returned with a strong majority. Like other cities in the Asia-Pacific, there are places you do not go at night, and for the most part Port Moresby is like most other capitals in the region. Regardless, police presence will be above anticipated levels at APEC locations and around hospitality and tourist locations. Delegates will have the unique opportunity to enjoy traditional villages and the array of restaurants and boardwalks around the city.

Factoring in the use of cruise ships, Papua New Guinea has the venues required to host an APEC Year and Leaders Week. The real effort for the remaining months leading to the start of APEC Operations is the strengthening of human capacity and the systems that will be deployed to ensure the safe and efficient undertaking of meetings and events throughout the APEC year. The first three quarters of 2017 will be an intensive period as this capacity strengthening takes place, and systems are prepared for engagement. Papua New Guinea is on track to receive Leaders for a successful APEC Leaders Meeting in November 2018, and will be ready to receive thousands of delegates and Ministers in the year leading up to AELM. Christopher Hawkins’ first APEC Leaders’ meeting was as a delegate for the Papua New Guinea Prime Minister in Malaysia in 1998 . He worked as News Manager for the APEC Secretariat in Singapore for the years 2002-2007, was a Senior APEC Advisor to Peru in 2008, and to Indonesia in 2013 under the Australia-Indonesia Partnership for Economic Governance. During the years between Peru and Indonesia he served as an officer in the Australian Army with operational deployments to East Timor and Afghanistan. He returned to Papua New Guinea in 2014 to support preparations for APEC Papua New Guinea 2018.
