API Subcommittee on Supply Chain Management (SC20) MEETING MINUTES Thursday, January 24, 2013 2013 E&P Winter Conference on Standardization Intercontinental Hotel, New Orleans, LA. Introduction of Attendees The meeting was opened by Eric Wehner, SC20 chair. Those in attendance introduced themselves. A voting quorum was established. An attendance roster was circulated. Review and Approval of Previous Meeting Minutes

Minutes from the last meeting held in Westminster, CO at the Summer Standards Meeting were reviewed and approved.

Status of SC 20 Standards

Specification 20A – Carbon Steel, Alloy Steel, Stainless Steel, and Nickel Base Alloy Castings for Use in the Petroleum and Natural Gas Industry

Rick Faircloth (Cameron), chair of the 20A Work Group, reported. Status: The First Edition of Spec. 20A was published March, 2012. Action since June 5, 2012: Additional Work Group meetings were held, including one at the conference January 22. Proposed change agreed upon is to change cleanliness requirement for CSL 3 to report results for information only. MSP: Ballot revisions as Addendum 1.

Specification 20C – Closed Die Forgings for use in the Petroleum and Natural Gas Industry (No current chair) Status: Published, first edition, October 2009. Action since June 15, 2012: None.

Standard 20D - Non-Destructive Examination (NDE) Services for Equipment Manufactured in accordance with API Product Specification used in the Petroleum and Natural Gas Industry

Jim Harris (GE Oil & Gas), acting WG chair (for Jerry Longmire) reported. Status: First ballot was unsuccessful. Action since June 15, 2012: Additional meetings were held to complete resolution of comments from the first ballot, including meeting at the conference January 22. MSP: Revised draft to be sent to API for ballot.

Specification 20E - Alloy and Carbon Steel Bolting for use in the Petroleum and Natural Gas Industry Tom Goin (TSP), WG chair, reported. Status: The First Edition was published October 1, 2012 Action since June 15, 2012: Informative presentations of an overview of 20E were made at the winter meetings of SC17 and SC16, and scheduled for the SC6 round table/meeting February 5-6.

Standard 20F - Qualification of Heat Treatment Suppliers NOTE: Changed to STD 20H 4/25/13. Joel Russo (FMC Technologies), WG chair reported. Status: In development. Action since June 15, 2012: Initial WG meeting held at the conference January 23.

Standard 20G - Qualification of Welding Suppliers NOTE: Not an active project in SC20; pending results of TG in SC18.

Eric Wehner, SC20 chair, reported. Bud Weightman (QSI), SC18 TG chair presented a report January 22 in a special session at the conference. His presentation will be included with meeting minutes if available. Action since June 15, 2012: Four TG meetings were held, including a session at the summer conference June 14. Status: Report submitted to SC18 for review. No action required of SC20 at this time.

Future Standards

Review and discussion was held of the list of future SC20 standards from the three previous SC meetings.

Corrosion-Resistant Bolting was identified as top priority. Tom Goin, TSP, volunteered to chair. Scope will include stainless steel and nickel alloys (e.g., 316, 17-4PH, Duplex/SD SST, 718, 925, C276). Proposed standard number is 20E1. NOTE: Changed to STD 20F 4/25/13.

Future standards under consideration (and issues) are (in random order): o Elastomers/Non-metallic Seals (Issue: Chair and subject matter experts needed.) o Super Duplex (Issue: ISO 17881 & 17882 have been published replacing NORSOK standards

M630 & M650. Review required before initiating development in SC20.)

o Modified F22 (Issue: Material specification could be a departure from SC20 scope; project could belong in Materials Resource Group.)

o Test Laboratories (Issue: Multiple certification standards exist.) o Painting and Coating (Issue: Many user company standards exist; consensus could be difficult.) o Electronic component suppliers: New proposal by Mark Wars, Halliburton. (Issue: Chair and

subject matter experts needed.)

New Business

Standard for Individual Certification of Site Inspectors This was proposed as a NWI by Phil Phil Klefas, Saudi Aramco, and was presented to SC20 by Tina Briskin, API Staff. This would support the API Individual Certification Program rather than the monogram program. The standard would be the basis for API development of a training program, training manual, and exam to certify third-party inspection personnel. It was recognized that both end users and manufacturers could benefit from the program. MSP: Accepted as a NWI for SC20. Liaison to SC18 Lester Burgess has been confirmed as the SC20 liaison to SC18 (Quality).

Next Meeting

The next meeting of SC20 will be at the E&P Summer Conference on Standardization of Oilfield

Equipment and Materials in Washington, DC, June 24-28, 2013.

• Targeting individuals responsible for manufactured/fabricated equipment at the supplier’s facility

• Industry initiated

• Currently no existing credential, or other means of differentiation

• Applicable for all segments of the industry

• First exam to address core competencies only

• Additional modules are envisioned for the future, to target more specialized areas of expertise

• Can be done by “commodity” – pressure vessel, turbine, rotor, or by “area” –electric, pressure containing, etc.

• Lots of questions on the exam address “common knowledge” that is NOT referenced in any standard/document

• Currently no basic source inspection Std/RP exists

• Exam study guide to be published ASAP to help applicants to prepare

• Study guide to serve as a starting point for the future source inspection publication
