We hear it all too often, “We need a strategy!” But how many of us know the difference from tactics to strategy, or how to plan strategically? Let me propose a basic model that I use to make strategy building possible and even easy. I call it the APO 5-Part Strategy Systemsm

Common Frustrating Problems
• No Strategy, just people “reacting” to directives
• Strategy is not put into action – The strategy is so high level that it sounds like a media statement. No link or plan to operationalize the strategy. Essentially worthless other than sounding good.
• No difference from the Strategy to the Tactics – Conversely, the strategy is so low-level that it lacks the vision to be a strategic effort and is simply directive and tactical
• No one knows the Strategy – Ask any worker on the shop floor what the corporate Vision and Strategy is and their contribution. Blank Stare…

The 5 Component Parts
1. The Future State - What are you required to have or “be” in the future?
2. Current State - Where are you now relative to that specific future state?
3. Time and Resource Constraints - How long do we have to get it done?
4. Gap Analysis - Study of 1-3 defines the Gap to be Bridged
5. Plan - Develop the APO Blue Printsm for this Bridge to be built

2. Current State AssessmentRelative to the Future State, where do we stand specifically?
1. Future State VisionScoped and vetted project or strategic position with well defined requirements
It’s more than Bridging a Gap. It is building a Road Map or Blue Print with executable tactics to get from 2 to 1 within 3. The Blueprint will have a Bill of Resources, a Project Plan and all elements you would expect in a well defined and planned building project.
3. Time & Resource Constraints: How much time do we have to achieve our Future State?
4. Gap Analysis: What is the difference from 1 to 2

Bridging the Gap
• We have identified the Gap between Current and Future States• So we must build a Bridge. Most people stop here.. And run off building
whatever Bridge they feel is suitable. • Identifying the Gap is important but planning the Bridge is Paramount!!
– But What type of Bridge?– How wide is the Gap?– What resources do we have to build it?– Will it be strong enough to support our effort, or do we need to ask for more
funding for our Bridge?– Do we need a temporary Bridge (solution) while we plan and build our new
bridge?– Is it a temporary bridge or a semi-permanent (CI) Bridge– Do we need stop Gaps to keep from falling into the dangerous Gap we have
