In accordance Section 8, schedule ‘D’ of the Waste Permit No. WFP-LH-13-0001-01

issued by Louth County Council on the 12th June 2013, the following items required to be

reported on an annual basis in the Annual Environmental Report (AER). This report is to

be submitted on or by the 28th February of each year subsequent to the Waste Permit

issue.

3. Quantity, in tonnes, and composition of waste received, recovered and

disposed of during the reporting period and each previous year (relevant

EWC codes to be used). A waste balance must be included for the start

and finish of the reporting period.

including a location plan of all monitoring locations.

targets for the reduction of biodegradable waste to landfill as

specified in the Landfill Directive.

1. Reporting Period

Drogheda Port Company was issued with a Waste Permit No. WFP-LH-13-0001-01 by

Louth County Council on the 12th June 2013.

This reporting period is from the 1st AER from the 12th June 2013 to the 3rd February

2014. The AER is required to be submitted on or before the 28th February of the years

subsequent to the Waste Permits issue as per condition 3.7.

2. Waste activities carried out at the facility.

The waste activity is carried out at the Drogheda Port Company deep water facility, Tom

Roes Point terminal, Baltray Road, Drogheda, Co. Louth

Only two activities are carried out at the facility. The waste material handled is Solid

Recovered Fuel (SRF) and Refuse Derived Fuel (RDF). The first activity is the unloading

from licenced road transport of (RDF) and (SRF) to a set down area. The second activity

is the loading of the RDF and SRF into a vessel for export under Trans Frontier Shipment

regulatory requirement as authorised by Dublin City Council.

3. Quantity of waste received to the set down area within the period, exported,

recovered or disposed off.

4. Summary Report of emissions.

The following monitoring was carried out during the period

Dust Monitoring: Dust monitoring was carried out at a location agreed by Louth

Council between the period 26th June 2013 and 28th July 2013 using the Bergerhoff

method of analysis.

The waste permit Dust Deposition Limit is 350mg/m2 /day (30 day composite sample).

There were no environmental incidents registered and there have been no complaints

received during the reporting period.

Louth County Council inspector carried site audits on the 28th November and on 18th

December 2013 and senior environmental officials visited the site on the 10th January

2014.

No nuisance issues identified during the reporting period.

Reviewed handling operations and overall site management.

In accordance Section 8, schedule ‘D’ of the Waste Permit No. WFP-LH-11-0006-01

issued by Louth County Council on the 16th December 2011, the following items required

to be reported on an annual basis in the Annual Environmental Report (AER). This report

is to be submitted on or by the 28th February of each year subsequent to the Waste Permit

issue.

1. Reporting Period

Drogheda Port Company was issued with a Waste Permit No. WFP-LH-11-0006-01 by

Louth County Council on the 16th December 2011.

This reporting period is from the 3rd AER from the 4th February 2013 to the 3rd

February 2014. The AER is required to be submitted on or before the 28th February of the

years subsequent to the Waste Permits issue as per condition 3.7.

2. Waste activities carried out at the facility.

The waste activity is carried out at the Drogheda Port Company deep water facility, Tom

Roes Point terminal, Baltray Road, Drogheda, Co. Louth

Only two activities are carried out at the facility. The waste material handled is Solid

Recovered Fuel (SRF) and Refuse Derived Fuel (RDF). The first activity is the unloading

from licenced road transport of (RDF) and (SRF) to a set down area. The second activity

is the loading of the RDF and SRF into a vessel for export under Trans Frontier Shipment

regulatory requirement as authorised by Dublin City Council.

3. Quantity of waste received to the set down area within the period, exported,

recovered or disposed off.

4. Summary Report of emissions.

The following monitoring was carried out during the period

Dust Monitoring: Dust monitoring was carried out at a location agreed by Louth

Council on the 6th June 2012 between the period 26th June 2013 and 28th July 2013 using

the Bergerhoff method of analysis.

The waste permit Dust Deposition Limit is 350mg/m2 /day (30 day composite sample).

7. Reported incidents and complaints summaries.

There were no environmental incidents registered and there have been no complaints

received during the reporting period.

Louth County Council inspectors carried out site audits on the 21st March, 14th May,

22nd July, 31st July, 21st August, 30th August, 28th November, 18th December 2013 and

senior environmental officials visited the site on the 10th January 2014.

No nuisance issues identified during the reporting period.

9. Any court orders or convictions under the Act.

No court action or convictions during the reporting period

10. Schedule of environmental improvements at the facility for the report year.

Reviewed handling operations and overall site management. Site cleaning and

maintenance improvements as reported to Louth Council during the period.

In line with the permit holder’s objective to maximize control over any potential

environmental pollution and nuisance from the waste cargo set down area and ship

loading, the following Objectives and Targets have been drawn up.

This document sets out the Safety Policy of Drogheda Port Company and specifies the means provided to achieve that policy.

4.0 Drogheda Port Company Safety Statement

Drogheda Port Company regards the provision of safety within its business as an essential part of its responsibilities. Furthermore, it regards the promotion of all matters relating to safety, health and welfare as mutual objectives of both management and employees. It is, therefore, Drogheda Port Company Policy to do all that is reasonably practical to prevent personal injury and damage to the health and welfare of all our staff and to protect everyone from foreseeable work hazards, including the public, in so far as they come into contact with the Company. To achieve this Drogheda Port Company will ensure, so far as is reasonably practicable:

Co-operation and Liaison

Working in Drogheda Port involves many different employers carrying out work simultaneously which may affect one another’s activities. As a result the management of health and safety requires good cooperation and coordination between all employers and employees who operate within the port. Employers who share a place of work must cooperate in complying with and implementing health and safety provisions. It is essential to coordinate our preventive activities and keep our employees, contractors, visitors and members of the public safe. Good liaison and communication is required between ship and shore activities to control risks and to ensure that safe practices are followed. All port users should be aware of the port traffic management plans and the safe systems of work. Port Lights

Drogheda Port Company provides and maintains the lighting infrastructure in the port area. The default lighting position is non operational minimum safe lighting level. Stevedoring operations may require full lights and it is the responsibility of each stevedore\operator to control and ensure that full lights are on for their specific operations if they deem it necessary. The locations of the lighting controls are marked on each of the traffic management plans. All faults should be reported by the stevedore\operator to the Port Company for immediate action.

Traffic Management Plans Traffic Management Plans at Drogheda Port Working Town Quays and Tom Roes Point are an integral part of risk management.

Working Town Quays Specific: Access: Access and egress is through the No. 1 gate only. Gates No. 2 & 3 remain closed unless specifically requested by a port operator and approved by DPC. When requested to be opened the operator will take full control of the additional gate or gates during the period the gates are open. The operator will ensure the gate is closed at the end of the operational period. DPC will issue a general port notice advising of the temporary changes. No. 4 gate is for Drogheda Port Company local access only and operated directly by Drogheda Port Company on site operatives. Tom Roes Point Specific: Access: Access and egress is through a single main gate.

5.0 Drogheda Port Company Vehicle Policy (November 2014)

No vehicles, other than trucks or authorized vehicles are permitted on the working port area. The working port area is defined as all areas outside the two designated car parks.

There is a designated car park provided for all vehicle and visitor parking at each port facility.

Drogheda Port Company will designate authorized vehicles within its own operations as follows.

All Contractors & Suppliers who require to have a vehicle on the working port area will be inducted on a case by case basis and will have to demonstrate a genuine need.

Designation Rules:

• Having been authorised, an authorised vehicle is not authorized to access the port working area as a right but on each occasion have a genuine need.

• Must observe the speed limit of 10kph throughout the entire site

• Not bring a child under the age of 18 into the working port area

• Drivers and passengers must wear a hi-vis vest if they alight from the vehicle while on the working port area.

• Not enter any stevedoring operational areas

• Operational Flashing safety beacons are required in all working port areas in all circumstances.

All vehicles must have hazard beacon in the working port area. The beacon must be roof mounted Flashing beacons must be clearly visible to other users and seen to be flashing in all of the following situations: In all light conditions including, but not limited to, bright sunlight, unlit darkness and lit darkness. The lights specified should be fitted at the highest point of the vehicle The beacon should be visible from driver eye height for all approaches to the beacon. Driver eye height is taken to range from 1.1m to 2.4m.

6.0 DROGHEDA PORT TAXI POLICY (TOWN QUAYS & TOM ROES POINT) (Sept 2013) Drogheda Port is a busy international shipping port with multiple companies sharing a common workplace with heavy machinery and cargo moving. You are required to comply with the Health & Safety Rules designed to ensure that you and other Port users remain safe and injury free. All taxi’s operating in the Port of Drogheda should use the designated Car Park Areas. Under no circumstances is a taxi authorized to enter the operational port zone or drive ship side to collect a fare or leave their taxi. Collection: On arrival at Drogheda Port, a taxi driver should proceed to the designated car park immediately adjacent to the port gates. Once parked the taxi driver should then contact the company\individual who booked their services, by phone, to confirm that they have arrived and are now waiting for their fare at the designated car park. It is the responsibility of the company\individual to ensure the health & safety of the operation and all rules are observed. Drop Off: On arrival at Drogheda Port, a taxi driver should proceed to the designated car park immediately adjacent to the port gates. Once parked the taxi driver should then contact the company\individual who booked their services, by phone, to confirm that they have arrived. It is the responsibility of the company\individual to ensure the health & safety of the operation and all rules are observed. Designated car park areas. 7.0 INSTRUCTION AND GUIDANCE

FOR HAULIERS USING DROGHEDA PORT (23 June 2014)

Please read these instructions carefully.

Drogheda Port is a busy international shipping port with multiple companies sharing a common workplace with heavy machinery and cargo moving. Your safety whilst at Drogheda Port is very important to us. From the moment you enter the Port of Drogheda, you are required to comply with the Health & Safety Rules designed to ensure that you and other Port users remain safe and injury free. Drogheda Port is designated a drug and alcohol-free zone.

General Port Safety Guidance Personal Protective Equipment (PPE) consisting of a high visibility vest or jacket and safety footwear must be worn at all times. A safety helmet (Hard Hat or approved head protection) if required by your port operator. These are mandatory requirements for all. Note: The Port reserves the right to refuse access, seek removal or deny service to any driver who breaches the following rules.

• DO NOT exceed the 10 kph Port speed limit (or lower speed limit where otherwise indicated)

• DO NOT park or stop on yellow hatched lines or other designated ‘No Parking’ areas

• DO NOT enter any cargo storage areas unless instructed.

• DO NOT allow passengers or young persons under the age of 18 to enter the Port

Area

• DO NOT use a mobile telephone whilst driving in the Port

• YOU MUST remain in your cab at all times unless otherwise instructed

• YOU MUST drive on the left-hand side of the roadways, unless indicated otherwise.

• YOU MUST observe any temporary traffic signs or changes to the port traffic management plans that may be in place.

• YOU MUST ensure in advance of entering the port that you are aware of the traffic

management plans for any given day, given they change according to operations.

• YOU MUST be familiar with and have an up to date copy of the port traffic management plans. There are two, TRP and Town Quays. (these should be provided to you by your port operator or employer).

8.0 Assignment of Responsibilities Board of Directors

The board of Drogheda Port Company has overall responsibility for the safety, health and welfare of the employees of the company under the Safety, Health and Welfare at Work Act 2005. The board establishes policy and reviews safety performance on an annual basis. Authority is further delegated as follows; Chief Executive: Mr. Paul Fleming

Responsibility for safety performance in Drogheda Port Company as follows,

1. Publishing the Drogheda Port Company safety statement and policy. 2. Establishing controls and allocation of resources to ensure effective Health

and safety performance. 3. Establishing a training programme, which will develop in each member of

management a strong safety consciousness and clear cut understanding of specific duties and responsibilities.

4. Ensures that compliance with established safety rules, regulations, procedures and practice is maintained.

Harbour Master: Capt. Martin Donnelly

The Harbourmaster is the company safety officer and has responsibility for,

1. Establishing a training programme (generally on the job training), which will

develop in each member of staff a strong consciousness and a clear understanding of their specific duties and responsibilities.

2. Safety Inspections. 3. Safety Audits. 4. Investigation of accidents. 5. Compliance with statutory regulations. 6. Regular review of the operation of the Safety Statement. 7. Fire and Emergency Drills

Duties of all Employees (a) It shall be the duty of all the Drogheda Port Company employees to take reasonable care of their own safety, health and welfare and that of any other person why may be affected by their acts or omissions while at work.

(b) To co-operate with the Drogheda Port Company to such an extent as will enable the Drogheda Port Company comply with any of the relevant statutory provisions.

(c) To use in such manner, so as to provide the protection intended, any suitable appliances, protective clothing, equipment or other means or things provided for securing the safety, health and welfare of which they become aware.

(d) Not to intentionally or recklessly interfere with or misuse any piece of equipment issued to help protect the safety, health and welfare of other employees.

(e) To take all reasonable care at all times in the performance of their duties when working for the Drogheda Port Company.

(f) Familiarise themselves with the contents of the Safety Statement.

(g) To ensure active participation in the Safety Committee.

(h) Not be under the influence of an intoxicant at the place of work to the extent that the state he or she is in is likely to endanger his or her own safety, health or welfare at work or that of any other person.

(i) Submit to any appropriate, reasonable and proportionate tests for intoxicants in accordance with Regulations under the 2005 Act.

(j) Not engage in improper conduct or behaviour such as horseplay or bullying that could endanger their safety or health or that of anyone else

(k) Must not misrepresent themselves in regard to the level of safety training they have received when entering into a contract of employment with Drogheda Port Company.

(l) Attend any training and undergo assessment of the training required by the employer or by safety and health legislation. (m) All employees must comply at all times with any instructions given or procedures issued in order to safeguard the health, safety and welfare of all who work in Drogheda Port Company. Specific duties and responsibilities of all management personnel and employees are outlined in the Safety Statement. However it is a general duty of all employees to comply with whatever arrangement the Drogheda Port Company makes as regards safety. Failure to do so, in any regard, will be dealt with under the Drogheda Port Company Disciplinary Procedures.

Responsibilities of CONTRACTORS and SUB CONTRACTORS It is the responsibility of the Safety Officer to ensure that Contractors and Sub

contractors of Drogheda Port Company will:-

(a) Observe all aspects of the Safety, Health and Welfare at Work Act, 2005, the Building Regulations, the Safety, Health and Welfare at Work (Construction) Regulations 2006, the Safety, Health and Welfare at Work (General Application) Regulations 1993, together with the Factories Act, Conditions of Employment Act, Welfare Regulations and any other relevant legislation.

(b) Organise work areas to comply with regulations so that work is carried out safely.

(c) Be responsible for the people employed by them. This responsibility will not be passed onto the Drogheda Port Company

(d) Be aware of the Drogheda Port Company’s Safety Statement and comply with it.

(e) Provide the Personal Protective Equipment and clothing as necessary in the area of operation.

(f) Observe all safety and warning signs and notices, and participate in any additional on site training deemed appropriate.

(g) Ensure that the competent person in charge has sufficient knowledge of plant and machinery to evaluate all aspects of its safe operation.

(h) Ensure that no activity is engaged in without first being informed of any potential hazards that could make it unsafe.

(i) Report any personal circumstances which might interfere with one’s capacity to carry out all operations safely, and which might expose others to risk of injury.

(j) Report any unsafe situations or equipment and any accidents or dangerous occurrences.

(k) Co-operate in the investigation of accidents with the objective of implementing measures to prevent re-occurrence.

10.0 General Safety Policies 10.1 Safety Personnel The persons with overall responsibility for Health and Safety in Drogheda Port

Company are the company Directors, specific responsibilities have been delegated to

Mr. Paul Fleming, Chief Executive and Capt. Martin Donnelly, Harbour Master.

Drogheda Port Company employs the services of a competent Safety Person to ensure

compliance with all relevant Safety Legislation as and when required.

10.2 Safety Training

Safety training is regarded as an indispensable ingredient of an effective health and

safety programme.

All employees will be trained in safe working practices and procedures prior to being

allocated any new role. Training will include advice on the use and maintenance of

all tools and personal protective equipment appropriate to the task concerned.

Training sessions will be held as often as is deemed necessary in compliance with the

Safety, Health and Welfare at Work (General Application) Regulations 1993 and will

be presented in a form and language that all employees can easily understand as per

the requirements of the Safety, Health and Welfare at Work Act, 2005.

Drogheda Port Company requires that all employees will co-operate in any training

exercises provided. Certain tasks in our operations require that strict safety

procedures be followed. Where this arises the employees involved receive special

instructions. It is essential that no person attempt a potentially hazardous task without

instruction.

10.3 Workplace Inspections It is the policy of Drogheda Port Company to comply with the Workplace, Safety,

Health and Welfare at Work (General Applications) Regulations 1993.

Drogheda Port Company will carry out regular Safety Inspections internally and will

in this statement, identify persons who will carry out these inspections. Inspections

will be carried out in conjunction with audits.

The Drogheda Port Company further commits to make use of the advice available

through the Health and Safety Authority (HSA). Where necessary, the Drogheda Port

Company make use of competent consultants and bodies with special skills and

services to augment the internal inspections.

10.4 Work Equipment Drogheda Port Company will endeavour to ensure that all equipment used in the workplace is safe and suitable for the purpose for which it is used. All employees will be provided with adequate information and training to enable them to use work equipment safely. The use of any work equipment which could pose a risk to the well being of persons in or around the workplace will be restricted to authorised persons. All work equipment will be maintained in good working order and repair. All employees will be provided with such protection as is adequate to protect them from dangers occasioned by the use of work equipment. All work equipment will be clearly marked with health and safety warnings where appropriate. 10.5 Safe Systems of Work It is the policy of Drogheda Port Company to ensure that tasks are within the competence and capacity of the employee and resources of the company. The systems of work will be designed with that purpose in mind. It is clear that some processes necessarily give rise to risks, which can only be controlled by adherence to proper procedures. These procedures will be available to all employees and relevant contractors. It is the policy of Drogheda Port Company to brief employees on the contents of these procedures and record same on file. Systems of work include all normal work, maintenance work and work by contractors on site.

10.6 Personal Protective Equipment It is the policy of Drogheda Port Company to comply with the law as set out in the

Personal Protective Equipment at Work Regulations 1993.

All employees who may be exposed to a risk to their health and safety while at work

will be provided with suitable, properly fitting and effective personal protective

equipment.

All personal protective equipment provided by Drogheda Port Company will be

properly assessed prior to its provision.

All personal protective equipment provided by Drogheda Port Company will be

maintained in good working order and serviced by qualified service agents where

appropriate.

All employees provided with personal protective equipment by Drogheda Port

Company will receive comprehensive training and information on the use,

maintenance and purpose of the equipment.

High Visibility Clothing Mandatory for all Personnel at all times in the

working port area.

Breathing Mask Should be worn in situations where there is a

danger of inhaling dust or injurious fumes.

10.7 Manual Handling Operations It is the policy of Drogheda Port Company to comply with the law as set out in the

Manual Handling in the Safety, Health and Welfare at Work Regulations 1993.

Manual handling operations will be avoided as far as is reasonably practicable where

there is a risk of injury.

Where it is not possible to avoid manual handling operations, an assessment of the

operation will be made, taking into account the task, the load, the working

environment and the capability of the individual concerned. An assessment will be

reviewed if there is any reason to suspect that it is no longer valid.

All possible steps will be taken to reduce the risk of injury to the lowest level

possible.

Safe Lifting Guidelines

• Stop and Think – plan the lift, use mechanical handling equipment if necessary

and make sure you know where the load is going and that area is clear. Assess

the load carefully in case help is required. Do not attempt to lift the load if in

doubt.

• Place the Feet – Feet apart giving a balanced and stable base for lifting.

• Adopt a Good Posture – Bend the knees and keep hands as near to waist level as

possible. Keep the back straight, lean forward a little over the load and have the

shoulders facing the same direction as the hips.

• Get a Firm Grip – Try to keep the arms within the boundary formed by the hips.

The grip should be secure and comfortable and if becomes necessary to vary the

grip during the carrying process do this as smoothly as possible.

• Don’t Jerk – Carry out the lifting movement smoothly, keeping control of the

load.

• Keep Close to the Load – Keep the load close to the body for as long as possible.

Keep the heaviest side of the load next to the body. Don’t twist the body when

turning.

• Put Down, then Adjust – If precise positioning of the load is necessary, put it

down first, then slide it into the desired position.

10.8 Emergency Procedures Drogheda Port Company has developed a comprehensive Major Emergency Plan in

addition to site specific fire emergency plans for all our operating locations. Copies of

these have been issued to all employees and are available for inspection in the Port

office. It is the policy of Drogheda Port Company to ensure that all employees,

operators, contractors and visitors are aware of the actions to be taken in the event of

an emergency.

All employees within Drogheda Port Company have a duty to report immediately any

fire, smoke or potential fire hazards to the fire service.

All employees have a duty to conduct their operations in such a way as to minimise

the risk of fire. This involves taking care when smoking, keeping combustible

materials separate from sources of ignition and avoiding unnecessary accumulation of

combustible materials.

Specific Requirements in Place:

• Evacuation Drills will be held regularly

• Fire Exits are kept clear at all times

• Fire Extinguishers are in place and serviced regularly

• Fire Hydrants located around the various sites are marked and kept clear

• Fire Alarm and Emergency Lights are checked regularly

• Relevant Fire Signs are prominently displayed

10.9 Smoking It is the policy of Drogheda Port Company that all of its workspaces are smoke free

and that all its employees have a right to work in a smoke free environment.

It is the policy of Drogheda Port Company to comply with the Public Health Tobacco

Acts 2002 and 2004, Sections 46 and 47-Smoking Prohibitions.

10.10 Drugs and Alcohol It is the policy of the Drogheda Port Company to ensure that no employee is under the

influence of an intoxicant (drugs or alcohol) at the place of work to the extent that the

state he or she is in is likely to endanger his or her own safety, health or welfare at

work or that of any other person. That all employees submit to any appropriate,

reasonable and proportionate tests for intoxicants in accordance with Regulations

under the 2005 Act.

Employees on medication, which may affect their ability to work, must report to the

Harbour Master. Employees are requested to report to the Harbour Master if they see

anyone consuming alcohol or misusing drugs, distributing alcohol or drugs or who

appears to be under the influence of either. If drug misuse and/or alcohol consumption

reduces performance to unacceptable levels in terms of safety, sickness, absence or

other factors, this may prove to be grounds for dismissal.

Sale of drugs is not permitted in any area under the control of the Drogheda Port

Company. If an employee is found doing so he will be reported to the Gardai and

immediately dismissed.

Drogheda Port Company adopted an Employee Intoxicants Policy in June 2008 and

this was issued to each employee.

10.11 Accident and Incident Investigations All accidents will be investigated by Drogheda Port Company. Details of all

accidents are entered in the Accident Book as per the requirements of Part X of the

Safety, Health and Welfare at Work (General Application) Regulations, 1993.

All employees are obliged to co-operate with such investigations and to provide any

information which may be useful in establishing the circumstances surrounding the

accident.

10.12 Working Environment It is the policy of the Drogheda Port Company to comply with Part III of Safety,

Health and Welfare at Work (General Application) Regulations, 1993:

• Work areas must be kept clean and tidy, including storage areas.

• All work areas will have sufficient light to ensure all work can be performed

without risk of an accident.

• Any spillage must be cleaned up immediately.

• Waste materials and rubbish must be removed routinely.

• All combustible waste materials must be discarded in sealed metal containers.

• All pits and holes must be covered when not in use and clearly marked with

warning signs when in use.

• All floors are adequately maintained reducing the risk of slips, trips and falls.

• Work areas are cordoned off with signage in place when necessary.

10.13 Walkways It is the policy of the Drogheda Port Company to ensure the following:

• Walkways and passageways must be kept clear from obstructions at all times.

• If a walkway or passageway becomes slippy, it should be clearly marked with

warning signs and / or covered with non-slip material.

• Trailing cables are a trip hazard and should not be left in any passageway.

• Any change in the floor elevation of any walkway or passageway must be

clearly marked.

• Where objects are stored in or around a passageway, care must be taken to

ensure that no long or sharp edges cut out into the passageway in such a way as

to constitute a safety hazard.

• Where a passageway is being used by any vehicles or other moving machinery

an alternative route should be used by pedestrians wherever possible. If no

alternative route is possible the area should be clearly marked with warning

signs.

• A detailed Traffic and Pedestrian Management Plan is in operation at Tom

Roe’s Point and Town Quays.

10.14 Tool and Equipment Maintenance It is the policy of the Drogheda Port Company to comply with Part IV of Safety,

Health and Welfare at Work (General Application) Regulations, 1993:

• Company machinery and tools are only to be used by qualified and authorised

personnel. It is the responsibility of all employees to ensure that any tools or

equipment they use are in a good and safe condition. Any tools or equipment

which are in any way defective must be repaired or replaced.

• All tools must be properly and safely stored when not in use.

• No tool should be used without the manufacturers recommended shields,

guards or attachments.

• Approved personal protective equipment must be properly used where

appropriate.

• Persons using machine tools must not wear clothing, jewellery or long hair in

such a way as might pose a risk to their or anyone else’s safety.

• Employees are prohibited from using any tool or piece of equipment for any

purpose other than its intended purpose.

• A qualified person will deal with electrical faults. All electrical equipment will

be maintained on a regular basis with records in place.

• All machinery and tools are regularly maintained with records of checks stored

on site. This maintenance includes for all workboats and equipment used by

Drogheda Port Company, and on land vehicles such as tractors, sweepers,

trailers, crane, etc.

10.15 Company Tractors & Trailers It is the policy of the Drogheda Port Company to ensure the following:

• Company motorised plant must display current Insurance and Tax Discs

• Company motorised plant will be serviced and maintained in accordance with

the Manufacturers Service Manual.

• Safety Checklists are used by Service Personnel to ensure all Safety Equipment

is checked on all road vehicles when they are in for a service.

• Vehicle load weight limits should be observed.

• Vehicle loading and deliveries – ensure that all loads are evenly distributed by

weight and bulk. Trailer load retaining nets should be used. All Drivers must

ensure that their vehicles are kept clean, neat and in road worthy condition.

• Any health & safety equipment defects must be immediately reported to the

Harbour Master.

• If a Driver considers his vehicle to be in an un-roadworthy condition, he should

stop driving and report it to the Harbour Master.

• Any accidents, no matter how minor, should be reported to the Company

immediately.

• Drivers should ensure that they hold an appropriate licence and that it is kept

current. If incurred, any court imposed driving bans or licence endorsements

must be reported to the Harbour Master.

• Drivers must observe legal driving rules including permissible alcohol

consumption limits.

• Drivers must not drive whilst under the influence of non prescribed or illegal

drugs.

10.17 Noise Drogheda Port Company has a commitment to personal hearing protection and to

comply with all aspects of the Safety, Health and Welfare at Work (Noise)

Regulations, 2006. It is policy to reduce the level of noise exposure in the workplace

to the lowest level reasonably practicable.

Areas which have been identified as noise hazard areas are as follows:

General Port Operation.

2. Tractor Operation.

These areas have been identified as ear protection zones and all employees are

required to wear the provided ear protectors at all times when in the area.

10.18 Temperature All weather protective clothing is issued where there is a need to work in extreme conditions. 10.19 Horse Play This activity is forbidden at all times in all areas of the operation. Disciplinary measures will be taken with any employee who violates this policy. We come to Drogheda Port Company each day to carry out our work in a disciplined and organised way but can all still find time for light hearted moments. However, horseplay of any kind which could lead to accidents or injury cannot be tolerated. Practical jokes that cause injury are more foolish than funny and often backfire. You should always be aware of the dangers of distracting a co-worker. The simplest job needs a basic amount of concentration and distraction can cause an accident. Do not take impulsive actions in your work. Use common sense think, then think again and if in doubt – Don’t. 10.20 Welfare Facilities Adequate toilet, washing and sanitary facilities are provided. These facilities are suitably maintained and conveniently located. Hand washing agents are provided, as are towels or dryers. 10.21 Record Keeping It is a legal requirement under Section 10 of the Safety, Health & Welfare at Work (General Application) Regulations 1993 to be in possession of an assessment in writing, of the risks to safety and health at the place of work. The Management recognise that for the safety system to be effective, it is necessary to keep records of all risk assessments, training records, maintenance records, accident and dangerous occurrence forms on file. The Management also recognise that a visiting inspector may ask for these records. Risk Assessments are completed for all new or upgraded installations and included in the Safety Statement. 10.22 Information and Consultation The Management of Drogheda Port Company recognises the importance of Part 4, Section 26 of the Safety, Health and Welfare at Work Act, 2005 and wishes to consult with all employees on the issues of Health and Safety. Safety Signs must be adhered to at all times. They are there for your protection and the protection of your colleagues and customers.

10.23 Working at Heights Drogheda Port Company has a commitment to providing protection to all employees who may need to work at heights and are committed to implementing all aspects of the Safety, Health and Welfare at Work (Working at Height) Regulations, 2006. When required to work at heights, appropriate care must be taken to ensure that this activity is done in a safe way. Use ladders, hoists or other means of access. Check that this equipment is properly maintained and suitable for its purpose. 10.24 Hot Work Hot Work Permits are used for all Hot Work activities outside an engineering workshop. These include Welding, Cutting, Grinding, Roof Repairs, etc. 10.25 Confined Spaces Confined Space Permits are used where employees are required to enter confined spaces such as tanks, underground drainage, manhole and interceptors etc. to carry out repairs or installation work. 10.26 First-Aid First-Aid supplies are available to all members of staff and customers should an injury occur. All First-Aid injuries will be recorded in the First-Aid Log Book with details of injury, names of injured person and First-Aider with date and time of accident. 10.27 Bullying Behaviour Procedure Workplace bullying is repeated inappropriate behaviour, direct or indirect, whether verbal, physical or otherwise, conducted by one or more persons against another or others, at the place of work and/or in the course of employment, which could reasonably be regarded as undermining the individuals right to dignity at work. Drogheda Port Company will not tolerate bullying behaviour and will take appropriate steps to resolve these issues. Any employee who feels they have been bullied should contact one of the nominated Designated Contact Persons.

10.28 Purchasing Policy It is the policy of Drogheda Port Company when purchasing new equipment, altering

existing equipment or changing a system of work, to study such proposed purchases

or changes to ensure so far as is reasonably practicable, that they are without

significant hazard.

10.29 Employee Health Monitoring The Safety, Health and Welfare at Work (General Application) Regulations, 1993

requires all employers to ensure the safety, health and welfare of all its employees at

work. In order that Drogheda Port Company complies with this, in cases where any

employee has been injured or ill, the employee will be required to attend a full

medical examination by the company doctor at the company’s discretion.

This is to ensure the employee will not be a danger to himself or his fellow workers,

when he resumes his work.

10.30 Disciplinary Action Where initial advice and persuasion fail to achieve compliance with Safety and Health

Rules it is the policy of Drogheda Port Company to pursue the matter through the

disciplinary procedures. However no employee will be allowed to continue working

in serious breach of a safety rule. Any employee refusing to carry out an instruction

will be immediately suspended pending investigation of the matter.

10.31 Port Security and Safety A secure port is vital in ensuring a safe working environment. The Drogheda Port

Company is conscious of the need for security, compliance with the ISPS Code & EU

Security Directive and for regulating the actions of any outside persons who visit or

work in the port area.

Visitors: All visitors to the port (directly under the control of the Drogheda Port

Company) must report to the Port Company Office. No visitor will be

allowed into the port area unless accompanied or briefed by a

It will be the responsibility of the employee concerned to ensure the

safety of that visitor.

No persons, excepting Drogheda Port Company personnel, pilots and

persons authorised by the company are permitted to board any of the

Drogheda Port Company pilot boats. No persons, excepting Drogheda

Port Company personnel, and persons authorised by the company are

permitted to operate or board any Drogheda Port Company plant.

Suppliers: Any person carrying out work in the port area, under a service or

supply contract, must be advised by the person responsible for

engaging them as to the safety procedures they must observe whilst

working on the port. Any suppliers, and or their sub contractors,

carrying out work must be familiar with this safety statement. All

10.32 Pilot Boat Operations There are two launches owned by Drogheda Port Company, and manned by contract coxwains. The duty Coxswain has overall responsibility for the safe execution of boarding and landing of Pilots and personnel and for the daily maintenance of the launch and it equipment. The hazards, risks, and the manner in which their safety, health and welfare are secured are set out hereunder. The pilot launches have been built and equipped to standards required by the Department of the Marine and certified annually and bi-annually for passengers carrying. The Harbour Master provides overall supervision of the Pilotage service, pilotage operations and pilot launches and he is responsible for arranging any coxswain training, instruction, scheduled launch maintenance, repairs and statutory inspections. Life Saving Equipment and other emergency equipment are checked weekly/monthly by the duty Coxswain. Crewmembers are qualified experienced boat handlers and have been trained in “Sea Survival” techniques. Protective clothing must be worn by all crew and passengers. Monthly checks are carried out on all safety equipment on the boats and recorded. Boats are slipped regularly for repairs and maintenance, which is recorded. 10.33 Protecting persons not in the employ of Drogheda Port

Company Drogheda Port Company recognises its duty under section 12 of the Safety, Health and Welfare at Work Act 2005 in relation to protecting persons not in their employment from hazards associated with DPC work activities. All visitors to the Port will be accompanied by a DPC representative and will undergo a site induction applicable to the nature of the activities being undertaken.

The safety of the general public is also recognised, all work activity in the presence of, or areas accessible by, the general public will be closely monitored and appropriate signage, barriers and exclusion zones established to prevent interaction with Drogheda Port Company activities. It is the clear responsibility of the port stevedores\operators to ensure the safety of any persons not in their employ from their stevedoring or other activity.

11.0 General Health and Safety Rules at the Drogheda Port Company

1. All accidents and dangerous occurrences must be reported to the Harbour

Master. 2. Protective equipment prescribed must be worn. 3. No running or horseplay is permitted for obvious safety reasons. 4. No unauthorised person may attempt to carry out any electrical or

mechanical repair work. 5. Employees must report any defects in plant or equipment or in the system of

doing a job which they feel gives rise to danger to the health and safety of themselves or others.

6. Employees must not use equipment, machinery if they have not been

authorised to do so. 7. Machines, tools and workplaces generally must not be left in an unsafe

condition. 8. All employees are obliged to co-operate with the safety training and

instruction programmes. 9. All alcohol consumption is prohibited to all staff, contractors and others

within the boundary of the company. 10. No member of staff is permitted to present themselves for work when under

the influence of alcohol nor is the consumption of alcohol permitted during break times.

11. No member of staff is permitted to present themselves for work if under the

influence of drug misuse nor may any member of staff issue drugs during the working day.

12. Disciplinary action will be taken against any person not abiding by the above.

13. Employees are requested to report to the Harbour Master if they see anyone

consuming alcohol or misusing drugs, or who appears to be under the influence of either.

14. If drug misuse and/or alcohol consumption reduces performance to

unacceptable levels in terms of safety, sickness, absence or other factors, this may prove to be grounds for dismissal.

15. Employees on medication, which may affect their ability to work, must

report to the Harbour Master 16. Sale of drugs is prohibited on site, if a person is found to be doing so they

12.0 Hazard Identification and Risk Assessment

Risk Assessment Terms: The following is an explanation of terms used in the report. A hazard is anything that has the potential to cause harm or loss or damage to the environment. A hazardous situation occurs when a person comes into contact with / is exposed to the hazard. Risk is the likelihood that the hazard will cause harm or loss, together with the severity of that harm or loss. Harm is the adverse effect on the individual that may result from exposure to the hazard. Loss is the damage to the equipment, property, productivity or the environment that may result from exposure to the hazard. Controls are methods of eliminating hazards or reducing risks. Risk Assessment Process: The HSA describes the risk assessment process as “a careful examination of what could cause harm or loss so that you can weigh up whether you have taken enough precautions or should do more”. Handrail protection is provided on roof of pumphouse to prevent falls. Ladder access is restricted at pumphouse using a steel barrier locked in place. No work is allowed in extreme weather conditions. Lone working on the systems is not allowed with the contract personnel required to notify the Drogheda Port Company before work commences.

Tom Roes Point Traffic Management Plan 2014 Preamble: Drogheda Port Company recognizes its duty under section 12 of The Health and Welfare at Work Act 2005 in relation to protecting persons not in their employment from hazards associated with Drogheda Port Company activities. All Drogheda Port Company visitors to the port will be accompanied by a Drogheda Port Company representative and will undergo a site induction applicable to the nature of the activities being undertaken. The safety of the general public and operators on the port estate is also recognised. All work activity in the presence of or areas where the general public will have access will be closely monitored and appropriate barriers and exclusions zones established to prevent interaction. Traffic Management Plans at Drogheda Port Working Town Quays and Tom Roes Point are an integral part of risk management. General Guidance: There are two Traffic Managements Plans in place:

• Drogheda Port Working Town Quays 2014 • Drogheda Port Tom Roes Point Terminal 2014

The traffic management plans outline the general traffic flows, nominated routes to storage areas and indicative truck turning circles. These traffic management plans may be altered temporarily to facilitate particular cargo handling modes or for security reasons. When making a temporary alteration to the Traffic Management Plan all of the following steps must be completed

• A request must be made to the Port for a temporary change to the Traffic Management Plan. This request must include the start and estimated finish dates and times of the change and the location of the change

• On receipt of approval from the Port the operator must communicate the temporary change along with start and finish dates and times to the port community

• The operator making the change must provide adequate clear directional signage for the duration of the temporary change

• On completion the operator must communicate to the port community that the temporary change is now finished and ensure that all directional signage has been removed and properly stored.

• In the case of multiple change requests on the same day, it is the responsibility of the operator who makes the first request to communicate and manage the temporary change.

In addition there are a number of specific policies relating to traffic:

• Drogheda Port Company Vehicle Policy 2014 Policy Extract: No vehicles, other than trucks or authorized vehicles are permitted on the working port area.

• Drogheda Port Company Taxi Policy 2013 Policy extract: All taxi’s operating in the Port of Drogheda should use the designated Car Park Areas. Under no circumstances is a taxi authorized to enter the operational port zone or drive ship side to collect a fare or leave their taxi.

• Instruction and Guidance for Hauliers 2014 Personal Protective Equipment (PPE): For all persons engaged in a work activity at Drogheda Port working town quays or Tom Roes Point Terminal the minimum PPE required shall consist of;

• Safety footwear mandatory, • A high visibility vest or jacket mandatory, • Safety helmet mandatory in specified areas.

These items of PPE are mandatory and must be worn in the working port area and once outside a vehicle, truck, crane, forklift, tractor or other work appliance. All port operators should ensure that their visitors or contractors have the appropriate PPE, appropriate site induction and are aware of the traffic management plans. Speed: a maximum speed limit of 10km per hr applies at Drogheda Port working town quays and Tom Roes Point Terminal. Pedestrian walkways, fire hydrants and nominated restricted areas: Pedestrian walkways and surface mounted fire hydrants are painted in yellow. Vehicles are not be parked on designated pedestrian walkways, fire hydrants or in nominated restricted areas. International Ship and Port Facility Code (ISPS) & EU Directive on Security: Under the provisions of the ISPS Code and EU Security Directive persons entering the Drogheda Port Company port facilities consent to have their person, baggage and vehicle searched and where necessary items detained and removed.

All taxi’s operating in the Port of Drogheda should use the designated Car Park Areas. Under no circumstances is a taxi authorized to enter the operational port zone or drive ship side to collect a fare or leave their taxi. Collection: On arrival at Drogheda Port, a taxi driver should proceed to the designated car park immediately adjacent to the port gates. Once parked the taxi driver should then contact the company\individual who booked their services, by phone, to confirm that they have arrived and are now waiting for their fare at the designated car park. It is the responsibility of the company\individual to ensure the health & safety of the operation and all rules are observed. Drop Off: On arrival at Drogheda Port, a taxi driver should proceed to the designated car park immediately adjacent to the port gates. • Must observe the speed limit of 10kph throughout the entire site

• Not bring a child under the age of 18 into the working port area

• Drivers and passengers must wear a hi-vis vest if they alight from the vehicle while on the working port area.

• Not enter any stevedoring operational areas

• Operational Flashing safety beacons are required in all working port areas in all circumstances.

All vehicles must have hazard beacon in the working port area. The beacon must be roof mounted Flashing beacons must be clearly visible to other users and seen to be flashing in all of the following situations: In all light conditions including, but not limited to, bright sunlight, unlit darkness and lit darkness. The lights specified should be fitted at the highest point of the vehicle The beacon should be visible from driver eye height for all approaches to the beacon. Please read these instructions carefully. Drogheda Port is a busy international shipping port with multiple companies sharing a common workplace with heavy machinery and cargo moving. Your safety whilst at Drogheda Port is very important to us. From the moment you enter the Port of Drogheda, you are required to comply with the Health & Safety Rules designed to ensure that you and other Port users remain safe and injury free. Drogheda Port is designated a drug and alcohol-free zone.

General Port Safety Guidance Personal Protective Equipment (PPE) consisting of a high visibility vest or jacket and safety footwear must be worn at all times. A safety helmet (Hard Hat or approved head protection) if required by your port operator. These are mandatory requirements for all. Note: The Port reserves the right to refuse access, seek removal or deny service to any driver who breaches the following rules.

• DO NOT exceed the 10 kph Port speed limit (or lower speed limit where otherwise indicated)

• DO NOT park or stop on yellow hatched lines or other designated ‘No Parking’ areas

• DO NOT enter any cargo storage areas unless instructed.

• DO NOT allow passengers or young persons under the age of 18 to enter the Port

Area

• DO NOT use a mobile telephone whilst driving in the Port

• YOU MUST remain in your cab at all times unless otherwise instructed

• YOU MUST drive on the left-hand side of the roadways, unless indicated otherwise.

• YOU MUST observe any temporary traffic signs or changes to the port traffic management plans that may be in place.

• YOU MUST ensure in advance of entering the port that you are aware of the traffic

management plans for any given day, given they change according to operations.

• YOU MUST be familiar with and have an up to date copy of the port traffic management plans. There are two, TRP and Town Quays. (these should be provided to you by your port operator or employer).

Working Town Quays Traffic Management Plan 2014 Preamble: Drogheda Port Company recognizes its duty under section 12 of The Health and Welfare at Work Act 2005 in relation to protecting persons not in their employment from hazards associated with Drogheda Port Company activities. All Drogheda Port Company visitors to the port will be accompanied by a Drogheda Port Company representative and will undergo a site induction applicable to the nature of the activities being undertaken. The safety of the general public and operators on the port estate is also recognised. All work activity in the presence of or areas where the general public will have access will be closely monitored and appropriate barriers and exclusions zones established to prevent interaction. Traffic Management Plans at Drogheda Port Working Town Quays and Tom Roes Point are an integral part of risk management. General Guidance: There are two Traffic Managements Plans in place:

• Drogheda Port Working Town Quays 2014 • Drogheda Port Tom Roes Point Terminal 2014

The traffic management plans outline the general traffic flows, nominated routes to storage areas and indicative truck turning circles. These traffic management plans may be altered temporarily to facilitate particular cargo handling modes or for security reasons. When making a temporary alteration to the Traffic Management Plan all of the following steps must be completed

• A request must be made to the Port for a temporary change to the Traffic Management Plan. This request must include the start and estimated finish dates and times of the change and the location of the change

• On receipt of approval from the Port the operator must communicate the temporary change along with start and finish dates and times to the port community

• The operator making the change must provide adequate clear directional signage for the duration of the temporary change

• On completion the operator must communicate to the port community that the temporary change is now finished and ensure that all directional signage has been removed and properly stored.

• In the case of multiple change requests on the same day, it is the responsibility of the operator who makes the first request to communicate and manage the temporary change.

In addition there are a number of specific policies relating to traffic:

• Drogheda Port Company Vehicle Policy 2014 Policy Extract: No vehicles, other than trucks or authorized vehicles are permitted on the working port area.

• Drogheda Port Company Taxi Policy 2013 Policy extract: All taxi’s operating in the Port of Drogheda should use the designated Car Park Areas. Under no circumstances is a taxi authorized to enter the operational port zone or drive ship side to collect a fare or leave their taxi.

• Instruction & Guidance for Hauliers 2014 Personal Protective Equipment (PPE): For all persons engaged in a work activity at Drogheda Port working town quays or Tom Roes Point Terminal the minimum PPE required shall consist of;

• Safety footwear mandatory, • A high visibility vest or jacket mandatory • Safety helmet mandatory in specified areas.

These items of PPE are mandatory and must be worn in the working port area and once outside a vehicle, truck, crane, forklift, tractor or other work appliance. All port operators should ensure that their visitors or contractors have the appropriate PPE, appropriate site induction and are aware of the traffic management plans. Speed: a maximum speed limit of 10km per hr applies at Drogheda Port working town quays and Tom Roes Point terminal. Speed ramps in place at entrance gate. Pedestrian walkways, fire hydrants and nominated restricted areas: Pedestrian walkways and surface mounted fire hydrants are painted in yellow. Vehicles are not to be parked on designated pedestrian walkways, fire hydrants or in nominated restricted areas. International Ship and Port Facility Code (ISPS) & EU Directive on Security: Under the provisions of the ISPS Code and EU Security Directive persons entering the Drogheda Port Company port facilities consent to have their person, baggage and vehicle searched and where necessary items detained and removed. Working Town Quays Specific: Access: Access and egress is through the No. 1 gate only. Gates No. 2 & 3 remain closed unless specifically requested by a port operator and approved by DPC. The operator will ensure the gate is closed at the end of the operational period. DPC will issue a general port notice advising of the temporary changes. No. 4 gate is for Drogheda Port Company local access only and operated directly by Drogheda Port Company on site operatives.
