1.0 INTRODUCTION

1.1 This Appendix outlines the requirements upon which CONSULTANT’s Scope of Services shall be entirely managed by the LANDLORD and be based for the New British International School Riyadh (BISR) project located in Riyadh, KSA.

1.1 LANDLORD shall appoint and have sufficient project management capabilities to manage a multitude numbers of consultants and sub-consultants (CONSULTANTs) qualified for the PROJECT to ensure for quality, on-time project delivery.

1.2 CONSULTANT is responsible for all aspects of the design from verification and validation of the space/functional program to the preparation of the Issue for Construction documents and Services during construction as further detailed in the subsequent sections. CONSULTANT is the single point responsible for all matters of design and design coordination and technical matters.

1.3 CONSULTANT shall note that the scope of Services is intended to provide a clear understanding of the extent of commitment required as a minimum to deliver a successful outcome of services on the basis of a framework that seeks to create an excellent working relationship.

1.4 CONSULTANT shall note that the scope of Services must be reviewed and approved by BISR. BISR’s

Representative reserves the right to make final decisions during the PROJECT.

3.0 PROJECT OBJECTIVES

CONSULTANT shall meet the following objectives for the New British International School Riyadh (BISR) project located in Riyadh, KSA:

a) Project to fully satisfy the requirements of the Project Brief, Accommodation Schedule and Output Specification Functional as per Attachment No. X, X & 3X respectively as a minimum.

b) Deliver all elements comprising this Contract on schedule (Refer to Attachment X)

4.0 SITE & PROJECT DESCRIPTION

4.1 CONSULTANTs is responsible to produce a separate site package submission that comprises all TECHNICAL INFORMATION & DRAWINGS and Scope of Work as required to communicate the design intent. The design scope shall include but not limited to:

a) Landscape (hard & softscape)

b) Civil works (pavements, roads, walkways, bikes etc.)

c) Traffic Impact Study

d) Environmental Study

e) Irrigation network

f) External/ street lighting and Street Furniture

g) Drainage (surface & sewage water)

h) Waste management

i) Water supply network (potable & firefighting)

j) Street furniture

k) Power

l) Signage, Way Fining and Road Marking.

m) Security systems

n) Telecommunication

p) Utilities including a primary loop network for utilities with predefined connection points for each element of the utilities networks, including power, telecommunication, water, drainage, chilled and hot water (if applicable), natural gas (if applicable), treated water (if applicable) and any other Infrastructure system deemed necessary to serve the new school site.

4.6 Attachment No. X (Project Brief) further describes the Project.

5.0 SCOPE OF SERVICES OVERVIEW

5.1 General Requirements

5.1.1 CONSULTANT shall be responsible for all aspects of the design (architectural, interior design, landscape, roads and infrastructure and engineering etc.) as detailed in this Appendix including all its attachments.

5.1.2 LANDLORD shall have sufficient project management capabilities to manage a multitude number of CONSULTANTS and SUB-CONSULTANTS and shall make sure that the delivery of the project will be in line with the milestones (Attachment x)CONSULTANT shall include for full and complete input from all design disciplines, including SUB-CONSULTANTS, throughout all design stages of contract.

5.2 Project Stages

5.2.1 The Scope of Services shall be carried out by CONSULTANT for the full duration of the following stages:

a) Pre-Design Stage (PD) (Program Analysis and Validation).

b) Concept Design Stage (CD)

c) Schematic Design Stage (SD)

d) Detailed Design Stage (DD)

e) Issue for Tender Documents Stage (IFT)

f) Construction Contract Tendering, Contract Award and Issue For Construction Stage(IFC) and

g) Construction Stage (C); Procurement, Installation, Testing and Commissioning and Handover.

5.2.2 CONSULTANT shall include for the following as a minimum:

a) Upon commencement of the Pre-Design Stage, CONSULTANT will be required to identify suitably qualified and experienced staff members, based in Qatar, to undertake day to day management, coordination and liaison with all parties for the successful completion of the project.

b) During the construction phase, CONSULTANT will be required to identify a suitably qualified and experienced staff member to liaise and provide support to the construction management team personnel who are undertaking Project construction management. CONSULTANT’s staff member shall be responsible for the assistance of construction management throughout CONSULTANT’s services during construction as stipulated in item 8.7 of this Appendix. This person may only be substituted with the prior written approval of the EMPLOYER.

c) Undertake all required adjustments to CONSULTANT design as necessary to accommodate the interface with other Education City existing works.

5.2.3 The design disciplines including CONSULTANT's design and cost control/ management shall include, but not be limited to, the following:

a) Design Management

c) Executive Architect & Architect of Record (local representative -see 7.3)

d) Educational Planning Consultant (selected from shortlist)

5.2.5 LANDLORD is responsible for the appointment of all CONSULTANTS (unless LANDLORD’s in-house capability is considered acceptable by BISR) to provide all design disciplines as required above. LANDLORD shall note that BISR reserves the right to reject, with reasonable justification, LANDLORD’s “In house” design disciplines and should insist on suitably experienced and qualified CONSULTANTS. Fire safety reports and QCD drawings shall be reviewed and approved by NFPA certified fire protection specialist (at minimum).

5.2.7 CONSULTANT shall produce comprehensive tender documents for the EMPLOYER to issue tender package(s) for construction. The tender package(s) based on this Contract shall comprise all technical information, drawings and scope of Works as required for construction in accordance with the Contract. The package(s) shall completely identify the scope of the construction Contract together with all other disciplines and interfaces, allowing the EMPLOYER’s appointed construction contractor to build a fully functional facility without any need to perform design work, except for essential temporary work arrangements and typical required drawings.

Up to four (4) Tender packages may be required under this Contract which shall contain but not limited to:

a) Package # 1: School Buildings

a.1) Package #1.1: Early Works Package - Earthworks, Site clearing and demolishing any certain structure as required.

a.2) Package #1.2: Buildings (including Civil and Infrastructure), Landscaping and Signage Works Package

a.3) Package #1.3: Buildings’ FF&E, Artwork and Way Finding Works Package b)

Package #2 Site Infrastructure and Landscape

5.3 Liaison and Design Coordination

5.3.1 CONSULTANT shall ensure compliance with the execution program by undertaking all required liaison, design coordination and regular meetings necessary to successfully complete project design and providing minutes of all such meetings to BISR’s representative. This shall specifically include, but not be limited to BISR’s appointed representatives, Facilities Management, BISR’s IT representative, local authorities, utility companies, all other parties for associated central plants, infrastructure facilities, CONSULTANT(s) appointed for unified landscape and CONSULTANT(s) appointed for building management system works, including attendance at all workshops and meetings as required by BISR.

5.3.2 CONSULTANT’s appointed design manager shall undertake a high level of design coordination, management, and control of all SUB-CONSULTANTS as required and shall be the single point responsible for all matters of design and design coordination.

5.4 File Transfer Platform Site Usage / Video Conferencing

5.4.1 CONSULTANT must utilize an Information Management System for review and approval, for all electronic files as required for the Project.

6.0 DESIGN REQUIREMENTS, GUIDELINES AND CONSTRAINTS

6.1 Disciplines Minimum Design Requirements

The Minimum design requirements for all the disciplines and constraints for the project are included in the Attachments of this Appendix.

6.2 Project Specific Design Requirements

The specific design requirements for the project and space program are included in the Attachment No. X of this Appendix.

6.3 Verification of Information

CONSULTANT shall verify and confirm the adequacy of information in the documents provided by BISR, however the overall responsibility for co-ordination lies with CONSULTANT. CONSULTANT shall be responsible for all verification of information supplied by BISR.

6.4 Functionality / Flexibility

The design shall be undertaken to satisfy all technical, functional, operational and aesthetic requirements of the end-user, whilst allowing for the potential for future expansion, with minimal disruption or shutdown to its on-going operations.

6.7 Mandatory Design Legal Compliance

It is CONSULTANT’s responsibility to ensure that the facilities are designed in accordance with the latest building standards (or the equivalent of approved by the local building authorities), International safety codes of practice, and other international engineering codes of practice, considering the life cycle of the design: Building and Construction CSI Specifications ASHRAE- American Society of Heating, Refrigerating, and Air-Conditioning Engineers IPC- The International Plumbing Code NEC- The National Electrical Code NFPA- National Fire Protection Association ADAAG- Accessibility Guidelines for Buildings and Facilities LEED- Leadership in Energy and Environmental Design

6.9 Constructability of Design

It is important that detailing for elements of unique or complex design be required to go through a constructability analysis, to ensure there is an efficient and practical design solution, readily executable by contractors, understood and realistically priced. Detailed elements of design that are covered by this category must receive a level of study that ensures a design solution responds to the above and is agreed prior to completion of design development.

6.10 Designing for Use and Maintenance

The design shall incorporate end user interaction over the facility’s life time and shall suitably consider all aspects of maintenance for the various structures and systems and sub-systems, including cleaning, inspection and equipment replacement.

6.11 Design Completeness

CONSULTANT shall be solely responsible for the complete design of the facility, as outlined in this Appendix and all its Attachments. No design works shall be left to the construction contractor and / his subcontractor(s) for the permanent works. The only design that may be required of a contractor shall be limited to matters of a temporary works nature or design works of items that are normally undertaken by the specific manufacturer.

6.12 BIM requirements

The use of Building Information Modelling (BIM) is NOT required for the design of this project. The use of Building Information Modelling (BIM) will be limited to As-Built Drawings and will be done by the Construction Contractor.

7.0 GENERAL REQUIREMENTS

This section outlines the Scope of Services to be carried out by CONSULTANT (appointed and managed by the LANDLORD). CONSULTANT shall note that the Scope of Services is intended to provide a clear understanding of the commitment required to deliver a successful outcome of contract based on a framework that seeks to create an excellent working relationship.

7.1 CONSULTANT’s Liaison

CONSULTANT shall interface and liaise with BISR and obtain necessary functions and operational requirements from the Project’s end user via BISR Representative. CONSULTANT shall not proceed to implement the End Users’ recommendations or review comments, without the approval of BISR representative.

7.2 Standardisation

7.2.1 CONSULTANT shall develop, with BISR, a full and detailed understanding of the requirement for standardisation of materials, finishes equipment and designs. It is of vital importance to the BISR that this standardization uses equipment and materials readily available and serviceable by suppliers in KSA and the Gulf region.

7.2.3 Designs shall:

a) Maximise modularity, repetition and flexibility; b) Maximise compatibility with widest possible range of standard sizes, dimensions, arrangements,

features, capabilities, capacities, etc.; c) Adhere to design guidelines (Attachment X) wherever possible and appropriate; d) Avoid the use of custom, non-standard products and materials wherever possible; e) Prioritise high quality standard products and materials from standard ranges that are readily

available, repairable and replaceable; f) Use equipment and materials readily available and serviceable by suppliers in KSA and the Gulf

Region g) Consider long term availability of replacements, spares, or compatible alternatives; and h) Review and implement provisions included in and discipline specific attachments.

7.4 Deliverables by CONSULTANT

CONSULTANT shall prepare and submit requirements, as per Attachment No. X (List of Project Deliverables), Attachment No. X (Quality Minimum Requirements for Projects) Appendix D [Contract Administration Instruction] and Appendix G [Contract Execution Plan], all prepared and submitted for BISR’s review and approval. Such approval may be subject to inclusion of comments that shall be incorporated in the development of the subsequent stage design documents.

7.5 EMPLOYER’S Review and Approval Procedure

7.5.1 CONSULTANT (LANDLORD) shall note that BISR’s approval shall in no way imply or incur any transfer of liability from CONSULTANT to BISR.

7.5.2 CONSULTANT is required to utilize an Information Manage System (IMS) for the review and approval process of the project deliverables.

a) CONSULTANT submits documents for BISR Representative’s review through IMS.

b) BISR Representative’s comments are provided in comments area and issued to CONSULTANT.

c) CONSULTANT incorporates BISR Representative’s comments in his submittals. Justification and reasons may be provided in the common area if CONSULTANT disagrees with comments.

d) CONSULTANT submits revised documents under a transmittal note. Revisions on the revised documents shall be clearly highlighted in the case of alpha numeric changes and indicated inside revision clouds in the case of changes in the drawings. Revised documents submittal must be accompanied with replied responses to comments for BISR Representative’s review. CONSULTANT updates comments List accordingly;

e) BISR Representative verifies CONSULTANT's responses to the previous comments, reviews the revised documents and issues formal feedback to CONSULTANT. BISR Representative shall in the response confirm closure of comments or maintain the open comments. New comments may be added.

f) CONSULTANT proceeds accordingly and updates Comments List.

g) Steps (c) to (f) are repeated until the deliverable reaches approval by BISR.

h) CONSULTANT must ensure that all comments are formally closed by BISR’s Representative.

7.5.4 CONSULTANT is entirely responsible for actively obtaining all required approvals and resolution of matters that could create additional cost and/or delays of any description, before such additional costs or delays of any description are incurred.

7.5.6 CONSULTANT shall advise BISR of the impact, if any, of the BISR’s comments on the Project. CONSULTANT shall obtain written BISR’s approval for each design stage before proceeding to the next design stage.
