The Project Team worked with the City of Eureka to develop a comprehensive list of all stakeholders and property owners within the Broadway Feasibility Study Area. Sidnie Olson and Riley Topolewski provided an Excel spreadsheet on January 21, 2011 that lists the site addresses, owner name and other information associated within the project boundary. The Project Team worked from this list to connect with businesses and to develop the three contact lists included in this document.

Field Work Key Findings

By-pass There was some disappointment from business owners that the

bypass was never completed. It was seen as a huge bumble on the part of Caltrans. The resentment didn't seem to run too deep though.

Railroad right-of-way I heard several times that a deal should be struck with the

railroad to use the railroad right-of-way that runs north-south between Broadway and the bay for at least a two lane "expressway.”

Thoroughfare A similar idea heard more often was to extend and improve West

Waterfront and Railroad Street to make a similar thoroughfare.

Traffic light timing Tom Hovie, owner of Pin Cushion Tattoo at the intersection of

McCullen and Broadway, says the green light for Broadway is too long and the green for McCullen is too short. The resulting situation is: once drivers get the green on McCullen, they are so tired of waiting and do not want to sit through another cycle that they run the red constantly setting up the perfect T Bone scenario from N-S 101 traffic.

The light at Vigo and Broadway, once red, piles up south-bound traffic in front of Les Schwab Tires to the point where their north bound customers regularly turn south to get back into traffic, then make a U-turn.

The timing, or lack their-of, of the lights on Broadway was brought up often. Business community members suggested timing the lights at approximately 35 MPH, post the speed limit conspicuously so drivers, get the message, get used to it and see it works. This potential improvement will both slow the traffic and keep it flowing.

J-walking Several business community members noted that j-walkers are a

huge problem. Hilary Gould, Public Outreach Specialist with the MIG Team, used pictures of the fence below as an example of mediation through design. In Sacramento, many pedestrians run across a 6-lane roadway to get from one shopping center to another. He explained that in Eureka, a fence could have a similar effect between the lower rent motels on the east side and social service agencies on the west side.

Several people suggested that the pedestrian over-crossing

(illustrated below) could be used if the distances between the lights were too great and Caltrans didn't want to install another pedestrian bridge.

The Taco Bell driveway creates significant congestion, especially

at dinner/commute home time. During construction, there was supposed to be an outlet from

the back of Victoria Mall (Big Five, Social Security and Sew and Vacuum Plus to the north end of the Mall by Sears) to allow for

The California Department of Transportation (Caltrans) initiated the Broadway Feasibility Study to evaluate and identify potential future safety, operational and mobility scenarios for all modes of transportation along the Broadway corridor. The study limits are approximately three miles in length, begin at the intersection of the K-Mart entrance and terminate at the beginning of the 4th and 5th Streets couplet in the City of Eureka, California.

Route 101 (Broadway) is a four-lane, north-south urban principal arterial highway in a mixed land use area. To the south of the study area, Broadway is a divided freeway. To the north, it splits into W 5th Street, which directs 101 southbound traffi c east, and W 4th Street, which directs northbound traffi c west. In addition to vehicular use, there are signifi cant amounts of non-mo-torized uses of the facility.

What is the purpose of this study?

The purpose of the study is to identify and evaluate potential future scenarios along Broadway that will address the safety, operational and mobility needs along the corridor.

Why is this study needed?

The collision rate at certain locations along Broadway reaches as high as four times the statewide average when com-pared to similar facilities. The corridor also experiences signifi cant traffi c congestion and poor mobility for all modes of trans-portation. As volumes of motorized and non-motorized traffi c increase, collision rates and congestion will also increase. Mobility for all users will become increas-ingly diffi cult as volumes increase.

The study will utilize a micro-simulation traffi c model to analyze various improve-ments along the corridor. Implementing an improvement at a single location will aff ect the traffi c operations at other locations along the corridor, which under-scores the fact that Broadway is a linked system and must be studied accord-ingly. One of the main goals of the feasibility study is to identify improvements throughout the corridor that will enhance Broadway as a system rather than transferring an existing issue to a diff erent location.

The study is only intended to identify feasible improvements that could be con-sidered for future funding.

The fi rst phase involves outreach to area businesses and community groups to provide early input in the process. Caltrans will conduct outreach workshops for the public in Spring/Summer 2011.

Caltrans District 1 Broadway Feasibility Study Outreach Program – Phase 1 and 2

Purpose Caltrans is preparing a feasibility study to evaluate and identify safety, operational and mobility improvements along Broadway (also Highway 101) in the City of Eureka. Caltrans has developed a micro-simulation model that will help simulate the results of proposed improvements so they can be evaluated by decision makers, stakeholders and the public. Caltrans is seeking public input on the model and how it is used in the feasibility study. The purpose of this outreach program is to describe the first phase of activities to identify and engage stakeholders in the feasibility study and the application of the model. The results of the Phase 1 Outreach Program will be used to develop Phase 2, which will describe the approach for involving the general public. Phase 1 will be conducted during January and February 2011. Phase 2 will be conducted by Caltrans in spring/summer 2011. The Phase 1 Outreach Program will be developed and implemented by Caltrans with assistance from MIG and with the participation of local partners including the City of Eureka, Humboldt County and the Humboldt County Association of Governments. This group will collectively be described as the Project Team in this document.

Background Caltrans and its local partners have been working together for almost a decade to identify improvements which will address traffic and safety issues along a three mile stretch of Broadway through the City of Eureka. This three mile section of Highway 101 is heavily constrained with little or no room for expansion or modification in many sections. A by-pass was proposed and planned several years ago; however, the project did not proceed due to funding limitations. Since then, key properties needed for the bypass have been developed, making this option even more difficult to reconsider. Traffic and safety issues continue to need to be addressed. Safety issues must also consider the needs of bicyclists and pedestrians, as well as drivers. Any changes or improvements made by Caltrans are likely to impact regional and local

roads. Likewise, any changes to nearby state and local roads are likely to impact conditions on Highway 101. New development proposed along or at either end of the corridor is also likely to have traffic and safety impacts.

Current Project Caltrans has developed a modeling tool to evaluate the feasibility of proposed improvements on Broadway and related impacts that may occur on local and county roads. The results of these modeling activities can be used to articulate a framework for decision makers and the public to evaluate proposed improvements. Caltrans seeks to present this modeling tool first to key stakeholders in a manner that allows groups to discuss their concerns, get their questions answered and provide feedback to Caltrans in advance of the public roll-out. Outreach Goals Both phases of the outreach program will be designed to achieve the following goals: Ensure that participants understand the potential application of the

modeling tool and how it can be used to develop a framework for decision making regarding improvements;

Frame issues and provide the supporting technical and modeling data so that participants can understand the interrelationship between proposed improvements and changes on Broadway and local and county roads;

Provide a clear understanding of where and how participants can provide input and influence decision making in the feasibility study; and,

Begin to develop agreement on the guiding principles to evaluate the feasibility of proposed improvements on Highway 101 and nearby local and county roads in the Broadway corridor.

Key Stakeholders The outreach program emphasizes a phased strategy that encourages involvement and engagement with the following groups: 1) Property and business owners with interests on Broadway 2) Representatives from environmental justice populations in the city

and county 3) Social service providers 4) External Advisory Committee 5) Established forums 6) Safety officials

Phase 1 Outreach Program Completed in January and February 2011, Phase 1 focused on identifying and making initial contact with key property and business owners with interests in Broadway. A main product was a complete and up-to-date list of business community stakeholders, other agencies and residents within the feasibility study area. During Phase 1, MIG conducted in-person and telephone outreach to confirm contact information and to invite stakeholders to the project informational meeting. In addition, an informational meeting was held with business community members. MIG identified which of these stakeholders are likely to be interested and active participants in the process. Phase 1 Outreach Methods and Timeframe Contact List MIG will develop a complete and current contact list for property owners, businesses, agencies, and residents along the Broadway corridor. To complete this task, MIG conducted in-person outreach activities.

Schedule: Completed during January 2011 Project Brochure Caltrans worked with MIG to design and distribute a project brochure as a tool for reaching the business community. The brochure was designed to explain the purpose of the Broadway Feasibility Study project and to invite business community members to the informational meeting.

Schedule: Completed in January 2011 Informational Meeting MIG worked with Caltrans to conduct an informational meeting to provide property owners and tenants an opportunity to learn about the feasibility study, share their issues and concerns and provide feedback on activities that will be conducted to involve the public. This meeting was hosted on a weekday evening and was relatively informal.

Schedule: Conducted on February 7, 2011 Final Broadway Feasibility Study – Phase 1 Outreach Report MIG prepared a final report upon the completion of Phase 1. The final report describes the Feasibility Study project, outlines the Phase 1 outreach program process and key findings, and provides recommendations for Phase 2.

Schedule: Completed February 2011 Phase 2 Outreach Program Phase 2 of the outreach program focuses on the involvement and engagement of key stakeholder groups. The following describes each group and provides recommended strategies to reach these groups. Phase 2 outreach activities will take place spring/summer 2011. Phase 2 Outreach Methods Property and Business Property Owners Business community members will continue to be important stakeholders during Phase 2 of the outreach program. Caltrans will use the contact list developed in Phase 1 to follow up and engage the business community members. Recommended outreach strategies include:

Host a follow-up meeting to the informational meeting with business community members; and

Establish a Business Advisory Group that includes business representatives from all sections of the corridor.

Representatives from Environmental Justice Populations Representatives from environmental justice populations are important stakeholders for a variety of reasons. Caltrans needs to conduct outreach activities that help ensure participation by environmental justice populations (minority and low-income). The project area is located in what is described as the North Coast, an area that is home

to over one-quarter of the state's federally recognized Native American tribes, and the region is the ancestral territory of several of these tribes. Protocols regarding communications between Caltrans and tribal representatives should be followed. Recommended outreach strategies include:

Develop partnerships with community-based organizations; Reach out to Native American/American Indian tribes through

existing tribe contact lists and cultural gatherings; and, Host low-income and minority stakeholder focus groups.

Social Service Providers Social service providers are an important audience since they can help to effectively involve people with disabilities, low-income and minority residents. Caltrans and local partners are also aware that some service providers are located on or near Broadway and people using these services may experience unsafe conditions as they travel to and from these service providers on foot or bicycle. Homeless community members also travel and stay within the Broadway corridor and their safety needs should be discussed through this process as well. Recommended outreach strategies include:

Work with social service providers in the City and County to reach social service recipients;

Ensure meeting locations are ADA and transit accessible; and, Provide translation services should they be needed.

External Advisory Committee MIG will work with Caltrans and local partners to re-convene the external advisory committee to seek their input on this project. The group last met in 2009 and was provided introductory information about the project. If agreed to by the local partners, MIG suggests convening a meeting of this group in spring 2011 to discuss the progress made since their last meeting and to solicit feedback on the current project. Established Forums The City of Eureka Safety Committee and the HCOG Technical Advisory Committee should be contacted during Phase 2 to secure time on their existing meeting agendas to discuss and get their input on this project. Safety Officials Representatives from fire, safety, and medical service providers have very specific needs related to transportation improvements. These

representatives should be contacted and given an opportunity to share their issues and concerns and confirm that their needs have been addressed through this modeling effort. These contacts could be in the form of small group interviews and telephone calls. Potential contacts include:

Bicycle/Pedestrian Advocacy Groups Representatives from bicycle and pedestrian advocacy groups will likely be very active in this process. Given the growing emphasis on multi-modal travel and greenhouse gas reduction, these participants will seek to insure that bicycle and pedestrian interests are included within the modeling approach. Key advocacy group stakeholders should be interviewed. Other Interested Parties This group includes individuals and organizations identified during the outreach process that have a specific interest in this project. These could include residents and additional agencies, among other stakeholders. The general community meeting scheduled for spring/summer 2011 provides an opportunity for all interested parties to be involved in the project.

Advisory Group Operating Charter Example The purpose of this document is to provide a basic charter and operating protocols for the proposed Business Advisory Group (BAG) for the Broadway Feasibility Study project. The draft content will be discussed, validated and revised as suggested by Caltrans and the Business Advisory Group (BAG) membership.

Purpose of the Business Advisory Group (BAG) The purpose of the BAG is to:

Provide outreach and engagement guidance, Represent business interests along the corridor, Idenitfy potential solutions that business community members

can directly influence or implement, and Review potential improvement scenarios for Broadway.

Mission The mission of the BAG for the Broadway Feasibility Study project is to provide ongoing, organized and effective input to the Project Team and City of Eureka representatives. BAG members provide advice and review assistance on issues related to the goals of the Feasibility Study. BAG members also share information with and seek feedback from the business community members they represent.

Roles and Responsibilities Provide ongoing organized and effective input to the Project

Team including reviewing and commenting on potential improvement scenarios.

Assist the Project Team to gain a broader understanding of public and interest group perspectives.

Provide a forum for interaction/communication between representatives of Caltrans, the City of Eureka, businesses, and regional interests.

At key points in the planning process, make recommendations to the Project Team and City of Eureka representatives.

Agendas: The facilitator will develop the agenda in cooperation with the Project Team. The agenda will be distributed, along with related materials, ten days in advance by e-mail.

Facilitation and Communication: the facilitator will be responsible for facilitating the meetings and maintaining formal and informal communications with group members between meetings.

Meeting Schedules: Members, with input from the Project Team, will establish the schedule for upcoming meetings.

Elements of a Successful Process that Builds Mutual Agreement (for discussion)

Develop common goals and objectives Establish a foundation of facts and shared definition of terms Identify and understand stakeholder positions Build on expressed interest in collaboration Focus on areas of agreement Clarify the specific nature of disagreements Evaluate alternatives addressing areas of disagreement Develop actions to facilitate implementation of preferred

Decision Making in the Business Advisory Group (for discussion) Decision making within the Business Advisory Group will be by a process that aims to achieve mutual agreement. “Mutual agreement” does not necessarily mean that all members of the working group are equally enthusiastic about the decision or recommendation. It does mean that everyone in the group is willing to “live with” the agreement, even though some individuals might prefer an alternative solution. The facilitator will explore the levels of agreement within the group when it appears there is disagreement with a recommendation or decision being proposed by the group. The six levels of agreement include:

1. I can say an unqualified “yes” to the decision. I am satisfied that the decision is an expression of the wisdom of the group

2. I find the decision perfectly acceptable. It is the best of the real options that we have available to us.

6. I do not agree with the decision and feel the need to register my disagreement.

Using these levels of agreement does not mean that 100 percent support will be required to move forward with plans or recommendations. It does mean that every effort will be made to reach mutual agreement and that opposing points of view will be presented and explained if mutual agreement cannot be reached. Ultimately, the Liaison Group will take into account the levels of agreement in the group when making their decisions related to the plan.

Communications with the Media (for discussion) Business Advisory Group members agree not to characterize their viewpoints as representative of the entire group when contacted by the media.
