Over the duration of the General Management Planning process, the Muskallonge Lake State Park

Planning Team ensured a variety of opportunities for public input and feedback. The process could be

followed and comments posted at the Muskallonge Lake State Park Website:

Overview of Public Input Opportunities

Stakeholder Input Meeting (October 22, 2015) – located at the LMAS District Health Department.

Stakeholders had the opportunity to learn about the General Management Planning process and

provide input regarding their concerns, vision of the park, how they could contribution to make their

vision possible. Over 40 stakeholders were invited to the open house; 9 stakeholders attended.

General Management Plan Tribal Outreach – As part of the DNR’s outreach efforts, a letter was

sent to the Federally recognized Tribal Governments in the region, informing them of the

management planning efforts and inviting them to meet with representatives of the DNR to discuss

any issues or concerns they may have relating to Muskallonge Lake State Park. A copy of the letter

follows, as well as all received responses.

DNR Stakeholder Focus Group MUSKALLONGE LAKE STATE PARK

General Management Plan

The Parks & Recreation Division (PRD) of the Department of Natural Resources (DNR) is developing a General Management Plan for Muskallonge Lake State Park. The plan is developed based upon input from the DNR experts, key stakeholders and the community.

The Planning Team would like to invite you, as one of the key Muskallonge Lake State Park stakeholders, to join us for a two-hour focus group.

The General Management Plan (GMP) is a long-range planning document that identifies a park’s importance in terms of natural and cultural resources, recreational and educational opportunities, and economic value. Muskallonge Lake State Park offers many opportunities to contribute to the recreation and

tourism needs of the region and state.

The Stakeholder Meeting for Muskallonge Lake State Park was held on October 22, 2015 at the LMAS District Health Department. Stakeholders included government/quasi-government representatives, community partners, business organizations, recreation partners, and natural resource partners. The intent of this meeting was for stakeholders to provide input that would inform the Planning Team’s work to develop the General Management Plan’s Action Goals. February 4, 2016 Attendees: In Person: Tom Callison, Grand Traverse Band of Ottawa & Chippewa Indians (GTB) Debbie Jensen, Park Management Plan Administrator Tom Paquin, Eastern UP District Supervisor Keith Cheli, Regional Field Planner Cory Kovacs, Fisheries Biologist Via phone: Dennis Knapp, Tribal Affairs Coordinator Dean Anderson, State Archeologist Craig Krepps, Unit Manager Tahquamenon Falls State Park Jim Dzelak, Unit Supervisor Muskallonge Lake State Park Ray Fahlsing, Stewardship Unit Manager The meeting was initiated by a letter from Dennis Knapp, Michigan Department of Natural Resources (DNR) Tribal Coordinator, extending an invitation to meet with the Tribal representatives to discuss the General Management Plans for Tahquamenon Falls and Muskallonge Lake State Parks. Debbie Jensen gave an overview of the progress made to date on the General Management Plans. Internal planning meetings are underway and the team has received input from stakeholders and the public via an online survey. The draft plans are expected to be made available for review in May/June. Tahquamenon River access was discussed. It is limited between the falls due to topography, and between the Lower Falls and the river mouth by lack of suitable land in public ownership. It was noted that those wanting to fish the river currently motor up 16 miles from the river mouth causing some concerns for riparian owners. The DNR is interested in establishing a new access point, approximately centrally located along the river corridor, if suitable land could be acquired It was noted that the river has a history of Tribal sturgeon fishing. Cory mentioned that there was the possibility of installing a streamside rearing facility in the park, which was seen as a great outreach opportunity. Keith outlined some proposed development concepts at Tahquamenon Falls. A project currently in the planning stages at the Lower Falls would improve the boat concession and reduce infrastructure on the island, connecting to the island with an accessible bridge. Improvements to a canoe/kayak access below the Lower Falls with a boat slide is also proposed. All development in the river corridor would be in keeping with the Federal Wild and Scenic River proposal. A potential visitor center is also something

that will be considered. At the rivermouth, river bank erosion will continue to be addressed and there are proposals for additional cabins within the campground. It was noted that any new footprint would require a Phase 1 Archeological Survey. The park has 34 documented archeological sites and likely others that are not documented, including Native American sites and those relating to the logging era etc. Tom expressed his desire to see a buffer on any logging along the river corridor for aesthetic and archeological reasons. Although logging is not relevant in state parks, the concept of limited disturbance along the viewshed from the river was agreed upon. Tom mentioned that there had been some issues with access being denied to those showing Tribal ID at the park. Continued education was suggested for both park staff and Tribal members (Craig noted that the passport exemption is for the driver of the vehicle not passengers). Craig noted that there have been periodic requests to salvage wood from the river, which is under the jurisdiction of the Department of Environmental Quality and typically requires a permit application. Tom said that they would be opposed to this for fisheries reasons. The intent to move ahead with dedication of the proposed Natural Area at Tahquamenon Falls was discussed and Tom indicated his general support. At Muskallonge Lake SP a Phase 1 Archeological Survey was undertaken prior to the headquarters relocation. A survey of the remaining park is proposed. Other proposals at this park primarily relate to upgrades of existing facilities. It was noted that there had been no comments received to date from the Bay Mills or Sault Ste Marie Tribes. Key Points

• Tribal interests relate primarily to: access to fisheries, protection of archeological resources and support for a streamside rearing facility for Sturgeon.

Press Release: April 28, 2016

The Department of Natural Resources will host an open house Thursday, May 19, to hear public input on a new draft General Management Plan for Muskallonge Lake State Park in Luce County, Michigan. The open house will run from 6 to 8 p.m. at the LMAS District Health Department, 14150 Hamilton Lake Road (County Road 428) in Newberry.

The General Management Plan for Muskallonge Lake State Park State Park defines a long-range (10- to 20-year) planning and management strategy that will assist the DNR Parks and Recreation Division in meeting its responsibilities to protect and preserve the site’s natural and cultural resources, and to provide access to land- and water-based public recreation and educational opportunities. A link to the Muskallonge Lake State Park draft plan can be found at www.clearzoning.com/muskallonge-lake-state-park.

Muskallonge Lake State Park is situated between the shores of Lake Superior and Muskallonge Lake, 28 miles northwest of Newberry in an area well known for its forests, lakes and streams. The 217-acre park was the former site of Deer Park, a lumbering town in the late 1880s and a Coast Guard lifesaving station. Currently, the park provides modern camping facilities, a boat launch and access to a swimming beach, picnic facilities, a portion of the North Country National Scenic Trail/Iron Belle Trail and the Lake Superior shoreline.

This public meeting will begin with a short presentation of the draft plan. Members of the public are welcome to attend at any time during the two-hour period to review the planning material, provide comments and talk to DNR staff members. Attendees were asked to review the Statements of Significance, Draft Management Zones and 10 Year Action Goals. Participants were asked to prioritize the Action Goals and provide comment on the Draft Management Zone Map and Significant Statements, and to also provide additional input at a Brainstorming station. Natural Resource Recreation

Active recreation at a medium to high density of use conducted in a natural setting is the hallmark of the Natural Resource Recreation Zone. There is an emphasis on resource quality over recreation, but

in this zone higher levels of use are allowed. Vegetation may be managed to facilitate recreational use and maintain an aesthetically appealing landscape, as well as address such issues as hazard trees

and to manage pests and disease.

Just wanted you to know how much my husband and I love this park. We have only made 2 day trips

while travelling through the UP, and plan to stop again this summer. We spend hours down along the

beach, looking for rocks, etc. It’s nice because it isn’t crowded, the facilities are nice (stairs to beach,

bathrooms,etc) and the people who work there are friendly and helpful. We would consider camping

there, though we felt Section 1 could use a few more trees…

Also, we tried finding the trails to hike around, but they didn’t seem very well marked, and we weren’t

familiar enough with the area to just forge ahead by ourselves.

We hope this park remains, with whatever improvements you feel are necessary. We are looking

forward to spending time there again this summer. It is a hidden gem!

Please keep the county road to the west unpaved/gravel. This adds to the rustic feel and nature of the

remote Lake Superior Shoreline. Like Gail said it is a hidden gem! I hope it stays that way.

Strongly endorse plan elements regarding invasives control, cabins and wi-fi. Park is a real gem, and

preserving it remoteness character is important. Would like to see climate change specifically addressed

in at least longer term planning. Several DNR divisions have published climate analyses, esp. Forestry,

fisheries and wildlife, and MSU has on-going studies and results with tourism implications that should be

referenced. Camping and summer recreation seasons will expand, forest species and habitats are in flux.

Internet? After all, you’re digging everything up anyway, this is your last chance to do it right and have it

We won't be able to attend the meeting that is going to be held May 19th, I have already completed a

survey that was sent last fall. I would like to comment again on things I would like to see done of

improvements of the park. So glad the electrical is being redone we have camped at all 3 sections of the

park and have had issues. 50 amp needs to be added to some sites with so many bigger rigs needing the

50 amps. Sewer and water hook- up for certain area would also be nice, I've seen other state parks have

added this and people will fill those spots up. We are camp hosts at Muskallonge and have hosted there

for close to 10 years, last year we finally got a water hook-up, and we have been waiting for a sewer

hook-up. Considering the host spot is right next to the bathroom and right next to the sewer line it

doesn't seem like a lot to be hooked up. We host for over 2 months every year so that would be a big

help. Since we have hosted for so long we hear from so many campers of things they would like to see

done at the park. The roads in the loops by the campsites are in horrible condition. Very hard for kids

to ride bicycles, and I witnessed myself two different elderly people, one that fell after their foot was

caught in the broken up asphalt, and a man that had a hard time pushing a walker through the broken

up asphalt. I also wondered why there isn't any paved handicap sites. Some type of pathways, they

have a paved sidewalk in section 1 for people to get to the restrooms without having to cut through

campsites, section 2 is the worst with not one pathway, campers constantly complaining of campers

trying to cut through their sites so they don't have to walk all away around, quite a distance for small

children, planned pathways through section 2 and 3 would really be helpful for everyone camping. The

park staff keeps the park well maintained, hopefully with the state going forward with meetings with the

public of plans to be done with the park, things that have been neglected can be taken care of. A

meeting in the middle of the summer when so many of the annual campers are there would also be

good. Muskallonge has a lot of campers that visit the park several times throughout the camping

season, not just for a one time a year vacation. That is also why the area for people to leave their

camping units is so important because people leave their unit there several times because they always

come back there to camp every few weeks. Hopefully these suggestions can add some insight.

The Coast Guard Rescue Stationbuilding was still standing the first few times I was there. I have not been there in a few years because it is so heavilyused and difficult to get in.

It brought the campers together and the conversation basedon the need to feed and protect these lakes for sport and those locally who may depend on it for sustenance living.What has become very clear is the decrease in healthy fish and game in the area.

8 Campsites at Muskallonge SP still have the set-in wooden post, campsite markers at the roadside of each site. Thesethings are a HAZARD!! There are a hand full of sites that are logistically impossible to back into OR exit if a neighbor isparked slightly askew. Last September we witnessed two incidents the same day where towing vehicles were heavilydamaged in attempts to back a unit into the campsite. We've had the experience of needing to ask a neighboringcamper to move their vehicle to allow us room to clear those darned posts. Plus, at NIGHT, they are impossible to seeand too short to see in your mirrors without any reflective paint or tape. Perhaps moving the to the right rear corner(NOT in the center or the driver cannot SEE it backing in at night) of each site and painting with reflective paint andadding reflective strip of tape, would remove the logistical problems, keep the sites marked and clearly reflective tosee in a backup mirror in the dark (by the driver) we don't all have others in the vehicle to assist... These are costefficient changes that would provide ease for the campers and probably would not cost the $1,000's of dollars spent onrepairing that gentleman's brand new GMC and travel trailer. (Figuring in ALL the folks who've suffered $$ damage)moving the existing posts and adding reflective paint seems like a simple but HUGE improvement. Lastly, the past 3years have seen a loss of large mature trees in the park. Why not dig up and transplant young trees from thesurrounding area for future generations? A large part of the park's appeal are the beautiful trees. There would be laborinvolved and the cost of rope and stakes to stabilize them from the winds that frequent the area, but no major cost.Lastly, we would like to camp later than the second week of October, but still use a shower/restroom and dump/fill ourtanks. Why not, in the years where weather allows, extend those services (by local authorization) in the park based onthe local conditions? Would love to see more programs for not only kids, but tweens/teens. Boating safety, basicsurvival techniques (build a shelter, build a fire), archery basics, teaching about local wildlife (wolves, cougars, deer,moose), hiking basics, emergency outdoor first aid. Kayak and paddleboat rentals would be AWESOME addition tothis park!!!!

I have been traveling to this campground every year with my parents since 1985 whenI was 8 years old. Now I'm 38 and have continued the tradition with my children and we camp with my parents. It isthe same playground equipment that I had as a child, minus the merry-go-round. The equipment is older and needsreplaced for safety concerns. I would also like to see a bit more attention paid to the swimming area. Each year I feellike the grass keeps growing closer to the shore line and we are not taking the time to till the sand up and eradicatethe grass. There is only a small area of sand and it's mostly rocks. I would like to see that area updated and havemore of a beach because the lake is great! I cannot express how much my family and I enjoy coming up toMuskallonge each summer for our week. When we got married, I started bringing my husband up there and heimmediately loved it. When he retires from the Military, he has plans of becoming the park host for a summer so thathe can decompress from the Military Life that we have lived for the last 17 years. Please continue to makeMuskallonge Lake State Park the best park in the UP.

48 We have camped at several Michigan State Parks, and the management at Muskallonge far surpasses any of theothers. The park is cleaner than any other park (grounds, restrooms), and the staff is MUCH more friendly. They seemto take a lot of pride in their park, while staff at other parks just seem to treat it as a job they're not too fond of.

55 Again, we have been coming since I was 8 years old in 1985. I now bring my husband and 2 kids to the park. My kidslove riding their bikes and playing on the playground equipment in the 2nd loop. The playground equipement in the 2ndloop by the swimming area needs to be updated and made safer since it's the same equipment I played on in 1985.The park also needs to update the electrical service in more loops to accommodate 30/50 amp service. Our camperneeds 30 amp service so it limits us to just the first 2 loops instead of all 7 loops. I would love to see that updated.

80 Our family would really be disappointed if this park became more modernized. Every time we have camped there thepark has been quite full so attracting more campers doesn't seem to be the issue. We camp a lot in the summer atState Parks and we notice more and more how people are becoming more hurried. Cars whizzing by in the park allday. When we go to Muskallonge we relax, stay at the park or at the shoreline for our entire stay. We put thecellphones away (because there is no service, which is nice for a change.) We enjoy each other's company, ride ourbikes, take the trails, walk the dogs. It is so relaxing and our most anticipated camping trip of the year. Please, keep itthat way!!

What has upset me in the past isseeing DNR park rangers take advantage of hosts by putting them to work on tasks that should be completed by apaid employee. For example, tiling the bathroom. I believe this should be the state parks responsibility not the hosts.I've seen some park rangers do little work while a campground host is working their tail off.

The campsites are starting to get worn, which is both goodand bad.
