Biter Western Region Program ManagerSUMMARY OF EXPERIENCEMr. Biter has over twelve years of experience in the environmental consulting field and has experience in a broad range on environmental areas. Primary areas of expertise include, Phase I/II Environmental Site Assessments, National Environmental Policy Act Assessments, indoor air quality/mold surveys and remediation design/oversite, asbestos and lead-based paint surveys, OSHA employee exposure monitoring, biohazard sampling and clean-up, groundwater/soil sampling, industrial hygiene surveys/testing, health and safety oversight and construction management on a variety of remediation projects, and development of site specific health and safety plans. RELEVANT PROJECT EXPERIENCEPhase I/II ESAs and NEPA Assessments: Mr. Biter has conducted or managed over 500 Phase I ESA’s on a variety of property types including raw land, agricultural, residential, commercial, retail, medical, industrial, and manufacturing properties. In addition, Mr. Biter has performed/managed Phase I ESA’s and NEPA Assessments for approximately 1,200 cellular communication tower sites. The ESA’s and NEPA assessments were performed in Pennsylvania, Ohio, West Virginia, Maryland, Michigan, New York, Arizona, Nevada, California, Colorado, Texas, Utah, New Mexico, and Washington. The ESA’s were performed in accordance with the American Society of Testing and Materials (ASTM) Standard Practices for Environmental Site Assessment requirements, and Mr. Biter meets the ASTM requirements of an Environmental Professional (EP). Mr. Biter has experience working with a large variety of client types including investment firms, private owners, financial institutions, manufactures, engineering firms, and attorneys. Mr. Biter has previous experience working for most of the major communications carriers including AT&T Wireless, Verizon, Cingular Wireless, Crown Castle, Alltel, Nextel, Sprint, American Tower Corporation, and T-Mobile, along with a number of turn-key companies working directly for the carriers. Mr. Biter has gained extensive experience working with Federal, State and Local regulators. Mr. Biter has extensive experience working as a Client Manager and Program Manager for numerous clients and has served as lead contact for those Clients to oversee all projects have been completed per the Client’s protocols and delivered on-time.Indoor Air Quality (IAQ)/Mold Assessments: Mr. Biter has conducted over 50 IAQ/Mold assessments and sampling in a variety of environments including schools, apartment complexes, high-rise and low-rise office buildings, retail stores, government buildings, and private residences. Mr. Biter has developed project specific remediation design for approximately 25 large and small-scale mold abatement projects. Asbestos/Lead-Based Paint Surveys and Remediation Oversite: Mr. Biter has conducted over 100 asbestos/lead-based paint building surveys and sampling events in a variety of environments including schools, universities, high- and low-rise office buildings, residential homes, apartment complexes, government owned facilities, and retail centers. Mr. Biter has also conducted air monitoring and remediation oversite for both large- and small- scale remediation projects, including work conducted in numerous Federally owned facilities and military bases located in and around Washington D.C, Virginia, and Maryland.

Biter Western Region Program Manager Industrial Hygiene/ OSHA Exposure Monitoring/ Biohazard Testing: Mr. Biter has conducted approximately 30 industrial hygiene and OSHA employee exposure monitoring surveys for construction, renovation, industrial, and manufacturing clients. Surveys and monitoring included development of a site-specific survey and sampling strategy for specific chemical and pollutants hazards present within the work environment. Mr. Biter has also gained experience in biohazard response, testing, and clean-up procedures while participating in the Capital Hill Anthrax Response following the contaminated mail events in numerous federally owned building in Washington D.C. including the Hart Senate Office Building, the Senate Mail Receiving/Processing Center, and several USPS properties. SUMMARY OF EXPERIENCE Mr. Stallings has over 10 years of experience in the environmental industry. At EBI Consulting, Mr. Stallings is a senior scientist specializing in ASTM Environmental Site Assessments, biological impact assessments, remediation projects, environmental monitoring projects, storage tank closures, lead and asbestos surveys, and NEPA assessments. RELEVANT PROJECT EXPERIENCE ASTM Environmental Site Assessments: Mr. Stallings has completed hundreds of ASTM Environmental Site Assessments for a variety of properties and purposes across the United States. These properties have included communications facilities, vacant lots, industrial facilities, agricultural tracts, commercial properties, retail facilities, municipal facilities, educational facilities and multi-family residential properties.

Environmental Investigations: Mr. Stallings has served as a project scientist on multiple environmental projects involving regulatory permitting for water quality, water diversion and wetland delineation. He has worked on Florida Everglades restoration/reclamation projects, coastal erosion assessments and engineered wetland projects. Mr. Stallings has provided expertise in ground water monitoring, water and soil testing, analytical data interpretation and quality control measures. Mr. Stallings has monitored marine and aquatic environments and fish populations during dredging, pumping, artificial reef projects and under water construction activities. Mr. Stallings is experienced with lead paint and asbestos sampling and analytical data interpretation. Mr. Stallings is experienced with air quality and microbial sampling and analytical data interpretation. Mr. Stallings has completed numerous biological impact assessments. Environmental Remediation: Mr. Stallings served as a project scientist on multiple projects across the United States involving soil and ground water remediation for industrial facilities including several Federal and State Superfund industrial remediation projects. He has provided expertise in monitoring well design, work site health and safety, environmental drilling, contamination plume delineation, free product and vapor recovery, site specific testing and remediation action plans, hazardous waste management, analytical data interpretation and quality control. Mr. Stallings has overseen multiple storage tank and pipeline closure projects.

NEPA Experience: In addition to environmental assessments, Mr. Stallings has prepared numerous NEPA consultation reports, compliance audits, tribal consultations, biological assessments and other various environmental assessments for telecommunications sites. Mr. Stallings has helped various clients facilitate the Section 106 / environmental review process to ensure compliance with Federal Communications Commission (FCC) requirements under the National Environmental Policy Act (NEPA).

Analytical Chemistry/Laboratory Experience: Mr. Stallings served as a field technician, an analytical chemist, a data quality officer and a laboratory manager at a NELAP certified facility for over five years. He specialized in long-term soil and ground water monitoring, agrichemical, petrochemical and metals analysis. Mr. Stallings has extensive academic and hands on training and is certified as an Environmental Field Technician by the Florida Department of Environmental Protection. Additionally, he is certified in ultra-trace sampling procedures and analysis. Mr. Stallings co-developed and co-published Analytical Method JEL3050-P (Total Phosphorous by Inductively Coupled Plasma-Mass Spectroscopy).

Military: Mr. Stallings served in the United States Navy in the Middle-Eastern and European theaters as a member of the US Armed Forces Mobile Environmental Team and on the Joint Forces Expeditionary Team as an active duty scientist for over five years. During this period, he responded to and contained hazardous materials spills and emergencies in accordance with NAVOSH and installed and monitored remote meteorological, geological and oceanographic observation equipment. Mr. Stallings continued military service in the Naval Reserve as a flight meteorologist for the USS John F. Kennedy Carrier Group for an additional three years.
