Box 189 Waterford, New York 12188-0189 Re: End of Fieldwork Stateline Retail Center (07PR00764) Phase III, Brush’s Corners Historic and Precontact Site, Area B (A07906.000077) Town of Southeast, Putnam County Dear Ms. Blakemore; This letter is intended to notify OPRHP of the completion of fieldwork for the Phase III mitigation of the abovementioned site as of Thursday, October 30, 2008. The various aspects of the Data Retrieval Plan (DRP) were fulfilled as detailed below:

Another visual surface survey was conducted across the plowable areas of the site. Identified artifacts were bagged, numbered, flagged, and their locations were subsequently recorded by INSITE engineers on August 22, 2008.

A site visit was performed on August 20, 2008 by Dr. Lucianne Lavin who will be performing the lithic analysis of the artifact collection. She was given a site tour by the Principal Investigator and observed some of the excavation units that had been opened to date.

A total of 144 0.5m x 0.5m square shovel tests were excavated at 5m intervals in linear transects located within areas of artifact concentrations.

An artifact distribution map was created combining the data from all investigations to date to identify areas of concentrations within the site.

A total of 204 1m x 1m units were excavated throughout the site based on the artifact distribution map.

On September 16, 2008 a geomorphological evaluation was performed by Dr. Julieann Van Nest of the New York State Museum (NYSM). Dr. Van Nest met with the Principal Investigator for a site tour and then proceeded to conduct her evaluation. She provided immediate feedback to the crew and is currently working to complete the report of her analysis.

In a letter dated September 30, 2008, STRATA was informed by Andrea Lain of the NYSM that the museum had agreed to curate the precontact artifact collection from the Brush’s Corners Site (see attached letter).

Near the end of the Phase III work a mechanical excavator was used to strip a large portion of the site. The stripping helped to expose several subsurface features as well as provide information concerning the stratigraphy of the site below depths previously excavated by hand.

Preliminary Results The Phase II Site Evaluation explored approximately 117 m² of the site through 700 STPs and 29.5 units. The Phase III excavations within the Brush’s Corners Precontact Site examined an area of approximately 240m² through the 144 square STPs and 204 units. Together, the total investigation comprised roughly 357m² within the ±9,700m² site, or approximately 3.7%, not including the final stripping phase which examined an area equal to approximately one-fifth of the site. Since much of the investigation focused on known areas of artifact concentrations this sample size is considered sufficient to represent the general classes of artifacts and features occurring here which, in turn, will reflect the types of activities that took place. An artifact total has not yet been tallied but much of the recovered cultural material consisted of lithic materials, primarily quartz debitage along with some chert. Approximately 40 bifacially-worked artifacts were recovered including diagnostic projectile points. A quantity of hammerstones were also collected. These materials will be cleaned and cataloged before being delivered to Dr. Lucianne Lavin at the Institute for American Indian Studies in Washington, CT for further analysis. Several subsurface features were identified within the site, many of which contained charcoal fragments. The charcoal was collected for radiocarbon dating. The radiocarbon dates from the features will hopefully identify the period of the occupation observed at the site. Conclusion The Phase III mitigation of the portion of the Brush’s Corners Precontact Site, Area B contained within the Area of Potential Effect has been completed.
