Criterion 1: Proposed project addresses a need and supports TGM objectives (up to 40 points)

The project clearly and effectively addresses a local or regional transportation or transportation-related land use issue, problem, need, or opportunity and will achieve one or more of the TGM objectives.

Explain how your proposed project addresses a need and supports TGM objectivesSignificant gaps exist in Cottage Grove’s transportation network for bicyclists and pedestrians. The aging sidewalks are frequently cracked or broken, or missing altogether. Within the historic downtown core, there are no accessible paths from block to block, let alone from City Hall to the Community Center. Bicycling as both a means of transportation and as recreation has boomed in the area with the development of the Row River Trail, a National Scenic Bikeway, and the Oregon Covered Bridges Bikeway. But we lack consistent bike lanes across key arterial roadways and connectivity to the expansion areas to the south, and there are

few safe or comfortable rail crossings. As our 2016 Transportation System Plan (TSP) states, addressing these gaps and improving condition for walking and biking will not only help to increase the utilization of these modes, but also improve safety, accessibility, and mobility for current and future users of the system. Improving safety is particularly important to the community. In recent years, Cottage Grove has seen 3 pedestrian fatalities on Hwy 99. We also lost a middle-school student to a bicycle vs. car accident last year at the Hwy 99 S/6th Street/RR crossing. The community responded with great efforts to provide bike helmets and bike lights to all middle-school aged children; ODOT ear-marked STIP funds for a road-diet at one of the pedestrian crash sites. But more long-term, systemic fixes are needed to prevent tragedy. Cottage Grove also has an extreme housing shortage. In January 2020, Council adopted land use code changes and a Multi-Unit Property Tax Exemption (MUPTE) to encourage a broader range of housing types and expand housing opportunities. We need to improve the connectivity of our bike/ped system to this new multi-family development. A 2020 UO community survey about transportation needs in Cottage Grove ranked bike/ped system improvements as the #1 requested improvement to our transportation system.Based upon this proven need, we believe that our proposed Bicycle and Pedestrian Plan meets many of the TGM objectives.

The Plan will support TGM Objective No. 1, by providing guidance and direction we need to build an interconnected transportation network that supports mobility, equity and economic growth. Our plan is to develop a scoring matrix, with extensive public involvement, that takes both existing conditions and the community’s health, mobility needs, and economic concerns into consideration. This scoring matrix will be applied to the existing bicycle/sidewalk inventory through the use of GIS to ensure that prioritized projects provide mobility choices for underserved communities and those with limited options, and the ADA transition plan will guide limited funds to where they will best meet mobility needs. The improved bike/ped network achieved through the implementation of the plan will support a safe and convenient walking and biking system that supports active, healthy lifestyles for Cottage Grove citizens of all ages and mobility levels.

The Plan will support TGM Objective No. 2, by enhancing community connections and developing accessible transportation routes to link neighborhoods with commercial and service centers. Our 2016 TSP highlighted the need for detailed multi-modal planning to link expansion areas to the historic downtown and to the hospital, airport, and parks. Recent passage of the MUPTE and other housing incentives is already starting to drive new development into these expansions areas, further emphasizing the timeliness of this project. The scoring system will include points for proximity to activity centers, particularly schools, as part of a larger Safe Routes to School Action Plan. The goal will be to provide a safe and appealing physical environment for bicyclists and pedestrians, which will support the social, cultural, and health needs of community.

TGM Objective No. 3, supporting economic vitality and growth, will be a goal of the proposed Plan. Bicycle tourism has become a focal industry in Lane County, with increased emphasis on linking popular regional bicycle and pedestrian trails to our local trail system. The planning project will include recommendations for code amendments to ensure that new development will be linked into these systems, benefiting existing and future residents and businesses.

The Plan will save public and private costs by encouraging compact land use and transportation planning, supporting TGM Objective No. 4. It will meet goals of the 2016 TSP, which encourages improving the multi-modal system within the existing city footprint to accommodate future transportation needs and minimize or remove the need for construction of additional major infrastructure projects. It will also support the City’s efforts to address our extreme housing need by encouraging the development of infill and multi-family development that is accessible to the bike/ped system.

Criterion 2: Proposed project is timely and urgent (up to 25 points)

The application demonstrates timeliness and urgency. The project is needed now to:

address pressing local transportation and land use issues

make amendments to local plans or regulations necessitated by changes in federal regulations, state requirements or regional plans

make amendments to local plans or regulations necessitated by changes that were not anticipated in previous plans, including growth or lack of growth, changes in land-use patterns or changes in available funding

build on, complement or take a necessary step toward completing or implementing other high priority community initiatives, including Governor's Regional Solutions Team priority

resolve transportation or land use-related issues affecting the project readiness of local, regional or state transportation projects for which funding is expected to be obligated within the near future

Explain how your proposed project is timely and urgentThe proposed Bicycle and Pedestrian Plan is both timely and urgent for Cottage Grove and its residents. The 2016 TSP shifted our historic focus from expanding the vehicle-mode portion of our transportation system to improving multi-modal connectivity. The 2016 TSP goals stated that we need to “plan and develop a network of streets, accessways, and other facilities including bikeways, sidewalks, and safe street crossings, to promote safe and convenient bicycle and pedestrian circulation within the community.” This TSP included abbreviated master lists for bike/ped system improvements. However, we need to perform a more detailed, thorough analysis, integrating a wide array of stakeholders. The proposed Bicycle and Pedestrian Plan will act as a refinement plan to the TSP to provide this analysis, work with the community to prioritize projects, make code changes, and create a detailed project list for implementation.

The need for this refinement plan is keenly felt. Earlier last school year, a middle-school student was killed while riding his bicycle home from school. This incident followed a pedestrian fatality on Hwy 99S last year, and two pedestrian fatalities within the last five years on Hwy 99N.

The community is united around improving bike safety for our school children. South Lane Fire & Rescue District has developed a Bike Right Bike Light Program to get a bike light into the hands of every school-age child. Lincoln Middle School is working with the local Rotary Club to provide bike helmets. The Bike Safety Coalition has held bicycle safety round ups. The Cottage Grove Police Department has upped enforcement of bicycle helmet use, giving “tickets” to children, which can be “reversed” at the SLCFR Fire Station in exchange for accepting a free bike helmet.

All of these activities are designed to make our children safer, but none of them address the systemic issues of the bike/ped system, specifically the gaps and deficiencies of the system that force kids to walk or bike in the street. The South Lane School District is deeply concerned with improving the safety of bike/ped routes to schools and adjacent play fields and parks. They are prepared to actively engage with the City and the community in Safe Routes to School planning as part of this project. The success of the Safe Routes to School project around Lincoln Middle School, which will see over 1-mile of new sidewalks/crosswalks by spring, 2021, gives SLSD and its community proof of the benefit of this type of planning.

ODOT is also an on-going partner with the City in improving bike/ped facilities in the light of the pedestrian fatalities on Hwy 99N. We have a road-diet/sidewalk improvement/ADA improvement/bike lane project

scheduled for construction in 2022, which includes initial planning for improving pedestrian connections over the Connector Bridge.

In addition to safety concerns, this Plan will help us address pressing land use issues. Cottage Grove is experiencing a housing shortage. We adopted a Buildable Lands Analysis and Housing Needs Analysis in 2019 that led to a dramatic reworking of our land use code to encourage more multi-family development and a broader range of housing in all residential areas. Our code now allows for much higher densities in residential areas. We need to ensure that the code for new and infill development reflects the City’s desire to improve multi-modal connectivity throughout the community.

Criterion 3: Proposed project approach is reasonable (up to 20 points)

The application demonstrates a clear approach to achieving the expected outcome and includes consideration for adoption. Where substantial coordination with other local, regional, and state planning efforts will need to occur, the mechanisms and responsibilities for the coordination are clear.

Explain how your proposed project approach is reasonableWe want to improve and enhance the city’s bicycle and pedestrian system to address the following goals: safe routes to schools, ADA accessibility, safety, connectivity, community and neighborhood health, social equity, sustainability, economic vitality, housing availability, and strategic investment. Specifically, the City plans to utilize TGM funding to hire a consultant to develop a Pedestrian and Bicycle Plan that incorporates a Safe Routes to Schools Action Plan and an ADA Transition Plan.

This plan will identify the goals and objectives that form the vision for the city’s bike/ped system, detail existing investment and gaps in this system, establish a prioritization system for new and repaired infrastructure based upon the community’s vision and goals, use this scoring system to identify and prioritize recommended projects (short and long term), identify potential code barriers and/or improvements, and review possible funding strategies for achieving the recommendations. A Safe Routes to Schools Action Plan will be integrated into the final document, which will be adopted as an implementation plan to our 2016 TSP, which is an adopted component of our Comprehensive Plan.

An advisory committee will be formed to assist the consultant firm. This committee will include representatives from the City Council, Planning Commission, ODOT, Lane County, and the South Lane School District. Other representatives will be drawn from community stakeholders, including: Cottage Grove Community Hospital (PeaceHealth), the Bike Safety Coalition, South Lane Athletics, Be Your Best Cottage Grove, South Lane Fire & Rescue District, South Lane Wheels, Chamber of Commerce, AARP, Senior & Disabled Services, South Lane Mental Health, etc. This advisory committee will be responsible for finalizing goals and objectives, identifying and prioritizing scoring factors for use in ranking projects, reviewing alternatives, and vetting the final preferred project list and implementation plan. This committee is largely intact, as the Advisory Team to our ongoing Transit Development Plan planning project (due to be completed January 2021). The integration of agency staff from ODOT and Lane County will ensure Inter-agency coordination for proposed projects on ODOT or Lane County roads.

Public input into the planning process will be taken throughout the planning process. Input opportunities will include: community-wide on-line survey to identify community concerns about the current system; a student tally about how children arrive and depart from school (with adjustments for COVID); a parent survey about factors, beliefs, and attitudes that affect parents’ decisions about their children walking or bicycling to school; a senior survey about mobility concerns with the help of Senior Services and the Senior Center; an on-line comment form; and at least two community-wide open houses. City staff will assist with the development and implementation of these surveys and open houses. This input will be used to assist the Advisory Committee in establishing the scoring system to rank sidewalk/bicycle segment

improvements. The scoring system will take into consideration ADA accessibility, proximity to schools, and current condition in the ranking of segments, as well as other factors such as proximity to pedestrian attractors, household incomes, residential population density, street classification, health status of the area, and occurrence of automobile/pedestrian/bike incidents. The intent of this broad-ranging criteria is to use not just physical characteristics but social and health needs to weigh and evaluate potential projects. Once the criteria is established, consultants will develop GIS layers to lay over the existing conditions inventory developed by city staff to provide a visual illustration of projects in 5 categories of need: very high, high, medium, low, very low. This information will be used to identify and prioritize recommended projects (short and long term), develop a tentative project list for vetting by the Advisory Committee and public, and identify potential code barriers and/or improvements that must be addressed to meet desired needs.

Criterion 4: Proposed project has community support (up to 5 points)

The application demonstrates that there is local support for project objectives, a commitment to participate, and a desire to implement the expected outcome.

Criterion 5: Proposed project sponsor readiness and capacity (up to 10 points)

The application demonstrates that the local government is ready and able to begin the project within the TGM timetable and that there is local commitment and capability to manage and complete the project. The application demonstrates, if applicable, successful performance on previous TGM projects.

Explain how proposed project sponsor is ready and capableThe City of Cottage Grove is ready and able to undertake this project within the TGM timetable. The Public Works & Development Department will develop the statement of work and select a Consultant by January 2021. We expect that the contract can be completed within 18 months. Staff has already completed an inventory of sidewalk sections, which is ready for use in the scoring matrix.

The City has been working to address a suit of multi-modal transportation concerns over the last few years. The ongoing Safe Routes to School construction project around Lincoln Middle School, which creates over a mile of accessible sidewalk, will be complete in the late spring 2021 – just in time to start work on the larger Bicycle & Pedestrian Plan with the support of a knowledgeable staff, motivated community partners, and an energized public. We will also have a newly completed Transit Development Plan (TDP) (adoption scheduled January 2021) for the Cottage Grove Area.

The City has a professional staff with decades of experience and an exemplary track record with TGM-funded projects. City Planner Amanda Ferguson, AICP, will act as project manager. Amanda has been working for the City of Cottage Grove as a project manager and principal planner for 18 years, and has the

depth of local knowledge and professional planning experience needed to ensure the success of this project. Amanda has overseen three prior TGM projects, including the development of our Main Street Refinement Plan in 2016. City Engineer Ron Bradsby and Civil Engineer Ryan Sisson will provide technical support and actively participate in project management. Both have extensive experience managing large construction projects on city, county, and state facilities. Ron is currently managing the Safe Routes to Schools/Lincoln Middle School construction project; Ryan is the City’s point-of-contact for ODOT’s upcoming road diet project on Hwy 99N (scheduled for construction in 2022).

The City of Cottage Grove is applying for Transportation & Growth Management Program

support for the development of a Bicycle and Pedestrian Plan. As the Transportation Planning

Supervisor at Lane County, I strongly support the City’s efforts to improve the community’s

multi-modal transportation network.

I support the City’s focus on Safe Routes to Schools and accessibility planning in the proposed

Bicycle and Pedestrian Plan. The South Lane School District has partnered with the City to work

on Safe Routes to Schools around their new state-of-the-art elementary school, Harrison

Elementary, and around Lincoln Middle School. Lane County is a partner in bringing the Rural

Lane County Safe Routes to School Coordinator to the region to support efforts to promote

children walking and biking safely to school and applauds the City’s work on this front.

A Bicycle and Pedestrian Plan is an important, timely planning tool for Cottage Grove and South

Lane County. The growing recreational tourism industry in South Lane County depends upon

the links between the Oregon Covered Bridges Scenic Bikeway and the Row River Trail, a

National Recreation Trail that ends within 100’ of Cottage Grove’s historic downtown

commercial district. Secondary businesses throughout town and the region, from bike shops to

restaurants, will benefit from improved connections to these trails. Cottage Grove’s efforts to

improve their bicycle and pedestrian system dovetail perfectly with Lane County’s soon to be

launched Bicycle Master Plan and efforts to improve the safety and functionality of our regional

multi-modal transportation system.

I hope that you will support the City of Cottage Grove’s efforts to improve its multi-modal

transportation system. We look forward to working on this plan as a partner with the City to

positively shape the future of our community and region.
