1.0 INTRODUCTION LRI Engineering Inc. (LRI) has conducted a site audit for general barrier-free accessibility within the Seneca College King campus, in accordance with the approved proposal dated November 25, 2015. The audit was conducted on the basis of the 2012 Ontario Building Code (OBC) barrier-free requirements relative to general floor area maneuverability and washroom requirements, as amended (i.e. amendments effective January 1, 2015). Additionally, the site audit included a visual review of barrier-free service counters, fixed queuing guides, recreational trails and general public waiting areas, forming part of the “Design of Public Spaces” standard of the AODA. The audit included all publicly accessible King campus buildings including accessible parking areas, loading area and exterior pedestrian paths. The following buildings on King campus were audited:

Garriock Hall Student Residence Vet Tech Building Eaton Hall KOLTS Daycare Farm Office/Enviro Landscape Management KW Building Greenhouse/Landscaping Law Lodge Log Cabin Red Barn Chalet 1, 2 and 3 Boat House (Rec Island) Pavillion (Rec Island) Camp Office (Rec Island) Quartermaster Store/Tank Storage (Rec Island) Diving Office/UWS Stores (Rec Island) Welding Shop/Rigging Shop (Rec Island)

The Crime Lab building (#4) was under renovation at the time of the site inspection and was inaccessible to LRI staff. This building is not included in this report. The audit took place over several days of site measurements during the month of December 2015. The scope of the review is based on applicable requirements within Section 3.8 of the OBC. It is noted that the recent accessibility amendments to the OBC primarily within Ontario Regulation 368/13, and within Ontario Regulation 191/14, are partially a result of proposed changes for the built environment as part of the Accessibility for Ontarians with Disabilities Act (AODA) legislation.

The requirements of the 2012 OBC are not retroactive. As such, noncompliant existing building elements are not subject to mandatory upgrading, until such time that renovations are proposed.

2.0 BUILDING BACKGROUND The Seneca College King campus is located in King City, Ontario at 13990 Dufferin Street. The campus is situated in a rural area with multiple clusters of buildings scattered on over 280 acres of land. Access to buildings is provided via pedestrian paths and, where paths are not available, via paved or gravel roads. 2.1 GARRIOCK HALL Garriock Hall is the main and largest campus building on-site. The building is two-storeys in height and contains typical classrooms and faculty offices, a library, cafeteria and gym. The building is not equipped with a passenger elevator; however, a wheelchair lift is provided adjacent to the main entrance for persons using mobility devices. Barrier-free accessible washrooms are located on both building levels; no universal washrooms are provided. The following areas of the building were not audited as they were inaccessible during the site inspection:

2.2 STUDENT RESIDENCE The student residence building is three-storeys in height and is served by two passenger elevators. Each residential level contains amenity spaces such as theatre rooms, games rooms and lounges. The building does not contain barrier-free accessible residential units. Barrier-free washroom facilities are located on the ground floor of the building. 2.3 VET TECH BUILDING The Vet Tech building is one-storey in height and contains classrooms, faculty offices, veterinary labs and operating rooms. The following areas of the building were not audited as they were inaccessible during the site inspection due to construction:

2.4 EATON HALL Eaton Hall is an existing four-storey heritage building located in the northernmost quadrant of the campus grounds. The majority of the building is currently vacant or undergoing renovation. The basement level contains several meeting rooms, a classroom, gym and ancillary storage and mechanical rooms. The ground floor contains multiple sitting rooms, dining rooms and halls for private functions. The above-grade levels contain unoccupied residential suites (i.e. hotel use). The building does not contain barrier-free washroom facilities. The following areas of the building were not audited as they were inaccessible during the site inspection:

113 Round Room 2.5 KOLTS DAYCARE Kolts Daycare is an existing one-storey building containing a child care facility and early childhood education classrooms. The building is provided with two exterior playground areas and dedicated parking. 2.6 FARM OFFICE/ENVIRO LANDSCAPE MANAGEMENT The Farm Office is an existing two-storey building containing classrooms on the ground floor and faculty offices on the second floor. The second floor is accessible by a stair only. The building does not contain barrier-free washroom facilities.  2.7 KW BUILDING The KW Building is a one storey building located adjacent to the Farm Office containing classrooms and workshop spaces. The building does not contain barrier-free washroom facilities.  2.8 GREENHOUSE/LANDSCAPING BUILDING The greenhouse and Enviro Landscape building is located adjacent to the Farm Office. The building is one storey in height an contains workshop spaces, a classroom and a faculty office. The building does not contain barrier-free washrooms facilities.

2.9 LAW LODGE The Law Lodge is an existing two-storey building located adjacent to the Farm Office containing classrooms on the ground floor and faculty offices on the second floor. The ground floor also contains a replica courtroom for teaching purposes (i.e. a classroom space). The second floor is accessible by a stair only. The building does not contain barrier-free washroom facilities.  2.10 LOG CABIN The Log Cabin is an existing one-storey building located adjacent to the main campus entrance and containing a single open concept classroom. The Log Cabin is not provided with a barrier-free entrance and is accessible only by stairs from the ground level. A stone path from a paved road and dirt/gravel parking lot are the only points of access to the Log Cabin. The building does not contain barrier-free washroom facilities. 2.11 RED BARN The Red Barn is a single storey barn structure located adjacent to the Vet Tech building. The audit of this building was limited to the approach and barrier-free entry into the building. No access was provided into the barn area but it is understood that it is generally an open space used for the housing of animals. The building does not contain barrier-free washroom facilities.  2.12 BOAT HOUSE The Boat House is an existing one-storey building located on Rec Island that consists of workshop and office spaces. The audit of this building was limited to the approach, barrier-free entry into the building, and access to the offices. The building does not contain barrier-free washroom facilities.  2.13 PAVILLION The Pavillion is a single storey building located on Rec Island, directly adjacent to the Camp Office. The building contains a single classroom, which was inaccessible during the time of the site inspection. The building does not contain barrier-free washroom facilities.  2.14 CAMP OFFICE The Camp Office is a single storey building located on Rec island. The building contains several offices, a classroom and/or meeting room and male and female showers and change rooms.

2.15 QUARTERMASTER STORE/TANK STORAGE The quartermaster store is a single storey building located on Rec Island. The building contains instructional diving equipment and is accessible via stairs only. The building does not contain barrier-free washroom facilities.  

2.16 DIVING OFFICE/UWS STORES The Diving Office is a single storey building located on Rec island. The building contains a single room used as faculty office space. The building does not contain barrier-free washroom facilities.  2.17 WELDING SHOP/RIGGING SHOP The Welding Shop is a single storey building located on Rec Island and contains an open workshop area. The building does not contain barrier-free washroom facilities.  

2.18 CHALET 1, 2 & 3 The Chalets are single-storey residential/cottage buildings located south of Eaton Hall. These buildings contain staged scenes (i.e. Crime Scene Labs) and are used only on occasion for Criminology-type programs. It is understood that the washroom facilities in the Chalets are not intended for use by students and are for staging purposes only.

3.0 APPROACH TO AUDIT & SCOPE LIMITATIONS 3.1 General LRI conducted a site audit over multiple days in December of 2015, to take site measurements and obtain visual information regarding the as-built conditions of the public areas of the campus. A general review of the public areas and the public barrier-free washrooms was conducted. Items not addressed within this report were not included with the scope of the audit, such as door opening forces, temperature control of barrier-free lavatory pipes, and other items of a similar nature. The audit was limited to measurements of room dimensions and washroom fixture locations as it pertains to general maneuverability requirements within the floor area as well as exterior barrier-free paths of travel and building entrances. The items covered were:

Designated barrier-free pedestrian entrances, including items such as: - Ramp widths, doors, power-operators

Typical washroom facilities for general floor area/clearance

maneuverability requirements, including items such as: - Water closet locations (from wall and height), stall sizes, lavatories

locations (from wall and floor), and universal washrooms

Typical washroom accessories for general access and dimensional criteria, including items such as:

- toilet paper dispensers, grab-bars, hand dryers, etc.

Exterior paths of travel such as those leading from designated parking areas to the public building(s) (i.e. per OBC) and recreational campus trails (i.e. as part of the Built Environment Standard), including items such as:

- Exterior pathway widths and slope, - Recreational trail widths and slope

Interior circulation, including items such as:

- Corridor widths, doorway widths, door clearances (i.e. clear floor area where no path of travel, latch side clearances, etc.), vestibule clearances

Wheelchair seating within classrooms that are either tiered/fixed seating,

including items such as: - Access into rooms and to designated seating spaces

Accessible shower facilities, including items such as:

- floor area maneuverability, fixture locations, grab bars, and mounting heights of accessories,

Passenger elevators - car area requirements and control heights

Service counters, fixed queuing guides, and general public waiting areas,

forming part of the “Design of Public Spaces” portion of the AODA, including items such as:

- Counter heights and access widths Not at grade exit facilities were not measured in consideration that these elements do not form part of a barrier-free path of travel. In consideration of the numerous small and rural facilities provided at King Campus for Seneca College, the following renovation provisions are also noted herein for reference. It is reiterated that the requirements of the 2012 OBC are not retroactive. As such, noncompliant existing building elements are not subject to mandatory upgrading, until such time that renovations are proposed. It is noted that Part 11 “Renovations” [OBC 11.3.3.2.(2), for mobility device accommodation] of the OBC will require that future renovations comply with OBC 3.8, where:

the suite has an area greater than 300 m2, and the suite is located in,

- a floor area where the existing difference in elevation between the adjacent ground level and the floor level is not more than 200 mm, or

- a normally occupied floor area which is accessible by a passenger type elevator or other platform equipped passenger elevating device from an entrance storey where the existing difference in elevation between the adjacent ground level and the entrance storey level is not more than 200 mm.

It is further noted that where buildings are not provided with a barrier-free entrance, described above (i.e. greater than 200 mm from adjacent ground level to the entrance storey) [OBC 11.3.3.2.(3), for non-mobility device accommodation], future renovations will be required to comply with:

4.0 SUMMARY The results of the audit with respect to the barrier-free requirements of the 2012 OBC (including January 2015 amendment) and specific AODA requirements as outlined in Section 1.0 of this report have been summarized in table-format in the attached appendices. Items denoted in red in the appendices indicate elements measured on-site which do not comply with current OBC or AODA dimensional requirements. Where facilities are not provided within a building, the subject matter is removed from the table.

Service countertop height must be such that it is usable by a person seated in a mobility aid; there must be sufficient knee clearance provided where a forward approach to the counter is required, and the floor space in front of the counter must be sufficiently clear so as to accommodate the mobility aid CSA Standard B651-12 provides prescriptive countertop height and knee clearance height requirements which may be used as a guide, in the absence of prescriptive requirements under AODA. As per the CSA standard, the countertop height must be between 730 to 860 mm and the knee clearance must be not less than 740 mm wide by 480 mm deep by 680 mm high. BUILDING ENTRANCES

3.8.1.2.(1)

The building is required to be provided with not less than 1 barrier-free entrance when the building is served by 1 to 3 entrances, not less than 2 barrier-free entrances when the building is served by 4 to 6 entrances, and not less than 50% barrier-free entrances where the building is served by more than 5 entrances.

The building is provided with a total of six (6) pedestrian entrances. A minimum of three (3) barrier-free entrances are required. Two (2) entrances are designed to be barrier-free accessible: VEST 2 on the north side VEST 1 on the south side

Vestibule KAH 32A was locked and not available for a measurement, but was noted to be less than 1500 mm between doors based on a visual assessment.

3.8.3.3.(13)

Except as provided in Clause 3.8.3.4.(1)(c), the floor surface on each side of a door in a barrier-free path of travel shall be level within a rectangular area as wide as the door plus required latch-side clearance, and whose dimension perpendicular to the closed door is not less than the width of the barrier-free path of travel but does not need to be more than 1 500 mm.

Typical classrooms, offices and public areas are provided with sufficient clear spaces on either side of doors in a barrier-free path of travel.

POWER DOOR OPERATORS

3.8.3.3.(4)

Every door that provides a barrier-free path of travel through a required barrier-free entrance [in a Group A occupancy] shall be equipped with a power door operator.

All barrier-free entrances are equipped with power door operators.

3.8.3.3.(5)

Where a required barrier-free entrance incorporates a vestibule, the door leading from the vestibule into the floor area is required to also be equipped with a power door operator.

The interior doors of VEST 1 and VEST 2 are not provided with power door operators.

BUILDING ENTRANCES

3.8.1.2.(1)

The building is required to be provided with not less than 1 barrier-free entrance when the building is served by 1 to 3 entrances, not less than 2 barrier-free entrances when the building is served by 4 to 6 entrances, and not less than 50% barrier-free entrances where the building is served by more than 5 entrances.

The building contains a single entrance that is barrier-free accessible (however the entry door is less than 860 mm in clear width).

3.8.1.2.(2) One of the barrier-free entrances required by Sentence (1) shall be the principal entry to the building.
