Introduction

Letter from the Director of Governance & Legal Services and Secretary to Council

Thank you for your interest in Royal Holloway, University of London and, in particular, the role of Director of Health and Safety.

This is a truly exciting time to be joining Royal Holloway. Across the institution we are em-barking on a journey of transformational change and are looking for dynamic and energetic individuals to help us achieve our ambitious goals.

With the completion of the £100 million plus capital investment programme and following a reorganisation of the Professional Services function, the College is looking to the future with a renewed sense of ambition. With other developments well underway, including the invest-ment in new areas of research and academic offer, and further estate developments, the pace of change and energy across the College is palpable.

As one of the UK’s leading research-intensive universities, RHUL is home to some of the world’s foremost authorities in the sciences, arts, business, economics and law. The College has a research income of circa £27 million per annum and has particular strengths in Geography, Earth Sciences, Psychology, Mathematics, Music, Media Arts and Drama and Theatre.

The College has an excellent teaching record, delivering a broad range of traditional subjects and cutting-edge modern courses in 21 academic departments which are arranged into three faculties: Science; Management Economics and Law; and Arts and Social Sciences.

Royal Holloway degrees are highly regarded and lead to top careers worldwide. Notable College alumni include politician Baroness Ashton of Upholland, botanist and environmental activist Dr David Bellamy OBE, award-winning actor Mark Strong, and international opera singers Dame Felicity Lott and Susan Bullock CBE, to name a few.

History

Royal Holloway was formed in 1985 through the merger of Royal Holloway and Bedford Colleges,

founded in 1849 and 1886 respectively. Both colleges were established by social reformers who

championed academic excellence and inclusivity by establishing two of the first higher education

institutions for women.

In 1900, Royal Holloway College and Bedford College became part of the University of London and

became the first institutions in the UK to award degrees to women. Male undergraduates were ad-

mitted to both Royal Holloway and Bedford Colleges for the first time in 1965, but the commitment

to women’s education remained, and the University continues to value those principles of excel-

lence and inclusivity today.

The Campus

Set in 135 acres of Surrey countryside, the Egham

campus offers a close-knit and friendly community.

Only 40 minutes away from central London and

seven miles away from Heathrow Airport, the

campus offers the best of both worlds.

At the heart of the campus is the iconic Founder’s

building, opened in 1886 by Queen Victoria. Today,

the building is home to 500 students and also

contains a dining hall, a café, the Chapel, and our

Picture Gallery, which is open to the public.

A £100 million plus capital investment programme

has just been completed, designed to develop

Royal Holloway’s historic estate into an inspiring

campus environment that meets the rapidly

evolving needs of students and staff.

In autumn 2017, the University opened the Emily

Wilding Davison building, named after one of the

university’s most admired alumni. The building is

home to the new Library, which is open 24/7, and

the College’s flagship student services centre

(including a new careers and recruitment hub that

promotes thousands of internships and graduate

jobs as well as offering career coaching to help

students achieve success after graduation). The

building also includes a range of other services,

including a bank and a café, and provides a dedicat-

ed research area for PhD students.

Following the award of a £5 million grant from

HEFCE, the University opened its new science

building, the Beatrice Shilling Building, this year

which includes state-of-the-art lecture theatres,

seminar rooms and multi-functional laboratories.

It houses the newly-formed Department of

Electronic Engineering as well as enabling the

University to expand its offer in existing science

programmes.

Further major developments are expected to follow

over the next five years, including a new Music and

Media building.

Bedford Square

The College also has premises in central London.

Bedford Square is located in the heart of

Bloomsbury and was an early home to Bedford

College. Recently refurbished, a number of Arts

and Social Sciences programmes are delivered

from this location.

As a College within the University of London, Royal

Holloway has access to Senate House. Over the

course of 2018, Royal Holloway will take advantage

of space which Senate House is making available to

its partners in order to expand its London offering,

in particular its management programmes.

Student Experience

Student satisfaction at Royal Holloway is well above the national average and higher than 19 of the 22

Russell Group universities, with a score of 87 per cent in the 2018 National Student Survey. It is Royal

Holloway’s ability to combine the benefits of a research-intensive university with the highest quality

teaching and rigorous academic standards within a supportive environment that enables it to meet the

Student Experience continued

The Sports Centre, refurbished in 2013, is situated on the main campus and is the hub of activity and

sporting life at Royal Holloway. It provides a multi-use sports hall, a 46-station fitness suite and

numerous floodlit outdoor pitches and courts.

The Students’ Union boasts a packed events calendar, represents students’ views on campus and

provides a comprehensive advice service. With 104 societies, 39 sports clubs, three leading media

outlets, a TV station, radio station and student magazine, a superb 1,200 capacity venue for club nights,

theatre performances and comedy shows, students are offered a wide variety of activities and events.

The College also hosts an extensive programme of public events held throughout the year. These range

from performances by the world-renowned Choir of Royal Holloway to the distinguished guests speaking

as part of the College lecture series and concerts.

A programme of special events, outreach activities and volunteering initiatives extends the College’s

influence and involvement across the local area and beyond, including the annual Garden Party, Heritage

Open Day and Science Festival.

The College also recognises its responsibilities to the local community. Over 2,300 students are regis-

tered to volunteer and the College has a network of more than 240 community partners. In the 2016/17

academic year, students contributed more than 6,700 volunteer hours and in June 2017 the University

was awarded the Queen’s Award for Voluntary Service, one of only two universities to receive what is

regarded as the MBE for volunteer groups.

The College will grow its student numbers from 8,700 to 10,500, whilst retaining an overall human scale

and sense of community, so that it can continue to respond flexibly in a changing environment and to

work effectively across organisational and disciplinary structures.

Whilst its scale and culture means the College can sometimes achieve more than some larger

organisations, other activities will require greater scale and resource. Royal Holloway will be open and

collaborative so that it can work with key partners to ensure the best use of resources and achieve more

than it can do alone.

Royal Holloway’s inspiring Founder’s Building will be complemented by outstanding new facilities that

Organisation and Governance

Royal Holloway has 21 academic departments and schools organised into three faculties:

• Science

• Arts and Social Sciences

• Management Economics and Law

The College is led by an executive team headed by our Principal, who is supported by two Deputy

Principals, a number of Vice-Principals, the Chief Financial Officer, and the Directors of Academic

Services, Marketing and Communications, and Human Resources.

The Senior Management Team for the College includes Academic Heads of Department, Associate

Deans, and the remaining Directors of Professional Services.

The Director of Health and Safety reports to Director of Governance & Legal Services and Secretary

to Council.

To lead a health and safety service that can provide professional and competent health and safety

advice, guidance and instruction to all members of the College across the full range activities and

circumstances the College operates within, both on and off campus.

As one of the UK’s leading research-intensive universities, Royal Holloway, University of London is home

safe and supportive environment for staff, students and partners is paramount and RHUL is looking to

attract an outstanding candidate to join them as the new Director of Health and Safety.

This is an exciting time for an experienced health and safety professional to join the College to help

shape their future direction.

Reporting to the Director of Governance & Legal Services and Secretary to Council, the Director of

Health and Safety will be responsible for understanding risk and implementing systems to monitor com-

pliance.

The successful candidate will need to demonstrate strong leadership and influence and be adept at build-

ing inter disciplinary relationships across all stakeholder groups.

The Director of Health and Safety will be a high calibre professional with a strong technical background

and a Chartered Membership of a national health and safety body. The post holder will be able to

demonstrate expertise that engenders trust from the leadership team on statutory compliance and best

practice.

The post holder will have a proactive and collaborative approach to health and safety management and

be able to demonstrate successful leadership, guidance and motivation of staff within a complex work

environment.

The main responsibilities of the post are:

1. To provide a direction of travel for Health and Safety services across the College by preparing strategic plans to deliver improvements in service levels and in coordination between teams responsible for health and safety issues across the College.

2. To monitor and analyse data collected internally, and reported nationally, on health and safety issues to identify emerging trends.

3. To advise the College’s Senior Management Team and the Council’s committees for Audit and Compliance and Health and Safety on issues arising.

4. To prepare high quality periodic reports on health and safety issues and compliance for College and Council committees as required.

5. To be the first point of contact for all internal and external stakeholders in relation to health and safety issues.

6. To manage and coordinate the activities of the Health and Safety team.

7. To commission and manage external general and specialist health and safety practitioners as required.

8. To manage the relationships between the Health and Safety office and other key staff in the College who also hold responsibility for health and safety issues, to include Technical Opera-tions Managers and technicians in departments, the Head Groundsman, the Sports Centre staff, the Head of Conferences and Catering, the Head of Premises and Premises Managers.

9. To engender an appropriate safety culture throughout the College by pro-active engagement with all departments and services.

10. To prepare budgets for the Professional Services planning round and to manage the allocated sums effectively.

11. To monitor changes in legislation and government policy that may impact health and safety practices within the College, and to prepare and disseminate guidance notes and changes in policies and procedures as necessary to maintain compliance.

12. To develop and implement policies and procedures to ensure compliance with HSE, HEFCE, UCEA, USHA, the Environment Agency and other national strategies for health and safety ser-vices in the higher education sector.

13. To liaise with Directors of Health and Safety in other HEIs to define and share best practice in areas of work of mutual interest.

14. To maintain and monitor systems for investigating, recording and reporting on health and safety incidents.

15. To plan and execute a cyclical audit of health and safety procedures operating in academic de-partments and service areas.

16. To ensure appropriate health and safety training is designed for and delivered to staff and stu-dents of the College.

17. To support the major incident management and business continuity planning of the College through provision of expert advice and COSSH analyses.

As the needs of the College change so the above job profile, duties and location of the role with-

in the Faculty of the College will be adjusted accordingly.
