What are the Issues to “drill down”?

1. Building community resilience – turning vulnerability to resilience: What actions are required to build resilience of communities?

Underlying questions:

a) What elements contribute to local level resilience and the resilience of vulnerable groups such as children, elderly, people with disability?

b) Which elements have been effective? And which ones need to be improved?

c) What instruments are available to assist in building local level resilience and resilience of vulnerable groups? (e.g. social protection, community engagement, CBDRM including disaster preparedness, post-disaster reconstruction)

d) How can the role of children, youth, women, people with disability and other vulnerable groups be enhanced in resilience building?

How can local and indigenous knowledge be better integrated?

 Sub-theme 2: Increase public investments for disaster and climate risk management to protect development gains

 This sub-theme will be informed by:

Sub-theme 3: Public-Private Partnership for DRR

 This sub-theme will be informed by:

 Q7. How can the private sector be incentivized to make investment decisions that reduce disaster and climate risk?

 

Proposed Approach

Combined process to:

1. Generate contributions for HFA2 ‘drill down’: WHAT: suggestions for required specific actions, targets and indicators for issues to

be considered in HFA2

WHO: suggestions for specific stakeholder(s) who should implement the recommended actions for consideration in HFA2

HOW: suggestions on how 1) to address the issues proposed, drawing on the practical experience, 2) to obtain commitments of stakeholders for implementation, 3) to ensure accountabilities (i.e. what Monitoring and Review mechanisms), substantiated with examples and good practices.

2. Build ownership and commitment of countries and stakeholder groups

3. Generate evidence of HFA1 achievements and learning to guide the implementation of HFA2

4. Generate background information towrds WCDRR (6AMCDRR , HFA2)

Proposed Approach (2)

Guiding principles:

1. Building on existing knowledge and experience

2. Ensure wide participation and ownership (of countries, organizations, stakeholder groups, etc)

3. Drawing knowledge and practical experience through accelerated implementation

Possible elements of the report

For each suggested area, a maximum 15-20 pages main report would include:

 Analysis: That addresses the key and underlying questions (as specified) using a combination of information gathered from:

• Literature review

• Contributions from countries and partners

• Examples of practices – with a specific view of providing practical solutions to the challenges explored and documentation of HFA1 learning

•  

Targets, indictors and accountabilities for HFA2: For accountability to be effective, it is important that the report conclude with an analysis of:

• Who needs to be accountable for what?

• Who will the actors become accountable to?

• What targets and indicators could be used to measure progress and underpin accountability measures?

• How can these targets and indicators be monitored and measured?

 

Possible elements of the report (2)

For each suggested area, a maximum 15-20 pages main report would include:

  

Stakeholder engagement: identifying which stakeholders should be engaged in implementing the recommendations and what could be the mechanisms.

 

Annex: with contributions and examples of practices and possibly literature review of existing knowledge on the topics
