Each year, the federal government gives states more than $435 billion to use for schools, roads, social services and more based on census-driven formulas. Census figures are also used to help map out Congressional districts. Once the official population fig- ure is tabulated, it can't be changed until the next 10-year census. South El Monte has been deemed a Hard to Count community by the U.S. Census Bureau, based on 2000 Census statistics. The term is used to describe people and communities most at risk of being missed by the census. The agency identifies Hard to Count communities using 12 factors, which can include housing status, poverty, population mobility and the language spoken at home. “With the economy being in such disarray and in a state of uncertainty, the City must do everything it can to ensure we count every individual and obtain the maximum funding allocation from the federal government,” stated City Manager Anthony R. Other activities for kids, included a rock climbing wall, bouncer, face painting, balloon creations, pictures opportunities with the Subway and Panda Express characters, sandwich eating contest, and various booths providing information and giveaways. The City of South El Monte strongly encourages community members to patronize these fine establish- ments in the community. The City of South El Monte staff will be going around the City to reach our hard to count. In an effortto promote participation in the census, City staff will be going door to door to all of our multi-familyhomes (apartments, duplexes, condos, etc.) to ask if they have received the Census questionnaire and ifso, have they returned it. Eight out of 10 households will likely return the census form that was mailedto them last month but that remaining 20% is critical for the distribution of federal dollars being thatwill be allocated to the City based on population. Recently, the Metropolitan Transportation Authority (Metro) conducted a community scoping meeting on theTransit Corridor Phase 2 project, at the South El Monte Senior Center.

The Gold Line Eastside Extension just opened last November, but Metro is already working on extending the lineeven further from its East Los Angeles terminus. Someday, L.A. County residents could be hitting the rails to SouthEl Monte or down to Whittier.

The Metro meeting informed the public about the proposed light-rail line from East Los Angeles to either South ElMonte or Whittier, and allowed the public to provide input on the alternatives and the evaluation process used to iden-tify and mitigate environmental impacts.

South El Monte community members are strongly encouraged to submit their comments on this proposed projectto Metro by mail, fax or email. Comments must be received by April 14, 2010.

The Los Angeles County has prepared a comprehensive guide to emergency preparedness to help residents betterprepare for, respond to, and recover from disasters.

The Emergency Survival Guide has 100 color pages of helpful tips and information for residents to prepare for fires,floods, earthquakes, pandemic flu, terrorism, and extreme weather. There is space to record household emergencyplans including out-of state contacts, family evacuation gathering points, and the location of utility shutoffs. TheEmergency Survival Guide also includes checklists for gathering emergency supplies that will help individuals, fami-lies, pet owners, businesses, and community survive and recover after a major disaster.

This program is for CalWorks and General Relief (GR) participants (par-ents with children on Medi-Cal or CalWorks). Illegal vendorsare those whooperate withoutproper health per-mits, food safetytraining, and handwashing stations;therefore, compro-mising the healthof consumers.They typically sellp r e - p a c k a g e dsnacks, cookedfoods, fruits andvegetables, or bev-erages from ashopping or pushcart, baby stroller,cooler wagon, orthe trunk of a vehicle. These operations are usually found outdoors, at an intersection, park-ing or vacant lot, park, sidewalk, near a school, or wandering door to door through neigh-borhoods.

Purchasing food from an illegal vendor can be risky; food that has been mishandled canlead to food poisoning (vomiting, cramps, diarrhea, fever, etc.) and in some cases death.Have you ever wondered where a street vendor uses the restroom and washes their handsbefore they handled their food? Also, foods sold from these vendors are often held at unsafetemperature ranges, originate from unknown or unapproved sources, and may be contami-nated due to vermin or poor food handling.

Consumers should not take any risks with their health, and only purchase food from per-mitted vendors. Legal food operations are held to California Health and Safety Code stan-dards on how to handle and protect food.

City Municipal Code prohibits individuals from selling food or drinks to retail consumersin South El Monte without a permit from the Los Angeles County Department of Health, andemploys Code Enforcement and Public Safety Officers to enforce the law. National Library WeekIn celebration of National

Library Week, April 11-17, 2010,the South El Monte Library ispleased to host children’s author,Carma Dillon. Ms. Dillon hasrecently published her children’sbook, Saardu, a futuristic sciencefiction/fantasy tale for children in5th grade and above. It’s about alittle girl, Ruby, who is on theadventure of a lifetime – one thatis both challenging and inspira-tional. The book blends magical fantasy with advanced theories aboutspace, time, and energy.

Ms. Dillon will talk about her experience as an author and answer anyquestions the audience may have. As an added bonus, her fiancé, OliverSimonsen, who is an animator, will discuss his work in that field as well.

The program will take place on Thursday, April 15, 2010, at 3:30 p.m.Although everyone is welcome to attend, this program is especiallyappropriate for middle and high school students.

by Anne Donofrio-HolterSouth El Monte High School instructor Jennifer Nelson was one of four local instructors awarded a Bravo Award

in the arts specialist category in ceremonies held last week at the Dorothy Chandler Pavilion. The award, which was established by the Music Center Education Division in 1982, "honors teachers and

schools for exemplary education in the arts and showcases the hard work and dedication these educators have givento their students, their profession and their communities."

"I'm absolutely thrilled to be a Bravo recipient," said Nelson. "Literally thousands of teachers have been nom-inated over the last 28 years, but only 41 have had the distinction of being a recipient of the award in the arts spe-cialist category and to be one of them is an extraordinary honor."

Nelson also has the distinction of being the first stagecraft teacher honored.Under Nelson's direction, South El Monte High School was awarded a Golden Bell Award last December from

the California School Boards Association (CSBA) for its Theatre Arts and Design Academy (TADA), a pre-pro-fessional and college preparatory program enabling high-poverty students to turn passions and talents into suc-cessful careers. The goal of the program is to increase entry into college and enable students to establish careersin the entertainment industry, theatre arts and backstage careers. South El Monte High School has the only highschool theatre program in Southern California with a technical theatre emphasis and the first with an A-G honorscourse in stagecraft entertainment.

"With the economic situation as dire as it is, it's easy to lose sight of the importance of art education," saidNelson. "Employment puts food on the table, but art nourishes the soul. Through career technical education in thearts, we can give students both."

According to Nelson, many of the graduates of this program, "students that had given up on the hope of successand were on the verge of dropping out of school," have gone on to high paying arts careers.

"In discovering art, students discover themselves," said Nelson. "I'm very lucky to be part of a school districtwhere arts education is seen as the necessity we know it to be."

"Ms. Nelson's talent, work ethic and commitment to her students are exemplary," said superintendent NickSalerno. "She is a great teacher who makes a tremendous difference in the lives of our students."

"We are extremely proud of this great honor and much deserved recognition," added Salerno. "This prestigiousaward could not have gone to a more deserving person."
