Message

In our commitment to uphold our mission towards helping the less fortunate, I

am pleased to say that Loving Heart Multi-Service Centre (Jurong Central) has

done well for the past year.

The year under review was an exceptionally good year for us, achieving great

results in both our programmes and fundraising activities. We were able to do

more for our programmes with the substantial funds raised.

Our core programme: Sport, Tuition, and Mentoring Programme was furthered

improved and re-structured into an enhanced 3 years S.T.R.I.V.E programme.

The new programme was launched at two piloting schools: Jurong Primary

School and Jurong Secondary School. The current S.T.A.M.P programmes at the

10 schools will be converted to S.T.R.I.V.E programme progressively over the

next few years.

The other core programme; Pupil Breakfast Scheme, continues to grow and now

serves 25 schools. South West Community Development Council has also

recognized the value of this programme. They have appointed our organization as

their partner in the Free Breakfast Programme for all the 19 schools within

Jurong GRC.

The Free TCM Clinic had its official opening on 25th April 2011. On this

occasion, NTUC vouchers were given to 100 elderlies. In addition, a free

vegetarian buffet was also served to the guests and needy residents.

With the unfailing support from our generous donors, we managed to raise

beyond the projected budget from our fund-raising activities. Our annual Gala

Charity Dinner 2011 hit a record high since it first started in 2008. The fund-

raising Committee chaired by Dr Derek Goh Bak Heng, BBM and Mr Seah Hock

Thiam, ensured once again another successful result. We are very appreciative to

all generous donors and staff in managing this key fund-raising activity.

Once more our avid supporters, the Civic Organizers, assisted in rallying the

support of their guests for our bid item during their civic dinners. The total

amount fund raised exceeded the previous years.

I want to re-iterate our most sincere appreciation to Mr Lim Boon Heng, our

Founding Adviser. Although he had retired from politics, he will continue as our

Founding Adviser. Our Organization today, is the result of the unceasing support,

care and concern of Mr Lim Boon Heng.

I am pleased to announce the appointment of Deputy Prime Minister Tharman

Shanmugaratnam, Minister for Finance and Manpower as our Special Adviser;

and the newly elected Members of Parliament, Mr Ang Wei Neng and Mr

Desmond Lee Ti-Seng as our Advisers.

I express my appreciation to the Members of Management Committee, our

Partner, Trustees, Patrons, other Advisers, donors and our many volunteers who

have helped to make possible the work that we do.

As we move forward, we must always remember that our prime objectives are to

service the less privileged students and extend our helping hands to the

community within Jurong GRC. We will continue to improve on what we have

been doing and taking new initiatives to remain relevant.

Loving Heart Multi-Service Centre (Jurong Central) [LHMSCJC] was officially opened on 4th December 2004 by Mr Lim Boon Heng, Former Minister, Prime Minister’s Office (2001-2011), former MP for Jurong GRC.

The setting up of LHMSCJC was to provide a ONE-stop social service centre. The centre is located at Block 316 Jurong East Street 32 #01-279 and undertakes social projects within Jurong Central and collaborates with relevant organizations to better serve the community. The on-going services & programmes are:-

With effect from 1st September 2006, LHMSCJC started the Student Youth Programme at a new location at Block 312. Both centres are currently managed by staff strength of 7. LHMSCJC continues to promote residents’ bonding for the neighborhood. It is our aim to focus our services yet maintaining the ONE-Stop service centre to serve the community in Jurong Central. LHMSCJC Management Committee consists of 14 members and the present term of office is from 1st April 2009 to 31st March 2011.

4 Improving Lives

Nutritional experts have referred to breakfast as the most important meal of the day. It is essential for a good start of the day. Since 2006, Loving Heart Multi-Service Centre (Jurong Central) has been raising fund to provide free breakfast to primary and secondary students in Jurong GRC under Pupil Breakfast Scheme [PBS]. OBJECTIVE

It serves as the financial support to meet the needs of needy students while complementing assistance provided by the Ministry of Education Financial Assistance Scheme (MOE-FAS) and Straits Times Pocket Money. Each student will receive a breakfast voucher of $1.00 for primary level and $1.50 for secondary level to buy food from the school canteen for 150 school days.

ABOUT THE PROGRAMME

PBS will commence at the start of the school term at the beginning of each year. We started this service with 250 students in 2006 and increased to 750 students from 11 primary and 14 secondary schools in 2011. The total amount given to 25 schools is $144,750.00. We had increased the number of students per school from 30 to 40 students and serve all schools within Jurong GRC. We also serve 6 schools beyond Jurong GRC.

SPONSORSHIP OF PBS 2011 BY SOUTH WEST CDC

Loving Heart met up with South-West CDC on 9 December 2010 to discuss strengthening support for the current PBS funding. On 3rd March 2010, we received a letter from South West CDC on the proposal for sponsorship of our PBS 2011. Loving Heart was nominated as the partner in their Free Breakfast Scheme. On accepting the proposal, we have to support schools from Jurong GRC only and students are capped at 30 per school. Loving Heart borne the cost of free breakfast for those numbers above 30. There are 6 schools beyond Jurong GRC which are not included in the sponsorship. They are:

We also added the 3 schools in Jurong GRC that were not under our scheme previously. They are: Bukit View Primary, Princess Elizabeth Primary and Yuan Ching Secondary Schools.

The Sports, Tuition and Mentoring Programme, also known as S.T.A.M.P, is a programme which was launched to reach out to children and youths-at-risk. The aim of S.T.A.M.P is to train and improve the students physically, academically and equipping them with values and life skills through 3 components: Sports, Tuition and Mentoring.

S.T.A.M.P was first launched on 13 February 2006 with only a combined total of 57 students from 2 schools, Shuqun Primary School and Jurong Primary School. For 2011, S.T.A.M.P is conducted in 9 schools and is benefitting a total of 219 students in Jurong Central.

Loving Heart has engaged professional trainers from Boys’ Town to conduct a Workforce Development Agency [WDA] certified course for volunteer mentors on how to mentor to youths effectively and efficiently.

Mentors are taught how to understand and communicate with youths as well as basic counseling skills through lectures and role playing to provide a more hands -on experience.

Boys’ Town’s expertise was enlisted to formulate the Tuition and Mentoring Components for the 3 years programme. The Sports component has also be extended to include more skill-based training.

SPORT: A more extensive lesson plan has been designed and implemented by the coaches who focus more on teaching children the skills and techniques of the sport. Currently the 2 ongoing sports in Jurong Primary School and Jurong Secondary School are soccer and cycling respectively.

TUITION: The Enhanced Learning Programme [ELP] will be incorporated in the S.T.R.I.V.E syllabus. This programme formulated by Boys’ Town will teach individuals how to develop their own style of learning, apart from gaining important study skills. Selected tutors have been sent for training with Boys’ Town so that they will be able to effectively implement the ELP into their tuition sessions.

MENTORING: The first year mentoring topics will remain unchanged as that of the S.T.A.M.P programme. However, there will be an added mentoring curriculum of 20 sessions for the second year. The third year mentoring curriculum will have a “contributing back to society” element, where the S.T.R.I.V.E students will be involved in various community work and activities.

Other fun and team building events like adventure camping and outward bound activities will also be organized for them.

S.T.R.I.V.E is a re-structured S.T.A.M.P Programme which now spans 3 years for the same group of students. This ensures that the impact of the programme will be more sustainable and that Loving Heart will be in a better position to analyze the improvements the students have made due to the programme. Loving Heart has launched the programme with two pilot schools.

S.T.R.I.V.E Soft Launch (Jurong Secondary School)

The S.T.R.I.V.E programme benefits students by teaching them practical studying skills as well as cultivating students to be more civic-minded which will build up both the character and academic competence of students. Loving Heart aims to implement the S.T.R.I.V.E programme in all participating S.T.A.M.P schools gradually over the next few years. Finances for S.T.A.M.P and S.T.R.I.V.E

Figures derived are varied in accordance to the different rates for tutors and sports coaches as well as the increase in miscellaneous expenses for mentoring, which includes expenses for a camping trip amongst others.

Programme and S.T.R.I.V.E mentoring material.

To orientate the new intake of students to

S.T.R.I.V.E, a soft-launch was held at Jurong

Secondary School’s very own ‘Pulse Studio’ on 7th

March 2011. The programme includes opening

speeches by Mr Tham Kine Thong, JSS’s Principal

and Mr Leow Peng Kui and introduction of the

different components of cycling, tuition and

mentoring by SHIMANO and Boys’ Town

respectively. Previous year S.T.A.M.P students

were also invited to share their experience.

Loving Heart Multi-Service Centre (Jurong Central) partnered with Cheng Hong Siang Tng, to launch a free Traditional Chinese Medicine (TCM) clinic on 4th January 2010 for needy residents. The venue is located in Loving Heart Youth Centre at Block 312 and is served by two physicians and one pharmacist who are employed by Cheng Hong. Besides providing free consultation and medications to all patients, the clinic welcomes all, regardless of race, language or religion, for consultation. Donation is voluntary and for each session, the amount received ranges from $90 to $120. The number of patients per session ranges from 45 to 59.

We currently have some volunteers who came week after week to assist in running of the clinic, e.g. registration, assisting to dispense medicines. The volunteers are managed by Loving Heart Multi-Service Centre (Jurong Central).

The clinic registration starts from 12.30pm – 3.30pm,

on every Monday and Thursday (except Public Holidays).

Loving Heart Cheng Hong Satellite TCM Clinic was officially opened by Mr Lim Boon Heng on 25 April 2011. Advisers to Jurong GRC were also present to mark the opening of the clinic. The clinic had commenced for a year before it was officiated.

Our Free Tuition is aimed at assisting the less-privileged children them in their school revision. The children are residing within Jurong GRC and are from Primary 1 to Secondary 2. Free Tuition was established in the year 2005. Presently about 20 children attended each session. We have a pool of tutors and on average there are 15 tutors at each session. We are planning to expand this group of students

Twenty-three guests attended the event and ninety elderly residents were present to receive $30 NTUC vouchers by Advisers to Jurong GROs. Vegetarian lunch was served to elderlies and residents by our distinguished guests.

Objective:-

To promote community bonding and mutual help as well as promote family education in the process of strengthening the families and the up-bringing of children. Outings are organized which include discussions and sharing sessions for sharing of experiences to strengthen family ties. Ad-hoc talks and seminars about family bonding and up-bringing of children are also organized to complement this outreach. We hope that these programmes would bring about social cohesion and a more harmonious society.

Our Free Tuition had effectively shifted to Youth Centre on 17 April 2010. The Youth Centre is located at Jurong East Street 32, Block 312.

Youth Centre houses numerous ad-hoc and

permanent activities, being: - Traditional Free Chinese Medicine - Free Tuition - Mentoring training classes

Our tutors are all volunteer- students and working adults. The dedicated tutors take time off from their busy schedule on Saturdays morning giving tuition to needy students.

The students are organized into smaller group to facilitate effective learning and monitoring of the students’ performance.

A pot-luck party was organized to thank our FLC members for the time & effort contributed by them. A total of 23 members attended the party on Friday, 18th June 2010.

One of the temple organizers from Ying Seng Dian had kindly offered to cater dinner for the needy children from our centre on 4th July 2010 (Sunday), with transport provided. With the help of three adult volunteers, thirty-six children enjoyed a sumptuous meal at the open field near the Farmart, a kampong farm getaway. Transport and Free Goodies were given out to the children to end the day perfectly.

From 9th Nov 2010, more than 18 FLC members/ residents attended the line dance class which commenced on 9th November 2010 on every Wednesday. They also performed during our Volunteers’ Appreciation Party 2011. Such activities enable residents around our area to know and interact with each other.

Objective:

To improve the life of people from needy families who had approached Loving Heart for assistance. A house cleaning project named Home Sweet Home focuses in improving the living environment of our needy families and aging elderly. Students from different schools have participated in this project. They acquired funds through their fundraising events or by getting sponsorships to purchase household equipment and basic necessities. The students refurbished the houses by cleaning, painting and installing cost effective gadgets, for example: - Energy saving light bulbs - Anti-slip mats - Safety bar-handles for toilets The project enables the members from needy families to stay in a more cosy and environment, creating a lasting impact on the families’ livelihood.

Students from Singapore Polytechnic offered Loving Heart to organize a New Year Party for our needy children in one of our community-based programme, Free Tuition on 29th December 2010. The students from SP had prepared food, games and prizes for the needy children.

A total of 13 cases were completed by the students in year 2010. At times, besides installing the cost effective appliances, the students also prepared food packs and household necessities for the needy families after cleaning and tiding up the house.

SCHOOL PARTNERSHIP PROGRAMME (SPP)

School Partnership Programme is an event to mark and commemorate another new year, on the partnership programme from Loving Heart with the schools.

Guest-of-Honour, Mr Lim Boon Heng, officiated the Opening of the ST.A.M.P Room. The S.T.A.M.P Room was known as the RECHARGE ROOM with the meaning of Revise, Reflect, Relax and Rejuvenate.

The launching of School Partnership Programme was held at Hong Kah Secondary School on 19th February 2011, Saturday. We were honored to have our Adviser, Former Minister Lim Boon Heng to be our Guest-of-Honour.

Twenty-two schools from our Pupil Breakfast Scheme [PBS] and Sports, Tuition and Mentoring Programme [S.T.A.M.P] attended the event.

Mr Tan Kian Chew, Group CEO of NTUC FairPrice presented a donation of $100,000.00 towards Loving Heart Pupil Breakfast Scheme Programme. NTUC FairPrice has been a regular sponsor to Loving Heart and this is the 4th year that NTUC FairPrice donated to Loving Heart.

Marina Barrage Outing

On the 4th September 2010, students from our Free Tuition programme attended the Outing to Marina Barrage organised and sponsored by Nanyang Polytechnic students. The highlight is on kite making and flying.

Little Learners Playgroup

Little Learners Playgroup classes were conducted at 9 am to 1.15 pm on weekdays but would end early at 12 noon on Mondays and Thursdays. This was due to the operation of the TCM Clinic at 12.30pm. Abacus classes were conducted on every Wednesday night from 6pm to 9pm and Saturdays from 2pm to 5pm.

Jurong Central Zone H Resident Committee Chairman, Mr Saini Bin Ahmad had requested to use Loving Heart Youth Centre for their Abacus classes and Little Learners Playgroup classes from 30th May 2010 to 31st October 2010. An Agreement was signed with our Manager on 6th May 2010. The RC reimbursed a monthly of $500 for utilities charges to Loving Heart.

SHIMANO Cycles with Jurong Community

SHIMANO (Singapore) Pte Ltd has jointly organized a cycling event with Loving Heart on 2nd April 2011 at Japanese Garden Pavilion.

Shell Bukom Family Day_______ Shell Bukom organized a family day at Downtown East Wild Wild Wet, on Saturday, 4th December 2010 for their staff and included a charity drive for Loving Heart as one of their outreach programmes. Funds were raised through outright donations and auctioning of items donated by the management. A total of $ 4,209.00 was raised during the event.

The event was to commemorate the success of SHIMANO Cycling in S.T.A.M.P Programme for students. Each student who attended was presented with $80 Popular vouchers by our Guest-of-Honour, Mr Lim Boon Heng.

Approximately 80 guests including SHIMANO Managing Director, Mr Kiyoshi Tarutani and 46 S.T.A.M.P students cycled along the newly-built Lakeview Promenade, Jurong Cycling Track and Park Connector Network. SHIMANO has kindly donated $10,000 for expenses incurred for the event.

Volunteer Appreciation Party

A series of performances was arranged to entertain the guests. This includes some dance numbers and songs led by the volunteers themselves.

Our Annual Volunteers’ Appreciation Party was held on 21st Jan 2011. The event was organized to appreciate volunteers that have supported us through our programmes and ad-hoc events. Their efforts and contributions are commendable and invaluable to Loving Heart.

With Organizing Chairman Dr Derek Goh Bak Heng BBM and Mr Seah Hock Thiam leading the working committee, Loving Heart Gala Charity Dinner 2011 achieved an outstanding collection as compared to all the previous years. Held on 20th March 2011, Sunday, at Jurong Spring Community Club Hall, the event was attended by 300 guests, comprising of our Partner, Honorary Patrons, Patrons, Honorary Sponsors and donors. The fund-raising dinner successfully raised $336,432.00. We thank everyone, especially the Organizing Chairmen Dr Derek Goh Bak Heng BBM and Mr Seah Hock Thiam, for their generous services and support at this important event.

Case Management focuses on the needy residents from the Jurong Central Constituency. Our clients’ request ranges from food gifts, financial assistance, job seeking and free tuition. Loving Heart works in close relation with Jurong Central Comcare, South West Community Development Centre (SWCDC) and Lakeside Family Service Centre. There are total of 340 cases since year 2007, with main referrals from Meet-the-People Session (MPS), Lakeside Family Service Centre or Walk-in.

On February 2011, students from Hong Kah Secondary donated 20 hampers of Food Gifts to Loving Heart for distributing to needy families.
