We’re set to be bloomin’ lovely again! Lichfield Chamber of Trade & Commerce has again entered Lichfield into the Heart of England in Bloom competition again this year. The competition is a Royal Horticultural Society initiative and is widely recognised as the standard bearer. So far, despite being ‘a new kids on the block’ we’ve bagged Silver Gilt awards for two years running (2012 & 2013) and we’re hoping for Gold in 2014!
Loads of local organisations, including the district and city councils and local businesses, have already confirmed their support for this year’s entry, and will be making every effort to ensure Lichfield is ‘blooming lovely’ for the judging day on Thursday 3 July!
The judges will be met by the Mayor at Curborough Countryside Centre, and then escorted around the city by Chamber President, Richard Lewis. The tour will include city centre streets, which will be adorned with beautiful hanging baskets supplied by the Chamber (see page 5 to order yours), Beacon Park, the new landscaped skate park, the newly planted poppy fields, which should be in bloom by judging day, Beacon Park Village, Christchurch allotments, Christian Fields Local Nature Reserve, Dr Milleys on Beacon Street, and The Hedgehog public house. Following on from last year’s fantastic wheelbarrow competition, 23 local schools have so far entered a ‘plant a wheelbarrow’ competition. The barrows will be planted in gold to complement the RHS’s 50th anniversary theme ‘Growing for Gold’ and displayed at Curborough Countryside Centre on Watery Lane from 28 June.
But it’s not all about the flowers! Only 50% of the marks will be for horticultural achievement. A further 25% of marks will be awarded for environmental responsibility, which includes street cleanliness, local heritage, recycling, conservation and biodiversity. The remaining 25% will be awarded for community participation. The awards are Bronze, Silver, Silver Gilt and Gold. The highest performing entries from each of the UK’s 18 regions will participate in the UK finals, and from there will have a chance of European glory in the ‘Entente Florale’!

Welcome to May’s City Speak It’s been a few months since we issued the last version of City Speak, and a huge amount has taken place since then, which is detailed in this edition, and I hope is of great interest.
I’d like to say a huge thank you to all the businesses who took part in our recent BID survey. As a result of your feedback, the Lichfield Town Team agreed to press ahead with developing a BID ‐ find out more on pages 2 & 3. I’d also like to thank everyone who helped with our new bus advertising campaign, which went live earlier this month and will be on buses until July/August, encouraging more visitors to our city.
There’s lots of information in this month’s issue on a wide range of topics. In particular, I’d like to draw your attention to pages 5 & 7. On page 5, find out how to order hanging baskets to boost our chances of winning another coveted award in the Heart of England in Bloom award. On page 7, find out how to give your views to Lichfield District Council on ideas to reduce costs and generate income, some of which could affect services in the city. No decisions have been made yet, so it’s vital you have your say to help councillors make the right choices.

We’re developing a Business Improvement District for the city! Introduction by Michelle Baker, Lichfield’s BID Development Manager Last November, Lichfield Town Team commissioned me, Michelle Baker, a local BID specialist to carry out a feasibility study for a potential Business Improvement District (BID) in Lichfield City centre (see page 3).
The study identified that if the 500+ businesses in the city centre supported a future BID and paid around 1.5% of their businesses rateable value in BID levy (between £50 a year for the smallest businesses, up to £5,000 a year for large supermarkets), it would generate in excess of £250,000 every year to be spent on the projects and improvements chosen by businesses. Over five year’s that’s £1.25 million added investment in the city centre!
These projects could include free WIFI, events and marketing, additional policing, extra street cleaning, floral displays ‐ it would be for the businesses to decide.
There was a positive amount of support for a Lichfield BID from the national retailers, banks and independent businesses alike, and it is encouraging that the people and businesses I have met during the study realise what a positive step forward a Business Improvement District could be for Lichfield.
Based on the study, Lichfield Town Team and Lichfield District Council took the decision to support the development of a Business Improvement District over the next year, and I’m delighted to have been asked to help to take this piece of work forward, as Lichfield’s BID Development Manager.
The first step in BID development will involve me speaking again to all businesses in the city centre about the potential BID. I’ll do this by arranging to meet with you individually, as well as host some workshops for certain sectors or streets. I want to find out what is important to you and explain how, by working together, you can help local businesses and Lichfield City centre to thrive. There may be certain projects and ideas that you feel your road, street or business sector would benefit from, and I want to hear them all. Above all, I want to know what it would take for you to support a Business Improvement District, and how one could benefit you? I’ll use the feedback you give me at these meetings and discussions to shape the BID Business Plan, which is the document that all businesses will be invited to vote on as part of an official postal ballot in early 2015.
Over the coming weeks and months, I’ll arrange to meet with you, and will also be out and about calling in on businesses to introduce myself. Please do give me a call if you’d like to arrange specific a day or time to meet with me.
This is hugely positive for Lichfield city. If we can achieve BID status, all businesses can work together to invest in the city, enhance the trading environment and make a real difference, attracting more visitors, shoppers, customers and encourage further investment.

Thanks to everyone who filled in the BID survey Update from Lichfield Town Team BID Taskforce We got 217 responses (33.5% of the total number of businesses in Lichfield within the draft BID boundary) to our BID feasibility study, which is a great result. The response rate was higher than the turnout on most BID ballots ‐ Cambridge BID had a 33% turnout and the Soho Road BID in Birmingham had a 21% turnout for example. So did businesses support the idea of a BID? 55% Yes 27% Unsure 18% No We were delighted that the number of yes votes show that if the survey had been the actual BID ballot, the BID would have got through. What’s more, a lot of unsure businesses told us that they might vote yes, if they liked the projects included in the BID business plan, so the yes votes could be higher. Businesses like Tesco, Morrisons and the cathedral also told us they would be keen to pay into a BID to boost the city centre. So, how much could a Lichfield BID bring into Lichfield City centre? We asked people whether they’d be happy to pay a 1.5% BID levy, which could see the smallest businesses paying from £50 a year, up to the largest national chains contributing a maximum of £5,000 a year. If the draft BID boundary stays the same (538 businesses), the BID could generate around £250,000 a year (or £1.25 million over a 5 years) for businesses to invest in city centre projects. As part of this, the following would apply: All city businesses, regardless of their size, would contribute to the BID every year. This includes retail charities, such as charity shops, but not non‐retail charities. Rough estimates show small independent businesses would pay around of £30 ‐ £500 a year.
Very large businesses (such as supermarkets) would pay a maximum of £5,000. In terms of how the £250,000 would be spent, it would be invested by local businesses (through a BID steering group headed by a local business) on the projects local businesses think will boost footfall and trade. This would be set out in a BID business plan (see page 2) which would be agreed by local businesses. How was the feasibility study funded? The study was funded through the £50,000 High Street Innovation funding that was awarded to Lichfield District Council and Lichfield Town Team by the government in 2012. The aim of the funding is to boost footfall in the high street, and along with a number of marketing initiatives (new city map, new city business website, door stickers and more (see page 4), Lichfield Town team chose to invest some of the funding in the BID feasibility study. Do you want to be part of the BID Steering Group? Update from Lichfield Town Team BID Taskforce To help develop the BID business plan, we’ll be setting up a BID Steering Group. The Steering Group will be mainly made up of local traders and business people, but will also have representatives from local councils. We’ll also be looking to elect a city business person to chair the Steering Group in June 2014. The BID Steering Group will meet regularly (probably monthly) to review progress, feed into the BID business plan development, and also help to administrate the BID ballot early next year. Become a BID Ambassador Update from Lichfield Town Team BID Taskforce We know lots of people will have questions about the BID, and sometimes it’s easier to talk to other traders, particularly if you have concerns or worries. This is why we are hoping plenty of businesses, who are enthusiastic about the BID, will sign up to become BID Ambassadors. Being a BID Ambassador is about being able to explain what a BID is, to answer people’s concerns and questions, and also being able to feed issues up to the BID Steering Group so they can be addressed. Ideally we’d like one or two BID ambassadors on each street, so every trader knows a friendly face to talk to. New bus adverts aim to inspire shoppers & visitors Update from Lichfield Town Team Marketing Taskforce Earlier this month, Lichfield Town Team formally launched its new ‘Eat, Drink, Shop, Explore Lichfield’ bus advertising campaign. The campaign’s set of four adverts are appearing on the back of Arriva buses travelling as far a field as Birmingham International Airport, Stafford and Wolverhampton between mid‐April and June 2014.
Sally Osborne from Mooch Kids on Tamworth Street said: “We hope the bus adverts will encourage people living in the region to think again about shopping and exploring Lichfield and encourage them to visit us. We’ve developed the adverts around the ‘Eat, Drink, Shop, Explore Lichfield’ brand and included lots of logos for the top name brands people can buy in the city – from Paul Smith and Little Joule, to Barbour, Clarks and many more. We’ve also promoted great eateries and attractions to highlight just how much there is to do in the city.”
The bus adverts have been funded with High Street Innovation funding given to Lichfield District Council by the government. The aim of the funding is to boost high street up and down the country through locally delivered projects. City traders voted on the projects they would like to see delivered and bus advertising was one of the projects supported by traders across the city.
Richard Lewis, President of the Chamber of Trade & Commerce in Lichfield, said: “As well as encouraging people to visit Lichfield City centre, the bus adverts also promote our new website www.inspiringlichfield.co.uk that lists city shops, businesses, attractions and more. We’re also hoping that people visiting the website and the city will pick up a copy of our new city map to help them find their way to all our city’s hidden gems, which are available wherever you see the ‘Eat, Drink, Shop, Lichfield’ door sticker.”

New car park poster Update from Lichfield Town Team Marketing Taskforce To coincide with the back of bus advertising campaign, and also to encourage new visitors and shoppers to pick up our great city map, posters will be going up in car parks across the city this spring.
The posters encourage people to pick up a city map, anywhere they see the door sticker, or to scan the QR code, so they can go straight to the new city centre www.inspiringlichfield.co.uk website. The posters will be located next to car park ticket machines, so as many people as possible will see them. Dig It festival plans are progressing Update from Lichfield Town Team Events Taskforce Late last year, Lichfield Town Team asked local events organisations to bid for a share of High Street Innovation funding to host a new city based event.
One successful application was for a new city gardening festival called Dig It, which is set to take place across the city on 23 & 24 August 2014. £2,500 was awarded to Blue Strawberry and their plans so far include a presentation from Alys Fowler (BBC’s Gardeners’ World), a gardeners market, activities for children and a city bee trail. Want to be part of Lichfield Food Festival? 30 & 31 August Update from the Lichfield Food Festival team Following last year’s success, plans are underway to bring Lichfield Food Festival back to the city to help end our summer in delicious style! Lichfield city bucks the vacancy rate trend Update from Lichfield District Council
We carry out regular vacancy rate surveys to check the retail health of the city centre. We carried out the last survey in January, surveying the ground floor of 298 businesses, of which 25 were vacant. This gave a vacancy rate of 8.38%*, compared to the UK national average of 12.2%.
Obviously the survey is only a snapshot in time, and even since January shops have shut and others have opened, including a new clothing shop in Dam Street and the Whippet Inn on Tamworth Street ‐ welcome to both new businesses!
The next full survey will take place in June and then December to analyse the Christmas peak. In future reports we will aim to provide more detail about where the vacant units are located and what the changes have been. Update on Friarsgate Update from the Lichfield District Council & Development Securities On 1 April 2014 councillors at Lichfield District Council voted to extend its development agreement with Development Securities PLC for Lichfield City centre's planned Friarsgate shopping and leisure scheme, following the news that the developer is now in advanced discussions with a national retailer to anchor the scheme.
The planned scheme will see a department store, cinema, new homes and a range of shops and eateries developed providing vibrant retail and leisure opportunities to Lichfield.
Richard King, Strategic Director of at Lichfield District Council, commented: "It's fantastic news that the negotiations carried out by Development Securities have led to a leading retailer signalling its support for the planned scheme. We're sorry to leave people on a knife edge and it's a real shame that we cannot release the name at this stage, but we understand for commercial reasons it needs to remain confidential.
“On the back of the news, councillors were keen to extend the development agreement to allow the team at Development Securities more time to sign up other retailers to the scheme, and to progress the plans for its development. We're really pleased that this moves us one step closer to achieving our vision to deliver new shops and entertainment, as well as more jobs and housing opportunities in the heart of the city."
The next stage will see Development Securities PLC further developing the designs for the scheme and submitting a new planning application for the scheme, as well as further work on land acquisition and negotiations with key retailers.

New Cathedral Tower Tours set to bring visitors to the city! Update from Lichfield Cathedral This April Lichfield Cathedral relaunched its breathtaking Tower Tours, up the steps of the great central tower, which are set to bring new visitors to the city.
Anthony Moore, Canon Chancellor at Lichfield Cathedral commented: “We are absolutely delighted to be re‐opening the great central tower of the cathedral. We hope that our many visitors will enjoy the gothic white‐knuckle experience of climbing the medieval tower and standing under the famous spire whilst enjoying the spectacular views of the city and surrounding countryside”
The Towers Tours launched on Easter Monday 21 April and will take place on Saturdays between 26 April and 25 October at 10am, 12noon and 2pm. Each tour lasts approximately 1.5 hours, tickets are priced at adults £6.50 and a family tickets for 2 adults and 2 children (over 8s only) is £20. Tickets include a free tea or coffee at Chapters ‘the Café in the Close’ plus a 10% discount on purchases at the cathedral shop on the day of the tour. To find out more call 01543 306150
Give your views as part of district services questionnaire Update from Lichfield District Council
Like councils across the country Lichfield District Council is facing significant cuts in funding, which will impact on the services it can deliver locally. To help councillors make the right choices about future services, the district council is launching a questionnaire on 23 May that will ask people to give their views on a range of saving and income generating ideas ‐ some of which could impact on the city centre, from car park charging and CCTV to public toilets. No decisions have been made yet, and the district council wants your views before developing any plans. The survey will be circulated to the Town Team mailing list and will also be published online at www.lichfielddc.gov.uk/fitforthefuture on 23 May 2013. The deadline for responses is 23 June 2013.
