FOREWORDIt is my sincere pleasure to welcome you to the second issue of Seletar Insight.

The first quarter of 2014 has been an eventful one for the Singapore aviation scene. Singapore hosted the 4th Singapore Airshow, Asia’s largest and one of the most important aerospace and defence exhibitions in the world. Seletar was also abuzz with activities, with several major opening and groundbreaking ceremonies of new facilities in the Seletar Aerospace Park (SAP).

This newsletter issue will focus on Singapore Airshow 2014 and recent development highlights in Seletar Airport and the SAP. On behalf of the team, we would like to thank all contributors for sharing their articles. We hope you find these articles interesting and we welcome your suggestions to make Seletar Insight even more informative.

I would like to take this opportunity to inform you that I have relinquished my position as General Manager, Seletar Airport with effect from 1 April 2014. I am grateful to all airport stakeholders, for giving me your steadfast support throughout my four-year tenure. During this period, Seletar Airport has transformed in many ways, including infrastructure upgrades and operational improvements in safety and efficiency through a new ground handling licence framework. We have also introduced innovative concepts such as compact parking, to multiply Seletar Airport’s capacity. It has been an exciting journey, and a valuable experience. I deeply appreciate the partnership and strong rapport within the Seletar community, which I believe is a unique and special part of Seletar Airport.

My colleague, Mr See Seng Wan, has taken over the reins as the new General Manager of Seletar Airport. I am confident that with his extensive experience in airport operations, he will be able to guide the team in bringing Seletar Airport to greater heights. I hope that you will give him your fullest support.

Feature Story

The Business Aviation (BA) market segment has gained further traction in this year’s Airshow, reflecting the strong growth potential for business jets in the Asia-Pacific region. A number of private and business aircraft were on showcase in the static display area, such as the Beechcraft King Air 250 and 350i, Bombardier Global 6000 and Challenger 605, Cessna Caravan and Citation Sovereign+, and Gulfstream G280 and G650. To further meet the specific needs of BA clients, Singapore Airshow 2014 partnered MAJ Aviation to facilitate the customer demonstration flights at Seletar Airport after the trade show.

The fifth edition of Singapore Airshow has been scheduled for 16 to 21 February 2016. We look forward to a bigger and more spectacular event, with an even stronger representation from the Seletar Airport community at the next Airshow.

FEATURE STORY: SINGAPORE AIRSHOW 2014Singapore Airshow 2014, a key event in the global defence and aerospace calendar, was held from 11 to 16 February 2014 at the Changi Exhibition Centre. The trade segment wrapped up successfully with a record-breaking S$32 billion worth of deals concluded. Some 146,000 visitors attended the six-day event, and all 80,000 public day tickets were sold out in advance.

As with previous Airshows, the flying displays were the event highlight and a perennial crowd favorite. This time round, visitors were treated to breathtaking acrobatic aerial displays featuring performances by three teams from the Republic of Singapore Air Force Black Knights, the Republic of Korea Air Force Black Eagles and Indonesian Air Force TNI-AU Jupiter, representing the largest number of aerobatic teams ever at Singapore Airshow. There were also solo aerobatics performances by the Royal Australian Air Force, the United States Air Force and the Yak-130. Trade visitors had the opportunity to view the maiden full display of the Airbus A350XWB during the first two days of the show.

This year’s Airshow saw participation from over 1,000 companies from 47 countries or regions. Noteworthy was the active participation by the Seletar Airport community, with exhibition booths and chalets set up by companies such as Bombardier, Hawker Pacific, Air Transport Training College, Fokker, Jet Aviation, MAJ Aviation, ST Aerospace, and ST-Airport Services. Singapore Flying College, Vector Aerospace and WingsOverAsia also joined the rank of Airshow exhibitors for the first time. This biennial event served as an excellent platform for the companies to showcase their suite of services and capabilities, and to network with the global aviation community.

Garnering significant interest from visitors was JTC Corporation’s prominent booth promoting Seletar Aerospace Park (SAP). Given the rapid developments in SAP over the past few years, many sought to hear more about SAP’s growth plans, and were anticipating the next phase of SAP expansion.

JTC AVIATION TWOOn 7 February 2014, Minister of State for Trade & Industry Mr Teo Ser Luck officiated at the launch of JTC Aviation Two and the expansion of JTC aeroSpace at Seletar Aerospace Park.

JTC Aviation Two, a multi-tenanted, high-rise building, is developed to house small and medium enterprises (SMEs) specialising in parts supply management and maintenance, repair and overhaul (MRO) companies of aircraft components. In addition to flexible layout, high floor loadings and floor-to-ceiling heights, SMEs can also look to locate their administrative functions in a separate tower that is suitable for comprehensive business and general aviation services, fixed based operations (FBO), as well as representative offices. JTC Aviation Two will be located next to the current JTC Aviation One, formerly known as the Business Aviation Complex.

In response to an increase in demand for more component manufacturing and MRO facilities, JTC will also commence the development of the second phase of JTC aeroSpace. The expansion will add seven standard factory units to the current eight. These new units range from 1,300 sqm to 2,300 sqm in size and are expected to be completed by end-2015.

BOMBARDIER INAUGURATES WHOLLY-OWNED SERVICE CENTRE AT SELETAR AIRPORTBombardier Aerospace formally opened the hangar doors to its 10th full-scale, company-owned service centre worldwide located at Seletar Airport on 11 February 2014. The momentous inauguration event was well attended with over one hundred distinguished guests including Mr S Iswaran, Minister, Prime Minister’s office and Second Minister for Home Affairs and for Trade and Industry.

The ceremony revealed Bombardier’s brand new 8,500 sqm facility, which is the first service centre for Bombardier* business aircraft operators in the Asia-Pacific region. The addition of the Singapore service centre strengthens Bombardier’s expanding presence in the region and provides the business aircraft customers with high-quality maintenance support and access to the entire network closer to their base of operations.

With over 40 employees, the facility is equipped to perform scheduled and unscheduled maintenance, modifications, avionics installations and aircraft on ground (AOG) support, as well as on site interior refurbishment capabilities with the help of Flying Colours Corp.

Most recently, Bombardier confirmed its plan to develop a stronger regional connection to its customers by entering into a five-year partnership with Singapore Polytechnic to provide real-world training to students at its local maintenance facility, which in turn will enhance the overall knowledge and capabilities in both academic staff and students of Singapore Polytechnic, as well as Bombardier’s workforce.

REVIEW OF GROUND HANDLING FRAMEWORK AT SELETAR AIRPORTAs part of Changi Airport Group (CAG)’s continuous efforts to improve Seletar Airport operations, a comprehensive review of the service and safety standards of ground handling agents at Seletar Airport was carried out in 2013. New operating requirements on ground handlers were introduced, with the long-term objective of enhancing airside safety and efficiency, for the benefit of all airport users.

Prior to this review, the service levels of ground handlers differed significantly due to varying ground handling capabilities as some were equipped with the full suite of capabilities and equipment, while others outsourced part or most of their service delivery. To achieve better consistency in service delivery and safety standards, CAG required that all ground handlers build up their in-house capabilities (for instance, through adequate investment in equipment and manpower training) as part of the new licence requirements. The plan to effect such changes was communicated to the incumbents in early 2013, to allow sufficient lead-time for implementation and compliance.

To date, most of the existing operators have demonstrated their capability to comply with the requirements of the new ground handling framework and have been granted the new licence. Others have preferred to adapt their business models instead, and will continue operations at Seletar by working through the new ground handlers.

With the roll-out of the new ground handling licence framework, CAG will continue to enhance the ground handling policy through close consultation with the Seletar Airport community.

ST AEROSPACE TAKES OFF WITH NEW AVIATION CENTRE IN SELETAR AEROSPACE PARK

38 years after its debut at Seletar, ST Aerospace recently expanded its facilities in Seletar Aerospace Park (SAP) with a brand new $26.6m three storey aviation centre in February,

in the presence of Singapore’s Senior Minister of State for Ministry of Finance and Ministry of Transport, Mrs Josephine Teo.

In her opening address, Mrs Teo emphasised the importance for Singapore’s aviation industry to be creative and qualitatively different in order to distinguish the country’s aviation hub from others. As ST Aerospace’s President Mr Chang Cheow Teck pointed out, the company’s evolution from a depot maintenance service provider for military operators to a world class integrated aviation service provider clearly shows its drive for innovation and willingness to provide better value-added services for customers worldwide.

With an expanded footprint now occupying over 75,000 sqm, ST Aerospace is now the second largest tenant in SAP. The new complex houses a comprehensive suite of air charter, ground and flight training facilities (with two Airbus A320 simulators), as well as a 24/7 centralised operations centre for its air charter business. This is in addition to its current facilities, which have the capacity to accommodate up to 11 narrow-body aircraft and 24 general aviation aircraft simultaneously.

The inauguration of this new aviation centre will enhance ST Aerospace’s ability to extend its role in SAP as an integrated aviation service provider and enable it to further expand its niche markets. Plans are already in the pipeline for the company to become a fixed-based operator, providing ground handling, aircraft hangarage, maintenance, flight instruction and other support services to general aviation aircraft operators.

MAJ AVIATION, PUSHING FRONTIERSAn exclusive interview with Mr Khoo Beng Keat, Chief Executive Officer of MAJ Aviation

Although MAJ Aviation is a relatively young company founded in 2003, it has established itself as a key local player providing aviation support and engineering services in the region. Can you share on some of the key challenges and success factors in building up the company? Over the last 10 years, with its vision firmly focused on being an “engineering partner of choice”, MAJ Aviation has diversified its activities and rode up the value chain to become an MRO company in the last four years. Growing an SME in the aerospace industry in Singapore is very challenging, with extensive barriers to entry. MAJ Aviation made it owing to its drive and willingness to diversify. It is able to capture opportunities it saw, and overcome challenges in its path.

What do you foresee will be the key trends in the aviation industry in the next 5 years? How is MAJ Aviation adapting its business model to seize some of the growth opportunities?The world’s aviation is trending upwards towards increased connectivity, and Asia is poised for a larger and a more significant growth of the aviation pie; much of these are in short-haul and low-cost airline operations, as well as increased business jet travel. MAJ Aviation is always leveraging on its every success to work with new partners and

collaborators, with an innovative spirit and a can-do attitude towards most encounters. If the situation presented to us is in the way of Business and General Aviation (BA/GA) growth, we will pursue it but we will look at our current strengths and advantages. Having already a foot-hold in MRO, and with early in-roads into fixed-based operations support with our joint venture in MAJ SIMCO, we are equipped to complete the nose-to-tail service support for BA/GA in the prime location of Seletar.

At the recent Singapore Airshow, MAJ Aviation showcased a new state-of-the-art system known as Aviation Maintenance Trainer (AMT). Can you share more on its functions and how AMT will benefit its users?The AMT was jointly developed with EON Reality, a world leader in interactive 3D Virtual Reality solutions. Targeted primarily at the aviation industry, this system will be a first in Singapore and South-east Asia, and promises to provide efficient and effective maintenance skills training in various modes and competency levels. Its immersive 3D interactivity allows trainees to experience the most realistic

spatial representation of the aircraft and equipment on board, and enables them to be mobile while allowing a dynamic viewing perspective. The multiple-goggles system allows simultaneous viewing of the same 3D perspective by the trainee, as well as the trainer. We also intend to introduce hand gestures into the interaction so that the cognitive load is removed, improving the training efficacy.

Based on what you have observed from overseas, are there any best practices that Seletar Airport can consider adopting?Hong Kong has been a forerunner in conceiving, building and operating a dedicated BA terminal with many successes, and there are some best practices that can be replicated in Seletar Airport. These include the delights of Very Important Business Passenger (VBIP) handling; being able to enjoy a short “limousine to lounge to red carpet to plane” experience, with Customs, Immigration and Quarantine integrated into the process. While there is much to learn and we have to learn fast, Seletar is in a good position to develop into a first class BA airport, with its competitive advantages and the opportunities presented in the coming years by the aviation sector. That Singapore has the benefit of time to harmonise master planning of the aerodrome airside land connectivity to optimise usage of surrounding land is yet another advantage Seletar holds.
