The Board and Regional Directors have been busy at work marketing CII, increasing our stocks with high calibre members, and planning exceptional regional meetings as well as the Milan AGM. Our current membership is 407 with other applicants pending. We have members in at least 70 countries, and on every continent but Antarctica! The Board and I extend our sincerest gratitude to Galen for his ongoing commitment and loyalty to the CII.

Regional meetings:

The 2019 Regional Meetings are set between April and June and are to be held in Costa Rica, Belfast, Chicago and Bangkok. The meetings look to be stellar this year especially with the exceptional number of registrations so far.

Our Regional Meetings promise to cover topics of interest given by people regarded as experts in their field and importantly, will provide a plethora of networking opportunities.

The Board and I wish to acknowledge the efforts of our hosts (below) in preparing and organising these meetings:

Marketing:

Our Marketing Committee, headed up by Melissa Kelley-Hilton, is working hard in increasing our visibility to prospective members. We will have stands at:

• ACFE conference in Austin Texas - manned by Marc Reed and Steve Kirby.

• Milipol Asia Pacific - manned by Ponno Kalastree, Shelia Ponnosamy, and Sant Kaur-Jayaram.

Annual General Meeting:

As part of our 2019 strategy, the CII ‘Milan150’ AGM is shaping up to be one our biggest and most successful to date.

It is not because Milan is the fashion capital of the world and our vanity screams for bespoke attire (I am informed by a reliable source that Milan Fashion Week ends before our AGM commences). Nor is it because of Milan’s historical and cultural significance (although this will undoubtedly appeal to those partners/spouses who will need to fill in their time between commitments). Rather, it is because of a strong campaign committed towards achieving ‘Milan150’.

I wish to acknowledge the efforts made by the Conference Committee, Alice Cappiello, Sachit Kumar and Howie Griffiths who have worked tirelessly to prepare an exceptional AGM in

Milan that will continue to draw considerable attention.

The Regional Meetings and the AGM offer opportunities to expand your knowledge and provide significant marketing opportunities.

I encourage everyone to sign up and to promote these to others. Please check on the CII website for updates.

Our venue is at the boutique TOCQ Hotel right off of the famous Garibaldi Street, lined with shops and restaurants. Only a short distance from the world-renowned Duomo (cathedral) and other tourist spots in the City Center, the TOCQ is perfect for our group.

This year’s AGM includes two days of educational seminars and networking opportunities that consist of a golf outing, city tours, shopping outings, cocktail receptions, hospitality suite, and coffee and tea breaks. After the conference, on Saturday, there will be an optional tour day to the wine country. Of course, the traditional AGM events of our member meeting, awards luncheon, charity auction, and gala banquet will be part of the festivities. Our banquet will be hosted at a very special venue.

Registration will open in early April on our website but it is not too late to make your plans to attend what looks to be an outstanding AGM.

Asia Regional Meeting Set for Exotic

Bangkok June 12 – 14 – Continent Hotel

Bangkok, Thailand Peter Coleman is inviting all CII members to the combined Southeast Asia and Far East Regional Meeting being held in Bangkok, Thailand June 12-14.

Peter has put together an agenda Provisional Schedule that includes seminars / meetings with members; opening reception; group dinner and a Bangkok city tour. The fee for the program is US$200. If you want to go golfing at the fashionable Lakewood Country Club, Peter has arranged for that for an additional $125 that includes green fees, transportation, and meals.

The hotel is the Continent Hotel, with great rates of between $100 to $160 per night, depending upon the accommodation.

Europe & Africa regions to meet in Belfast April 25-27th

At last year’s AGM in Hong Kong, John Withers predicted that he would have over 50 in attendance at the Belfast Regional Meeting. Sachit Kumar wagered that number couldn’t be reached- but it’s time to pay up, as registration is over 50! Yes, members from seventeen countries are planning to meet in Belfast, Northern Ireland to network and discuss matters of importance. The Continental Europe/Israel (8); Ireland/UK (9) and Africa (3) are hosting this gathering at the classic Europa Hotel, April 25th to 27th.

His story has been featured on 48 Hours, Dateline and in the full-length documentary movie, Dream Killer. Today he continues to be a leader in helping expose and overturn other wrongful convictions. Other experts will discuss how and why the innocent are convicted; how investigators can make a difference; and real-life examples of investigative techniques that have not only exonerated the innocent but

Marketing Committee Hard at Work for You Melissa Kelley-Hilton and her Marketing and Public Relations Committee are hard at work, promoting CII, it’s members, and our collective talents to potential clients. Marketing initiatives have either taken place or are scheduled as follows:

1. The Super Conference in New York City in November approximately 18 CII members were in attendance.

2. The ABL / Integra joint meeting in Florence, Italy in October, where we had 12 CII members and guests in attendance and there were great networking opportunities.

3. Toine Goorts attended the INTA (International Trademark Association) Europe Conference from February 18-19 in Paris, and promoted CII during this event.

4. Thanks to member Harvey Morse, CII was offered an opportunity to provide pens and brochures at the FAPI Annual Litigation and Investigators Conference from February 21-24 in Altamonte Springs, Florida.

5. Ponno Kalastree will be cross-promoting the CII at a booth during the Milipol Asia Pacific (region’s international event for homeland security) in Singapore from April 2-4, 2019. Ponno has also committed to cross-promoting the CII during the INTERPOL World Conference from July 2-4 in Singapore.

6. Several CII members are expected to attend, the 36th Annual INTELLENET Conference that will be held in Charlotte, North Carolina from April 2-5.

Feature Article: Top 10 Reasons Why Surveillance is Better in the Winter

Insurance and slip-fall investigations have traditionally been busier in the warmer spring and summer months as many clients perceive that nice weather encourages claimants to be more active. The cold winter months however, can often provide investigators with an abundance of opportunities to observe claimants and their behaviours and this may result in significant information that would benefit insurance and slip-fall investigations.

Here are the top 10 reasons why surveillance is better in the winter:

10 Mall walkers/hikers Individuals who walk and hike in warm weather may continue this regime indoors at shopping malls during inclement weather. Many malls have groups of walkers that meet on a regular basis and their routine may be highly predictable.

9 Scraping ice off vehicles During the winter, claimants must make more physical effort in order to access and use their vehicles. Unlike in the summer when people simply get in their vehicle and drive away, during the winter, extra time and effort must be taken to scrape and clean vehicles. This process provides an increased opportunity for investigators to observe and record the claimant’s physical activities.

8 More bang for your dollar During the winter months, many investigation firms are not as busy and may be able to devote additional time and resources to address your investigative needs. 7 Shopping Retail shopping habits are in full swing during the winter months with holiday and New Year shopping. Unlike bears who hibernate, most people still have a weekly shopping schedule that they adhere to. Individuals may be inclined to carry more and heavier items as well as purchase products indicative of additional activities like home renovation or recreational endeavours.

6 Work If claimants are working, they will continue to do so during the winter months. In some industries, there are additional opportunities for “under the table” and cash employment during the winter. Claimants may be interested in additional cash opportunities to help finance their holiday activities (and debts), renovations and vacations.

5 Dog walkers / Caregivers People will continue their daily routines of transporting and walking their children and pets. Caregivers are more likely to escort their children to school during inclement and challenging weather conditions.  

4 Light Conditions for videotaping With fewer daylight hours, there is increased opportunity for discreet surveillance in dark conditions. Dark external lighting often results in opportunities to observe inside activities in a less obtrusive manner. During the brighter summer months, the light conditions are not as conducive to observing indoor activities from outside vantage points, thus requiring investigators to be more intrusive in their surveillance techniques.

3 Outdoor activities Winter sports and activities are popular in Canada. During the colder months, there are plenty of opportunities for individuals to participate in activities like snowshoeing, skating and tobogganing. We have observed claimants doing outside maintenance and mechanical work, delivering newspapers and even dog-sledding.

2 Shovelling and blowing snow When there is inclement weather, there are ample opportunities to observe individuals lifting or blowing snow, scraping ice, tossing salt and generally moving about in adverse conditions. These types of activities may be valuable evidence for your investigation.

1 Fresh Snow tracks Ah, the private investigator’s dream is to find fresh snow tracks that help to determine patterns and timing of movement of individuals and vehicles. Tracks may indicate access routes, time of activities and even the identification of individuals involved based on footprint patterns. A lack of tracks may also verify a lack of movement or activity and verify or substantiate information provided.

Letter from the Editor Dear CII Colleagues:

Recently, I submitted a record request to a government office, and did not use my work email (on purpose). The individual in receipt of my request replied, “Is this the Lauren Colley Sowers from the Council of International Investigators?” This should illustrate something to you: Your membership is valuable beyond your connections to one another - if for no other reason than CII’s great search ranking!

That said, let 2019 be the year of putting into CII what you get out of it. The more we each contribute, the more shared value we create within our organization. Make this the year you submit an article to The Councilor, or provide us with a tidbit for our Tips and Tricks column. Special thanks to Christopher Nielsen whose excellent article “Top 10 Reasons Why Surveillance Is Better in the Winter” is featured in this issue (heads up, members in Australia, South Africa, where winter begins on June 1).

Tech News Data at the EdgeBy Lauren Sowers

I recently fielded an intake call from a potential client who wanted to order a Technical Surveillance Counter Measures (TCSM) survey. He was convinced his home and car were illegally “bugged.” I’m not one to turn down an interesting assignment. But I stopped short of scheduling. Why? In talking to this individual for just a few minutes, I was able to lead him to an important (and free!) conclusion: the information exposed about him could easily (and more likely) have come from one or two data points elsewhere in his world.

In short: yes, it’s entirely possible he was illegally bugged. In this particular case, with this particular dose of information vulnerability, it’s much more likely that he was compromised by people who had easy (and in this case, legal) access to the data in question. (Shared router, shared wifi with the perpetrator, never changed his email password ever-- you get the picture.) I gave him a list of changes to make and a way to test it, and told him to call me in a week if the situation wasn’t remedied. He didn’t call me.

Calling Tomorrow’s CII Leaders

Nominations for members to serve on the Board of Directors, or as an officer of the CII are not due for a few months- but there is no time like the present to consider nominating a colleague for a position on the Board. Nominees for the Executive Board must:

* Be Certified, Senior or Emeritus members in good standing for three (3) years

* Have attended two (2) meetings; 2 AGM’s or one (1) AGM and one (1) Regional Meeting

* Have registered and intend to attend the AGM at the time of nomination – in order to be present at the board meetings after the election.

Self-nomination to the Executive Board is permitted.

Nomination forms will be sent the membership in late May or early June, but in the meantime, start thinking about serving the Council and taking a leadership role.

We’re well into 2019, but is it too late for me to make a prediction? Probably. But I’m going to go for it anyway: I think you and I are going to start hearing this phrase a lot: “Data at the edge.” What does it mean?

When a business analyzes technological security risks, they tend to start from the center (aka the obvious) and round up the usual suspects, and begin securing from there: Network level devices. Router. VPN. 2 Factor Authentication. Cloud security enhancements. Vetting any third party service providers.

What businesses apparently haven’t been considering, however, is the data at the edge. If you, like me, aren’t in to horror movies but enjoy a minor fright, go ahead and review Verizon’s Mobile Security Index 2019 report. The statistics are staggering: • 81% of employees surveyed admitted to using public Wi-Fi for work tasks, even

if officially banned by their employer from doing so.

• 48% of companies surveyed admitted to “cutting corners” in security to “get the job done.” This includes 56% of Information Professionals surveyed, 53% in Financial Services, and 53% in other professional services.

• Only 39% of companies surveyed reportedly changed all default passwords in their systems.

Meanwhile, only 29% of companies and organizations surveyed felt their mobile threat risk was “significant.” Do those numbers line up in your mind? This is data at the edge. Data that lives on devices that move around with employees, in and out of secure wifi, and on devices subject to the employee’s whims. Data that rides on default passwords, data that sails along unencrypted to save an employee two minutes here or there.

Only 12% of companies had the following four basic protections in place: • Data encryption

• Regular security system tests

• Restriction of data access to a “need to know” basis

• Change all default passwords

Beyond the above basics, there are so many other issues that come to my mind: • Protection against lost or stolen devices • Mobile phone usage policies, such as what may be downloaded on phone and from

where • Wifi usage policies and enforcement • Mobile security solutions to protect data (iBoss, Airwatch) • Cloud security beyond the basics We must be diligent in our own data use and security- more data vulnerability equals more data insecurity. The bigger your data pool, the larger the edge.

Watching the Detectives with Steve Kirby Even though it’s been a cold, harsh, snowy, polar vortex winter in the Midwest, that hasn’t stopped us from watching the detectives and learning the following: Marc Reed, Keith Elliott and a few others escaped from the cold of Toronto and terrorized the locals and the fish of

has a computer, laptop, two Kindles and a smart phone at his disposal. At 97, this World War II veteran puts a lot of us to shame…Jeff Stein has a podcast kicking off May 1, “Is There Really Truth & Justice For All”. Perfect timing as Jeff will be a featured panelist at the Chicago Regional Meeting and Symposium on Wrongful Convictions May 3 – 4th …Steve Rambam is also involved in developing a network television show investigating cold cases with LEO and local investigators. If you have an interesting cold case and feel it could do some good, contact Steve directly…If you were watching Netflix recently and happen to catch the second part of the Making A Murderer show, you might have caught several glimpses of Jim Kirby who had a major role in the case. His work was not for naught as the defendant, Steven Avery was just granted a new hearing on exculpatory evidence that Jim helped uncover…In February, Toine Goorts presented a seminar in France on Dutch Private Investigation regulations…Speaking of travel, a few months ago Graham Dooley traveled to the Northern Territory of Australia to go fishing and not only did he catch a few big ones, but also snagged a new CII members, Andy Warton. members. It is just for CII members. To join log onto Facebook and request membership on our page.

• Your Profile Page within Cii2.org • This can be an important marketing tool as when members click on the

“Find A Member Tab” on our website your name appears in the specific area. They can then click on the name to learn more about you and access your website, if you choose to allow it. You can control what is displayed on your profile, as well as edit it, and even upload a picture of yourself. You can update your professional experience, areas of expertise, and your contact information. Most importantly, on the Profile Page there is a section “Business Locations” that allows you to list areas outside your primary location where you offer services.

• Go to the CII website www.cii2.org; click on the Members Only Page tab; then click on My Profile. There you will need to login with your user name (usually your email address) and password. Mozilla Firefox just debuted a free, end-to-end encrypted file transfer service on March 12,

2019. One feature I particularly like is that you can upload and send files up to 1GB without

even logging in! If you don’t mind logging in, you can send up to 2.5 GB. This is an excellent

way for clients or contractors who aren’t tech savvy to provide you with information you

need. Beyond end-to-end encryption, the service has a couple of cool features- you can

choose when your link expires, how many times the file can be downloaded, and whether to

password protect it for an additional security layer.

The recipient just receives a link to click and download the file. No account needed, and it’s

just as fast as an email.

! Note: When using this or any free, browser-based service, the easiest and fastest way to

ensure optimal levels of privacy and security is to stay on top of software updates. Don’t

ignore or postpone those little reminders-- they often include important privacy fixes.

In Remembrance David Fechheimer

Just moments before releasing this April edition of The Councilor, I came upon the sad news of the

passing of longtime member David Fechheimer. I strongly encourage you to read his obituary,

published in The New York Times. An English major who launched an investigative career on the

heels of reading The Maltese Falcon, Fechheimer was a larger-than-life figure who kept a

miraculously low profile. Like any good spy novel, his obituary contains some unexpected turns and

a sense of humor.

Michael Fellner shared this remembrance:

His work is what legends are made of, and he was a great investigator because he

believed in what we do and learned the trade before we thought information was just

data. He opened every dusty box, turned and read every page, talked to every

witness, and traveled to every remote corner of the world; all with great humanity,

humility, humor and dignity. His cases exceed any mythical fictional “gumshoe,”

even though he was inspired by Dashiell Hammett’s Sam Spade and once gave

Maltese Falcon tours in San Francisco.

Our deepest condolences go out to David’s wonderful wife, Dianne Roxas, their two

fantastic and adventurous sons, Zach Fechheimer, a private investigator and chip off

the ole block, Sam Fechheimer, a great professional chef, two lovely

granddaughters, and David’s sister Ann.
