    Hoard, of Clark County, shall hold its fi rst meeting on the 4th

    day of May, 2015, from 7:00 to 9:00 p.m. at the town hall,

    W3715 Center Road. Actual Board of Review for the Town of

    Hoard, Clark County, will be held on May 27, 2015, from 8:00

    to 10:00 p.m. at the town hall located at W3715 Center Road,

    Owen, Wis.

    Please be advised of the following requirements to appear

    before the Board of Review and procedural requirements if

    appearing before the board: No person shall be allowed to

    appear before the Board of Review, to testify to the board by

    telephone or to contest the amount of any assessment of real

    or personal property if the person has refused a reasonable

    written request by certifi ed mail of the assessor to review

    such property.

    After the fi rst meeting of the Board of Review and before

    the boards fi nal adjournment, no person who is scheduled to

    appear before the Board of Review may contact, or provide

    information to, a member of the board about the persons

    objection except at a session of the board.

    No person may appear before the Board of Review,

    testify to the board by telephone or contest the amount of

    assessment unless, at least 48 hours before the fi rst meeting

    of the board or at least 48 hours before the objection is

    heard if the objection is allowed because the person has

    been granted a waiver of the 48-hour notice of an intent to

    fi le a written objection by appearing before the board during

    the fi rst two hours of the meeting and showing good cause

    for failure to meet the 48-hour notice requirement and fi les

    a written objection, the person provides to the clerk of the

    Board of Review notice as to whether the person will ask

    for removal of any board member and, if so, which member

    will be removed and the persons reasonable estimate of the

    length of time that the hearing will take.

    When appearing before the board, the person shall specify,

    in writing, the persons estimate of the value of the land and

    of the improvements that are the subject of the persons

    objection and specify the information that the person used to

    arrive at that estimate.

    No person may appear before the Board of Review, testify

    to the board by telephone or subject or object to a valuation;

    if that valuation was made by the assessor or the objector

    using the income method, unless the person supplies the

    assessor all of the information about income and expenses,

    as specifi ed in the manual under Sec. 73.03(2a), that the

    assessor requests. The Town of Hoard has an ordinance for

    the confi dentiality of information about income and expenses

    that is provided to the assessor under this paragraph which

    provides exemptions for persons using information in the

    discharge of duties imposed by law or of the duties of their

    offi ce or by order of a court.

    The information that is provided under this paragraph,

    unless a court determined that it is inaccurate, is not subject

    to the right of inspection and copying under Section 19.35(I) of

    Wis. Statutes.

    The board shall hear upon oath, by telephone, all ill or

    disabled persons who present to the board a letter from a

    physician, surgeon, or osteopath that confi rms their illness or

    disability. No other persons may testify by telephone.

    RATIONALISMWhile passing out Gospel literature, I met a young man tending a Valet parking booth outside a noted restaurant.

    Handing him a gospel tract, I asked, Do you believe in God?I used to, he smiled sadly.Im sorry to hear that, I returned. What happened?I studied rationalism in school.More questions revealed the young man sour toward God and the Bible and frustrated with professing Christian-

    ity. Rationalism seemed to be the solution for his search for meaning in life.The World Book dictionary defi nes rationalism as: the habit of accepting reason as the supreme authority in mat-

    ters of opinion, belief or conduct. Supreme authority? Reason as the supreme authority? Did he really believe this? I could not get the thought out of my mind (or was it the young mans lifeless smile?).

    Rationalism seems to be gaining momentum. Meditation, reason, logic, philosophy and education are being hoorayed as the answer to the endless quest for purpose and fulfi llment. Is it?

    Can reason resolve the dilemma of the astounding divorce rate, the rise in school shootings, the frequent terrorist attacks, the global economic crisis and the millions of children suffering in emotionally empty homes? If the answer is yes then why isnt it happening? Dear friend, do not be deceived; reason is not the supreme authority.

    The Lord God is the Supreme Authority. His Word is eternal; His laws are absolute and His promises secure. There is a requirement to fi nd this wonderful foundation. Hebrews 11:6 says: But without faith it is impossible to please Him [God]: for he that cometh to God must believe that he is, and that he is a rewarder of them that diligently seek him. Faith believes that He is. This gives us a foundation upon which to build reason, belief, opinion and conduct.

    Furthermore in Hebrews 11:3 we are taught that through faith we understand creation. We do not need to rational-ize the world into existence. We believe Gods Word. The same goes for marriage and home life. We do not need reason and philosophy to unlock the mysteries of a satisfi ed and secure marriage and emotionally stable children. The Lord God who is the Supreme Authority has laid out these timeless principles so clearly that a child can grasp them.

    More and more people who claim to love the Lord are placing rationalism above Gods Word. They use reason to declare that God does not really mean what He says. I tremble when I think about the judgement that many spiritual leaders today will face because they have used reason to justify sinful behavior.

    It seems that man turns to rationalism because he does not want the accountability to God that faith and obedience brings. Men would rather wander in the confusion of philosophy than to take personal responsibility for their sinful choices.

    Before parting with the young man I told him of my happiness in Jesus and asked, Are you happy? Looking up at the sky he shrugged. Happy? No, Im not happy. I do things to try and make me happy. I get involved with the theater. That gives me moments of happiness.

    Are you happy?Blessed [happy] are they which do hunger and thirst after righteousness, for they shall be fi lled [satisfi ed].
