Steve Mayer is an assistant professor at Niagara University’s College of Business. He has taught graduate and undergradu-ate courses in strategy, entrepreneurship, and international management. He directs the University’s Center for Technol-ogy Transfer and Commercialization. Steve also works part time for Parsons Corporation where he advises on in-novative and alternative project delivery in the public private partnership market.

Steve has more than 20 years of experience in the consulting engineering industry plus10 years of an international toll bridge authority. He holds a Ph.D. in international business, a master’s of business administration, and a bachelor’s of science in civil engineering, all from SUNY at Buffalo.

What do successful firms have in common? Can firms cre-ate and, more importantly, sustain competitive advantage? Do you have a strategic plan or do you plan to think strate-gically? In this keynote session, Stephen Mayer will discuss the findings from his applied doctoral research: Sources of Competitive Advantage in U.S. Engineering Firms. His research investigated sources of advantage, partnering decisions, merger and acquisition activity, differentiation and diversification, how firms internationalize, location decisions, and other strategic factors. Weathering the Storm: Keys for Successful Growth in Uncertain TimesGerry Salontai, CEO, The Kleinfelder Group, LLC

Gerry Salontai is currently the CEO of The Kleinfelder Group, Inc., a $350 million, employee-owned professional services firm with particular emphasis in the transportation, water, and energy markets. In his capacity as CEO, he is responsible for developing and executing the firm’s long-range strategic and annual business plans. In 2005, as part of Kleinfelder’s succession planning process, Gerry announced his intention to retire

this year, after 27 years with the company. Beginning in April, he will be leading the Salontai Consulting Group, LLC, a manage-ment advisory company focused on helping companies achieve success in the areas of strategy, organizational effectiveness, financial performance, and leadership development.

The economy is in uncharted territory, having global impacts and resulting in significant uncertainty for the engineering and construction industry. We are now officially in a recession and unlike the previous few economic slowdowns, the breadth and depth of this one may be unprecedented. It has reached nearly every sector and clearly the impacts of the financial markets are making any recovery slow to return. Has your firm been impacted by the recession? How are you weathering the storm? This keynote session will highlight where the bright spots in the economy may be for our indus-try, present insight on how to traverse the sea of economic adversity, and position your firm for continued growth.

Rebuilding America’s Infrastructure: State-of-the-Nation and Opportunities for Civil EngineersDan McNichol, Journalist & Best Selling Author of The Big Dig, The Roads That Built America, and Asphalt in America

Civil Engineering Industry Outlook and Market ForecastKenneth Simonson, Chief Economist, The Associated General Contractors of America

Ken Simonson joined AGC of America in 2001 and has provided insight into the economy and what it implies for construction and related industries ever since. Ken’s weekly, one-page email newsletter for AGC, The Data DIGest, provides 10,000 readers with the latest economic news relevant to construction. He is interviewed and quoted almost daily by local and national media, in-cluding The Wall Street Journal, USA To-

day, and CNBC. In addition, he contributes frequently to a variety of publications and conferences. Ken has 35 years of experience analyzing, advocating, and communicating about economic and tax issues. He was formerly senior economic advisor in the U.S. Small Business Administration’s Office of Advocacy.

Will it be a stimulating year for civil engineers? The outlook for public and private construction seems to get worse with each new data release. Will economic stimu-lus legislation turn the tide? How soon will the money show up, and in what construction segments? Are material costs finally taking a breather? Will the stimulus also stimulate construction costs? What else will change the outlook for civil engineering in the United States and worldwide? Ken Simonson, chief economist for AGC of America, will answer these questions—and yours—in a lively, interactive keynote presentation.

Executive Response PanelBlake Murillo, CEO, Psomas; David Evans, PE, PLS, Chairman, David Evans and Associates, Inc.; among others

A panel of CEOs and senior executives will respond to the Civil Engineering Industry Outlook and Market Forecast session with their take on the market, regula-tions, opportunities, customers, and internal chal-lenges. Discussion topics will include federal budgets, the infrastructure stimulus package and what it means to your business, declining property markets, possible effects of a recession, and what long-term adjustments may be required with the current market conditions.

Focus SessionsBuilding Information Modeling Technology for Civil EngineeringDanny Counts, CEO, US CAD, and Matthew Heideman, PE, Project Manager, Psomas Building Information Modeling (BIM) technology is revolutionizing project delivery throughout the AEC industry and specifically in civil engineer-ing. This session will explore some of your most pressing questions when it comes to BIM technology, including the following: current trends in infrastructure design and construction; the true meaning of BIM; protecting your investment; and direct benefits of BIM in terms of reducing costs and efficiencies. Also, the speakers will share a structured approach to help your organization get started with BIM technology and a case study of how one firm is realizing the benefits of using BIM on their civil engineer-ing projects.

Can R&D Tax Credits Help Your Company Save Money?Paul Boutin, CEO, TMG Consulting Group As the crisis in world markets has made credit difficult to obtain, preserv-ing cash flow and increasing company value have become priorities for businesses. One option that management teams seldom consider is the Research & Development (R&D) Tax Credit. Recent legislation contains revi-sions at both the federal and state level that extend this benefit and could help businesses recover millions of dollars in tax credits. In this session, learn the specifics of the R&D tax credit program and understand how you can use the program to reduce both your federal and state tax liability.

Confronting the Challenges of a Shrinking Labor Pool in EngineeringJim Kissane, Fellow, RedVector.com The United States is no longer the epicenter of engineering, as the global economy is shifting increasingly to other parts of the world. Today we must compete for the civil engineering talent that is in demand elsewhere. Meanwhile, student interest in engineering appears to be waning. With the shrinking engineering workforce on everyone’s mind, the ability to recruit, manage, and retain scarce talent — from all generations — is essential. Where will the new civil engineering workforce come from? How can we integrate our new team members into the profession? In this session, Jim Kissane will explore these issues and more.

Diversification: Finding the Right Service Make-up for Your Firm (Panel)Panelists: David Evans, PE, PLS, Chairman, David Evans and Associates, Inc.; Thomas Gockowski, PE, Executive VP, Carroll Engineering Corporation; and Eric Uitvlugt, PS, CEO, exxel engineering inc. In today’s economic climate having a diverse service make-up is critical for your firm’s ability to suceed. As markets fluctuate, having the right mix can make all the difference between thriving and just surviving. What is the right combination for your firm? Does your firm work regionally, nationally, or internationally, for primarily public or private clients, and across which civil engineering disciplines? In this panel session, firm leaders with various service make ups will discuss their firm portfolio and the choices they have made to enter new markets while scaling back in others. They’ll also explore the complex issues involved in finding the right service make up for their firm.

Economic Stimulus: What Does “Shovel Ready” Mean and What Opportunities Remain?Jeff Kimball, President & CEO, L. Robert Kimball & Associates The final American Recovery and Reinvestment Act is expected to re-ener-gize institutions, businesses, government agencies, and their workforce. This focus session will explore the details on how stimulus funds will be allocated nationally and locally, as well as discuss how engineering companies can assist their clients in securing project funding. In addition, the session will address the types of projects that have received funding to date, share insights into what companies can do to be more competi-tive when bidding for funding, and share tools and tactics to get projects shovel ready.

Financing and Delivering Transportation Infrastructure: One Size Does Not Fit All ProjectsTimothy Martin, PE, National Director, US Highways and Bridge, AECOM Transportation States, counties, and municipalities are all struggling to fund necessary infrastructure projects whether they are for rehabilitations, congestion relief, or simply economic development. Historically solutions were simple: design it, bid it, and build it with fi-nancing coming from grants or user fees and directed by the agency. That is not the reality anymore — large projects will no longer have a single financing source or simple delivery method. How can civil engineers be part of the financing and deliv-ery solution? As former secretary of the Illinois Dept. of Transportation, Tim Martin will draw on his experience in both the public and private sectors, to explore some of the larger issues and solutions in the financing and delivery of infrastructure projects.

Gettin’ Up on the Downside: Business Planning for SuccessJohn Doehring, Principal & Managing Director, ZweigWhite Don’t freeze like the credit markets! Now is not the time to hold back. In today’s crazy and uncertain world, it’s just too dangerous not to have a plan for your firm’s future. You need a compelling vision, a clear destina-tion, and a detailed action plan for how to get there — even through the mess we have this year. Join this lively session for a discussion of the strate-gies necessary to create or update your strategic business plan for today’s market, and how to get started now with the moves that can assure your firm’s success.

How 3-D Laser Scanning is Changing the Game for Transportation InfrastructurePaul DiGiacobbe, PE, Senior Technologist, HNTB Corporation For the last 10 years, terrestrial-based, 3-D laser scanning has been gradually gaining acceptance in the civil engineering marketplace. As the nation faces its most daunting crisis in years, infrastructure repair is without a doubt, at the core of our recovery. To turn the tide on the decay of our roads, bridges, and railways, we must innovate at every possible turn. Accurate surveys are a must for all large civil works projects, and the use of 3-D laser scanning technologies can change the game. This session will demonstrate the advantages of this promising technology when applied to transportation infrastructure projects.

How to Involve Your Geoprofessional Consultant in Preventing Project Problems and ClaimsMichael Yost, Vice President & General Counsel, Terracon Consultants, Inc. Geoprofessionals sometimes are perceived as being more concerned with reducing risk than making decisions to impact a project’s overall success. The reality is that geoprofessionals who proactively consult with civil engi-neers and owners — for example, by offering real-time guidance about design options, ramifications of design changes, and impacts of drain-age issues — during the decision-making process can provide significant benefit to the design team and help owners avoid potential problems. This presentation will focus on how civil engineers can increase the value received from their geoprofessional consultants.

Protecting Your Investment: Top Five Hurdles to Technology ImplementationMark Scacco, PE, President, Engineered Efficiency, Inc. New technology advances can make our professional lives much easier when the implementation goes smoothly. But what happens when a new technology is not implemented properly? Simply put: nothing good. A failed technology upgrade can have a far greater impact than just the lost time and wasted effort that went into the unsuccessful project. So, what can you do to give your tech-nology implementation projects the best chances for success? Unfortunately there is no silver-bullet answer, but there are several obstacles that impede success that you can spot before you ever get started. This session will identify these hurdles and develop a plan to surmount them to help you and your organization avoid failure and reap the benefits that new technology has to offer.

Rebuilding California’s Infrastructure: The Impacts for Civil Engineers (Panel)Moderators: Theodore Levin, Esq, PE, and Richard Capella, Esq, both of Morris Polich & Purdy LLP; Panelists: Douglas Failing, District 7 Director, California Dept. of Transporta-tion; Nelson Hernandez, Community Development Director, City of Ventura; Jacob Lipa, President, Psomas; and Paul Meyer, ACEC California Executive Director Current reports indicate that a significant portion of the economic stimuls package will be allocated to projects such as transportation improvements and repair, water projects, repair of federal buildings, mass transit, and other public infrastructure. Although the details on exactly how the funds will be allocated and distributed are changing daily, one thing is for certain, the need for major improvents is there and the opportunities are vast. This session will focus on the direct impact of the plan on California. The panelists will provide specific examples of current, planned, and proposed projects that will benefit from the plan, as well as its impact on the state’s engineering and construction industries.

Reimagining Your Consulting Engineering PracticeEd Goodman, Chief Experience Officer, TST, Inc. Consulting Engineers It is time to remake America, rethink a global future, and “reimagine” a new re-ality. The world is renaissance-ready and our consulting practices should also be reimagined for a new day. This session will introduce trends, business strategies, and ideas that can redefine our engineering consulting practices. What are the basic concepts that can reshape our services, recruiting, corporate cultures, and markets? How can high-performance organizations be created and the talents and skills of our people be positioned to flourish? What does it mean to be engaged in today’s “experience economy”? This session will provide an open-minded look into tomorrow. If you are looking for some inspirational introspec-tion and retooling of your organization, you won’t want to miss this session.

The Board of Directors: Building a Framework for Strong Governance in Civil Engineering FirmsDoug Thompson, Principal, Thompson Strategy Consulting Good governance is about making decisions at the right time and place within an organization. It is often difficult to establish the appropriate roles for shareholders, board members, and management. However, firms that have been successful in doing so find that they have a stronger ownership culture and make decisions in a more effective and efficient manner. This session will discuss issues of governance, including who should be on the board, what issues they should be focused on, and how they should inter-act with each other and other shareholders. Participants will take away a governance framework that they can use in their own firms.

The Watershed Approach to Our Nations Water Resources: Water Planning at a Higher Level (Panel)Panelists: Larry McKenney, Esq, Vice President, Watershed Management, RBF Consult-ing; Thomas Ballestero, PhD, PE, PH, CGWP, PG, Associate Professor, Hydrology and Water Resources Engineering, University of New Hampshire and UNH Stormwater Center; Anna Lantin, PE, CPSWQ, CPESC, Vice President, Stormwater Management, RBF Consulting This panel will outline the future of water as a precious resource and the opportunity to sustain the future through innovations in water and stormwater engineering and planning practices. Water, as a public health and welfare and environmental priority, is slated to receive significant future funding. Topics to be explored include: The watershed approach for bigger picture thinking; stormwa-ter as a valuable resource: quality, regulation, and funding; water resources as

a critical business issue; integrated water supply development; and stormwater management and regulatory requirements. LEED, sustainability, climate change resiliency, and ecosystem concerns with development and land use changes will be discussed as well.
