Mandatory Fall Administrator Meetings

NDHSAA will host mandatory Administrator meetings in July/August of 2017. Each member school must send at least one representative which may be a superintendent, principal, or activities/athletic director.

Coaches are also welcome to attend. Each school not in attendance at one of the meetings will be required to pay a $50 non-attendance fee. The meetings will cover information pertinent to administration of NDHSAA sponsored activities, Constitution & By-Laws, general regulations, and publications covering all activities shall also be reviewed.

2017 NDHSAA Girls Regional and State Tennis

May 25-27, 2017 has been set for Girls Regional Tennis Tournaments. West Region will be held in Minot and East Region will be in Fargo. The deadline for team play-in is May 22. Coaches and ADs are reminded regional registrations are due to the NDHSAA office and tournament managers by NOON (CDT) May 17. Entry forms will be emailed to coaches May 8, 2017. State Girls Tennis will be June 1-3, 2017 in Grand Forks. The Role of a Tennis Spectator

Being a tennis spectator is not just like any other sport. You are expected to abide by the following sportsmanship guidelines. If you do not follow these guidelines you put the tournament officials and your team/coach in an uncomfortable situation. Schools are encouraged to share this information with your parents before the beginning of your tennis season.Spectators:• Are not permitted on the court• Should not lean or crowd around the fence• May not converse with players once they enter the court• May not, in any way, assist the players with the match (coaching, scoring, line calls, rules, etc.)• Should refrain from distracting the players• May cheer or applaud when one of the players hits a winning shot• Should not cheer or applaud when players commit unforced errors. If you do not understand the difference between an unforced error and a good shot by your player, DO NOT CHEER! The last thing the State or Region Tennis Tournaments need is the match to become a matter of which crowd can cheer the loudest. This is very distracting to the players.• Should realize they are watching the match from angles that differ from the players. Line calls are very different to make as a tennis player. It is easy to criticize a player for making a bad call when you are standing still watching. Players who officiate their own matches are not always in a position to make quality calls.• Good Sportsmanship means respecting the abilities of all players involved. It means giving credit to both sides – win or lose.

Golf Sportsmanship Reminder

NDHSAA requests that sportsmanship and golf etiquette be emphasized during the spring golf season.Golf coaches are asked to teach the rules of golf etiquette to their participants. There has been concern that some players are not being honest in counting their score and other rules are being broken because of ignorance of the rules.Regional and State managers are asked to make an extra effort this year to see foursomes are properly supervised, rules and sportsmanship are covered in the pre-tournament meeting and the scoring procedure is followed.

The following rules of golf etiquette/sportsmanship should be taught to each golfer and covered at every tournament. 1. Be honest; count every stroke. 2. Make sure you know how many strokes to add for each specific penalty. Don’t guess; ask the tournament manager or club pro. 3. Don’t move, talk, or stand too close to a player while s/he is making a stroke. 4. Don’t play until the group ahead of you is safely out of the way. 5. Play without delay but stay with your foursome. Leave the putting green without delay with your foursome. 6. Each person should call out his/her score as soon as you have holed out so the score is verified. 7. Replace divots, smooth out bunkers, etc. 8. Don’t step in the line of another golfer’s putt. 9. Keep control of your temper. Do not use offensive language or throw clubs. 10. Be a lady/gentleman at all times. Do what is proper and sportsmanlike. 11. Electronic devices are not to be used on the course at any time. – Exception – Distance measuring devices in both Class A and B.

Schools will need to print schedules, use QR code for live schedule link, or direct students to take pictures of the posted tournament schedules.- Extemporaneous Speaking participants should be prepared to have file box checked at entry to Media Center. (Be sure no speech outlines or extensive notes written on source material.)- Students must be in competition attire for awards. Lunch will be available all day in the commons/cafeteria area.

NDHSAA/Farmers Union Insurance Distinguished Students

Editorial note: We will be publishing a series of articles on getting to know this year’s distinguished student finalists.

Distinguished student, Alyx Schmitz hails from Oakes High School. Her friends call her Ally. This 18 year old has been an outstanding contributor to the NDHSAA distinguished student program. At Oakes High School, Alyx participates in several activities. She excels in volleyball, basketball, track, choir, band, student council, NHS and academic team. Alyx states that while at school her favorite subject is History and Government. Alyx also has an admiration for Sandra Day O’Conner as “she has helped pave the way for many women in politics and has always set a high standard of leadership and integrity in her legal practices.”

Alyx is the daughter of Tara and Bill Schmitz. She also has several siblings Nicole (15), David (13), Brianna (10), Nathan (7) and the late Cole Schmitz. In what little spare

time she does have, Alyx enjoys traveling, drawing, watching the news, online shopping and hanging with her friend. Community service is also very important as you will see Alyx volunteering with Lutheran Youth Fellowship, Sunday school teaching, SRCTC secretary and other community events.

Alyx plans on pursuing a degree in political science at the University of Jamestown and then law school. Alyx is obviously a young leader of today, she feels that confidence is the best characteristic of a leader.

The government needs to cut taxes, consult congress on reforming the filibuster and balancing the federal budget, and that would be her first task if she were president. Can you say 2028 nominee for President?

The perfect vacation would be “seeing all the ins and outs of Washington DC”. She also states she could not go a single day without social media or texting. Alyx has little tolerance for people who cut her off and then travel slower than she does as she has listed that as her biggest pet peeve.

Christmas is Alyx’s favorite holiday because “It makes the winter months enjoyable, the music is great and I could drive around and look at the lights forever.” Her favorite tradition is spending Christmas at grandma’s. Individuals living or dead that Alyx would like to share a meal with include: Jesus, Ronald Reagan, her brother Cole and Ann Coulter. And finally, Melissa McCarthy would play Alyx in a role about her life.

Alyx would like to add, “I am so humbled to be a part of the distinguished student program and I cannot put into words how thankful I am for the opportunities and relationships that my year as a DS has given me. The title serves a far greater purpose than just being another line to fill on a resume.”

2017 NDHSAA Class A Plays

2017 State Class A Plays will be held on April 3-4 at LRSC with Toni Gredesky and Jade Erickstad as managers. Schedule and contest information can be accessed at:http://www.ndhsaanow.com/tournaments/play.

2017 NDHSAA State Music Check-In

Music directors are reminded to check in upon arriving at State Class A and B Music contests to verify participation numbers. These numbers are used for school participation checks that will be sent in June.

State Class A Music Festival

The 2017 NDHSAA sponsored Class A Music Festival will be held at the University of Jamestown on Friday, April 28. Class A music participants qualify for the State Festival by receiving a Star rating at East or West Region vocal and strings festivals held in late March or early April.

Schedules will be posted on the Music page of the NDHSAA website at: http://www.ndhsaa.com/tournaments/music

Registration will begin at 8:15 a.m. at the Reiland Fine Arts Center Lobby with the festival beginning at 9:00 a.m. Upon arrival, directors need to report to the registration desk to confirm entries and participants. Directors are asked to remind students to be ready for oral critiques following their performance and bring recorders if they want their performance and one-minute oral critique taped.

Schools may order UJ cafeteria lunch tickets for students and directors at $8.00/each.

The deadline for lunch order completion is April 19--directors were sent the order link through email on March 2.

Students must be accompanied to the contest by their director. Directors are responsible for picking up ballots and awards at the State site or leaving $5 at the results table for their materials to be mailed. The official NDHSAA T-shirt will be available in limited supply at the festival.

State Class B Music Festival

The 2017 State Class B Music Festival is set for Saturday, May 6 at Minot State University. Schedules will be posted on the Music page of the NDHSAA website at http://www.ndhsaa.com/tournaments/music

Registration will begin at 8:15 a.m. in the Old Main Lobby with the festival beginning at 9:00 a.m. Upon arrival, directors need to report to the registration desk to confirm entries and participants. Directors are asked to remind students to be ready for oral critiques following their performance and bring recorders if they want their performance and one-minute oral critique taped.

Vocal and instrumental soloists and ensemble members that received a Star rating at one of the 10 regional contests will advance to the State contest. There will be 9-minute time slots for each performance allowing for written and oral critique to each performer or performing group. It is important that each school’s director check in at the registration desk to receive directions and report final participation numbers before going to performance areas.

Two percussion rooms will have equipment present:Main 121 will have timpani (4), bass drum, bells, chimes, drum kit, marimba (1), snare, vibes, and xylophone.Main 120 room will have timpani (4), marimba (1), small bass drum.

Schools are responsible to bring sticks/mallets and any other percussion equipment not listed for these sites.

Judges may be assigned to the same students s/he had at regions.

NDHSAA Coaches Education - Permit Submission Form due April 1st

Coaches Education submission forms are due to NDHSAA on April 1 each year. Schools not submitting their Coaches Education form by April 1st will be fined $300 and will not be eligible for post-season competition until their fine has been paid and their submission has been received. All schools will be fined $200 for each coach appearing as non-certified for any two years in any school.

2017/2018 Officials Registration Online

All officials hired for interscholastic competition at the high school level must be registered with the NDHSAA before officiating. Out-of-state officials who officiate contests in North Dakota must submit a reciprocity form and fee to NDHSAA before working games or meets. Registration is not complete until forms and fees have been received and processed by the NDHSAA office. Officials registration will be available online only through NDHSAA and officials must have an NDHSAA account in order to register. Officials registration is due July 1st of each year. Registration after July 1st of each year until the last rules clinic date in each sport is available, however late fees will apply to all renewals.

Rules clinic completion is mandatory for all officials in the sport(s) they plan to officiate. (See Online Rules Clinics for Coaches and Officials article in this BULLETIN). Exams must be taken each year in the sport(s) in which exams are offered. Each basketball official must have officiated or have been a supervisor at an NDHSAA approved day camp within the previous three years to be eligible for officiating region and state tournaments. Requirements for officiating vary from sport to sport and will be available in their entirety in the May BULLETIN and on the Officials & Judges tab of the NDHSAA website. http://www.ndhsaa.com/officials/requirements

Complete registration information will be available on our website in the beginning of May. Registration for 2017/18 will open on May 15, 2017.

Spring NDHSAA Website Requirements

Spring sport rosters/pictures/cutlines and schedules are soon due. Schools are required to have information for all spring sports uploaded to NDHSAA three weeks into each season. Failure to upload required information will result in a $50 late fee. Schools have the ability to edit this information as rosters change throughout the season. NDHSAA member schools are required to upload a team picture, cutline, which identifies the lineup on the team photo, team roster and schedule/record for all sports.

This process allows invitational, district, regional and state tournament managers the ability to download and prepare tournament programs.

2017-18 Distinguished Service Award Nominees Requested

NDHSAA is requesting nominations for the 2017-18 Distinguished Service Award. Nominees must exemplify the highest standards of professional ethics, sportsmanship, moral character, and carry the endorsement of their local high school. One may nominate an administrator, board of education member, coach, contributor, fine arts coach/director, fine arts judge, or game official.

The criteria letter and nomination form can be found at www.ndhsaa.com under Administrators & Coaches>Forms. Nominations should be based on the following criteria:

• School administrators would be considered on the merits of their high school administrative achievements and contributions to interscholastic activities.

• Board of education nominees would be considered on the merits of their contributions to interscholastic activities, especially on a state level.

• Coaches would be considered on the merits of their high school coaching achievements only.• Contributors would be individuals who have made a contribution to interscholastic activities in some other capacity

other than those previously mentioned (may include such areas as sports medicine, sports media, or reporting other school activities).

• Directors would be considered for their contributions to the interscholastic activities in their school and on a statewide basis.

• Officials would be considered on the basis of their service as a high school official, adjudicator, judge, etc.

All candidates will be judged on their significant and/or long term contributions to interscholastic activities. While many have served their local programs over a long and distinguished career, longevity without meaningful state impact does not constitute appropriate credentials for Distinguished Service Award consideration. Their accomplishments must have been worthy of state recognition to be considered.

An appointed selections committee will review the nominations with a final list submitted to the entire Board of Directors.

NDHSAA Music Contest Information

School Registration: Each director must electronically register through NDHSAA. Instructions for roster and registration may be found under the Music Files section at: http://www.ndhsaa.com/fine-arts/music.

When the roster and registration are complete, directors will need to print their Registration Report for voucher attachment to their business managers. Please send a copy of your registration along with your check (payable to Region Music) to your Region

Manager on or before the deadline. Entries not registered by 11:59 p.m. CDT on the deadline date will be allowed to participate only under the 3 day late registration window (fee: $250). Once the deadline lapses, changes to entries, including change of category, may not be made unless under the 3 day late window.

9. Directors are not allowed to read critiques on the festival premises. If you have a concern with a judge, talk to the manager. If you have a concern with a written critique, send a copy to NDHSAA.

10. Schools must participate in their assigned region. The Region chairperson must make the final decision on postponement because of weather or other concerns.

March Board of Directors Meeting Synopsis

The North Dakota High School Activities Association’s Board of Directors met on Friday, March 17. Highlights of the meeting were:

• Announcement of NDHSAA’s approval for a NFHS Foundation Grant for NDHSAA/Farmers Union Insurance Disinguished Students Program

• Pitch Count regulation clarification prior to going into effect March 31.

• Approval of the timeline for the 2019-2020 NDHSAA Football Plan

• New Board of Directors interpretation on the definition of regular attendance.

Pitch Count Regulation

VALLEY CITY, N.D. – The North Dakota High School Activities Association’s Board of Directors approved pitch count regulation for baseball will go into effect March 31 – the opening date of contests.

The new regulation applies to both the Class A and Class B divisions. Details of the new pitch count regulation are as follows:

Regular Season: 120 daily pitch count maximum

0 Days Rest: 0-30 pitches1 Days Rest: 31-45 pitches2 Days Rest: 46-60 pitches3 Days Rest: 61-75 pitches4 Days Rest: 76-120 pitches

Postseason (For three consecutive-day tournaments)

* 120 daily pitch count maximum* 135 pitches tournament maximum

0 Days Rest: 0-45 pitches1 Days Rest: 46-90 pitches2 Days Rest: 91-120 pitches

Other Information:

• Daily Limits – If a team plays two games in one day, a pitcher may pitch in both games, just add pitch totals together.• If the daily or postseason max pitch count is reached during an at bat, the pitcher is allowed to finish that batter.• Home book is the official book for pitch counts. It is recommended that the teams compare pitch numbers during

the game.• If a pitch count tracker is present, they are the official pitch count.• Tournament managers will track pitch counts and update teams accordingly.• IBB do not count towards the pitch count.• Use care when choosing a position for a removed pitcher (ie catcher).• Postseason pitch counts will be used for State and Region Tournaments that are scheduled entirely over 3 consecutive

days. For all other tournament formats regular season pitch count rules apply.

The National Federation of High School Associations (NFHS) Board of Directors approved the pitch count policy change in July, which required all High School Associations to adopt their own pitch count regulation.

Officials and head coaches of spring sports baseball and softball must take an open book test in the sport(s) in which he/she is a head coach/official. The test will be available online only and must be completed and submitted within the applicable window. The test will be available by following the Online Testing link on the main page of the NDHSAA website. (www. ndhsaa.com)

The NDHSAA office will assess a penalty of $25 for non-completion of any mandatory online exam by a head coach. Officials non completion of a mandatory online exam will result in a lower classification the following year. If an official is certified, they will drop to probationary for one year in that sport. If an official is probationary they will drop to ineligible for one year in that sport.

2017 NDHSCA Coaches Convention

The NDHSCA Coaches Convention will be held July 25-28, 2017 at the Baymont Inn & Suites in Mandan, ND. A Room block has been reserved and will be held until July 8th with the North Dakota State rate applying. NDHSCA is making every attempt to prepare coaches for the 2017 NDHSCA Coaches Convention and the prepared curriculum for the Convention. Attendants are reminded of the special room rates at the Baymont Inn & Suites and the July 8th deadline for having the room block held for coaches. Make reservations early!

Here are some key points in preparation and registration for the Convention:

1. The “Permit Preparation Seminar” course work will be offered on Tuesday, July 25th. Each registrant will need to pay an additional $45.00 book fee and First Aid, CPR & AED Certification Card in advance with registration. If a person only needs to update their First Aid, CPR & AED Certification it will be $15.00. We will also have seminars on Concussion Management which will update a coach’s concussion education. There are two sessions and a coach should be at both sessions. 2. There will be four seminar tracks offered on Tuesday, “Permit Preparation Seminar”, “Coaching & Conflicts”, “Special Topics”, and “Speed, Strength, & Nutrition”. Registrants for these seminars and the convention can earn two NDSU graduate credits in the four days.

3. All registration will be done on-line! If people have a problem with the registration process, they are urged to contact their school’s information technician, computer instructor or Randy Johnson at [email protected].

4. All Athletic Directors are reminded to have newly hired coaches prepared for Coaches Education Permit Requirements; those requirements can be satisfied by registration for the Seminar and the convention.

In addition to the required Coaches Education Preparation Seminar, three concurrent tracks will be offered on that date for coaches who have already completed the requirements for Coaches Education Permit. There will be some dynamic sessions. Please register early.

Our Keynote speaker on Tuesday is Joey Eisenmann. He is from Michigan State University and graduate of Washburn High School. We are looking forward to having Joey return to North Dakota to share his knowledge.

After the seminar day (Tuesday), the Sport Specific Clinics will begin with sessions for basketball, football, track & field and volleyball. The other sport specific offerings will include cross-country, golf, baseball, softball, swimming & diving, tennis, and wrestling.

Another very popular activity over the past years is the Taco Bar with the “wall-horse” Races that are sponsored by Universal Athletics. Universal Athletics also sponsors these races and the Taco Bar in other states, but the North Dakota “connection” seems to attract special Universal Athletics personnel, including the Universal Athletics’ President. The Universal Athletics Social will be held on Wednesday (July 26th) evening at the Mandan Baymont Inn & Suites. NDHSCA will return to the traditional format for the convention with the NDHSCA Annual Meeting on Thursday morning. There will be five to six presentation sessions each day on Wednesday, Thursday and Friday. One session in each sport will be reserved in order to review the developments and planning from each Advisory Committee.

Specific speakers in each sport are going to be finalized in most sports. Note the list for each sport on the website where you will find great local college and university speakers; however a great roster of high school coaches from North Dakota is scheduled.

NDHSCA encourages every coach to go to the North Dakota High School Coaches Association website, www.ndhsca.com, for further information, registration forms, hotel information, and other pertinent information related to the NDHSCA Coaches Convention. All coaches are also encouraged to share this information with all fellow coaches, grades 7-12, in their school system. The opportunities for professional development, graduate credit, and networking with outstanding coaches nationwide will be phenomenal.

The NDHSCA Convention Registration form will be found on the NDHSCA Website around May 15. Please feel free to direct fellow coaches to the online site. All head coaches should feel an obligation to include their entire staff to attend the convention for professional development and to complete Coaches Education Requirement.

All registrants are reminded that the NDHSCA Registration Fee includes a ticket to the July 28th NDHSCA Hall of Fame/Coach of the Year Banquet. Sleeping rooms have been blocked for NDHSCA at the Mandan Baymont Inn & Suites (state rates apply with one rate regardless of number in the room).
