63Build slide. Use this slide to more specifically demonstrate the consequences of waiting to apply a particular maintenance treatment. Introduce the chart by showing a standard do-nothing performance curve.Next, show the old method of applying reactive maintenance later in the pavements life as a stop-gap maintenance method. Note the relatively small increase in condition and steep slope of the reactive maintenance performance curve as the application buys some, but generally little, time.Next, show how conducting rehabilitation later in life instead of reactive maintenance gives you more initial condition improvement and life extension, but it also comes with a much larger price tag.Finally, show the concept of preventive maintenance where the same treatment (as the reactive maintenance) is applied when the pavement is much younger and in much better condition. Applying the same treatments when the condition is good can buy more life, and better condition, for the same money.

SUMMARYPavement rating was completed utilizing ASTM 6433 methodology collecting 8 different possible pavement distresses. Purpose: 1. Determine the overall pavement condition, 2. Provide network level maintenance and rehabilitation recommendations, 3. Provide appropriate strategies for efficient usage of available resources, and 4. Develop a pavement management plan/program to assist decision makers in justifying funding requests while being able to predict future pavement condition based on funding strategies.

The Barnhardt Group, LLC.

Rating consisted of 93.4 miles, 350 sections, and 0.4 square miles of pavement area. The pavements consisted of asphaltic concrete, overlays, and gravel. Core samples of the pavements were randomly taken utilizing a 3-inch Hilti DD 130 diamond core drill rig. The roadways were classified as Collector (C) or Residential/Local (R) regarding functional classification. As such, this allows the appropriate repair technique be weighted and dependent on the functional classification designation. The Barnhardt Group, LLC.

StreetSaver Pavement Management Software utilized for data manipulation. Program calculates the Pavement Condition Index (PCI) on a scale of 0-100, with 100 being brand new pavement and 0 being totally failed pavement. Seldom does a roadway fall under the five range at the bottom endThe Barnhardt Group, LLC.

The StreetSaver data calculations and field results yield a network PCI average of 60, based on the roadways rated.

Pavement management is the process of planning, budgeting, funding, designing, constructing, monitoring, rating, maintaining, and rehabilitating a pavement network to provide benefits for ever shrinking funds.

A pavement management system is a set of tools or methods that assists decision makers in finding optimum strategies for providing and maintaining pavements in a serviceable condition over a given period of time.

UNDERSTANDING THE PAVEMENT CONDITION INDEX (PCI)PCI is a numerical rating (on a scale of 0 to 100, with 0 representing totally failed pavement to 100 representing new pavement). The PCI is based on ASTM 6433, or 8 different possible pavement distresses, including type, severity, and quantity of distress found in a particular inspection sample unit. The Barnhardt Group, LLC.

UNDERSTANDING THE PAVEMENT CONDITION INDEX (PCI)The graphic shows the PCI as a result of preventative maintenance and rehabilitation treatments over time. Pavement deterioration is generally flat at the beginning of service life and begins to deteriorate more quickly over time. The life of a particular pavement can typically be extended by applying specific treatments targeted to increase the PCI. If pavement maintenance is targeted before significant deterioration, the pavement life can be extended and rehabilitation costs can be reduced over time. The Barnhardt Group, LLC.
