As you formulate your plans for attending State Avia-tion Day, allow me to give you a few tips.

• Make your appointments with your legislators now, if you have not done that yet!

• Be sure to check the MPA webpage MoPilots.org of-ten, as we try to answer as many of your questions as we can in advance and are always updating it.

• Be sure to stop by the registration table in the south-west 3rd floor alcove first, not only register, but to also pick up a copy of this year’s Talking Points.

° These Talking Points refer to the bills that are being considered by the legislature that are of significant interest to the aviation community. They also provide some background information about General Aviation in Missouri.

° There will be people in the registration area that will be able to answer any questions you may have.

° Please understand that many times something will happen with a particular bill literally overnight which makes it extremely hard to send the Talking Points out in advance.

• Come with friends from your chapter and enjoy this day. You just cannot spend a day in this historic building and not leave feeling enriched.

There are numerous bills being followed by MoDOT staff, but these are of particular interest to MPA members.

• HB 1905 (Rep. Walker, R-Kirksville) Establishes a procedure for the removal and disposal of abandoned aircraft on airport property.

• HB 1806 (Rep. Matthiesen, R-Maryland Heights) Changes the property tax assessment value of the Creve Coeur Airport to equal the value such land has for agricul-tural or horticultural use and exempts the airport from the allocation of classifications when the property has mul-tiple uses.

• HB 2561 (Rep. Pike, R-Adrian): Increases the num-ber of hours an antique aircraft can fly from less than 50 hours to less than 100 hours for property tax assessment purposes. AOPA has been pursuing this legislation in recent years.

Finally, I would like to welcome the Missouri State Aviation Council (MoSAC) as a co-host of State Avia-tion Day. Many years ago MoSAC was founded as an all-encompassing organization where anybody and/or any group with an interest in aviation could join with others to make their voices heard across the state. “We insure Everything Aviation”

Three Outs That Can Save You by Pierre J. Moeser, MD

In flying an airplane, you are giv-en three outs, three lifelines, three safeties (call them what you will) that may save your life. To exam-ine these outs, we will look at the three main phases of flight: take off, cruise, and landing.

Take OffBefore taking off, check the area around you. Is any-

one holding a gun to your head? What makes you think that you MUST take off? Eager passengers do not dic-tate take off. You are PIC (Pilot In Command). Exer-cise your No Go decision if you find something awry in pre-flight, start up, taxi, run up, or even the initial runway acceleration. You do not have to take off. Many accidents, some fatal, could have been avoided by opt-ing out of taking off.

CruiseDo not allow the potentially fatal disease of get-there-

itis to set in. Though it may be tempting to push on to your destination, think of the alternatives. If it means pushing on into unfavorable or even uncomfortable conditions, don’t do it. Some pilots are not comfortable or confident flying at night. So be it. Choosing to land

at an airport short of your destination during daylight may mean the difference between flying the next day and attending your own funeral. Want the express lane to your funeral? Fly VMC into IMC as a VFR pilot. Trying to stretch the fuel tanks is another potentially bad decision for both VFR and IFR pilots. You have an out. Land while safe conditions exist.

LandingJust because you are on final, doesn’t mean that you

have to land on THIS approach. Going around provides a great out. Most of us are guilty of trying to save a poorly stabilized approach, but why? A botched landing can be harmful to you, your passengers, and the air-plane. Whether you are landing a J-3 Cub, a 172 Sky-hawk or a Pilatus PC-12, a well-executed and timely go-around will only cost you time and a bit of fuel. That is a preferred alternative over repair expenses, inves-tigation, insurance forms, injuries, and possible death.

In the beautiful art of flying, you have three outs that can save your life. Don’t hesitate to use them.

ney millionaire Julian Hayward, an amazing $100,000, after being the first person to buy a seat on the A380 maiden flight between Sydney and Singapore in 2007.

• Pilot Certificate Number 1 was actually issued to William P. MacCracken, Jr., the Assistant Secretary of Commerce for Aeronautics, and not until 1927 (even though the Wright Brothers first flight was in 1903). The story goes that MacCracken offered the honor to Orville Wright, who declined since he was no longer flying.

Aircraft Insurance Column OLDER AIRCRAFT THEN AND NOW

WE HAVE A LOT OF AIRCRAFT OLDER THAN

25 YEARS FLYING.

I know many of you are that old already ( how did that happen) but I digress…This must be one of the privileges of getting older. We remember when the Cessna 150 and 152 first came onto the market and when Bob Hoover was flying his Shrike Commander 500 and P-51 with the ease of a kiddy car. And yet time marches on…

Just looking at Prices, I see the Cessna 172’s in 1960 sold new for $12,206.00. Now that same ( New ) Cess-na 172 ,that holds 4 people, but, now has 180 HP ( Up from 145 HP) for $370,000.

Now we have something to talk about. The 1960 Cessna , 145 hp engine, cost $25,000 to overhaul. That same engine in the 2017 Cessna 172 (which now has 180 hp) Cost the same amount. Give or take, the win-dows, doors, wheel pants all cost about the same , re-gardless of the age of the aircraft.

Well,… all this sounds interesting but what does that have to do with Insurance. Glad you asked! Getting into the “Weeds “ a little , you can see that it cost as much to repair a 1960 Cessna 172 as it does a 2017 Cessna 172. Give or take a few newer avionics ie… Flat screen Panel May be the only great difference.

But, with my trusty underwriting cap on, I am drawn to other Cost of insuring our aging aircraft. Currently, aircraft valued at $25,000 will carry a bigger rate than a $300,000 aircraft of the same make and model and with the same pilot. It is not unusual to see 2.5 to 3% rates on $25,000 aircraft but 1 - 1.5% rate on a $300,000 air-craft ( Given the same pilots and Use exposure.) Now I am not saying you cannot find lower rates but for the sake of illustration we can use this as a bench mark.

All of this comes to mind when I received a notice of a 1982 Bombardier Challenger 600 Corp Jet, Listing for sale at $450,000. For you hardware nuts, it has

Sperry and Collins Flight avionics ( steam Gages) with Corp Leather seats, Food Galley, lavatory, and all with Capacity for 10 people plus 2 Crew. It can operate at 41,000 Ft and has a range of 3,875 miles and cruse at 529 MHP with 115 Cubic Feet of luggage capacity. Now it only consumes 262 Gallons of jet fuel per hour. Also keep in mind it sold new in 1982 for $12,000,000 in 1982 Dollars.

My point for this illustration is that older aircraft may be cheaper but the insurance per 100 Dollars of value is not. Also the repair will not be any cheaper on a 1982 mfg aircraft than a 2017 MFG model. And with my underwriter cap on firmly , lower valued aircraft will have a higher probability of being Declared a total loss when the accident happens.

Think of all the aircraft that are non longer in pro-duction, Remember the Cessna 172RG or the Pa28-140 or the Cessna 303 or the Pa24-250 or 180? Those and more are out of production and some parts are only available as used if available at all.

My closing comments are, keep your aircraft in good repair, keep your pilot skills current and enjoy your older aircraft for many years. As for my insurance buddies working in their Air conditioned office at their computers, they will be looking at the Aircraft losses and trying to figure out how they can keep premium reasonable and yet be able to make a profit for their stock holders. Yes, stockholder think they should get a return on their investments just as much as policy hold-ers want to keep their premiums in check

“First and most important - don’t panic. Your aircraft will respond normally. It does not know you are lost.

Climb - remove the fear of running into terrain or ob-stacles. (It also helps you find familiar landmarks and extends the range of radio communications.)

Communicate - get ATC involved as soon as pos-sible. 121.5 (the aircraft emergency frequency) works in the absence of a local frequency.

Confess - tell ATC exactly what’s going on and re-quest assistance. If low fuel is an issue let ATC know immediately.

Comply - follow ATC’s instructions. They know what to do to get you on the ground safely. Don’t com-pound your situation!

"I've heard a pilot is legally required to obtain a weather briefing before all flights. Does this mean a call to a Flight Service Station for a briefing? Also, if I do call FSS and talk to a briefer, should I still review online weather sources?" - Jan P.

“According to the NTSB, the simple answer is NO (you aren’t legally required to call the FSS). The NTSB states...

Part 91 regulations do not specifically require the use of any particular sources of weather information for GA pilots, but do require that all pilots familiarize themselves with weather and weather forecast informa-tion before beginning a flight.

Certainly making a phone call to speak with a FSS briefer isn’t a bad idea, but can fall short of the infor-mation a pilot needs to make a go or stay decision when the weather is marginal or more complex. Many flights can be easily taken even though FSS gives you a lot of doom and gloom, and some flights should not be taken

even when FSS says that it shouldn’t be a problem.Convective icing during the warm season is a perfect

example. Flying IFR through a field of congested cu-mulus clouds at temperatures below 0°C will produce moderate or greater airframe ice and potentially moder-ate or greater turbulence while in those clouds. Howev-er, if this area of convection does not meet convective SIGMET criteria, the Aviation Weather Center will not issue AIRMETs since these enroute advisories are for non-convective icing and non-convective turbulence. It is likely that FSS will not point out this threat during a standard briefing.”

David Atwell Yarg-er, age 85, of Versailles, Missouri, passed away Wednesday, February 28, 2018, at Univer-sity of Missouri Health Care in Columbia.

He was born July 13, 1932, in Eldon, Missouri, son of the late Paul Swisher and Virginia Ruth (Atwell) Yarger.

David was a practicing attorney at law, graduating from the University of Missouri School of Law in 1961. He was an officer and navigator in the United States Air Force, stationed at Travis AFB, California, assigned to the Pacific Route. David was the City Attorney for Ver-sailles, Stover, Lake Ozark and Laurie, Missouri. His loves aside from his family included law, the freedom of flying, traveling, navigating and the military. One of his favorite hobbies was visiting his condo in Lakeland, Florida. He also loved golf, though he may not have been the best player on the course. Additionally, he en-joyed deer hunting and attending MU Athletics. Never wanting to retire, he practiced law until the end, as he always dreamed. He did "slow-down" working only four days per week over the last year.

David served his community and belonged to many organizations throughout his life. He was president of the Versailles Lions Club, a charter member of the Na-tional Cessna Pilots Association, member of the Mis-souri Pilots Association, American Legion and VFW, Rolling Hills Country Club and Bramble Ridge Golf Club. In addition, he was a former partner of the Wool-sey-Yarger Law Firm in Versailles.

David married the late Barbara Haynes of Stover in 1955 and to this union they were blessed with three children, David P. Yarger, his wife Lauren Yarger, Jan-ice Clark her husband, Don Clark and Jessica Rau and her husband, Alan Rau. To this union he also had the following grandchildren; Sarah Yarger, Betsey Clark, Byron Clark, Brian Yarger and Brock Rau.

David is also survived by his beloved wife, Beverly of Versailles, Missouri. David and Beverly were mar-ried in February, 1997. She followed his love of flying by obtaining her own license. They flew to Australia, Canada, New Zealand and Alaska. Of this union, he was blessed with two additional sons, Jeffrey T. Hughes and his wife, Gina Hughes and Jeremy C. Hughes and

his wife, Krista Hughes. To this union, he gained the following grandchildren; Hannah Rogers, Bailey Clop-ton, Allison Rogers, Gabe Rogers, Jenna Hughes, Grant Hughes and Zachary Wessman-Hughes.

Funeral services were held at 3:00 p.m., Saturday, March 3rd, at the Kidwell-Garber Funeral Home in Versailles with Pastor Rudy Beard officiating. Grave-side services and interment followed in the Versailles Cemetery. The family received friends from 5:00 to 8:00 p.m., Friday, at the funeral home. Memorial con-tributions are suggested to the Westminster Presbyte-rian Church in Versailles.

Arrangements were under the direction and care of the Kidwell-Garber Funeral Home of Versailles.

ATC Privatization is still up in the air (no pun intended). The current FAA budget is set to expire on March 31. Its up to Congress to decide before then if they will provide an-other short-term fix or agree on a plan to provide longer-term funding for the agency.

So if you feel as most of our members do that moderniza-tion, not privatization, should be the focus, keep reaching out to your members of Congress. There are so few of us, we need to speak out loud and often.

Did you notice that in last months State MPA news-letter another article appeared concerning the topic of ice, considering that last weeks trip to the MPA state board meeting was in a blizzard. I thought that both articles were timely, cause Spring may have Sprung but warm thoughts won't melt ice.

Continuing from last months presidents message, lets address a few of the problems listed:

#1 Center of gravity...There is a lot more surface area behind the CG (30 percent of the average wing chord) than in front of it. If the wings, fuselage and empen-nage ice up uniformly then the CG WILL move aft, this change may be insidious and not reveal itself until you slow down and make a power reduction during your approach to landing.

At this point problem #2 (overweight condition) will join your flight, and with this kind of luck, problem

#3 Airflow Disturbance (from ice impingementon the wing) will reduce lift at any angle of attack.

With this kind of synergy there is no technique avail-able to safely recover.

Prevention is the only answer (avoidance, anti icing or de-icing equipment). Of course all of these problems may not occur simultaneously, the point is that they can and often do and even individually can cause a nasty end to your flight. We will explore some of the other problems on this list next month. Hopefully by the time this topic is finished- Icing conditions will be as well.

At 6:50 p.m. Co‐President Dan Maresh opened the meeting with the Pledge of Allegiance. Paul and Ann were officially thanked for making the great meeting location and dinner possible.

Bill Hendricks introduced his guest‐‐his better half Carol.By unanimous vote the minutes of the last meeting were approved

as written and distributed. Dan explained that Secretary Joe Berman was out in his driveway practicing for the Olympics one recent icy day and did a header! Resulting injuries is the reason for his lack of attendance this evening, and why Jan Hoynacki is filling in for him with a few Gregg Shorthand notes. (I hope Joe can read shorthand!)

JC gave the Treasurer's report, indicating a total bank balance of $926.56, of which $22 is in the 50/50 pot, $375 in the Richard Cooper Memorial Scholarship Fund, and $529.56 in general funds. Dan said Tom Martin would give CAP updates at future meetings.

Jan said the Rogers, AR, airport has a new restaurant.Dan said Jan and Jack Reynolds went to the Sport Aviation Expo

in Sebring, FL, recently, and they have some photos of their trip to share. Steve Broussard of Olathe, KS, is a representative for the Tec-nam company which assembles and paints the Italian planes at their facility in Sebring, and he will come to one of our meetings to tell us about their line of planes, which is not limited to light sport. Dan also has a meteorologist lined up for our March or April meeting, as well as someone from the National Weather Service.

Since the USPA flyin to Oklahoma City falls on our regular meet-ing night, and several of our members are going to the flyin, it was decided to hold our next meeting on April 19. The Blutos confirmed that date is fine for the restaurant.

Jan spoke about the USPA flyin on April 26‐29, MPA's State Avia-tion Day on April 17, the MPA Annual MPA Convention on June 1‐3, and the USPA annual meeting in St. Louis on June 7‐10, encouraging all to attend.

Dan asked if there was interest in planning a chapter flyout to Petit Jean Mountain State Park, since our last two attempts failed due to weather. He asked everyone to suggest the best Saturday in June or July at the next meeting. Jan mentioned July would probably be better as there are two flying meetings inJune.

Dan said since we won't meet in June or July, we need a good program for May. He asked everyone to email him, Carl, or Jan with program ideas. Mary Rider suggested having someone talk to us about protecting ourselves in this crazy world. Dan will ask Stone County Sheriff Doug Rader to do that. Jan also mentioned having a program on drones.

The 50/50 drawing was next, with Debbie Young's ticket being pulled. But she failed to find the Joker in the deck of cards, so we play again next month. The Blutos reminded everyone to come see the fun I‐Max movie on the Ozarks, shown every morning at 11:00 a.m.

Tom said the CAP is doing a nation‐wide communications test tomorrow from 6:00 a.m. to 6:00 p.m. on multiple frequencies.

The Chapter’s monthly meeting was on Tuesday, Feb-ruary 28, 2017, at Wicked Willie’s in Osage Beach. The meeting opened with the 11 members and guests present reciting the Pledge of Allegiance, led by Suzie Fowler.

The Minutes from the January meeting were approved, and the Treasurer’s Report was received.

Jack Chapman discussed the EAA Chapter’s activities. Three Young Eagles events are planned again this year, with the first being on April 21 in conjunction with Cam-denton’s Dogwood Festival. The August event will again be at Grand Glaize, and the third event will be at Eldon in conjunction with the Turkey Festival in September. The Chapter is sending 3 youths to the EAA Academy in Os-hkosh this year. In June, the Chapter will host 15 to 30 Eagle Scouts with the Aviation Merit Badge.

Jack also reported that he will conduct a flight on the coming Tuesday arranged by the Veterans Airlift Com-mand in the corporate MU-2 that he pilots. The wounded veteran will be flown from Bozeman, Montana, to Spirit of Saint Louis. The flight will use “Hero Flight” in its radio communications.

State Aviation Day will be observed at the Capitol in Jefferson City on Tuesday, April 25. This will be a long day for members of our Chapter, since our April meeting is scheduled for the same date. In addition, the MPA Con-vention will be held at the Inn at Grand Glaize on May 5-7. The Chapter has traditionally supported these two events with donations. Carolyn moved to donate $100 to support the State Aviation Day. Jack Chapman seconded the motion, which was approved. Ken Hawken moved to donate $100 to support the Convention. Jack Chapman seconded the motion, and it was also approved.

Carolyn Morris suggested sponsoring a FAA Safety Seminar, which may be discussed further at a later meet-ing.

Because of threatening weather, the program for the evening’s meeting was cancelled. This program, which was to have been conducted by the Head of the Avia-tion Department at Linn State Technical College, may be scheduled for a later meeting.

After adjournment of the meeting, there was a chance for someone to win the Dollar Pot. Jack Chapman drew the ticket, which was held by Dorothy Smith. However, she selected the 9 of Diamonds instead of the Joker, and so the Dollar Pot will continue to grow. Dorothy donated the $10 she could have won to the Chapter.

The joint meeting of the South Central Chapter of the Missouri Pilots Association and EAA Chapter 1218 was held on March 10th at Willow Springs Missouri. A potluck meal of soups and chili was enjoyed by all members and guests. Sixty-eight people were in atten-dance. Following the meal and a short meeting of the two organizations, Phil Dixon presented an FAA Safety Seminar on Fuel Awareness. This was followed by a program by Grant Gilliam on FAA risk based decision making.

We were thankful for the two new pilots at the meet-ing! They were Jeff Ward and Scott Ward (no relation). Scott is the recipient of our recent scholarship and we were happy to welcome him and his wife Kelly into our organization. Below you will find a thank you letter from Scott for receiving our scholarship.

It was decided that the April meeting will be held in Houston Missouri on Saturday the 21st at 2pm. As our hospitality chairperson was not in attendance, we will wait for her arrangements to find out further details on the meeting place.

There were no reports given due to the need to keep the meeting brief before the FAA presentation.

To everyone in the MPA,I want to thank you all for considering and awarding

me a scholarship to finish out my training and check ride for a private pilot license. This came at perfect tim-ing. Like everyone else has experienced at sometime or another “life happens”. According to Max I was almost finished with my training and ready for my check ride at the end of last year. Then things changed and I felt I had to put my training on hold. I needed to focus all my time and finances on my family. With this scholarship and some time set aside I was able to hop back in and finish up more quickly than I ever expected.

Again thanks to everyone for the support, and advice I have received. It has truly been a blessing to me and my family. I look forward to being a part of the MPA and continuing on with learning and advancing as a pi-lot.

Thanks to the Food Committee, the Baked Potato Bar was a success for our March meeting at SOAR. Before we ate, Robert Eckert, II led us in the Pledge of Alle-giance and Don Baker led us in prayer. After all of us overdosed on “carbs”, pulled pork, chili, chipped beef & gravy, broccoli and cheese, sour cream, and other toppings—oh and chocolate/black forest cherry dump cake and apple crisp dump cake, the chapter president, Bill Cheek, called the meeting to order. The minutes were approved as reported, as was the Treasurer’s re-port.

Aviation News: No news of note was reported.

WINGS/Safety: The IFR Club will Tuesday, March 20 at 6:30pm here at SOAR.

Fly-ins, Fly-outs, Fly-overs: March 24! Chapter 1609 of the EAA will be holding its first pancake break-fast of the year here at SOAR, from 8:00am to 10:30am.

Old Business: There was none to report.

New Business: There was no New Business to re-port, except next month we will be enjoying hamburg-ers and hot dogs (provided). We’ll be looking for con-diments, salads, and other fixings to go with the entrees.

Following the meeting, Wendell Jones discussed the FAA’s BasicMed option—only after Bill Cheek went through the pop-quiz found in both the MPA newsletter and the most recent edition of Fly-Low.
