    Introduction

    The code of conduct 7.4-5 Quality and the construction of scaffolding replaced the P6 mid-

    September 1997. SODM conforms 100% to these rules and the Further Regulations on the Mining

    Act Continental Flat Scaffolding 1989 thereby expired.

    Code of conduct 7.4 - 5 The quality and construction of scaffolding

    Foundation of Arbo decree Article 7.4.

    This code of conduct consists of two parts: I the considerations and II a work-out of the frequently

    occurring upright steel scaffolding.

    I Considerations

    1. Article 7.4 of the working conditions with regard to scaffolding is complied with if they

    correspond with the requirements in the following standard sheets, on condition thatthe deviations stated hereinafter under 2, are allowed.

    a. NEN 6700 Technical basis for constructions. TGB 1990 - General basic

    requirements, July 2005.

    b. NEN 6702 Technical basis for constructions. TGB 1990 - Loads and distortion,

    September 2007.

    c. NEN 6710 Technical basis for constructions. TGB 1990 - Aluminium constructions -

    Basic demands and basic calculation rules for predominantly static loaded

    constructions, December 2001.

    d. NEN 6770 Technical basis for constructions. TGB 1990 - Wooden constructions -

    Basic demands - Requirements and determination method, May 1997.

    e. NEN 6771 TGB 1990 - Steel construction - Stability, January 2000.

    2. The following deviations are allowed on the standards sheets indicated in the first

    section:

    a. charging the variable vertical load of 1,5 kN/m or a concentrated load of 1,5 kN

    using a floor surface of 0,50 x 0,50 m If this is unfavourable for any component of

    the construction.

    For parts (plank, panel) of the scaffolding smaller than 0, 50 m the concentrated

    load for the calculations of the floor may be proportionately decreased, however

    not longer than up to 1 kN;

    b. with regard to the number of floors for the determination of the load a calculationis made based on at least two loaded and three unloaded floors, unless it was

    specified that the actual construction is less loaded;

    c. the rail protection (fencing and guardrails) comply with that which is stated in

    code of conduct 3.16 Arbo decree (provisions with fall ing hazard);

    d. concerning the wind load the scaffolding cannot be used for longer than 1.5 years;

    the wind load to be calculated is reduced by 15%. Calculations for persons and

    materials are done with a total wind affected height of at least 0,40 m unless all

    other wind affected levels of 0,40 m or more are taken into account at the relevant

    points;

    e. for the influence of construction faults, unintentional tilts, shocks, braking and such

    2% of the payload and the own weight will be taken into account;

    f. the load to be taken into account is the least favourable combination of 1 or 2:

    1 - 75% of the variable load.

    - the own mass

    - the wind load

    - the particular influences

    2 - the variable load.

    - the own mass

    - the particular influences;

    g. the load factors are at least 1.5 for the own mass and 1.7 for the variable load.

    II Effect

    The considerations mentioned in part I for the frequently used steel scaffolding converted tothe following rules, which with observance in the application makes further calculation of

    such scaffolding unnecessary.

    Steel scaffolding elements

    3. The basic element of this scaffolding is the steel pipe with an outside diameter of 48.3

    mm and a wall thickness of 3.2 mm, according to that which is stated in Design NEN-EN

    39 Steel tubes for application in scaffolding constructions. Technical supply conditions

    of May 2001. These pipes:

    a. have a round cross-section and appear straight over the entire length;

    b. are free of tears, indentations, severe rust, notches and other defects and;

    c. are not cold formed, for example by bending or flattening.4. The pipes are mutually connected by links manufactured from steel or cast-iron. If these

    joints are welded the joints comply with value 3 of the International Institute of Welding

    standards.

    5. Connections attached to a pipe and in the length of the pipe loaded with 15 kN, do

    not move along the pipe and shall cause no damage. Pipes always protrude from a

    connection.

    6. A welding connection connecting two pipes lengthwise shall not become distorted by

    a load of 9 kN made perpendicular to this connection at the most unfavourable place,

    where the pipes are still connected. The long-term deflexion of the linked pipes

    amounts to no more than 3 mm after this load.

    7. Joint connections are not loadbearing on pull.

    8. A short connection connects two pipes with one closure.9. Assembly pins are used with joint connection to extend uprights and cantilevers and

    they:

    a. has a centre collar of at least 47 mm diameter;

    b. is manufactured from steel or cast-iron and with a clearance of not more than 10

    mm in the pipes. They have a length of at least 250 mm, unless they form a unit

    with a connection. In that case the pin is at least as long as the connection.

    10. Uprights rest on footplates of steel or cast-iron. Footplates comply with the following

    conditions:

    a. they are round or square and each have a surface of at least 225 cm;

    b. a footplate surface is at least 100 cm bigger for every following upright, supported

    by the same footplate;

    Construction of upright scaffolding

    This construction indication relates to scaffolding of up to 30 m with a maximum of 3

    floors, of which only one floor is load bearing.

    A differentiation is made between heavy and light scaffolding.

    15. Heavy scaffolding is intended for construction activities (such as masonry) and up to a

    certain height for storage or transport of materials for direct processing in construction

    through an equally spread load of 3 kN on a surface of 500 x 500 mm and an upright

    load of at the most 6,0 kN.

    As soon as packs of bricks, tiles, wood or as soon as there is a loaded floor present, the

    allowed load is exceeded the scaffolding will be manufactured heavier than in this

    standard described.16. Light scaffolding is exclusively intended for activities that are performed with light tools,

    without storage of construction materials or the transport thereof through an evenly

    spread floor load of 1.5 kN and a upright load of at the most 6.0 kN.

    17. The supposed repair and maintenance scaffolding is included with the light scaffolding.

    Scaffolding is configured as heavy or light scaffolding.

    18. Uprights are placed perpendicularly or sloping near the wall. The uprights rest on

    footplates, secured against sinking and therefore supported in such a way they that

    carry over at least 95% of the surface. The length of upright pipes is at least 2 m long.

    We also refer to drawing 6-16 Manual SSM-5 page 11.

    19. The connections of two consecutive extended uprights are not fitted between the

    same cantilever beams.

    20. An upright is placed on two outer edges of scaffolding crossing each other. Thedistance between the wall and uprights placed on the wall side, with so-called

    double scaffolding amounts to 30 cm at the most if one or more uprights are not

    supported by the ground the scaffolding is supported on site.

    21. The scaffolding floor is wide enough to, apart from materials, offer sufficient space for

    transport and performing activities. Here, a handy width of 0.80 m is the starting point

    for light scaffolding and for heavy (masonry) scaffolding of at least 1.20 m.

    22. Scaffolding that only serves for incidental passage of persons or for predominant

    standing work, can suffice with a handy width of at least

    0.60 m or with at least 0.80 if materials are to be transported over this. When a means of

    transport is used over the walkway, the walkway is at least 0.40 m wider than the widest

    means of transport.

    23. The distance between consecutive uprights, with heavy scaffolding, amounts to no

    more than indicated in table 1 and with light scaffolding to no more than what is

    indicated in table 2.

    24. For cantilever beams the following conditions apply:For a floor height up to 17 meter this can be deviated from (refer to calculation) by

    building on link. The benefit of building on a link is that with a long scaffolding the

    scaffolding parts are not about to flip.

    a. cantilever beams are confirmed by cross beams to the inside of the uprights;

    b. the mutual vertical distance of the cantilever beams with application of the above

    tables amounts to a maximum of 2 m;

    c. with bigger distances the construction is modified based on calculations

    according to part I (Considerations) and in most cases guardrails, fencing and such

    are increased depending on the nature of the activities to be rendered;d. the bottom cantilever beam is placed a maximum of 0,25 m above the bottom

    support of the uprights;

    e. connections of two consecutive cantilever beams are not applied between the

    same uprights. No cantilever beam is removed with the further construction of the

    scaffolding.

    25. Coupling tubes are present at every crossing of a beam and an upright and are fixed

    on both sides of the couplings. To support the work floor, cross beams are placed

    between the connector tubes, confirmed to the outside of a cantilever beam. The

    distance between cross members or between a cross member and a connection tube

    is as large as possible. The minimum number of cross members to be applied between

    the uprights is indicated in table 1 and 2.

    26. For so-called single scaffolding it applies that cross beams be placed at a slight angle,

    sloping downward towards the construction, and supported in the masonry over a

    length of about 10 cm or equipped with a cross member support. With single

    scaffolding the cross members are connected with an upright to cross members that

    are linked directly in the masonry, without cross member support.

    27. Scaffolding is anchored by connecting every scaffolding level to beam layers,

    sufficiently hardened masonry or other solid parts of the construction works, according

    to the pattern indicated in illustration 1. This pattern can be deviated from in the event

    of execution problems, if the hardened upright of the scaffolding remains guaranteed

    and the buckling danger of uprights is prevented, for example by applying braces.

    28. The first and the last upright are always anchored as well as the upper side thereof.

    Corner uprights of two cutting scaffold surfaces are ignored. With double scaffoldingboth the inner and the outer scaffolding surfaces are anchored separately.

    Anchors are connected horizontally to the cross beams of the uprights, as close as

    possible to the junctions. Anchors can be used as cross member.

    29. When using anchoring spindles in frames or other openings these openings are

    surrounded by compacted masonry or concrete consisting of material that guarantees

    an almost constant tension in the spindles. Wood or other shrink-sensitive material is not

    included. Anchors are not confirmed to bricked-in cross member supports.

    30. Anchors can each absorb the following horizontal forces:

    a. parallel to the construction works: 1.7 kN;b. perpendicular to the construction works: 2.5 kN. With open skeletal construction

    works and with scaffolding heights of more than 15 m this value amounts to

    5.0 kN.

    31. To counter tilting of the scaffold construction the outer surface of the scaffolding is

    fitted with struts throughout the entire length.

    a. a scaffolding surface has a maximum of six consecutive un-braced uprights;

    b. with scaffolding higher than 10 m all uprights are connected through continuous

    crossing braces; c. the braces are linked to every upright that it crosses, as close as

    possible to the junction of the uprights and cantilever beams;

    d. extension of continuous braces is done by supposed parallel junctions. Braces are

    applied simultaneously with the construction of the scaffolding.

    32. Work floors are sealed off over the entire width so that material and tools cannot fall

    through.

    a. If two scaffolding levels cut across - for example at the corner of a construction -

    every work floor continues until it rests on the cantilever beam of the other

    (outer) scaffolding level;

    b. securing wooden floor parts against blowing up, jumping up and moving;following a potentially serious near miss where an employee walked on a plank

    and this moved from the construction and then fell down into the ocean the

    following procedure was developed to prevent this incident from occurring.

    Since it became clear from the previous incident that side planks cant always

    secure the scaffolding parts from moving and blowing up, your procedure will be

    to nail down all floors. Wooden battens + nails are included with every containersupplied with scaffolding material. Also, the wooden parts should extend at least 10

    c. the loadbearing of metal work floors is indicated using a calculation;

    d. a narrowly spaced safety floor is applied of the same width and construction as the

    work floor maximum 2,5 m under work floors higher than 6 m; e. the distancebetween the work floor and the construction works amounts to at most 10 cm,

    unless the nature of the activities prevent this;

    f. work floor planks that end between uprights are placed staked against each other,

    and the ends are supported individually. The distance between these supports are

    at most 0.30 m.

    33. With a work floor above entrances or above locations where there are activities or

    regular traffic, a retainer strip is applied at an angle of 45 degrees, which protrudes at

    least 0.75 m outside the floor where objects can fall from (or as much as is necessary

    under the circumstances) and that is constructed from connecting planks of at least 2

    cm thickness. At locations where necessary, an efficient cover is applied to the retainer

    strip.

    34. Gangways lying at a slope exceeding 1:4 with the horizontal level are fitted with

    walking beams extending the full width that protects against slipping; for as far as

    applicable, the same instructions apply for gangways as for work floors.

    35. All metal parts of steel scaffolding are connected to a protective wire (earth wire) if

    they are located along, on, or above scaffolding with electric cables or lines, which

    can be connected to a live electricity network.

    36. The above described standard scaffolding is not suitable for attaching hoisting

    equipment. Construction lifts are anchored to the building structure itself. If a hoisting

    device is anchored to scaffolding under certain circumstances, it is modified

    accordingly. This also applies for every other use that places extra strain on thescaffolding, such as applying canvas and such.
