Dear Mr. Starling,

Thank you for your instruction to provide an Arboricultural Method Statement for the protection of trees along Seal Drive which will serve as the main access road during the Demolition Phase and initial Construction Phase of the approved re-development (Planning Application Ref no.: 14/01562/OUT) at Wildernesse House, Wildernesse Avenue, Sevenoaks.

I visited site on the 4th August 2015 and inspected the trees growing along either side of

Seal Drive, particularly the three trees growing adjacent to the A25 and Seal Drive junction. The trees comprise predominantly lime but with English oak towards the south-eastern end.

The protection status of the trees has not been investigated, however the site, including

Seal Drive and Wildernesse Avenue are situated within Wildernesse Conservation Area.

This method statement has been drawn up to comply with the recommendations of British Standard BS 5837: 2012, Trees in relation to design, demolition and construction – Recommendations [BS5837].

I have set out the protection and working methodology relevant to trees under the following headings, along with three appendices:

1. Tree pruning,

2. Tree protection along Seal Drive,

3. Trunk wrapping,

4. General matters. Appendix A. Demolition Vehicle Access Plan by Odyssey Markides Appendix B. Tree Protective Fencing Plan – General Arrangement by Camlins

Landscape Architects Appendix C. Trunk Wrapping Detail

1. Tree Pruning. 1.1 The vehicles accessing the site will vary between small vans, 40ft skip lorries, four axle

trucks to flatbed articulated vehicles. 1.2 The pruning requirements to create the required headroom underneath the crown

overhang to Seal Drive are based on the approximate maximum vehicle height using the access road, and I recommend a 4m clearance is provided.

edge to the recommended height of 4m. This will require the removal of small branches only and will not have any significant effect on the health and physiological condition of these trees and will not detract from the character or appearance of Seal Drive.

1.4 In relation to potential large loads using the access road, appropriate measures will be

implemented at such time, in order to minimise potential damage to overhanging branches above 4m, and may include additional pruning or the temporary tying back of branches.

1.5 Pruning works will be required to be in accordance with British Standard 3998:2010 Tree

work - Recommendations [BS3998]. 2. Tree Protection. 2.1 With reference to the Geological Survey Drift Map, Sheet 287, Sevenoaks, the site is on

the Lower Greensand Group, namely Sandgate Formation which consists of fine sands, silts and silty clays, and Folkestone Formation which comprises medium and coarse-grained, well-sorted cross-bedded sands and weakly cemented sandstones. Quaife Woodlands has not investigated the clay content of the soil and subject to a formal soil investigation I have assumed there to be some clay present. Clay is a shrinkable soil, susceptible to compaction which is harmful to tree roots.

2.2 Where tree roots pass beneath Seal Drive, the road itself provides adequate ground

protection to prevent root damage from compaction as a result of increased road usage. There is considerable root mass beyond the RPA and even if there were to be some loss to root fibre function under the road, overall it will be a minor proportion of the assimilative root mass. On that basis I am satisfied that no additional ground protection is required.

2.3 Some form of separation barrier is required to prevent vehicles encroaching onto the

grass verge along both sides of Seal Drive, to prevent direct damage to the trunks of retained trees, and to avoid compaction of the soil, which can arise from the single passage of a heavy vehicle, and so that the trees root functions remain unimpaired.

2.4 Within the verge area the combined zones of RPAs form the Construction Exclusion

Zone [CEZ] and will be protected using a series of timber bollards positioned at 3m intervals along both sides of Seal Drive, and as shown at Appendix B, and similar to those recently installed along Wildernesse Avenue.

2.5 The holes will be hand dug with a “shuv-holer” or something similar, which is a tool

enabling holes to be dug at the required diameter, thus minimising the extent of excavation, and to a depth of approximately 400mm to 500mm. Any roots smaller than 25mm diameter may be pruned back, making a clean cut. Where roots occur in clumps or roots over 25mm are identified these will be severed following consultation with the appointed arboriculturalist, or the spacings of the timber bollards moved accordingly.

2.6 This timber bollards are to be set in place before any work commences on site.

3. Trunk Wrapping.3.1 Three trees at the junction of the A25 and Seal Drive on the eastern side are in close

proximity to the road edge and require trunk protection.

3.2 I have been advised that trunk wrapping using padding and chestnut battens is the preferred method of tree protection, and I attach a method for Trunk Wrapping at Appendix C.

4. General Matters.4.1 The protection measures are to be overseen by an individual, e.g. the Site Agent, to be

responsible for all arboricultural matters on site. There will be an initial induction meetingwith all those involved in attendance. This person must:

a) be present on site for the majority of the time,b) be aware of the arboricultural responsibilities,c) have the authority to stop any work that is causing, or has the potential to

cause harm to any tree,d) be responsible for ensuring that all site operatives are aware of their

responsibilities toward trees on site and along the access roads, and theconsequences of any failure to observe those responsibilities,

e) make immediate contact with the local authority and/or a retainedarboriculturalist in the event of any tree related problems occurring, whetheractual or potential.

I have taken account of the information provided to me and I am satisfied that the tree pruning requirements and tree protection measures I have set out with regard to the use of Seal Drive as the main demolition and initial construction access are fully in accordance with current standards and guidance.

Notes:Pre Construction Works:A pre-commencement site meeting shall be held prior to any works commencing on site, to agree all approved processes with the arboricultural consultant, tree works contractor, construction personnel and Seven Oaks District Council. This meeting should formally agree the methods of work, position of site facilities, material storage, compounds and tree protection measures prior to commencement of works on site.

No notice boards, cables, nails or other items shall be attached to any part of any retained tree.

Site operations, such as deliveries or machine operation shall be organised to avoid damage to the trunk or crown of the off site boundary trees. A Banksman shall be employed if machinery is passing or working close to retained trees.

Materials which could contaminate the soil e.g. concrete mixing, fuel, vehicle washing etc., shall not be discharged within 10m of thee stem of the retained group of trees and not on ground that slopes down to existing trees. Phytotoxic materials for use on site will be kept to an absolute minimum and stored on the hard standing to the south east corner of the site. All fuels will be held in bunded containers to prevent accidental spillage or leakage.

Fires will not be permitted on site.

Appendix C

Trunk Wrapping for the Protection of Trees

(Adapted from AS4970 2009 Protection of trees on development sites)

1. Where a tree is to be retained and a Construction Exclusion Zone [CEZ] cannot beadequately established due to restricted access e.g close proximity of trees to access, thetrunk and branches in the lower crown will be protected.

2. The trunk and branches will be protected by wrapping two layers of hessian or carpetunderfelt around the trunk and branches for a minimum of 2m or as lower branches permit.

3. Wire or rope is used to secure 75x50x200 mm hardwood battens together around the trunk.These battens are not to be nailed or screwed to the trunk or branches.

4. The number of battens to be used is as required to encircle the trunk and the battens are toextend to the base of the tree.

5. The trunk protection is to be erected before any work commences on site, is to remain in situundamaged for the duration of all work or each phase, and only to be removed once all workis completed.
