Jon BaggsCEng, FIMechE, MSaRSBEng Nuclear Engineering

Jon Baggs has provided professional safety consultancy services to the Civil Nuclear and Defence Nuclear industries since 1993 and has been involved in all aspects of Nuclear Safety Case production, from the conceptual or specification stage, through the production and into Safety Case implementation and management. Jon has extensive experience in the practical application of safety assessment techniques including HAZOP, Preliminary Hazards Analysis, Failure Modes and Effects Analysis and in the management of Probabilistic Risk Assessment. He also has significant experience of providing safety engineering advice, Independent Peer Review and Independent Technical Assessments for complex decommissioning projects and Naval Nuclear Propulsion Plant and its support facilities. He is approved as both a Safety Case Officer and an Intelligent Customer by Magnox.

Jon MyersCRadP, MinstP, MSRPMSc Computational Physics

Jon Myers has 27 years experience in the Nuclear and Defence industries gained with ARC, Asher Consulting, Amey VECTRA Ltd, AEA Technology (SRD) and BNFL Risley. He is a Chartered Radiation Protection Professional (CRadP) and Member of the Institute of Physics. He is an expert in the development of modern standards Safety Cases for Civil Nuclear and Defence Nuclear installations and has an extensive knowledge of the UK Nuclear regulatory regime. He is highly experienced HAZOP Chair and in facilitating other meetings such as SWIFT and optioneering studies. He is approved as both a Safety Case Officer and Safety Case Intelligent Customer by Magnox.

Tim LambertCEng, MIET, MINucE, MSaRSMSc Maintenance Management

Tim Lambert is a Chartered Electrical Engineer with over 25 years experience in the safety assessment of Nuclear and conventional power plant critical systems gained at Rolls-Royce, Amey VECTRA and ARC. He has extensive experience of the safety assessment of electrical, control and instrumentation (EC&I) systems for Civil Nuclear plant and for Naval Nuclear Power Plant (NNPP). He is an experienced project manager with a widely held reputation for delivering complex safety cases on time and to budget. He also has a strong track record in Independent Technical Assessment (ITA) and has successfully delivered major programmes of ITAs for submarine support facilities. Mr Lambert is currently the Lead Safety Case Engineer for the Trawsfynydd Safestore programme as well as Project Director for the delivery of over £5M of diverse tasks (design, project management and Safety Case) to Rolls-Royce Power Engineering (RRPE).

Chapelcross Ponds Project

ARC have provided the lead Safety Case role for a number of high-hazard decommissioning activities for the Pond Facility at Chapelcross in Dumfriesshire. Safety Cases have included, retrieval of radiological inventory from cooling ponds to allow coupon sampling and waste characterisation and the introduction of new compressed-air powered remote-handling and cutting tools. A Category 1 Safety Case, developed by ARC, to allow the removal of redundant empty fuel skips from a population of high-hazard skips received NSC endorsement in June 2012.

ARC have extensive experience of developing Nuclear Safety Cases, successfully delivered on time and to budget, for the handling and storage of ILW and the decommissioning of Nuclear Fuel Cooling Ponds and associated infrastructure.

Sellafield Pond Retrievals Project

Hunterston ‘A’ Intermediate Level Waste StoreARC has provided the Safety Case services for the Magnox Hunterston A ILW store. The store has recently been subject to vault reconfiguration and ARC provided the safety justification for this modification. A justification for the temporary storage of ungrouted solid waste in RWMD-compliant boxes has additionally been provided to give the client flexibility in their site decommissioning strategy.

ARC was responsible for overall design management of the project and had significant input to the production of the design substantiation reports by the various design organisations. ARC produced the procedural documentation associated with management of the Inactive and Active Commissioning and provided personnel to supervise the Inactive Commissioning process on behalf of the Hunterston ‘A’ ILW Store Alliance.

In support of this project, ARC has also carried out specialist assessment, such as CFD analysis ofthe reconfigured vault. This work has demonstrated that air flow through the vault will not be significantly affected by the vault reconfiguration and that there will not be a localized build up of explosive or radioactive gases, or a humid atmosphere that could lead to a short or longer-term fault conditions.

Human Factors support was provided to the First Generation Magnox Storage Pond Retrievals Project. Input was provided to the project design team to ensure that a user-centred design approach was followed to maximise safe and efficient task performance and to minimise the likelihood of errors. In addition, any claims on the operator outlined in the Safety Case were substantiated to ensure that any reliance on operators / operator performance was acceptable.

ARC has provided safety case services to Babcock in support of various activities associated with the decommissioning of the Vulcan Naval Reactor Test Establishment site, adjacent to DSRL, at Dounreay. Activities include the provision of safety documentation such as Safety Justification Plans, Preliminary Safety Reports and Pre-Construction Safety Reports. ARC is also supplying Design Substantiation Reports in support of the projects.

ARC are providing nuclear Safety Cases at Hinkley Point A to allow approval to undertake use of emerging decommissioning technologies for first time UK nuclear industry use. Technologies include ultra-high-pressure liquid nitrogen blasting to remove and collect layers of surface contamination from concrete and metal without generating a secondary waste stream.

ARC currently has framework agreements with Dounreay Site Restoration Ltd (DSRL) for the provision of specialist nuclear services (Safety Case services) to the Dounreay site. ARC has significant experience of the provision of Engineering Substantiation and Safety Case services to DSRL over the last ten years. ARC’s most recent support to DSRL (via Halcrow / CH2M Hill) is the LC15 review of ATO88 (D2700) Dounreay Cementation Plant facilities. This project required the reassessment of the extant Safety Case against modern standards, notably with regard to Low Consequence methodology, which allowed a significant number of previously claimed safety systems to be screened out from the justification.

Other example projects include D1208 electrical upgrade safety justification; ATO89 safety justification; D2001, D2670, D1209, ATO78 & 89 and PFR Structural Engineering Substantiation.

ARC has extensive experience of Naval Nuclear Propulsion Plant. Our experience includes the safety justification of shore support facilities as well as the propulsion plant itself.

Recent projects include:

ARC has provided specialist safety and engineering support to Rolls-Royce Power Engineering as part of the Engineering Resource Alliance “Niche” since 2011. Under this framework ARC has delivered a variety of services from Safety Case Development, Human Factors, Test Rig Management, Thermodynamics, Fluid Engineering analysis and REACH Consultancy services to Periodic Safety Review (PSR). This has entailed the formation of a large multi-disciplined team of Engineers and Consultants that have delivered all projects awarded to-date either on-time or ahead of RRPE programme.

ARC supported the SJG at HMNB Clyde to develop its safety processes, with the aim of creating a Safety Case manual which could be used for all safety-related tasks going forward. ARC developed guidance for all areas of the safety case process used by the SJG and identified how the individual areas of the Safety Case interacted. Transfer of best practice was brought into the SJG by reviewing how safety tasks were completed in the wider industry, and by using ARC’s experience of other industry areas to provide value to the customer.

As a development of our successful support to RRPE under the ERA Niche Framework, ARC provided an extensive team of Engineers and Safety Consultants delivering the Core Production Capability (CPC) Regeneration Project. This work entails the project management / engineering of various facets of the overall project including Plant and Equipment, Manufacturing and Operational Capability, Safety Case, Requirements Management and general project support. ARC has drawn upon our extensive experience of both nuclear project delivery and supply chain management to assemble a multi-discipline team of Engineers and Consultants fully focused on project delivery.

Since ARC was established in 2002 it has provided Electrical, Mechanical and Civil Engineering design support to the NBDD at HMNB Clyde. This support has included; Safety Case production, amendment, reviews and updates, development of design change proposals / concessions, Peer Review of design proposals and Safety Case documents and the provision of specialist advice.

ARC supplies RRPE with Independent Peer Reviewers on an “as required” basis to meet internal review needs of all safety case programmes. ARC are able to provide expert reviewers across a wide range of disciplines with extensive plant knowledge of submarine PWR1 and PWR2 systems as well as specific domain experts such as stress and fatigue. ARC’s flexible approach to IPR delivery allows RRPE to manage a highly fluctuating work profile with experts available on demand as needed.
