September Board Meeting Minutes

September 11, 2014 Executive Board Meeting Minutes were reviewed. Kim Clark motioned to approve the minutes, seconded by Irma Guzman, all “yea” votes, no “nay votes, motion to accept minutes was approved.

III. Committee Updates

Budget and Finance – Kim Clark

1. September Budget Report

Kim mentioned giving back to the organization due to having a large excess at the end of year. Suggestions mentioned were as follows: committee members attend December Luncheon for free, committee members attending (all day) for the December TBM receive free registration, all members for free, reduce cost for all members, etc. Much discussion on this topic. Also raffling off a free seminar.

Valarie Erwin called for a motion for free registration to the December Luncheon for all members attending the December Transitional Board Meeting for the entire day. Sharon Brause motioned, seconded by Irma Guzman, motion was approved.

September, 2014 Treasurer Report was reviewed. Gary Barkman motioned to approve treasurer report, seconded by Irma Guzman, all “yea” votes, no “nay votes, motion to accept the treasurer’s report was approved.

2. Add line item for the incoming Vice President to attend the NIGP’s Leadership

Development Symposium, January 29-31, 2015

Gary Barkman motioned to add line item for incoming Vice President to attend the NIGP’s Leadership Development Symposium, January 29-31, 2015, seconded by Kim Clark, all “yea” votes, no “nay” votes, motion to accept the attending the Symposium was approved.

Community Outreach – Suzanne Alberts

1. 911 Toy Drive

Flyer for the 911 Toy Drive went out yesterday, 10-08-14 and Suzanne has asked Sharon to send out again on Monday, 10-13-14 and Wednesday, 10-15-14.

2. Habitat for Humanity for this fall

We are on their mailing list now. Habitat for Humanity to alert our organization when the opportunities are available for participating as a group.

3. P.F. Chang’s Water Station

Suzanne is working with Steve Troxel to receive more information so that we can start promoting this event.

Cooperative – Bill Munch

1. Update on draft AZNIGP Coop Procurement Document

The committee had a meeting two days ago at the ADOT facility and the document is just about finalized. Bill sent out a copy of the “Final Draft” for committee members to review and make final comments. Committee’s goal is to have the document approved by the Board and be able to submit to National by the end of the calendar year.

Education and Professional Development – Telma Reyes

“Tools for Ensuring Contractor Performance in Public Construction Projects” – Confirmed for November 03, 2014 at City of Glendale. Eighteen (18) attendees registered as of October 07, 2014.

CPPO Review sessions are completed. They finished early and have covered all domains. The last class will be a recap for any questions that attendees may have.

CPPB Review sessions are to be completed next week. Both review sessions went great.

Elections – Barbara Corella – (Barbara not present)

Valarie reported that the elections have been opened for voting.

Legislative – Barbara Corella – (Barbara not present) Skipped this report

Governance – Ed Quedens – (Ed not present) – no report.

Historical – Art Enriquez – (Art not present)

Art indicated to Valarie that if people have information to submit, he will be at the Regional Conference so they can bring their information to the luncheon to give to him.

Marketing and Communications, Website – Cheryl Rentscheler Cheryl had nothing new to report – committee may put up a Columbus Day banner on the

website.

Irma reported that we’re mostly set for next week. Some last minute items still need attention but everyone knows what they’re responsible for and we’re good to go.

Gary reported on one last minute cancellation covered with a vendor from our waiting list.

Reverse Trade Show – Jess Romney

Jess reported that we just need to confirm location in order to move forward. Plan is to have during the first week or last week in March. Mesa is still an option for location.

Scholarships – Irma Guzman

Irma reported, no new scholarships. One application was not approved last month.

Arizona State Capitol Chapter of NIGP (AZNIGP)

Invites you to apply for AZ NIGP Buyer of the Year

The Arizona State Capitol Chapter of NIGP (AZNIGP) is dedicated to providing opportunities to celebrate the achievements and contributions of our exceptional NIGP Arizona State Capital Chapter members. Active and participating AZNIGP members are invited and encouraged to apply for the Buyer/Manager of the Year award based on demonstrated contributions to the applicant’s entity and AzNIGP chapter. Applications for Buyer of the Year may be submitted by any AZNIGP member. Candidates for the Buyer of the Year Award are selected from nominations submitted by NIGP Chapters, professional procurement colleagues or nominees themselves. The nominee must be actively employed in public procurement and a member of NIGP national. The nominee shall be an active promoter in education and professional development; be supportive of public procurement organizations; demonstrate passion for the vision and mission of NIGP, maintain high ethical and moral standards, in accordance with NIGP Code of Ethics and be active in community affairs. The AZNIGP Scholarship Committee purpose is to be responsible for evaluating the Buyer of the Year applications and recommending award to the most qualified applicant based on the stated criteria. The AZNIGP Scholarship Committee is comprised of the current Vice President of AZNIGP, and its members found at https://www.aznigp.org/insidepages/committees. ELIGIBILITY: The definition of Buyer is limited to those buyers who have no supervisory or management responsibilities. The Buyer function involves the process of determining the customer requirements, reviewing specifications and requirements, developing and issuing bids, evaluating offers and selecting the vendor, arriving at fair and reasonable price and terms, preparing the contract or purchase order, vendor relations, following up to ensure timely delivery shipping/receiving, inventory and warehousing, and contract administration provisions. Candidates involved in one or more facets of the procurement cycle shall also be eligible, including but limited to: buyers, procurement analysts, contract administrators, warehouse staff including storekeepers, stocking and property accountability, contract oversight such as engineers, and MBE/WBE outreach personnel. GUIDELINES: Applications will be accepted in the fall and awarded in the Spring. The submission must document the efforts during the previous two years: January 1, 2013 – December 31, 2014.

All submissions must follow the submission requirements in order to be considered.

By accepting the Buyer of the Year award, the recipient agrees to submit their application to National for NIGP’s Buyer of the Year. In addition, the awarded recipient will be provided the opportunity to attend the NIGP Annual Forum

In the event a nomination for Buyer of the Year is submitted, the following two-step process shall take place:

1) Complete the application form with a letter describing your experience with a well-deserving colleague, and include at least 2 and up to 4 endorsements for your nomination. Endorsement letters must be limited to 500 words and provide specific examples of professional involvement with the nominee.

2) The AZNIGP Scholarship Committee will, in the strictest confidence, contact the nominee and request that he/she complete and return a Nomination Acceptance Form highlighting their professional career details.

The AZNIGP Scholarship Committee will rigorously review the Nomination and Endorsements as well as the Nomination Acceptance as a complete and unified package and ensure candidates meet the eligibility requirements for the award.

CRITERIA: Evaluation scores are based upon the following criteria: To be considered for the Buyer of the Year, the nomination letter, endorsements, and candidate information must be typed and, collectively, must include how the candidate has demonstrated:

1. Contributions to the entity he/she serves,

As demonstrated by such things as publishing articles, initiating innovative concepts, serving on special task forces or purchasing association committees.

2. Contributions to the Institute or profession, and As demonstrated by participation in purchasing related texts or course development or serving as an instructor in NIGP seminars, community college classes or review seminars.

3. Contributions to an NIGP Chapter. As demonstrated by service as a chapter officer or committee chair, committee activity for either AzNIGP or NIGP, or special contribution to either association through internal or external activities.

OR • Applicant initiated a procurement concept that will/may lead to Excellence in Public Procurement.

• Applicant created or recommended policies or practices that have enhanced the efficiency and

effectiveness of their agency and/or end users (submit up to 3 examples).

• Applicant developed or directed the development or revision of Standard Operating Procedures for procurement personnel and end users.

• Applicant developed or directed the development or revision of a manual for vendors or end

users.

• Applicant served on a committee or task force involved in developing, implementing or revising procurement procedures (submit up to 3 groups).

• Applicant served as a member on a working group, board, committee or task force on

procurement-related subjects.

• Applicant served a governmental group, association, or civic organization, not procurement-

related such as a Citizen’s Committee on Safety, Board of an Employee Credit Union, Charitable Organization, Employee Recognition Committee, Professional Development Association, etc.

• Applicant received a non-chapter related service award (submit up to 2 awards).

• Applicant served as a presenter to their agency.

The Scholarship Committee will evaluate and score all applications. Only those applications scoring a minimum of 115 points will move on for consideration of being selected the award. The Vice President’s decision of award is final.

Arizona State Capitol Chapter of NIGP (AZNIGP)

Invites you to apply for AZ NIGP Manager of the Year

The Arizona State Capitol Chapter of NIGP (AZNIGP) is dedicated to providing opportunities to celebrate the achievements and contributions of our exceptional NIGP Arizona State Capital Chapter members. Active and participating AZNIGP members are invited and encouraged to apply for the Manager of the Year award based on demonstrated contributions to the applicant’s entity and AzNIGP chapter. Applications for Manager of the Year may be submitted by any AZNIGP member. Candidates for the Manager of the Year Award are selected from nominations submitted by NIGP Chapters, professional procurement colleagues or nominees themselves. The nominee must be actively employed in public procurement and a member of NIGP national. The nominee shall be an active promoter in education and professional development; be supportive of public procurement organizations; demonstrate passion for the vision and mission of NIGP, maintain high ethical and moral standards, in accordance with NIGP Code of Ethics and be active in community affairs. The AZNIGP Scholarship Committee purpose is to be responsible for evaluating the Manager of the Year applications and recommending award to the most qualified applicant based on the stated criteria. The AZNIGP Scholarship Committee is comprised of the current Vice President of AZNIGP, and its members found at https://www.aznigp.org/insidepages/committees. ELIGIBILITY: The definition of Manager is limited to those public professionals who have supervisory or management responsibilities in the organization. Public Procurement manager functions must include responsibility of overall procurement/material management activities in a specific governmental entity to include the supervision of procurement personnel and/or the display of executive abilities involving economic/financial, technical, statistical, legal, and administrative attributes. Management positions may be totally dedicated to the procurement function or shared with other responsibilities. GUIDELINES: Applications will be accepted in the fall and awarded in the Spring. The application must document the efforts during the previous two years: January 1, 2013 – December 31, 2014.

All submissions must follow the submission requirements in order to be considered. By accepting the Manager of the Year award, the recipient agrees to submit their application to National for NIGP’s Manager of the Year. In addition, the awarded recipient will be provided the opportunity to attend the NIGP Annual Forum

In the event a nomination for Manager of the Year is submitted, the following two-step process shall take place:

1) Complete the application form with a letter describing your experience with a well-deserving colleague, and include at least 2 and up to 4 endorsements for your nomination. Endorsement letters must be limited to 500 words and provide specific examples of professional involvement with the nominee.

2) The AZNIGP Scholarship Committee will, in the strictest confidence, contact the nominee and request that he/she complete and return a Nomination Acceptance Form highlighting their professional career details.

The AZNIGP Scholarship Committee will rigorously review the Nomination and Endorsements as well as the Nomination Acceptance as a complete and unified package and ensure candidates meet the eligibility requirements for the award. CRITERIA: Evaluation scores are based upon the following criteria: To be considered for the Manager of the Year, the nomination letter, endorsements, and candidate information must be typed and, collectively, must include how the candidate has demonstrated:

1. Contributions to the entity he/she serves,

As demonstrated by such things as publishing articles, initiating innovative concepts, serving on special task forces or purchasing association committees.

2. Contributions to the Institute or profession, and As demonstrated by participation in purchasing related texts or course development or serving as an instructor in NIGP seminars, community college classes or review seminars.

3. Contributions to an NIGP Chapter. As demonstrated by service as a chapter officer or committee chair, committee activity for either AzNIGP or NIGP, or special contribution to either association through internal or external activities.

• Applicant Enacted policies or practices that have enhanced the efficiency and effectiveness of their agency and/or end users (submit up to 3 examples).

• Applicant Demonstrated efforts to recruit and retain professional purchasing staff.

• Applicant Established a staff development program including internal and external training.

• Applicant Developed, recommended, implemented, reviewed, and managed a budget (including funds for staff training and certification).

• Applicant Developed or directed the development or revision of a manual for procurement

personnel, users or vendors.

• Applicant Served on a committee or task force involved in developing, implementing or revising new procurement procedures.
