This is the firs:; step in publishing AR 6C1-100 as an UPDATEpublication. Because the Baltimore Publicat ion Center exhausted its supplyof this publicat ion, we chose to reprint the current material in the UPDATEformat and incorporate any previously published permanent, changes.

Over the next few years, all Array regulations and many DA pamphlets willbe converted to the UPDATE format. Some will appear as separate publications,like this one; others will be combined with related publications and will bepublished as handbooks like the All Ranks Personnel UPDATE.

The objective of UPDATE is to reduce the administrative burden on you,the user, and to improve the communicat ions value of Army publ ica t ions . UnderUPDATE, 'd publication is printed at regularly scheduled tl.rr.es, and eachprinting includes all the changes made to the publication since its lastprinting. You might say that U P D A T E publications are th row-away books; yousimply discard the old issue when you got the new one. Under UPDATE, the"posting of changes" is a thing of the past.

Every UPDATE issue contains a Summary of Change. In a reprint like thisone the summary states that the printing of the publicat ion is transitionaland that any current permanent changes have been incorporated in to thepublication. Chapter 1General Provisions

1-1. PurposeThis regulation prescribes the policy, eligi-bility requirements and administrative pro-cedures for applying for appointment in theRegular Army (RA) as a commissioned of-ficer (except as stated in para l-3o(I)) or awarrant officer. The RA will be maintainedat the authorized commissioned officer andwarrant officer strengths (10 USC 3202,3204, 3205, 3206, 3207, 3209, 3211, 3213),through procurement programs which willobtain the required numbers and types ofofficers of high military merit by the full useof all sources of potential RA officers.

1-2. ApplicabilityThis publication applies to the Active Ar-my, Army National Guard (ARNG), andthe US Army Reserve.

1-3. Sources of personnela. Commissioned officers for the RA will

be procured from—(1) Graduates of the US Military, Naval,

and Air Force Academies who request ini-tial appointment in the US Army and whoare acceptable to the Secretary of the Army,as authorized by 10 USC 541 and 4353.

(2) Enlisted personnel and warrant of-ficers eligible for appointment as commis-sioned officers (sec I, chap. 2).

(3) Distinguished graduates of ActiveArmy officer candidate courses (sec II,chap. 2).

(4) Distinguished military graduates, Se-nior Reserve Officers' Training Corps(ROTC) (sec III, chap. 2 (10 USC 2106).

(5) Graduates of the Scholarship Pro-gram, Senior ROTC (sec IV, chap. 2) (10USC 2107).

(6) Reserve Component officers on activeduty for appointment and assignment in thebasic branches (sec V, chap. 2).

(7) Technical specialists for appointmentin the basic branches (sec VI, chap. 2).

(8) Former officers and nonobligated per-sonnel for appointment in the basic branch-es (sec VII, chap. 2).

(9) College graduates not eligible to ap-ply for RA appointment under other sec-tions of this regulation (sec VIII, chap. 2).

(10) Reserve Component officers on ac-tive duty who were selected for promotionfrom secondary zones (sec IX, chap. 2).

(11) Reserve Component chaplains onactive duty for appointment as chaplains(sec X, chap. 2).

(12) Reserve Component Judge AdvocateGeneral's Corps (JAGQ officers on activeduty for appointment in the JAGC (sec XI,chap. 2).

(13) Reserve Component Army MedicalDepartment (AMEDD) officers on activeduty for appointment in the branches of theAMEDD (sec XII, chap. 2).

6. Warrant officers for appointment inthe RA will be procured from ReserveComponent Warrant officers on active duty(chap. 6).

1-4. Explanation of termsa. Accredited institution or training pro-

gram. A university, college, hospital,school, curriculum, or training programwhich is—

(1) Approved by or holds membership ina State, regional, or national accreditingagency or professional association, or

(2) Listed in the current Education Di-rectory, Colleges and Universities, pub-lished by the US Department of Education.Accreditation of the institution or programmust have been effective on or before thedate an applicant attains the qualifying edu-cation or professional training required forappointment in the RA.

b. Active commissioned service (ACS).Continuous active Federal commissionedservice (AFCS) in the Active Army basedon a service agreement or order to active,duty for more than 90 days. Unless other-wise stated, periods of 90 days or less of ac-tive duty or active duty for training may notbe combined to total over 90 days.

c. Appointee(1) A selectee who has been nominated

by the President and confirmed by the Sen-ate, or is subject to confirmation on termi-nation of a Congressional recess, for an RAappointment as a commissioned officer.

(2) A warrant officer who has been se-lected by an RA warrant officer selectionboard and approved by the Secretary of theArmy for an RA appointment as a warrantofficer.

d. Armed Forces. US Armed Forces.e. Basic date. The date that results when

all service creditable for the particular RAprogram for which the applicant is applyingis subtracted from the date on which hetakes the oath of office accepting the RAappointment./ Contingency. An unfulfilled eligibility

requirement which must be resolved for aselectee or appointee.

g. Distinguished military graduate(DMG). An ROTC Cadet who—

(1) Is designated a DMG by the Profes-sor of Military Science (PMS) or Com-mander, US Army Reserve ComponentsPersonnel and Administration Center(RCPAC), as appropriate, on graduation;

(2) Was previously designated a distin-guished military student (DMS), and hasmaintained tbe required academic standardsthroughout the course;

(3) Has completed the advanced course,Senior ROTC, to include training at ad-vanced camp;

(4) Has been awarded a baccalaureate de-gree, or bas a statement from the head ofthe college that—

(a) All requirements for a baccalaureatedegree have been completed.

(b) The degree will be given to the cadetat the next regular commencement.

h. Distinguished military student. AnROTC cadet enrolled in the advancedcourse, senior ROTC, at a college and, be-cause of his high scholastic standing andleadership, he is known to be outstandingby both the PMS and the school officials.

i Effective date of appointment. The dateon which an RA appointee accepts his ap-pointment—generally the date on which hetakes his oath of office and signs the DAForm 71 (Oath of Off ice-Mil i tarypersonnel).

;. Major commanders. Those com-manders exercising general courts-martialjurisdiction, to include the commanders ofthe three Continental US Armies, theROTC region commanders, and the Chiefsof the Army General and Special Staff agen-cies at HQDA.

k. Medical doctor or physician. A doctorof medicine or osteopathy.

I Procurement program number. A codenumber which identifies a particular RA of-ficer procurement program (app A, AR601-110).

m. Scholarship cadet. An ROTC studentwho had applied for and been selected forthe Army ROTC Financial Assistance Pro-gram (sec V, chap. 3, AR 145-1, and 10USC 2107).

n. Selectee. An individual selected for ap-pointment as a commissioned or warrant of-ficer in the RA by a DA Regular ArmySelection Board (RASB) who is a—

(1) Commissioned officer—not yet nomi-nated by the President to the Senate forconfirmation.

(2) Warrant officer—not yet approved bythe Secretary of the Army,

o. Year group (YC).(1) For commissioned officers, all those

whose basic dates fall within the same fiscalyear.

(2) For a warrant officer, that year whichresults when the total years of active Feder-al Service (AFS) completed by the warrantofficer as of the end of the current FY issubtracted from the current FY.

1-5. Status reports and applicantstatus changesHQDA will not furnish status reports toeach applicant They will be notified of theirappointment status through their majorcommanders. Pending final action on ap-pointment by HQDA, any changes in an ap-plicant's status will be reported through theappropriate major' commander to HQDA(DAPC-OPP-P), Alexandria, VA 22332.Changes of address will be sent to HQDA(DAPC-OPP-P) and to the appropriatemajor commander by DA Form 3955(Change of Address and Directory Record).

1-6. Evaluation Boardsa. These boards will decide the accepta-

bility of the professional and technical qual-ifications of the applicants who apply underthe provisions of—

(1) Chapter 2, section I (excluding RAwarrant officers).

(2) Chapter 2, section VI.(3) Chapter 2, section VII. (Excluded are

former commissioned officers who had beenseparated from the Armed Forces for 1 yearor less on the date of application and com-missioned officers who are USARmembers.)

'•'-i. Major commanders will establish eval-'fcation boards needed to handle all of the''applicants within or near each major com-^mander's geographical area of responsibili-ty. Each will include at least three RA fieldgrade officers. All members of the board

.tQust be senior in grade to the applicant ortb.rhis potential grade in the RA. One mem-1>er of the board will be a member of the ap-plicant's first choice of branch. When a•female applicant is to be evaluated, at leastone member of the board will be a femaleRA officer. If a field grade female officer is

' not available, a company grade female of-ficer of the RA may be substituted, provid-ed the seniority requirement above is met.Three officers will constitute a quorum.

c. When necessary, major commanderswill use scientists and engineers who aremembers of the Army Reserve research anddevelopment groups.

d. The evaluation board will—(1) Supervise the administration of

required tests.(2) Record the findings on the appropri-

ate forms,(3) Insure that the application is com-

plete for the RA appointment program forwhich the applicant requests consideration.

(4) Inform the applicants of the competi-tiveness of the programs under which theyare applying.

(5) Not be given access to or be allowedto examine the application or related papersof the applicant before he has completed theinterview form for the specific RA appoint-ment program.

(6) Send the applications and related pa-pers to the appropriate commander as stat-ed in paragraph l-30a. The commander, inturn, will score all testing instruments andwill send the complete application toHQDA(DAPC-OPP-P), Alexandria, VA22332, (See table 2-1 for documentsrequired to process applications under thesefour RA appointment programs and thenumber of copies to be sent to HQDA.) Allapplications will be processed and forward-ed so that the evaluation board can com-plete its action within 2 weeks after receiptof the application.

e. If applicant must travel to appearbefore the board, the president of the boardwill request the major commander in whosegeographical jurisdiction the applicant isstationed or resides to issue the orders andstate the date of arrival. Travel and otherexpenses incurred by applicants not on ac-tive duty are not chargeable to the DA.

1-7. Effect of a delay hi tendering anappointmentThe confirmation date is when the US Sen-ate confirms the President's nomination ofthe applicants for appointment as commis-sioned officers in the RA. The appointmentdate is when the appointee signs the DAForm 71 (Oath of Office-Military Person-nel). A delay between the confirmation dateand the acceptance date will adversely affecttbe date of rank of the appointees not on ac-tive duty. Therefore, the time limits forcompleting actions will be complied with byall concerned. This will prevent penalizingappointees.

1-6. Probationary periodCommissioned and warrant officers begin aprobationary period effective on the date ofacceptance of the RA appointment. Thosewho have less than 3 years of continuousRA service as commissioned or warrant of-ficers may be involuntarily discharged dur-ing the probationary period under 10 USC3814 or 1165.

1-9. Service obligationsService obligations of appointees who acceptcommissioned or warrant officer appoint-ments in the RA are as follows: An excep-tion is when the officer is relieved fromactive duty sooner under regulations pre-scribed by the Secretary of the Army.

a. Commissioned and warrant officerswill serve at least 3 years of active service,except as in (1) and (2) below, effective fromthe date of acceptance of the RAappointment

(1) Graduates of the ROTC ScholarshipProgram incur a 4-year active service obli-gation (10 USC 2107(&K6)).

(2) Graduates of the US Military, Naval,and Air Force Academies incur a 5-year ac-tive service obligation (10 USC 4383 (a)(2))-

6. An applicant who resigned from a for-mer RA commissioned or warrant officerappointment will incur a 3-year active ser-vice obligation upon acceptance of a newRA appointment.

c Commissioned and warrant officers ap-pointed in the RA will serve a total of atleast 6 years in the Armed Forces. Any partnot served on active duty will be performedin a Reserve component to complete a totalof 6 years (10 USC 651). Student status atthe US Military, Air Force, or Naval Acad-emies does not count toward the 6 years to-tal service (10 USC 3287(6; and (c)).

d. Any other service obligations that areincurred per AR 635-120 must becompleted.

1-15. Willingness to give unrestrictedmilitary service to the United StatesAn applicant must not be a conscientiousobjector. He must be willing togive full and unrestricted active military ser-vice to the United States. When appropri-ate, applicant must have demonstrated bylater satisfactory active military service thathe has changed his views. 1-23. Medical and physical fitnessrequirements (10 USC 3285(4))All-applicants must meet the medical fitnessstandards stated in chapter 2, AR 40-501.Weight standards for ROTC applicants andthose applicants not having current militarystatus are as stated in AR 40-501; for allother applicants, the weight standards inAR 600-9 apply.

a. For applicants other than those apply-ing under the provisions of sections III andIV, chapter 2—

(1) When an applicant receives notifica-tion of selection for appointment, he willimmediately undergo a Type A medical ex-amination as required in chapter 110, AR40-501, at an Armed Forces medical facilityequipped to perform this type of examina-tion. However, the examination is not

needed if he had one within 6 months im-mediately before selection. Travel and otherexpenses incurred for medical examinationsof applicants not on active duty are notchargeable to the Federal Government.

(2) The commander of the examining fa-cility or his senior designated MedicalCorps representative will—

(a) Determine applicant's medical fitness.(b) Verify the results of the examination

by signing Item 82 of Report of Medical Ex-amination (Standard Form 88).

(3) When the selectee is found medicallyqualified for appointment, the medical ex-amination report will be kept in the appli-cant's field medical records, and hiscommander or personnel officer notified ofhis qualification.

(4) When an applicant does not meet therequired medical fitness and/or weight stan-dards, a recommendation for or against awaiver will be made and signed by the re-viewing Medical Corps officer in the notessection on the front page of SF 88. The re-port will be sent to the appropriate majorcommander for final approval or disapprov-al of waiver. The major commander willbase his decision on the recommendation ofthe reviewing medical officer. Questionableor controversial cases will be sent by the ex-amining facility directly to the Cdr, US Ar-my Health Services Command, ATTN:HSPA-C, Fort Sam Houston, TX 78234,for a recommendation. The report will thenbe returned to the examining facility. It willforward the report and recommendation tothe proper major commander for finalaction.

(5) If the applicant is medically disquali-fied and a waiver is not granted, the appli-cant's personnel officer or unit commanderw i l l send a w r i t t e n s t a t e m e n t toHQDA(DAPC-OPP-P), Alexandria, VA22332; an information copy will be sent theapplicant's major commander.

(6) Each applicant (except ROTC cadets)will prepare and sign a statement that hemeets the required weight standards as stat-ed in AR 600-9. This statement will be at-tached as an inclosure to the application.

(7) If an applicant is reassigned, the ma-jor commander will insure that the losingcommander sends all documents pertainingto the RA application to the gaining com-mander. They will be sent promptly.

b. The following applies to applicants en-rolled in the ROTC Scholarship Program ordesignated as distinguished military stu-dents or graduates—

(1) Except for applicants referred to in(2) below, each applicant will be required toundergo a Typc A medical examination(app IX, AR 40-501).

1-31. Reappllcatlon ..a. An applicant who failed to be selected

for appointment under this regulation (ex-cept under sec III and IV, chap. 2), may,reapply not earlier than 1 year from theconvening date of the RASB by which ap-plicant was nonselected. The applicant muststill meet the eligibility requirements. The

required waiting period will permit the non-selectee to improve his qualifications. If anofficer who reapplies under section V, chap-ter 2, had less than 5 years of commissionedactive duty in the Army, a special evalua-tion report will be prepared and submittedas required by paragraph 2-256.

b. An application will not be honoredunder this regulation from an applicant be-ing currently considered under another RAprocurement.program..

c. A request for waiver of the 1-yearwaiting period-may be initiated by the appli-cant. The justification must be attached tothe reapplication. Waivers can be grantedby HQDA(DAPC-OPP-P) for reasonssuch as—

(1) Recent high evaluation reports.(2) Special written recommendations

from applicant's immediate commander or ageneral officer. - •

(3) Receipt of a significant decoration oraward. ; r • •

(4) Recognition for heroic, extraordina-ry, outstanding or meritorious act, achieve-ment or service. ' . '

d. Resubmission of an application for ap-pointment in the RA under sections HI andIV, chapter 2, by a cadet previously non-selected under these sections is not author-ized unless there was an administrativeerror. Section IIDistinguished Graduates of the ArmyOfficer Candidate Course

2-4. Generala. Within each class of the Branch Im-

material Officer Candidate Course (BI-OCC), the US Army Infantry SchoolCommandant will decide which studentsshowed outstanding leadership and personalattributes needed to be successful RA com-missioned officers. All selectees must placein the upper 10 percent of their final classstanding. On graduation, the School Com-mandant will designate these candidates asdistinguished graduates of the BIOCC.

U If otherwise eligible under the provi-sions of section II, chapter 1, or section XII,chapter 2 for appointment in MSC, the topgraduate of each class will be offered an RAcommissioned officer appointment byHQDA(DAPC-OPP-P). An application bythe selectee and evaluation by a field boardis not required. The selectee must acceptthis offer no later than 1 year from the grad-uation date from the BIOCC. After this pe-riod of time, an application is required, andthe officer must then meet the eligibility re-quirements of section II, chapter 1 and sec-tion V, chapter 2.

c. All other distinguished graduates areeligible to apply for RA commissioned of-ficer appointments within 1 year after grad-uation from an Officer Basic Course (OBC),providing they meet the eligibility require-ments of chapter 1. After this I-year period,these officers must meet the eligibility re-quirements of and submit the application inaccordance with section V, chapter 2.

2-5. Proceduresa. The Commandant of the US Army

Infantry School (USAIS) will notify eachselectee by letter of his designation as a dis-tinguished graduate. In addition, designees

will be informed of the following advantagesin receiving this designation:

(1) Top student—if eligible under chap-ter 1, MILPERCEN will offer him an earlyappointment in the RA as a second lieuten-ant, without applying or being evaluated bya field board.

(2) All other designees—if eligible underchapter 1, and recommended by the OBCschool commandant, they may apply forearly appointment in the RA as commis-sioned officers within 1 year from the dateof successfully completing the OBC.

(3) All designees—after the 1-year dead-line, if eligible, will have to apply under theprovisions of section V, chapter 2.

6. Each letter will include the designee'ssocial security number (SSN), class stand-ing, and the number of graduates in theclass. One copy of the letter (not requiredfor the top graduate) will be sent immedi-ately by the Commandant to HQDA(DAPCrOP—) (complete the symbol byadding the appropriate letter, see para5-15c(3))t Alexandria, VA 22332. Each des-ignee (not required for the top student) willattach a copy of the letter to his application(DA Form 61) before submitting it toHQDA(DAPC-OPP-P).

c. The Commandant, USAIS will furnishto HQDA(DAPC-OPP-P) the name andSSN of the top graduate designee, 2 to 3days before graduation. By letter, HQDAwill make a tentative offer to the top gradu-ate designee, if eligible, of a commissionedofficer appointment in the RA. On receiptof the designee's acceptance of the offer, hisname will be placed on a nomination listwhich is submitted by the President to theSenate for confirmation. On confirmation,the designee will be appointed a second lieu-tenant in the RA.

d. The Commandant, USAIS, will advisethe appropriate branch school commandantby letter of the distinguished graduate statusof the officers scheduled to attend the OBCat the branch school. The branch schoolcommandant will also be informed that thedistinguished graduate is eligible to applyearly for an RA appointment, contingenton—

(1) His successful completion of theOBC.

(2) The favorable recommendation of thebranch school commandant.

e. A senior field grade RA officer, desig-nated by the Commandant, USAIS, will in-terview each distinguished graduate of theBIOCC who is eligible for an RA appoint-ment, and encourage him to apply for anRA appointment; that is—

(1) Emphasize the need for competentyoung officers in the RA.

(2) Advise the distinguished graduatesthat they must—

(a) Successfully complete the branchOBC.

(b) Be eligible for an RA appointment.(c) Be favorably recommended by the

(3) Inform the top graduate of each classof the BIOCC of the time limit for accept-ance of the early RA appointment offer(para 2-4c) under this program. Inform allother distinguished graduates of each classof the BIOCC—

(a) Of the time limits for submission ofapplications for early RA appointment(para 2-4d) under this program.

(b) That after, the expiration dates ofthese time limits, applications must be sub-mitted in accordance with chapter 1 andsection V, chapter 2.

(4) Inform all distinguished graduates(does not apply to the top graduate) that se-lection for an RA appointment is not auto-matic, but is the result of an individualevaluation by a board of officers at HQDA./ On the graduation day of each branch

OBC class with distinguished graduates inattendance, the branch school commandantwill advise each eligible distinguished grad-uate in writing of his recommendation foror against early RA appointment. He willinclude the reasons if the officer is not rec-ommended. One copy of each letter willbe—

(1) Forwarded to HQDA(DAPC-OP—)(complete the symbol by adding the appro-priate letter, see paragraph 5-15c), Alexan-dria, VA 22332.

2-6. ApplicationRA applications (DA Form 61), letters ofrecommendation from both school com-mandants, and all required forms listed intable 2-1 will be submitted as stated inchapter 1.

Section IIIDistinguished Military Graduate,Senior Reserve Officers' TrainingCorps (ROTC)

2-7. GeneralThis section prescribes tbe administrativeprocedures for submitting and processingapplications and the appointment in the RAof distinguished military graduates (DMGs)of the Senior ROTC.

2-4. EligibilityEligibility requirements stated in chapter 1must be completed before taking an oath ofoffice. In addition, a cadet must not havebeen a nonsclect for appointment in the RAunder the Financial Assistance (Scholar-ship) Program. ROTC DMGs to be ap-pointed in the Medical Service Corps mustalso meet the eligibility requirements in sec-tion XII, this chapter.

2-9. Application periodSubmit applications any time after registra-tion for the final academic year, but not lat-er than the date on which the cadet wasdesignated a DMG. A DMS who declinesselection for an RA appointment may ask tobe reconsidered for appointment any time

c. If statement in b above is furnished,enter in item 41 (Remarks), DA Form 61,the college being attended or to be attended,the entrance date, and the graduation date.

d. Enter the major and minor academicfields of study in item 21c(5) (civilian educa-tion), DA Form 61, using item 41 (Re-marks) if more space is required.

e. Enter in item 4 (Source of application),the date on which applicant will be desig-nated a DMG (chap. 6, AR 145-1)./ A cadet who attended tbe ROTC ad-

vanced camp after completion of MilitaryScience (MS-IV), but was not designated aDMS, may on the camp commander's rec-ommendation be designated a DMS by thePMS. After reevaluation of the cadet'sstanding in academic and military subjects,he may be chosen a DMG. The choice doesnot have to be made during advanced camp;but it must be done in time to insure thatthe application for RA can be submitted bythe dates announced in the annual HQDALetter 145 series, subject. g. Attach documents as required in sec-tion III of table 2-1 and in accordance withannual DA letter.

2-11. Responsibility of Professors ofMilitary Science (PMS)The PMS will—

a. Review the application and related pa-pers for completeness.

b. Insure that the applicant meets the re-quirements for a DMS as stated in chapter6, AR 145-1.

c. Administer the Army Adaptation In-ventory (AAI) (DA Form 6274) to the ap-plicant. Either hand score the AAI answersheets (DA Form 6274) or send them to theCdr, US Army Enlisted Records and Evalu-ation Center, Fort Benjamin Harrison, IN46249, for machine scoring. Prepare section

Worksheet (DA Form 6274) for both hand-scored and machine-scored answer sheets.Attach the completed DA Form 6274 to theapplication.

d. Attach the following documents to theapplication and take administrative actionsas stated:

(1) DA Form 4609-R (ROTC CadetPerformance Evaluation) (prepared by acommissioned officer of the PMS staff* whohad the DMS in a class during the advancedcourse, preferably MS-HI).

(2) TRADOC Form 958-R (ROTC Ad-vanced Camp Cadet Evaluation) (sectionsA, B, and Cn prepared at camp).

(3) Review each rater's comments to in-sure that they contain sufficient informationto provide the selection board with a com-plete description of the cadet's strengthsand weaknesses.

(4) Resolve or comment on any conflict-ing evaluations.

(5) Compare each cadet's qualificationswith those of all other DMS of the PMS'sunit who are applying for an RA appoint-ment to insure that the best qualified arerecommended for an RA appointment.

(6) Indorse each DA Form 4609-R toinclude—

(a) A statement that the cadet is or is notrecommended for an RA appointment.

(b) Any comments appropriate for con-sideration by the selection board, e.g., extra-curricular activities that indicate self-motivation, dedication, career intentions,academic achievements, and demonstratedleadership potential.

(7) Insure that a copy of the completedDA Form 4370-R is attached to eachapplication.

e. Forward the application and relateddocuments to the ROTC region command-er. Indicate the anticipated date that the ap-plicant will be designated a DMG andwhether advanced camp has been complet-ed. The instructions and procedures out-lined in a, bt c, and d above also apply tocadets graduating at a time other than atthe end of the normal school year. Insurethat all actions are completed at the righttime. Establish and maintain a file for eachcadet and retain this file for 1 year from thedate that the cadet was designated a DMS.Each file will contain a copy of each docu-ment referring to selection in the RA whichaccompanied the application.

2-12. Responsibility of ROTC regioncommandersROTC region commanders will—

a. Review each application for comple-tion and correctness of all actions.

b. Insure that the applicant meets the eli-gibility requirements. Applications of ineli-gible applicants will be returned to thePMS, stating the reasons for theirineligibility.

c. Expedite all actions to obtain missinginformation or documents required to com-plete tbe application. The application mustmeet the established deadlines announced in

the annual HQDA Letter 145 series, sub-ject- ROTC Officer Accession Program-tts-cal Year . . . — . . . which is sent to each

TRADOC Form 958-R will be forwardedto MILPERCEN. Upon receipt of the form,it will be sent to MILPERCEN for attach-ment to the application.

e. Assemble completed applications inthe order stated in table 2-1, and forwardthem to^QDA(DAPC-OPP-P), AJexan-dria, VA 22332. DA Form 4370-R will alsobe attached to each application file.

2-13. Application deadlines and theireffect on appointment dates ofselectees

a. To insure early notification to appli-cants of their selection and appointment oftheir date of graduation, send applicationsin time to reach HQDA(DAPC-OPP-P)before the dates specified in the annualHQDA Letter 145 series, subject: ROTCOfficer Accession Program-Fiscal Year..._... which is sent to each PMS. Selec-tions will be announced promptly for thoseapplicants who met the deadline dates.

b. When designating a selectee as aDMG is the only reason for delaying his no-tice, the PMS will complete the actionbefore offering an appointment to theselectee.

c. Notification of selection to the appli-cants, their consummation of appointmentor requests for delay in accepting appoint-ment will be accomplished in accordancewith chapter 5.

2-14. Branch and specialtyassignments

a HQDA MILPERCEN assigns gradu-ating cadets in a specialty and branch of ser-vice based on —

(1) Army requirements.(2) The cadet's—(a) Academic discipline and training.(b) Personal preferences.(c) Demonstrated potential for a

specialty.(d) Prior military training or experience

(to include branch and specialty training).b. Branch and specialty preference.

Branch and specialty quotas impose thegreatest restriction on branch and specialtyassignments; next is the cadet's field of aca-demic discipline. Therefore, each cadetshould list not only those branches and spe-cialties for which he has a preference, butalso those to which his college discipline re-lates (table 2-3).

2-15. Graduate studya. Cadets applying for a national or in-

ternational level scholarship, fellowship, orgrant authorized under AR 621-7, may, ifselected, pursue full-time graduate studywhile on active duty.

b. Cadets selected for appointment in theRA may delay active duty up to 2 years topursue a master's degree at their own ex-pense under AR 601-25. However, the ap-plicant desiring to complete his educationunder these provisions will agree in writingto accept his RA appointment upon termi-nation of the educational delay and prepareand furnish a statement as shown at figure2-1. Cadets selected for RA appointmentsand granted educational delays under theprovisions of AR 601-25 are required to ac-cept appointments in the USAR under sec-tion III, chapter 6, AR 145-1. Theapplications and related documents of thecadets selected for RA appointment andgranted educational delays will be forward-ed to the Cdr, US Army Reserve Compo-nents Personnel and Administration Center(RCPAC), St. Louis, MO 63132, for reten-tion until the officers complete or terminatetheir graduate education. The CG, RCPAC,will—

(1) Monitor these individuals' status,(2) Insure the review of their records,(3) Insure the consummation of RA ap-

Section IVReserve Officers' Training Corps(ROTC) Financial Assistance Program(Scholarship) Cadets

2-16. GeneralThis section prescribes the administrativeprocedures for submitting and processingapplications for Appointment in the RA ofROTC Financial Assistance Program(scholarship) cadets (10 USC 2107).

2-17. EligibilityApplicants must meet the eligibility require-ments of section II, chapter I. ROTC schol-arship graduates to be appointed in theAMEDD branches must meet the addition-al eligibility requirements stated in sectionXII, this chapter.

2-18. ApplicationEach scholarship cadet may submit a DAForm 61 as prescribed in section HI, chap-ter 1, and paragraphs 2-9 and 2-10, wheth-er or not he is designated a DMS. Thewords "Scholarship Cadet" will be enteredin item 2 "Governing Regulation or Circu-lar" of the form. Section VArmy Officers on Active Duty

2-24. GeneralThis section together with section II, chap-ter 1, prescribes the procedures for out-standing Reserve Component commissionedofficers on active duty in a voluntary indefi-nite status to apply for an RA appointmentto one of the basic branches. Applicantswho 'request assignment in one of the MIspecialties must also meet the prerequisitesstated in paragraph 1-24. Officers applyingfor appointment in one of the specialbranches must apply under and meet the el-igibility requirements of sections X, XI, orXII of this chapter and section II of chapter1. Selection under this program is highlycompetitive; only the best qualified andmost outstanding officers are selected.

2-25. Applicationa. * Applicants will submit their applica-

tions with the documents listed in table 2-1for this program, through channels. Appli-cants are not required to appear before anevaluation board. Applicants must meet themedical and security eligibility requirementsstated in chapter 1 . Only after an applicanthas been notified of his tentative selectionwill he have a medical examination.

b. Evaluation reports.'(1) If a commissioned or warrant officer

c. Applicants must have completed atleast 3 years of active Federal commissionedservice (AFCS) by the convening date of theselection board except as stated in sectionsX, XI, and XII. No waiver of this require-ment will be authorized.

d. Applicants assigned to the US ArmyIntelligence and Security Command willsubmit their applications through the Cdr,US Army Intelligence and Security Com-mand, Arlington Hall Station, Arlington,VA 22212, to HQDA (DAPC-OPP-P), Al-exandria, VA 22332.

2-26. Responsibility of majorcommandersMajor commanders will review applicationsto insure that all required documents (table2-1) are complete and correct. The applica-tions will be sent to HQDAfDAPC-OPP-P), Alexandria, VA 22332, within 5working days after receipt. Applications ofofficers scheduled for early release from ac-tive duty and those who arc at or near theage limits will be given priority action.

Section VITechnical Specialists

2-27. Generala. This section prescribes the procedures

for highly qualified people to apply for ap-pointment in the RA in one of the basicbranches. Applicants must have degreesfrom accredited colleges in any of the tech-nical specialties listed in table 2-2. Majorcommanders should seek, identify, and en-courage people who have a high degree oftechnical knowledge essential to the nation-al defense, to apply for appointment in theRA.

6. Each applicant appointed in the RAunder this section will attend the basiccourse of the branch to which assigned.

2-28. Responsibility of majorcommandersMajor commanders will maintain liaisonwith colleges, universities, and technical so-cieties in their geographical areas to contactand encourage highly qualified individualsto apply for RA appointments.

2-29. ApplicationApplicants will complete DA Form 61 andsubmit them with the documents listed intable 2-1 for this procurement program andas stated in chapter 1.

a. Each applicant will attach to his appli-cation three letters of recommendation frompersons—

(1) Not related to the applicant.(2) Who have personal knowledge of his

character, reputation, and communitystanding.

Section VIIFormer Officers and NonobllgatedOfficers

2-30. Generala. This section prescribes the procedures

for former RA officers and Reserve Compo-nent officers not on extended active duty toapply for appointment in the RA with as-signment to one of the basic branches ifthey—

(1) Have served in the Armed Forces ofthe United States.

(2) Have satisfied the active duty or ac-tive duty for training obligation required bylaw.

(3) Are not eligible to apply under othersections of this regulation.

(4) Have been separated from the ArmedForces under honorable conditions.

(5) Possess a baccalaureate degree.(6) Meet the eligibility requirements stat-

ed in section II, chapter 1.6. Nonobhgated officers serving on active

National Guard or USAR tours or on activeduty support tours must apply under andmeet the requirements of this section.

2-31. ApplicationApplicants will complete DA Form 61 andsubmit it with the documents required in ta-ble 2-1 for this procurement program, inaccordance with chapter 1. Graduates who did nottake part in ROTC will include three lettersof recommendation from persons not relat-ed to the applicant but who have personalknowledge of his character, reputation, andcommunity standing. Applications will besent through the nearest Army major com-mander to HQDA (DAPC-OPP-P), Alex-andria, VA 22332.

2-36. Responsibility of majorcommandersMajor commanders will thoroughly revieweach application to insure that the applicantmeets the general eligibility requirementsstated in chapter 1. As soon as possible afterthe receipt of an application, the majorcommander will invite the applicant to ap-pear before an evaluation board for process-ing (para 1-6). After the evaluation boardreview, the major command will send thea p p l i c a t i o n by i n d o r s e m e n t toHQDA(DAPC-OPP-P), Alexandria, VA22332. Applications received from ineligibleapplicants will be returned immediately tothem with the reasons stated for theirineligibiliry.

2-37. Special trainingSelectees for appointment in the RA will at-tend the OBC of the branch to whichassigned.

Section IXOfficers Selected for TemporaryPromotion from Secondary Zones

2-38. SelectionCommissioned officers (excluding Chaplainsand Judge Advocates) and warrant officersof the Reserve Components serving on ac-tive duty who are chosen from secondaryzones for temporary promotion to major,lieutenant colonel, CW3, or CW4 will be of-fered an appointment in the RA, providedthey are otherwise eligible. An applicationand evaluation by a field board are notrequired. Selectees for promotion to majorand above, who do not meet the educationalrequirements, will be offered an appoint-ment if recommended by the proper officermanagement division of MILPERCEN.

2-39. Notification of selectionEligible personnel will be notified by a DAletter, through channels, of their selectionfor RA. Their selection is subject to meetingthe eligibility requirements of chapter 1, andsatisfactory current performance. A selecteemust accept the offer of appointment within60 days after receipt of notification.

Section XAppointment of Chaplains

2-40. GeneralThis section prescribes tbe special eligibilityrequirements and procedures for selectingand appointing chaplains in the RA. Thisprogram permits selecting only the bestqualified and most outstanding chaplainswho have shown their capabilities. It alsoprovides for a gradual intake of people whohave the necessary service credit to main-tain a balanced promotion structure, subjectto statutory limitations.

2-41. Genera) eligibility requirementsIn addition to the general eligibility require-ments stated in section H, chapter 1, appli-cants must also meet the eligibilityrequirements in this section.

2-42. Age and special eligibilityrequirements

a. Age. An applicant must have reachedhis 21st birthday, but must not have passedhis 34th birthday (10 USC 3286fo)(l) and(b)) on the date of appointment However,the maximum age may be increased by thenumber of years, months, and days ofAFCS in the Army after 21 years of age andone of the following, if applicable:

(1) If he was a commissioned officer onactive duty on 20 July 1956 (10 USC 3286),a period of not more than 8 years, comput-ed by—

(a) Taking the period of commissionedservice that may be credited to the applicantin computing his basic pay, but not morethan the period computed by subtracting 34years from the applicant's age on the date ofhis RA appointment; and

(b) Subtracting the period of active com-missioned service in the Army that the ap-plicant performed after becoming 21 yearsof age; and before his RA appointment, butnot more than the difference in age comput-ed under (a) above.

(2) The number of days, months andyears by which the applicant's age exceeds34 years, but not more than 2 years.

(3) No officer will be appointed an RAofficer under this section if his age is abovethat age which would prevent him fromcompleting 20 years of AFCS before his55th birthday.

b. Active duty. Applicant must have com-pleted 5 years of continuous AFCS as achaplain and must be on active duty as acommissioned officer in the Army.

c. Education. Applicant's transcriptsmust show that he—

(1) Has completed 120 semester hours ofundergraduate credits (or the equivalent) at

a college or university listed in the currentissue of the Education Directory, Collegesand Universities, published by the Depart-ment of Education.

(2) Has completed 120 semester hours ofcredits (or the equivalent) from a school notlisted in the Education Directory. He willsubmit a statement or transcript from an ac-credited college or university that he has120 semester-hour credits (or theequivalent), and that they are acceptable;and

(3) Possesses a Master of Divinity degree(or an equivalent theological degree), or

(4) Has completed 3 resident years ofgraduate-level study in theology or relatedsubjects that—

(a) Lead to ordination and ecclesiasticalindorsement.

(b) Qualify the applicant to perform pro-fessional functions as a chaplain.

(5) Must have completed professional ed-ucational work at a graduate school thatis—

(a) A member of the American Associa-tion of Theological Schools.

(b) Listed in the Official Catholic Direc-tory; or,

(c) Independent of a college or universi-ty, but accredited by a regional accreditingagency or association listed in the Educa-tion Directory; or,

(d) If the graduate school is not listed in(a), (b), or (c) above, the applicant may beaccepted, if all other educational require-ments are met. A statement from an accred-ited school listed in the EducationDirectory stating that the applicant's credits(or the equivalent) are acceptable to thatschool must be attached to the application.

d. Ecclesiastical indorsement. Applicantmust present a DD Form 2088 (Ecclesiasti-cal Indorsement/Approval) from his au-thorized ecclesiastical denominationindorsing agency which is recognized by theArmed Forces Chaplains Board, statingthat he is—

(1) A fully ordained or qualified priest,rabbi, or minister of religion.

(2) Actively engaged in his denomina-tionally approved vocation.

(3) Approved and recommended as beingspiritually, morally, intellectually, and emo-.tionally qualified to represent his religiousbody in the RA. This indorsing agency maysend the s t a t e m e n t d i rec t toHQDA(DACH-ZA), WASH DC 20314.DD Form 2088 will be stocked and issuedby Office, Chief of Chaplains, Departmentof the Army, Washington, DC 20310. (1) Degree of demonstrated aptitude forthe military service.

(2) Personal attributes needed to be asuccessful RA chaplain.

c. Assemble the application as stated inparagraph 1-286 and forward it to HQDA(DAPC-OPP-P), Alexandria, VA 22332.

2-46. Action within HQDAa. MILPERCEN will—(1) Review all applications and related

documents for statutory and administrativeeligibility of applicants.

(2) Forward the application and relateddocuments to HQDA(DACH-ZA) for con-sideration by a selection board.

b. The Chief of Chaplains will—(1) Establish a selection board and con-

sider all applicants.(2) Return all of the applications to

MILPERCEN with recommendations forselection or nonselection and reasons fornonselections.

(3) Promptly notify all nonselectees andthose deferred, and give reasons; send acopy of each letter to HQDA(DAPC-OPP-P).

2-47. Service creditEach selectee will be credited at the time ofappointment with the total amount of ArmyAFCS performed after attaining 21 years of

2-49. GeneralThis section prescribes the special eligibilityrequirements and procedures for selectingand appointing commissioned officers in theJAGC, RA. Applicants must also meet theeligibility requirements of chapter 1. Beforeapplying, interested officers should first con-tact HQDA(DAJA-PT), WASH DC20310. (See AR 601-102.)

2-50. Sources of personnelPersonnel will be procured from—

a. Officers who successfully completedthe Funded Legal Education Program (AR351-22).

b. Reserve Component officers on activeduty (AR 601-102).

c. RA officers in the basic branches de-tailed to the JAGC.

2-51. Age and special eligibilityrequirementsThe applicant must—

a. Have reached his 21st birthday, butmust not have passed his 32d birthday (10USC 3286fa;(2) and (b)) on the date of ap-pointment. However, the maximum agemay be increased by the total of ArmyAFCS performed after attaining 21 years ofage, and one of the following, if applicable:

(1) If he was a commissioned officer onactive duty on 20 July 1956 (10 USC 3286),a period of not more than 8 years, comput-ed by—

b. Be a graduate of an American Bar As-sociation law school with a professional de-gree. Attach transcripts of law schoolcredits to the application.

c Be admitted to practice before the.highest court of a State or a Federal court;and be in good standing before the bar. Ap-plicant will furnish a statement from tbeproper authority showing applicant's admis-sion to practice and standing before the bar.

d. Furnish an affidavit containing a state-ment of his full-time or part-time legal expe-rience. Include governmental, judicial,teaching, military legal experience, and pri-vate practice. If the applicant has—

(1) Practiced law, include a list of themost important cases handled, showing thenature of each, and a general statement ofthe character of the practice.

(2) Taught law, stale the subjects whichwere taught.

(3) Held judicial office, show the extentof jurisdiction of his court.

(4) Had governmental or military experi-ence, give a description of his position andrating.

e. Be on active duty and have completedat least 2 years of AFCS.

2-52. Period of observationa. Officers desiring appointment under

this section will first be placed on observa-tion for at least 1 year (AR 601-102) as di-recied by The Judge Advocale General(TJAG), unless the officer has served previ-ously for at least 1 year on active duty as aJAGC officer. Applicants will serve on ac-tive duty as Reserve officers to demonstratetheir abilities for appointment in the RA.

6. Applicants who are not favorably con-sidered for appointment in the RA may, atthe discretion of the Secretary of the Armyor upon their own application, be relievedfrom active duty and discharged from theirReserve commissions in accordance withcurrent Army reserve policies. Applicantswho decline RA appointments tendered tothem may, at the discretion of the Secretaryof the Army, be relieved from active duty.In the absence of such a determination,these officers will complete the obligated pe-riod of active service.

2-53. Action within HQDAa. TJAG will—(1) Determine an applicant's selection or

nonselection.(2) Promptly notify the applicant by let-

ter of his tentative selection for RAappointment.

(3) Send a copy of the le t te r toMILPERCEN(DAPC-OPP-P).

b. Upon receipt of a copy of TJAG's let-ter of tentative selection, MILPERCEN willverify the officer's eligibility by reviewinghis official military personnel file against theeligibility requirements in chapter 1 and thissection. Eligible selectees will be processedfor nomination and appointment

Section XIIAppointment In the Corps of the ArmyMedical Department

2-56. GeneralThis section prescribes the special eligibilityrequirements and procedures for selectingand appointing commissioned officers in thevarious branches of the Army Medical De-partment (AMEDD) in the RA.

2-57. General eligibility requirementsa, RA appointments in the MC, DC, VC,

ANC, and the AMSC will be made underthis section and section II, chapter 1.

b. RA appointments in the MSC will bemade under chapter 1, and sections IIthrough VII, IX and this section of chapter2. Applications for branch transfer of RAofficers from the basic branches to the MSCwill be processed as applications for reap-pointment in the MSC under this section.Applications will be reviewed at all interme-diate commands to avoid sending applica-tions from ineligible officers.

2-66. Restrictions on appointment Inthe MSC and VCAn applicant with with prior Army activecommissioned service will not be appointedin the MSC or VC if the amount of servicewith which he would be credited (para2-656) would require his appointment in apermanent grade higher than that previous-ly held for at least 90 days in the ActiveArmy.

2-59. AgeApplicants for appointment in the AMEDDbranches must be at least 21 years old andmust meet the age requirements for thebranches as follows:

a. Veterinary Corps and Medical ServiceCorps. Applicant must not have passedhis—

(1) Thirty-second birthday on the date ofappointment in the VC.

(2) Thirtieth birthday on the date of ap-pointment in the MSC. These maximumages are statutory (10 USC 3286) and can-not be waived. However, they are increasedby the total time of AFCS in the Army afterattaining 21 years of age, and a period (notto exceed 2 years) equal to the years,months, and days by which the applicant'sage exceeds 32 years for VC applicants and30 years for MSC applicants.

6. Army Nurse Corps and Army MedicalSpecialist Corps (10 USC 3291). On the date

of nomination for appointment by the Presi-dent, an applicant must not .have passed'his—

(1) Twenty-seventh birthday for appoint-ment as a second lieutenant;

(2) Thirtieth birthday for appointment asa first lieutenant; or

(3) Thirty-ninth birthday for appoint-ment as a captain.The maximum ages in (1) and (2) above areincreased by an amount of time equal to thecommissioned service performed on activeduty (to include active duty for training) (10USC 3291) in the Armed Forces after age21, but not more than 5 years.

c. Medical Corps and Dental Corps. TheArmy generally needs potential for long ser-vice before an original RA appointment inthe MC and the DC. However, an applicantcan be considered for an appointment as anRA MC officer even if he by virtue of age orprior military service, cannot complete 20years of AFCS before his 60th birthday. Onrequest, an exception to this policy may begranted by The Surgeon General (TSG),DA.

2-60. Education and professionalrequirementsFinal acceptance of an applicant's creden-tials is made by TSG. Requirements by spe-cialty area are—

a. Medical Corps.(1) Graduate of an accredited US medi-

cal school whose graduates are eligible forunrestricted licensure or have received anunrestricted license. Foreign medical gradu-ates (FMG) must have received a StandardEducational Foreign Medical Graduate Cer-tificate from the Educational Commissionfor FMG and permanent unrestricted licen-sure in one of the United States, District ofColumbia, Puerto Rico, or a territory of theUnited States.

(2) Completion of at least 1 year US in-ternship or residency training after gradua-tion from a medical school, except as notedin (3) below. (Application may be submittedbefore internship is completed.)

(3) A doctor of osteopathy is acceptableif he—

(a) Is a graduate from a college of oste-opathy approved by the Bureau of Profes-sional Education, Committee on Colleges ofthe American Osteopathic Association; andits graduates are qualified to be licensed topractice medicine or surgery hi one of theUnited States, District of Columbia, PuertoRico, or a territory of the United States;and

(b) After graduation from an approvedschool of osteopathy has had 12 months ormore of intern or residency training in ahospital approved by the American Osteo-pathic Association or the American MedicalAssociation.

b. Dental Corps.(1) Graduate of an accredited dental

school.(2) Engaged in the practice of dentistry

or participating in appropriate professionalactivities.

(3) iJf.not.on active duty at the time ofapplication, must be licensed to practicedentistry in the United States, the Districtof Columbia, Puerto Rico, or a territory ofthe United States.

c. Veterinary Corps. Graduate of an ac-credited veterinary school or have receivedcertification by the Educational Commissionfor Foreign Veterinary Graduates and pos-sess an unrestricted licensure to practiceveterinary medicine in the United States,Puerto Rico, or a territory of the UnitedStates.

d. Medical Service Corps. Have at leastthe following qualifications for the specialtyindicated. The required degree must havebeen awarded by an accredited institutionor program, or one acceptable to TSG—

(1) Optometry—Doctor of Optometrydegree and license in one of the UnitedStates, the District of Columbia, PuertoRico, or a territory of the United States.

(2) Podiatry—Doctor of Podiatry degreeand license in one of the United States, theDistrict of Columbia, Puerto Rico, or a ter-ritory of the United States.

(3) Psychology—Doctorate in Clinical,Counseling, or Research Psychology from aschool approved by TSG.

(4) Pharmacy—At least a baccalaureatedegree in pharmacy and a license to practicepharmacy in one of the United States, tbeDistrict of Columbia, Puerto Rico, or a ter-ritory of the United States.

(5) Laboratory sciences:(a) Doctorate in Physiology.(b) Master's degree in Microbiology, Bio-

chemistry, Parasitology, Immunology, orother laboratory sciences related to healthcare.

(c) Baccalaureate degree in a biologicalscience with at least 1 year of clinical labo-ratory experience and certification by theAmerican Society of Clinical Pathology orequivalent.

(6) Audiology—Master's degree in Audiology or in Speech Pathology and Audiolo-gy with major emphasis on Audiology.

(7) Social work—Master's degree or doc-toral degree in Social Work from a schoolacceptable to TSG.

(8) Environmental Sciences—Master'sdegree in Public Health, Industrial HygieneEnvironmental Health, or similar trainingacceptable to TSG. Applicants with a bac-calaureate degree in these specialities willalso be considered.

(9) Sanitary Engineering—Master's de-gree in Sanitary, Civil, Environmental, orChemical Engineering from an accreditedschool. Applicants with a baccalaureate de-gree in a related engineering field may beconsidered.

(10) Nuclear Medical Science—Master'sdegree in Radiobiology, RadiochemistryNuclear Physics, Health Physics, Radiologi-cal Physics, Applied Atomic Physics, orNuclear Engineering. Applicants with abaccalaureate degree in one of these special-ities, and at least a year's experience in thespecialty will also be considered.

(2) Physical Therapist Section. An appli-cant must—

(a) Have a baccalaureate degree, basicmaster's degree, or a certificate in physicaltherapy with a baccalaureate degree in an-other area of study. Degrees or certificatesare obtained by completing a physical ther-apy program accredited by an agency recog-nized by the Secretary of Education or theCouncil on Post Secondary Education.

(b) Be eligible for membership in theAmerican Physical Therapy Association., (c) Furnish proof of State licensure or

2-61. Source of personnela The primary source of AMEDD RA

officers is from Reserve ComponentAMEDD officers who have demonstratedtheir qualifications during active militaryservice. This source of applicants will beused to the fullest extent. Any individualwho meets the basic eligibility requirementsand has the qualities desired for appoint-ment in the RA should be encouraged toapply. Senior officers should carefully ob-serve the performance of their junior Re-serve Component officers, particularly thoseon their initial tours of active duty. Thosewho meet the basic eligibility requirementsand have the qualities desired for RA ap-pointment should be encouraged to apply.They should be—

(1) Told the advantages of an RA career.(2) Furnished all necessary information

and assistance to prepare and submit anapplication.

b. From Reserve Component officers se-lected for temporary promotion from secon-dary zones (sec IX, this chap.).

2-62, Active duty applicants andspecial evaluation report requirementsApplications for appointment in theAMEDD branches, except MSC andAMSC, will not be submitted earlier than 8months after applicants entered on activeduty. Applications for appointment in theMSC and AMSC will not be submitted pri-or to completion of 3 years of AFCS, unlessthe officers are invited to apply by the Chief,Medical Service Corps, or Chief, ArmyMedical Specialist Corps, respectively. For-mer RA officers may apply for reappoint-ment after entry on active duty. A specialOER will be submitted as stated in para-graph 2-256, if the applicant has less than 5years active commissioned service on hiscurrent tour. The rater, intermediate rater,and senior rater will specifically commenton the officer's overall qualifications for ap-pointment in the RA. A special evaluationreport will be submitted on an MC officer ifhis DA Form 4037 (Officer Record Brief)does not show that an OER had been previ-ously submitted. Applications for appoint-ment in the MC will not be delayed pendingthe completion of a special evaluation re-port. However, commanders will insure thatthe OER is prepared and submitted prompt-ly per paragraph 5-16, AR 623-105.

2-63. Applicationsa. Applicants will complete and submit

stated in table 2-1 for this program,through channels. Responsible commanderswill forward the applications with com-ments to HQDA(DAPC-OPP-P), Alexan-dria, VA 22332. Applicants do not have toappear before an evaluation board. Theymust meet the medical and security eligibili-ty requirements stated in chapter 1. Afteran applicant has been notified of his tenta-tive selection, he will have a medicalexamination.

b. The type of current service agreementof applicants on active duty (including ac-tive duty for training), to include expirationdate, if applicable, will be entered on the ap-plication (item 41, remarks, DA Form 61).

2-65. Service creditTo determine permanent grade, position onthe appropriate promotion list, seniority inpermanent grade, and eligibility for perma-nent promotion, each officer selected for ap-pointment in the RA under this section willbe credited at the time of appointment withservice as computed by MILPERCEN asfollows:

a. Medical and Dental Corps. Appointeesmay be credited with service as indicated in(1) through (6) below. Service credit for pe-riods of less than a full year (other thancredit under (2)(a) below) will be computedbased on the number of months and days insuch periods. However, an officer appointedin the MC will not be credited with lessthan 5 years of service.

(1) Credit for prior active commissionedservice—

(a) As a medical or dental officer in theArmy, Navy, or Air Force—100 percentcredit.

(b) Other than as a medical or dental of-ficer in the Army, Navy, Air Force—100percent credit for the first 2 years, 50 per-cent for each additional year (not to exceed4 years), and no additional credit for servicein excess of 6 years. Medical and dental ap-plicants who took part in the Program forMedical, Osteopathic, Dental, and Veterina-ry Education for RA and USAR officers ofthe Army (under AR 601-112) or the Ex-cess Leave Program will receive full creditfor service as RA officers.

(2) Credit for professional education,training, and experience not credited under(1) above—

(a) For completion of medical, osteo-pathic, or dental school—4 years credit.

(b) For professional education, training,and experience following graduation frommedical, osteopathic, or dental school (in-cluding internship)—100 percent credit forthe first 2 years, and 80 percent credit foreach additional year.

(3) Additional service credit for out-standing qualifications, when warranted andnot to exceed 3 years, may be granted as de-termined by HQDA. An appointee creditedwith service under this provision cannot becredited with an amount of service which

would be greater than the actual period oftime after graduation from medical, osteo-pathic, or dental school.

(4) In computing service credit, no peri-od of time will be counted more than once,except for service credit under (3) above.

(5) No officer appointed in the MC orDC under the regulation, who had a breakin active service as a medical or dental of-ficer, will be given credit which is equal toor more than the service with which the of-ficer would have been credited except forsuch break in active service. In such cases,an appropriate amount of service will becredited as determined by HQDA. The ser-vice credited will not be less than that statedin (2)(b) above, which gives 100 percentcredit for the first 2 years of professional ed-ucation, training, and experience, aftergraduation from a medical, osteopathic, ordental school, including internship.

(6) In determining credit to be granted toa graduate of a foreign medical school, aconstructive date of graduation will be de-termined by HQDA, to equate his trainingwith that which he would have received ifhe had received such training in the UnitedStates.

(7) The provisions of this paragraph donot affect service creditable for voluntary ormandatory retirement or for pay purposes.

(8) An officer who—(a) Holds an RA appointment in the

grade of second or first lieutenant, and(b) Becomes otherwise eligible for trans-

fer to the MC or DC through a new ap-pointment in the RA, but

(c) Will have less than 4 years of promo-tion list service credit at the time of ap-pointment, will be appointed in grade offirst lieutenant in the MC or DC. To deter-mine his position on the promotion list, se-niority, and eligibility for promotion, he willbe credited with the service authorized in(1) and (3) above, and any additional creditauthorized by (2) above to give him a totalof 4 years promotion list service as of thedate of his appointment in the MC or DC,RA.

(9) An exception to (8) above is an officerwho has completed a 1 -year internship sincegraduation from a medical or osteopathicschool and is to be appointed in theMC—he will be credited with no less than 5years* service.

b. Veterinary Corps and Medical ServiceCorps.

(1) Appointee may be credited with theactive commissioned service performed inthe Army after attaining age 21, and

(2) Appointee may be credited with thefollowing:

(a) Three years if appointed in the VC ifuse of constructive credit is not needed tomeet the age requirements. Veterinary par-ticipants in the Program for Medical, Osteo-pathic, Dental and Veterinary Education forRA and USAR Officers (under AR601-112) will receive full credit.

(b) Four years if appointed in the MSC,and if when appointed, he has a Doctor ofPhilosophy degree or a comparable degree

recognized by TSG in a science allied tomedicine; and if constructive credit is notneeded to meet the age requirements. .If the4-year credit is authorized, it will be re-duced by the amount of any active commis-sioned service previously credited thatcovered any time when the appointee wastaking part in professional graduate educa-tion for which the qualifying degree wasgranted.

c. Army Nurse Corps and Army MedicalSpecialist Corps. An appointee will becredited with the AFCS performed after age21, except that not more than 14 years maybe credited. An appointee who does notqualify for at least 3 years' credit may becredited with 3 years' service if he meetsone of the requirements below. To computethe periods of professional activities, includeall times of appointee's participation in full-time training related to the profession or itspractice, after applicant fulfilled the basiceducational and professional requirementsspecified in paragraph 2-60e and /

(1) Army Nurse Corps.(a) Has been working in related profes-

sional activities for at least 3 years aftercompleting the basic training program innursing.

(b) Has a baccalaureate degree in nursingfrom an accredited institution and has atleast 12 months of related professionalexperience.

(c) Has a master's degree in nursing or aclinical specialty from an accreditedinstitution.

(2) Army Medical Specialist Corps.(a) Has a baccalaureate degree and has

completed qualifying professional specialtyeducation as outlined in paragraph 2-6Q/(l),(2), or (3). In addition, has at least 3 yearsin related professional activities.

(b) Has a master's degree and at least 1year of experience in appropriate specialty.

Chapter 3Posthumous Appointments

3-1. GeneralThis chapter prescribes special requirementsand procedures for issuing posthumouscommissioned officer and warrant officer ap-pointments in the RA.

3-2. Authority to issue appointmentsTitle 10, USC, section 1521 for commission-ed officers; section 1522 for warrant officers.Appointments are issued by HQDA,MILPERCEN.

3-3. Conditions under whichappointments may be IssuedA posthumous appointment may be issuedwhen—

(1) Was officially nominated for appoint-ment by the President and approved by theSenate; but

(2) Could not accept the appointment be-cause of death in the line of duty, on or af-ter the date of nomination by the President;or

(3) Was approved for appointment by theSecretary of the Army under recess provi-sions while the Senate was not in session;but could not accept the appointment be-cause of death in the line of duty on or afterthe date of the Secretary's recommendation.

b. Warrant officer—(1) Was officially nominated for appoint-

ment by the Army Chief of Staff; but(2) Could not accept the appointment be-

cause of death in tbe line of duty on or afterthe date of nomination by the Army Chiefof Staff.

3-5. Effective datea. The effective date of the appointment

for commissioned officers will be the date ofconfirmation by the US Senate for appoint-ment under paragraph 3-3o; or the approv-al date by the Secretary of the Army forappointment under paragraph 3-36.

b. The effective date of the appointmentfor warrant officers will be the date of rec-ommendation by the Army Chief of Staffunder paragraph 3-36.

3-6. Bonus gratuity, pay, or allowance(10 USC 1523)Commissioned and warrant officers may beappointed or promoted posthumously.However, the amount of bonus, gratuity,pay, or allowances is not changed by theseappointments or promotions.

(3) The overstrength year groups, spe-cialties or MOS as appropriate.

(4) Other special requirements asnecessary.

h. Approval of RASB recommended se-lectees for assignment to the Military Intel-ligence Branch will be coordinated byMILPERCEN with the Director, US ArmyPersonnel Security Group, US Army Intelli-gence and Security Command.

i. A selectee for a commissioned officerappointment who is not on active duty, butholds a commission in the Reserve Compo-nents may ask to be placed on active dutypending consummation of the RA appoint-ment. He will submit a DA Form 160 (Ap-plication for Active Duty), in duplicate, to*he CG, US Army Reserve Componentsgerwpnnel and Administration Center, not

than 21 days prior to the date that entryiactW.duty is desired. In item Ib of the

DA Form 160, "3 years" or "indefinite"will be entered as the period of active dutyfor which applicant volunteers. The CG, USArmy Reserve Components Personnel andAdministration Center will forward this ap-p l i c a t i o n f o r a c t i v e d u t y t oHQDA(DAPC-OPP-P).

4-2. Service credit and permanentgrade determinations

a. To determine the permanent grade,position on the promotion list, seniority ingrade, and eligibility for promotion, each se-lectee will, when appointed, be creditedwith the number of years, months, and daysof Active Army commissioned service afterage 21, and if it applies, the period by whichthe age is increased as stated in paragraphl-20a(2).

b. Based on the service credited in aabove, the grade in which an appointee isappointed is that grade held by—

(1) The junior officer on the appropriatepromotion list who is not a deferred officer;or

(2) An officer considered but not recom-mended for promotion but who has thesame or next longer service as the selectee.The name of the appointee will be placed onthe appropriate list immediately below suchjunior officer.

c. A selectee will not be appointed if theamount of service with which he would becredited under a above would require hisappointment in a permanent grade higherthan the highest grade held on active dutyin the active Federal service in the Army.For this purpose, active service (except forANC and AMSC selectee, para 2-59b) isdefined as continuous AFCS in the ActiveArmy for more than 90 days. Periods of ac-tive service of 90 days or less may not becombined to achieve a total of over 90 days.

d. A cadet or midshipman at the US Mil-itary, Naval, or Air Force Academy, maynot be originally appointed in a commis-sioned grade in the RA before his class-mates are graduated and appointed asofficers. Also, an individual who was a cadetor midshipman who did not graduate fromone of the academies may not be credited atthe time of appointment as a commissionedofficer in the RA, with longer service thanthat credited to a member of his class atthat academy whose service has been con-tinuous since graduation and appointmentas an RA officer.

e. Service credit and grade determinationof appointees in the branches of theAMEDD. See section XU, chapter 2.

5-1. Notificationa. Announcement of selection proceed-

ings and notifications to tentative selecteeswill be made by HQDA letter through com-mand channels to each selectee, except forROTC cadet tentative selectees (see III andIV, chap. 2) who will be notified by letterthrough the ROTC region commander andPMS.

b. Selectees from the ROTC DMG andscholarship programs whose applicationsare received by the announced due dates(para 2-13a) will be notified as promptly aspossible. Subsequent ROTC selectees will benotified as soon as possible after recommen-dation for selection is received from theRASB.

c. A receipt of notification of an appli-cant's tentative selection is not an authori-zation to consummate an appointment iniheRA.

5-2, Contingenciesa. A selectee subject to a medical exami-

nation contingency must meet the medicalfitness and weight standards prescribed inAR 600-9 (for Active Army applicants),and chapter 2, AR 40-501 (for all other ap-plicants). He must undergo a Type A or Bexamination (as appropriate). Selectees willarrange for their medical examinations, ex-cept for ROTC selectees. The PMS will ar-range examination locations for ROTCselectees (sec III and IV, chap. 2). Com-manders and PMS will make the arrange-ments for appropriate examination locationsfor all selectees whose travel expenses arenot chargeable to the Federal Government.Except for ROTC selectees, all other select-ees will not be informed that they are medi-cally qualified for RA appointment exceptby HQDA authority. A scheduled medicalexamination will not be canceled or discon-tinued because the selectee does not appearto be medically qualified. Selectees will beadvised that final determination of theirmedical status (except those from ROTCprograms) is made by HQDA. If a requiredmedical examination is not done within areasonable time (normally 15 days) whendirected by a major commander, action willbe taken by certified mail to determine thecause of noncompliance. If scheduled medi-cal examination is delayed further, it will beinterpreted that the appointment has beendeclined. The selectee will be so informedby certified letter. A copy of the letter andthe certification receipt will be sent toHQDA(DAPC-OPP-P), Alexandria, VA22332.

b. Medical examinations taken to qualifyfor appointment in the RA are valid for 1year.

c. A selectee on whom an NAC has notbeen completed will not be recommended

for Presidential nomination until a favorableNAC is received in HQDA.

d. When a contingency for appointmentin the RA cannot be fulfilled by a selectee,HQDA(DAPC-OPP-P) will be notified byletter and all copies of the letter of appoint-ment will be destroyed.

e. If any derogatory information or no-tice of an initiated or pending investigationis received in HQDA on a selectee prior tohis taking the oath of office, his appoint-ment will be stopped until this informationis resolved. A Standby Advisory Board willbe convened to consider the selectee's suita-bility for RA appointment in light of this in-formation. The recommendation of theBoard is advisory only; it is not binding up-on the Secretary of the Army or the Presi-dent. If the selectee's name has not beenforwarded to the President for nomination,the Secretary may remove the selectee'sname from the recommended list If the se-lectee's name has been forwarded to thePresident for nomination, and the Secretarybelieves that the selectee should not be ap-pointed in the RA, the Secretary's recom-mendation with the facts in the case will besent to the President. HQDA will advise theselectee of the delay and of the final actionby the Secretary or the President, asapplicable.

Section IIAppointment Notification

5-3. Generala. A delay between the notification date

of the appointment and the acceptance datewill advance the date of rank as commis-sioned officers for those selectees not on ac-tive duty. Therefore, all personnel willadhere to the time limits for the completionof actions prescribed here for commissionedofficers not on active duty. Acting quicklywill avoid penalizing applicants for delaysafter the nomination dates. Oaths of officewill not be taken until all contingencies areresolved.

b. When Presidential nomination andSenate confirmation have been made forcommissioned officers, their names are an-nounced in DA appointment orders. Theseorders will protect each appointee's rightsto any higher temporary grade or more se-nior date or rank. MILPERCEN will sendenough copies of the appointment orders forROTC RA selectees to the ROTC regioncommanders; for all others RA selectees,the appointment orders, with individuallyaddressed letters of appointment, will beforwarded to the major commanders.

5-4. Tender of appointment ascommissioned officers

d. Upon receipt of the appointment or-ders and letters, major commanders willtender appointments to all selectees withintheir commands who are 21 years old andhave no contingencies. ROTC DMG andscholarship graduates may be appointed inthe RA even though under 21. A selectee

whose appointment is subject to contingen-cies will be appointed in the RA immediate-ly after the contingencies are resolved. Anappointee will not take an oath of officebefore being medically qualified. When pos-sible, HQDA will give appointment ordersand assignment instructions for year-endROTC selectees to ROTC region com-manders in time to tender appointments inthe RA on the date of the selectee's gradua-tion. However, the time required forprocessing and securing Presidential nomi-nation and Senate confirmation will not al-ways permit furnishing appointment ordersand assignment actions for midterm gradu-ates or year-end graduates who fail to applysufficiently in advance of the graduationdate. ROTC region commanders will try toresolve any contingencies and insure that allappointees becoming DMGs on graduationday are tendered their appointments on thatday.

b. The following documents will bepromptly sent to each selectee:

(1) Letter of appointment (to be retainedby selectee) (ROTC RA selectees excluded).

(2) A copy of the DA appointmentorder.

(3) DA Form 71 (Oath of Of-fice—Military Personnel) for RA appoint-ment. (See AR 135-100.)

(4) DA Form 71 (Oath of Of-fice—Military Personnel) for US Army ap-pointment, if applicable.

(5) DA Form 1972 (Regular Army Ap-pointment .Information) in triplicate.

(6) Instructions to the selectee, not on ac-tive duty, to have his social security cardwhen reporting to his first duty station.

(7) Instructions telling selectees of theneed for a medical statement (para 5-6c).

(8) Instructions to selectees, not on activeduty, of a possible deferment of their takingthe oath of office (sec IV, this chap).

(9) Initial duty assignment orders, ifapplicable.

Section IIIConsummation of Appointment

5-5. GeneralCare will be taken to complete ail the docu-ments needed to make the appointment;they all become basic records needed for anofficer's RA career.

5-6. Action required of all selecteesa. A selectee who wants to accept an ap-

pointment wilt take the RA oath of office (1copy DA Form 71) within 3 months of thedate of notification (except for ROTC se-lectees). The following documents will besent to the appropriate major commanderfor dispatch to HQDA(DAPC-OPP-P),Alexandria, VA 22332:

(1) DA Form 71 for RA appointment(2) DA Form 71 for appointment in the

US Army, if required (para 4-3).(3) Medical statement required by c

below.

(4) DA Form 1972, in triplicate.(5) Initial RA assignment orders issued

by tbe major commander, in duplicate (para5-13).

b. Before sending the above documentsto HQDA(DAPC-OPP-P), major com-manders will attach a copy of the letter ofappointment in the USAR issued by themajor commander or by the CG, RCPAC.This letter will be attached if such an ap-pointment had been accepted before the ac-ceptance of the current appointment in theRA.

c. On the date that appointee is to takethe oath of office, he will first fill out DAForm 3081-R (Periodic medical examina-tion (statement or exemption)) (chap. 10,AR 40-501). This form will not be modi-fied. If it cannot be completed in the formatshown, the appointment will not be con-summated. HQDA(DAPC-OPP-P) will betold the reasons for the nonconsummation.If needed, a new report of a medical exami-nation as prescribed in paragraph 5-2 willbe submitted when the selectee's medicalcondition permits, or as directed byHQDA(DAPC-OPP-P).

d. Appointees with prior military servicewho accept appointment hi a branch of theAMEDD will furnish proof of completingtheir schooling or internship to their milita-ry personnel office (MILPO). This proofwill attest to their claim for constructiveservice credit. Proof may be a diploma fromthe professional school, a transcript ofschool credits, a letter from the school, orany other document that proves the datesthat appointee attended tbe school or servedas an intern. The proof must show the day,month, and year of entry and completion ofthe professional school or internship. TheMILPO will obtain three copies of the doc-ument that verifies the dates; one copy willbe filed in the selectee's Personal FinancialRecord; one copy will be submitted with theselectee's military pay voucher; and onecopy will be sent to HQDA(DAPC-OPP-P), Alexandria, VA 22332.

e. All documents about the appointmentwill include the appointee's social securitynumber.

5-7. Reporting disposition ofappointee

a. If an appointee (other than an ROTCRA appointee) does not accept appointmentwithin 3 months of the tendering of ap-pointment, and if a delay has not been askedfor (sec IV) the appointment will beABANDONED, and it will be reported bythe originating major commander toHQDA(DAPC-OPP-P), Alexandria, VA22332. .,

b. An ROTC RA appointee must takethe RA oath of office within 30 days of theeligibility date for appointment; exceptionsinclude—

(1) An approved educational delay ortemporary deferment (maximum of 60days). (See para 5-11.)

5-8. Declination of appointmentThe major commander will acknowledge re-ceipt of declination of appointment (bearingappointee's signature); and he will quickly.send it with an acknowledgement toHQDA(DAPC-OPP-P).

Section IVDelay In Acceptance of Appointment

5-9. Generala Appointees who are not on active duty

as commissioned officers may be granted adelay in acceptance of appointment forthese reasons:

(1) To settle family or business affairs.(2) Sickness of the individual or sickness

or death with the immediate family.(3) To pursue graduate study (ROTC

cadets).b. A delay will not be granted for reasons

such as awaiting the results of an appoint-ment to a civilian or governmental position.

c. When an appointee wants to delay hisacceptance of appointment in excess of 30days, he must ask for the delay within 30days of receipt of the appointment notice.

5-10. Request for delayThe request for delay will state the period ofdelay, the reason, and the employment sta-tus of the appointee (e.g., self-employed,contractual, commercial, Federal, State, orlocal government, or with an internationalagency). The request will be sent to the ma-jor commander who tendered theappointment

5-11. Processing the request fordelay

a. The major commander may approve arequest for a delay of less than 60 days. Thenotice to the appointee will include the fol-lowing information:

(1) The date of rank as an officer in theRA is the date the oath of office is taken. Itmay be adjusted to include actual or con-structive service credited by law.

(2) The RA oath of office may be takenat any time during the delay period if theappointee wants to shorten the authorizeddelay period.

(3) An approval of a delay in taking theRA oath of office will not delay taking theUSAR oath of office (applicable to ROTConly). A copy of the delay approval will besent promptly by the major commander toHQDA(DAPC-OPP-P).

b. A delay in excess of 60 days is notauthorized.

Section VIntlal Duty Assignment Orders

5-12. Generala. HQDA will give assignment instruc-

tions for RA appointees, not on active dutyas commissioned officers, to the major com-manders at least 45 days before the appoint-ee's date of appointment. (See AR 614-105for the policy and procedures for assign-ment of ROTC and USMA graduates ap-pointed in the RA.)

b. Appointees initially ordered to activeduty in the RA may be given a maximum of30 days advance leave per paragraph 5-1,AR 630-5. Advance leave granted must beat the request of the appointee. Tbe appoint-ee will be told that he may report for activeduty before the end of the leave. However,per diem allowance, if approved, will notstart prior to the specified reporting date. Adelay in reporting for active duty becauseadvance leave is granted is not to be con-fused with a delay in taking the oath of of-fice (sec IV, this chap.).

5-13. Issuance of Initial assignmentorders

a Major commanders will issue the ini-tial assignment orders. For appointeees whoare authorized excess leave by HQDA, themajor commanders, unless otherwise direct-ed by HQDA, will issue the initial activeduty orders to assign appointees to—

5-14. Action by appointeesa. Appointees who accept appointment

and are not on active duty will comply withthe initial assignment orders no later thantbe day after they take the oath of office.

b. Appointees who decline the appoint-ment will notify the appropriate major com-mander unless they have previouslydeclined the appointment in writing.

5-15. Action by major commanders(excluding ROTC region commanders)On receipt of an oath of office (DA Form71), the major commander will—

a. Record the date of acceptance on thepertinent documents in the field personnelfile.

b. Annotate the oath of office documentby citing the assignment orders and report-ing date.

c. Mail copies to the fol lowingaddressees:

(1) One copy to the commander of thefirst military organization to which the of-ficer will report having responsibility for theinitial preparation of the officer's pay andpersonnel records.

(2) One copy to HQDA(DAPC-OPP-P), Alexandria, VA 22332.

(3) One copy to MILPERCEN for of-ficers assigned to the basic branches ad-dressed as follows: HQDA(DAPC-OP . . . ) , Alexandria, VA 22332. (Completethe symbol by adding the appropriate letter,i.e., C (Colonels Division), E (CombatArms Division), F (Combat Support ArmsDivision), G (Combat Services Support Di-vision). Section ISpecial Eligibility Requirements andApplication Procedures

6-1. GeneralThis section prescribes the special qualifica-tions and administrative procedures for ap-pointment of warrant officers in the RA.Applicants must also meet the eligibility re-quirements in chapter 1.

6-2, Sources of personnelRegular Army warrant officers will be pro-cured from Reserve Component warrant of-ficers on active duty.

6-3. QualificationsTo qualify for an RA appointment, an ap-plicant must—

a. Have demonstrated through experi-ence or training outstanding technical abili-ty and aptitude for military service.

b. Have an exemplary record of effciencyand personal conduct.

c. Possess personal attributes needed fora successful career as a warrant officer oftheRA.

d. Be able to complete 30 years of activeFederal service (AFS) by age 62. Requestsfor waiver of this requirement may be sub-mitted to HQDA(DAPC-OPP-P), for con-sideration, provided the warrant officer cancomplete 20 years AFS by age 62.

e. Be a high school graduate, completedhigh school, or have passed the General Ed-ucation Development (GED) test (highschool level) through the US Armed ForcesInstitute (USAFI). Documentation of thecompletion of the GED test must be at-tached to the application if the informationis not already on file in HQDA./ Meet the education requirement for the

military occupational specialty (MOS) forwhich appointment in the RA is desired, ifthe MOS requires more than a high schoollevel education. An associate degree is thedesired educational goal for RA warrantofficers.

g. Have completed a minimum of 3 yearsof his current tour of active service as anArmy warrant officer by the convening dateof the board.

6-4. Invitation to applyWarrant officers who have completed lessthan 3 years of active warrant officer serviceon current tour may apply if invited by let-ter from the CG, MILPERCEN(DAPC-OPW>, the Cdr, US Army MedicalPersonnel Support Agency (SGPE-PDM);or The Judge Advoca te General(DAJA-PTW), as appropriate.

b. Applicant will list in order of prefer-ence up to three choices of MOSs. Prefer-ences are limited to those MOSs alreadyawarded to the applicant and to those inwhich he has served on active duty as awarrant officer.

c. Evaluation reports and letters. (Seepara 2-25b.)

e. Application will be sent through chan-nels to HQPA(DAPC-OPP-P). All com-manders in the chain of command willinclude their recommendations for approvalor disapproval in their forwarding indorse-ments. If disapproval is recommended, thereasons will be stated. Commanders whohave personal knowledge of an applicant'sperformance or qualifications will includethis in their comments./ Commanders will review applications

to determine the eligibility of the applicantsand will take action as stated in this regula-tion. Applicants found ineligible will be toldof the reasons for their ineligibility whentheir applications are returned.

g. Commanders will notify applicants ofany unavoidable processing delays (e.g., aneed for additional information).

6-6. MILPERCEN responsibilitiesMILPERCEN will—

a. Review applications for statutory, reg-ulatory, and administrative eligibility.

b. Forward applications and official mili-tary personnel files to tbe appropriateRASB or DA staff agencies indicated inparagraphs 4-16 and c.

c. Furnish names of applicants selectedand recommended for RA appointment bythe RASB, to the Secretary of the Army forapproval (para 4-le).

d. Inform applicants of their nonselectionor tentative selection (para 4-1/and 5-1).

e. Instruct the commanders to have theappointments consummated.

Section IIAppointment

6-7. Tender of appointmento. On approval of the selectees by the

Secretary of the Army, the applicants willbe tendered appointment as RA warrantofficers.

b. The date of appointment will be thedate of acceptance by the applicant; general-ly the date tbe applicant takes the oath ofoffice.

6-6. Creditable serviceOnly active service as a warrant officer willbe considered when determining the RAgrade, position on the RA promotion list,seniority in grade, and eligibility for promo-tion. Subject to paragraph 6-9c, an appoint-ee will be credited on the appointment datewith the years, months, and days of activeservice as a warrant officer, minus the years,months, and days spent in a nonselect forpromotion status..

a, Nonselect time is between the adjourn-ment date of the promotion selection boardwhich first considered the appointee, but didnot select him, and the adjournment date oftbe promotion board which later selectedhim for promotion.

6. Active warrant officer service meansfull-time active duty as a warrant officer inthe Army for more than 90 consecutivedays. Active duty or active duty for trainingfor periods of 90 days or less will not be in-cluded and will not be .combined to total aperiod of over 90 days.

6-9. Determination of RA grade anddate of rank

a. Grade is determined as follows:

If tbe date orrank within grade would make the appoint-ee senior to RA warrant officer who is se-nior to the appointee in a temporary gradeor date of rank, the appointee will be givena later date of rank. If necessary, the ap-pointee will be given a lower grade makinghim 1 day junior hi rank to the RA warrantofficer who is next senior in the AUS senior-ity list to tbe appointee and has never failedselection or been deferred.

d. If an appointee for WO1 will becredited with more than 2 years of time ingrade, or an appointee for CW2, CW3, orCW4 will be credited with more than 5years of time in grade, tbe RA PromotionSelection Board will determine the eligibili-ty for promotion in time for the promotionto be made on the third or sixth anniversa-ry, respectively, of the RA appointment. Ifa regularly constituted board cannot takethis action, tbe appointee will be advisedthat he has been selected and will be giventhe next higher grade on the date he wouldhave completed tbe required time hi gradehad he been appointed in the lower grade.

6-10. Temporary gradeTemporary grades for appointees acceptingRA appointment are determined as follows:

a. An appointee holding warrant officer'status in the Army and now on active dutyin a grade higher than the one he will re-ceive in the RA, will continue on active du-ty in his Army warrant officer grade.

b. An appointee on active duty as aUSAR warrant officer in a grade higherthan he will receive when appointed in the.RA, and does not hold coexisting warrantofficer status in the Army, will be appointedconcurrently in the temporary higher Armygrade held at the time of RA appointment

DELAY STATEMENT

In consideration of being selected for a Regular Army appointment and being authorised to complete mymaster's degree in a delay status, I agree, upon the successful completion of the graduate study, toaccept appointment in the Regular Army within 60 days after graduation. I will accept 8 comnission intbe US Army Reserve to pursue my master's degree.

If I am unable to enter graduate study, fail to maintain acceptable grades, or abandon-the study, Iwill (within 80 days) notify the Commander, US Army Reserve Components Personnel and AdministrationCenter, St. Louis. 110 63132, and my of fioer career management division of such status. I will-also(within 60 days) take the Oath of Office (DA Form 71), complete DA Perm 1972 (Regular Amy AppointmentInformation) , take a medical examination, and forward the required documents to the Commander, USArmy Reserve Components Personnel and Administration Center.

I understand that by completing this statement and upon acceptance at a university to obtain mymaster's degree, I am obligated to go on a delay status (up to 2 years) to obtain a master's degree. Ifurther understand that I will not accrue a service obligation under this delay program.
