Parish Council keeps Precept increase to around £3 per house InJanuaryeachyear,theParishCouncilisaskedby
CheshireWestandChesterCouncilwhatleveloffundingtheyrequiretooperateinthenextfinancialyear,fundingforParishCouncilscomesfromapreceptontheCouncilTaxbill.ForseveralyearsnowAshtonHayesandHorton
cumPeelParishCouncilhavenotmadeanyincreasestothispreceptchargedespiteincreasingcostsandinflationandchangesatnationallevel,whichhavereducedfundingfromothersourcessuchastheNewHomesBonus,whichreducedourincomebyover20%.ThisyearatourJanuarymeetingthecouncilvotedtoincreasethepreceptandthecostoftheincreaseforeachhousehold,BandDandabovewillbearound£3forthewholeyear.ByincreasingthepreceptinthiswaytheParish

End of an era as Alan Reay moves on from Scouts TheAshtonandManleyScoutswerestartedin1964.Since1989,AlanReayhasbeenamainstayofthegroupbuthehasdecidedthatthetimehascomeforhimtomoveon.Andso,ChesterScoutsarelookingforsomeonetohelpthegrouptocontinuetodevelop.Or,indeed,severalpeople!Atthemomentthegrouphas28members,agedbetween10and16.TheymeetattheirheadquartersinBackLane,offPeelHallLane,AshtonHayes,andprovideanactiveprogramme,whichincludeshiking,camping,paddlesportsandmuchmore.JoanneTurner,DistrictCommissionerforChester

AnnToft(left)haslivedinthevillagefor56yearsandplaysscrabbleeachweek.HeresheisplayingJaneColville.
Ifyoulistenverycarefullybetween7and10pmeveryFridaynight,asyouwanderpasttheParishRoomsnestledintheheartofAshtonHayesyoumightjusthearthegentleclatteringoftilesbeingdrawnastheregularssettledowntotheirweeklyfixofScrabble.Theclubhasbeengoingforover20yearsandisrunbylocal,AnnToft(leftabove),andKathyRichland.Annhaslivedinthevillagefor56yearsinthesamehouseonPeelHallLaneanddoesn’tmissmuchthatisgoingon.LastFridaywasaslightlydifferentnightastheclubmembersheldapartyforAnnwhoturned80thatday.Ann
hasbeenrunningtheclubsinceitstarted,andalwaysmakessurethattheroomsareniceandwarmonthecoldwinternightsfortheregularswhoturnuplikeclockworkfromasfarafieldasWarrington,St.Helens,Liverpool,theWirralandChester.AnnalwaysmakessurethattherearerefreshmentsandbiscuitswaitingfortheplayersandisalwaysreadytohelpnewcomerslearntheformatofclubScrabble.Numbersvaryfromweektoweek,butthereareonaverage8to10mostweeks.Thelevelofskillgoesfrom
absolutebeginnerstoaNationalChampion,sotheclubhassomethingtooffereveryone.Recentlyfourofthevillagershavestartedattendingafterseeingapreviousarticleinourmagazineadvertisingtheclub.Theyhaveallbeenveryimpressedwithhowwarmandfriendlyawelcometheyreceivedandthelevelofhelpandsupportwithlearningthegame.Theyaren’texpectedtoknoweverythingovernight,andKathyprovideseveryonewitha“cheatsheet”of2sand3saswellasafewusefulwordstomakethemostofthebigtilessuchastheJ,Q,XandZ.KathyattendswithherhusbandRobert,whoshemetoveradinnertableataScrabbletournamentinChester10

New Upper Room at Village Hall available to hire from April AlothasbeenhappeningattheVillageHall;with

Parish Council membership set to increase but more welcome TheParishCouncilaredelightedtoreportthattwo
potentialnewmembershaveindicatedaninterestinjoiningandwelookforwardtothembeingpartofusshortly.Theyarebeingco-optedintotheParishCouncil.Therearestillmoreopportunitiesforthissoifyouareinterestedinmakingadifferencetoyourlocalcommunitythenpleaseaskforinformationaboutit.ThiscanbeobtainedfromKirstyLowewhoistheclerk.Shecanbecontactedbyemailatthefollowing

Delamere Forest Nature News Didyouknowaround20,000yearsagoDelamere
forestwascoveredinanicesheetover300mthick?Skipforwardsafewthousandyearsand,asthelastIceAgecametoanend,thisicesheetbegantoretreat,leavingbehindalandscapedottedwithlumpsoficeandcoveredinglacialsandsandgravels.Astheclimatewarmedthediscardediceblocksmelted,creatingindentationsinthegroundknownas‘kettleholes’.It’sthesekettleholesthatlaterfilledwithwaterandbecameourmeres,withmanyofthesemerestheninfillingwithpeattoformourmosses(alsoknownasbogs).StepforwardtotheNormanera,whenthe
Norman’sfirstcreatedareasknownas‘huntingforests’withintheEnglishcountryside.AtthistimeDelamerebecamepartoftheforestsofMaraandMondrem.Howeverhuntingforestsweren’tnecessarilycoveredintrees,andDelamerewouldhavebeenamixtureofmeres,mosses,grassland,heathlandandwoodland.Howeverin1812thischanged,asworkbegantodrainthemossesandplanttreesforshipbuilding.AtthetimehundredsofmossesexistedacrossDelamere,providinghomesforallkindsofinterestingwildlife.Slowlythesebegantodisappear.Bythe1950smostofthemosseshadbeenlostor
severallydegraded,withmanyofthespeciesthatreliedonthembecominglocallyextinct.Thenin1998theForestryCommissionandNaturalEnglanddecidedtorestorethelargestofthesemosslands,GreatBlakemere.Therestorationworkprovedsuccessful,withlostspeciesreturningtothearea.Sincethenmanymoremosseshavebeenbroughtbacktolife.In2013theDelamere’sLostMossesprojectbegan,runbytheCheshireWildlifeTrustinpartnershipwiththeForestryCommission,andhasoverthelastthreeyearsbeenrestoring42sitesinandaroundDelamereforest,totalling120ha.Thisworkisbenefitingallkindsofwildlife,frommosslandspecialistslikethecarnivoroussundew,topoollovingdragonfliesandbirdslikehobby’s,tealandsnipe.Ifyou’dliketofindoutmoreorareinterestedin

theDepartmentofChemistryatAgnesScottCollege,Decatur,Georgia,USAandhercolleagueMattRuby,brought23studentstoAshtonHayestodaytolearnaboutourGoingCarbonNeutralproject.TheyhadheardofusfromtheNewYorkTimesarticlelastAugustandwerekeenforthestudentstolearnmoreaboutourprojectaspartoftheirGlobalChallengescourse.Thevisitbeganwithatourofthesportspavilionfollowedbyashortslideshowandadiscussionsession,duringwhichKateandMariaprovidedhotdrinksandpastries.Afterafewminutesintheplayareathegroupvisitedthecommunityshop.Weendedthetouratthevillageschool,whereMattHover,theheadmaster,toldthegroupaboutoursolarpanels.TheAshtonHayesCommunityEnergyCompanyheld

OnTuesday28thFebruary,AshtonHayesPrimarySchoolhaditsOfstedinspection.Theinspectorwasveryimpressedwithallthatshesawandinparticularthequalityoftheeducation,theenvironmentandthestrongpartnershipacrosstheschool.Theinspectorwaspleasedtoreceiveaverywarmwelcomefromchildren,staffandgovernors.TheschoolisdelightedwiththeoutcomeofthedayandtheletterfromtheLeadInspectorhighlightsthefantasticworkthathasgoneonsincethelastinspection.Theletterstatesthat,"Theschool’smotto,‘aspiretobeamazing’,iscentraltothehighexpectationstheheadteacherandhisstaffpromoteforpupils”andthat"oneparentsummeduptheviewsofmanywhentheysaid:‘AshtonHayesprovidesasafe,stimulatingandnurturingenvironmentwheremychildmakesexcellentprogress.’“Italsostatedthat,“Governanceismuchstronger.Governorsarehighlyskilledandprovideagoodlevelofchallenge.”Pleasetakethetimetoreadtheletter,whichisontheschoolwebsiteandtheOfstedwebsite.

obtainingfundingtomeetthecostsofadefibrillator,itsprotectivecaseandsometrainingmaterials.TheequipmentistobehousedinitscasethatwillbeinstalledinthetelephoneboxoutsidethePub.Intheeventofsomeonesufferingfromapossibleheartattackitcanbeaccessedbyanyonewhohashadnecessaryinstructioninusingitanditcaninsomecircumstancesmakethedifferencebetweenlifeanddeath.Youcannotharmanyonewiththeequipmentiftheyarenotindeedhavingaheartattackbutyoudoideallyneedtohaveundertakenthetraining/instructioninhowtouseitbeforehand.Ifthepersonwiththeequipmenthasn`thadsuchtrainingthentheywillhaveaccesstotheinstructionsavailablewithit.Wewillbearrangingfortrainingtobemade
