www.bromley.gov.uk About this guide This guide tells you how to arrange care and help for yourself from home care agencies, home shopping services and voluntary organisations working in the borough. The guide is intended to help you and your carers if:

• you do not qualify for help from Bromley Social Services or,

• you prefer to arrange and pay for your own care.

We hope it will give you an idea of what is available in the borough and to provide information and advice to help get you started in arranging the support you feel you need either for yourself or for someone you look after.

www.bromley.gov.uk Help with Parking – the Blue Badge Scheme The Blue Badge scheme offers parking concessions for disabled people with severe walking difficulties who travel either as drivers or passengers. The current legislation governing the issues of Blue Badges is:

• The Disabled Persons (Badges for Motor Vehicles) (England) (Amendment) Regulations 2000 SI 2000/1507

• The Disabled Persons (Badges for Motor Vehicles) (England) Regulations 2000 SI 2000/682

• The Local Authorities Traffic Orders (Exemptions for Disabled Persons) (England) Regulations 2000 SI 2000/683.

These regulations set out the categories and descriptions of disabled people who may be eligible. The eligibility criteria for Blue Badges are entirely separate from the eligibility framework for getting help from Adult and Community Services. Bromley residents applying for Blue Badges for the first time or renewing an existing badge can get application forms and guidance notes at any library in the borough or the Main Enquiry desk at the Civic Centre.

The Customer Service Centre administers the scheme on behalf of Adult and Community Services and will issue a badge:

• If you meet the criteria for an automatic badge according to the regulations issued by the Government’s Department of Environment, Transport & Regions (DETR), or

• The applicant is approved following an

assessment by the Occupational Therapist, based at Lewis House

There is a fee of £2 for issuing the badge. To find out if you qualify for a badge, contact the Council’s Customer Service Centre and ask for an application form, or you can pick up an application pack from borough libraries.

www.bromley.gov.uk Arranging Personal or Domestic Care We hope that this guide will be useful to people who are not eligible for our help, and who want to make private arrangements for personal or domestic care. Help with domestic or personal care at home is available from a range of independent agencies. The Care Standards Act 2000 requires all home care agencies that offer personal care such as assistance with washing, dressing, toileting or bathing to be registered and regularly inspected. The Commission for Social Care Inspection (CSCI) assesses the quality of care provided by all of the homes and care services for older people and younger adults throughout England, as listed below: • Care homes • Care homes providing nursing care • Care homes for younger adults • Adult placement schemes • Domiciliary care agencies • Nurse Agencies

CSCI has been set up as a single, independent authority to ensure consistent quality of service and to improve the level of protection for vulnerable people. You can get copies of inspection reports on Home Care Agencies, which meet the National Minimum Standards for Domiciliary Care from the Commission for Social Care Inspection. The telephone number of the local office of the Commission for Social Care Inspection, covering agencies in Bromley, Bexley and Greenwich is 020 8308 3520. www.bromley.gov.uk Age Concern Care Brokerage Service Bromley Council funds a Care Brokerage scheme with Age Concern which is a preventative service aimed at helping older people maintain their independence and community involvement, by assisting those older people who need help to arrange their own personal care service. Age Concern Care Brokerage Service is available to older people aged over 65 , resident in the London Borough of Bromley who would not be eligible to receive services provided and funded by the Council and who can afford to pay for their care themselves. The brokerage service will carry out an assessment of need, provide information, advice and where appropriate, arrange services and support older people throughout service planning and delivery of the care required. Age Concern staff can also provide welfare benefit checks and assist people claim benefits which can help pay for the services they arrange. They will carry out regular reviews to ensure that the care provided is still required and meets the agreed outcomes of the care support plan. They will monitor the older people supported by the brokerage scheme and refer them back to the council when their needs increase to the point that they would be eligible for social care services funded by Bromley Council.

www.bromley.gov.uk Referrals to the service can be made through Bromley Social Services Direct, other health and social care staff and local voluntary organisations or can be made direct by telephone to Age Concern Bromley on 0208 315 1850. Age Concern Foot care Service – CLIP IT Age Concern has also introduced a simple nail cutting service for older people who are unable to bend to cut their own nails but who do not have health care needs which require specialist treatment provided by NHS foot care services. The cost is £16.00 for first appointment ( which includes the purchase of a personal set of instruments) and £8 for follow-up appointments. If you are taking steroids, or have ischemia, are immuno suppressed, have a circulatory disorder or ingrown toenails you will need to see a podiatrist which Age Concern can arrange at additional cost. www.bromley.gov.uk What to look for in a Home Care Agency? Price The price per hour for the care you receive will vary depending upon the time taken to perform the task/s you want the carer to do. You should expect to pay more for personal care services such as help with washing or bathing than domestic tasks like shopping, housework and laundry. The cost per hour will also vary depending upon what time of day or night service is required, and you will pay more per hour for weekend or Bank Holiday care. What to look for in a Home Care Agency? Some agencies will not visit for less than half an hour or charge extra for short visits. Make sure that you know exactly what you would be charged for the help you want. Before you book an agency to do any work for you, ask for a list of prices so that you can compare the cost with other agencies in your area. As a private buyer you may have to pay VAT, so check whether the price you have been quoted includes this. Most agencies send a monthly invoice requesting payment, but check in advance what payment arrangements each agency has for its private customers. 15

www.bromley.gov.uk Quality of Care You will want to be satisfied with the quality of the service you will receive from an agency. All registered agencies should have a statement of qualities and standards that you can expect from them, which you can ask to be sent to you. Do ask the agency how they recruit and train their staff, whether they always take up references. All staff should be trained to carry out the tasks you ask of them. Under the terms of the Data Protection Act 1998, any personal information you give to an agency or their employees must be kept securely. You can ask how the agency ensures confidentiality of information about its service users. What to look for in a Home Care Agency? You should ask for a copy of the agency’s complaints procedure before you book a service from them. Health & Safety All staff employed by agencies should have a basic understanding of health and safety issues including the lifting and handling of both people and goods. The agency should let you know what staff can and cannot move. The agency will need to visit your home to

www.bromley.gov.uk complete a health and safety check so that they can assess any risks for you and for their staff. Meeting Your Needs When you are buying care services yourself, it is up to you to tell the agency the priority and timing of the tasks you would like them to do for you. Ask if they can meet your needs and discuss how long they think it would take to carry out the tasks you want them to do in your home. Remember that health and safety legislation imposes limits on the services the agency can offer. The agency should explain this to you if it has to place restrictions on the way it meets your need for care. You can ask for a carer of your own sex to help you with intimate personal care such as washing, dressing or bathing. You can ask for someone who speaks your own language, or has an understanding of your culture or religion. All agencies should have comprehensive equal opportunities policies which state how you and your carers can expect to be treated, particularly in terms of gender, race, religion, sexuality, disability etc.

www.bromley.gov.uk Insurance The law requires agencies to have third party insurance for its staff, so that you can make a claim in situations where you believe them to have been negligent, for example, if they have broken or damaged your property while working in your home. If someone is going to be working in your home regularly, it may be advisable for you to have insurance to cover this. If you already have household insurance, you may want to discuss this with your insurers. If you don’t have insurance, the Association of British Insurers can give you the names of reputable companies that it has registered Tel: 020 7600 3333. Arranging Personal or Domestic Care Contract All agencies we work with have experience of working with private customers and should have a standard contract, which clearly sets out the service it is going to provide for you and the terms and conditions. The agreement should be easy to understand: before you sign it, make sure that you ask questions about anything that is not clear to you. You can also contact the Citizens Advice Bureau for advice.

www.bromley.gov.uk Bromley Carelink Alarm Service Many people who live on their own, especially those who are frail or disabled, may worry about what might happen to them if they were to have an accident or suddenly need help at home. Bromley Council offers an alarm service called Carelink, which gives you the freedom to live independently but also the security of knowing that you can always get help when you need it. For a small weekly charge, Carelink staff are available to respond to your call 24 hours a day, 365 days per year. The alarm unit is installed underneath your telephone and supplied with an alarm trigger, which can be worn around your neck or carried with you in your home. It is very simple to install a Carelink alarm but you do need a modern plug-in phone socket and a 3-pin mains power socket within 2.70 metres (9 feet) reach of the telephone point. www.bromley.gov.uk Looking for a Care Home If you want to look for a care home for yourself or a relative or friend, whether for a long or a short stay, and don’t know how to go about it, the Government has published very useful advice on all aspects of finding, choosing, arranging and paying for a care home on its public services website www.direct.gov.uk. This is a very good place to start finding out about your rights and the choices open to you. Bromley Council also publishes a booklet containing advice about choosing a care home and a list of care homes in the borough, which are registered by the Commission for Social Care Inspection. Please ask for a copy of the Bromley Adult Care Services Guide, available from Adult and Community Services Area offices, Bromley Central Reference Library and Bromley Social Services Direct at Bromley Civic Centre. You can buy all kinds of gadgets and items of equipment to help you do everyday tasks which you may find difficult, e.g. turning on taps, preparing and eating food, getting dressed or getting in and out of the bath. Advice & Information Many suppliers offer the opportunity to try out equipment before you buy, but you may find it more helpful to make an appointment to visit the Independent Living Centre at Lewis House first. Here you can get impartial free professional advice about suitable equipment or adaptations, and the opportunity to try out useful tools and equipment, so that if you do decide to buy disability equipment independently, you will know what to get. Coping with Disability - Equipment to help you stay independent Before you purchase expensive items of mobility equipment you may find it useful to follow this advice, which is taken from “Think Twice– Trading Standards Advice for Older Consumers

Advertisements for mobility goods, lifter chairs, stair lifts and mobility scooters must display the price fully inclusive of VAT where VAT is chargeable

Ask for details of at least two previous customers before you choose to purchase any mobility goods. Contact the customers to discuss the service and the reliability of the goods and the company.

The goods must do what they are advertised to do. If they do not perform as they were described to you, contact the company straight away to complain. Give as much detail as possible as to why you are complaining and what you expected from the product.

If the product has been falsely described, for example, the mobility scooter will not go up the kerb as described in the sales literature, contact Bromley Council’s Trading Standards department for further advice.

Ask about any possible future “trade-ins” after the product has outlived its use

Do you have to use any approved supplier of replacement parts?

Does the company charge for delivery and installation?

Shopping Services The major local supermarket chains offer internet shopping services via a computer or digital television, which include delivery within a specified 2hour time slot.

Priority Register If your health would be at risk from interruption in the gas or electricity supply because you are of pensionable age, disabled or chronically sick you may want to apply to be included on the Priority Register of vulnerable households, kept by each fuel company. Having your name on the register entitles you to:

• Advance notice if electricity supply is to be disrupted

• Special help if gas supply is interrupted • Password scheme • Free annual safety check if all adults in the

household are eligible for the priority register – please note that this is a safety check only, not a service or repair visit.

Do not agree to anyone carrying out work in your house until you can get a second opinion from a reputable tradesperson to confirm that the work is necessary

Do not agree to any work if the caller tries to pressure you into a decision by saying they are only working in your area today
