    ARTICLE VI·

    EXECUTIVE BOARD

    Sec. 1° The Executive Board shall consist of the officers a~d members-at-large.

    Sec. 8· Three members-at-large shall be elected by the active members ·

    Sec . 3. It shall be the c1uty of the Executive Board to handle all matters of the A>sociation bet•men conventions . They shall also appoint the permanent member of the High School Exi:lillining Board.

    ARTICLE VII·

    COE!' :ITTEES

    Sec. l· There shall be the following committees : Extension, Constitution, No:ni -nation, Resolution, and Reception committees slIBll exist during the cmi_-vention only.

    Sec. 2. The President shall be ex-officio member of all cor.mittees.

    ARTICLE VIII.

    DUTIES OF con.UTTEES

    Sec. l· The Extension Comittee shall consist of five members to be elected by the Association. Its members, in so far as possible , should represent the different sections and communities of Arizona. The duties of the committee shall be the for:r.ru.lation of policiGs relative to exapnsion of the Association, and to add members•

    Sec. 2. The Nominating Comr.ii ttce shall consist of three :cembers to be appointed by the President. Nominations may be made ~ro:: the floor. The nominat-ing cormnittee shall nominate two members for each elective office of the Association.

    Sec. 3 . The Committee on Resolutions shall consist of three mombors !3le .. ctod by the Association. It shall present to the Association for action any matter of business it may deem wise.

    Sec. 4. The President shall appoint the Chairman of the Re(!eption Committee who in turn shall appoint the members of that Cowmittee. It shall be in charge of all arrangements pertaining to housing, entertainment, and in-formation for visitors to the convention.

    Sec. 5. The Constitution Committee shall be appointet.:1. by t l':.e President. It s~·-a: . l suggest what changes from time to time the Constitution of the Associa-· tion should undergo, and present such changes to t t e Acsociation for action.

    ARTICLE IX·

    DUES

    Sec. l· The dues for active membership shall be $2·50 and shall include registration at the Convention.

    Sec. 2· The dues for associate membership shall be $1.00 and shall include registration at the Convention.

    Sec. 3. No persan shall be entitled to the privileges of activ~ or associate membership until dues for the current year shall have been paid·

    EXAMINING COMI.'JTTEE

    Sec• l · There shall be I.'.:usic Examining Cammi ttee consisting of three members: one to be the High School t~usic Inspector or riis duly appointed repre-sentative i~ the smne field; one perm.anent member elected annually by tl:e Association from among its members; and a tGn:j;jorary member in eac~ s~oject under examination, to be appointed by t he Executive Board from tte town in which the examination is to be held· If such a one cannot be found unaffiliated in any way with the candidate or capable of examin-ing, then the co::nmittee shall appoint one examiner from another tmm close at hand·

    Sec. 2. The exan:.ination given by the Examining Committee shall be based upon the outline of courses adopted at t~e Phoenix Convention February 3rd and 4th, 1926.

    Sec. 3 . Expenses of members of the Exarrdning Committee i ncident to pupil examin-ations shall be borne by the Association.

    A:RTICIE XI·

    .APPLIED MUSIC BO.A."IID

    There shall be an Applied Iiusic Board consisting of six members, a s follows: ~he President of the Association; a public school music member; a teacher of piano; a teacher of voice; a teacher of strings; and a teacher of wind instruments. These· members shall be elected annually. It shall be the duty of this committee to pass upon all applications for Association certificates, renewals, and to i nform applicants of defi ci-encies in requirements for certificates desired.

    ARTICLE XII·

    Q.UORm.: AND HAJORITY

    Sec. 1. Nine active members of the Association in good s tanding, in addition to t h e President and Secretary~Treasurer, shall constitute a quoru.~·

    Sec. z. Two-thirds of active members present shall constitute a voting majority.

    Sec. 2. Any person interested in f'urthering the objects of the Association may be-come a Life member or Contributing member upon the payment of the prescribed dues. Such memberships shall carry with them all the rights and :privileges or active membership.

    Sec. 3. .All teachers of piano, voice, violin, theory, band, orchestra, glee clubs, public school music, either in the grades or in F.J.gh Schools; all teachers teaching tho above subjects privately, in conservatories, or stato supported schools, are eligible for active membership in the Association by tho pay-ment of annual dues.

    Sec. 4. Any person interested in furthering the objects of the Association but not actively engaged in the teaching of any ·~haso of music may become an asso-ciate member on payment of annual proscribed dues. Associate members shall have tho privilogo of attending all meetings and taking part in discussions, but they shall have no voto, hold office, nor be eligible to committee appointments.

    Sec. 2. The examination given by the Association Examining Committee shall be based upon the outline of courses adopted at the Prescott Convention W~rch 5, 6, 7, 1931.

    Sec. 3. Expenses of members of the Examining Cammittee incident to pupil examin-ations shall be borne by the Association •

    .ARTICLE XI.

    CERTIFICATION BOARD

    Sec. l· There shall be a Certification Board consisting of eight members as follows: one representative from the college or department of music from each of the three state institutions of higher education; one public school representa-tive who is actively engaged in the profession; a teacher of piano; a teach-er of voice; a teacher of string instruments; and a teacher of wind instru-ments.

    Sec. 2. l'iannor of appointmont or election: The institutional representatives are appointed by the President of the institution. The public school nru.sic re-presentative shall be .elected annually at a mooting of' the School ?ilUsic Section of the .Association. The applied music members shall be elected annually by the .Association frora those of its members who are holders of the Four-year Private liisic Teacher's certificate issued by the Arizona State Board of Education.

    .ARTICLE XII·

    QUORUM .AND MA.TORITY

    Sec. l· Nine active mer.ibers of the Association in good standing, in addition to the President and the Secretary-Treasurer, shall constitute a quorum.

    Sec. 2. Two-thirds of ac'tive members present shall cCDJti tute a voting naj ori ty.

    COMSTITUTION

    ARTICLE I - Ne.me

    The name of this organization shall be the Arizona State ~usic Teachers Association.

    The purpose of this organization shall be to promote higher standards of musical instruction. to promote greater interest in music for all students,, to foster more musical activities in the state and to maintain a spirit of fellow-ship within the profession.

    Sec. l - Active ~embers- Any person actively engaged in the teaching of some branch of music.

    ~ec. 2 - Associate tuer:ibers- Former teachers of music or others interested in raising the musical standards of the state.

    Sec. 3 - Student riiembers- Students enge.e,ed in the serious study of music. Sec. 4 - Honorary :Members- Any person voted ~embership by the general

    Sec. 5 - Patron ~embers- Any individual,, organization,, institution or business firm may become a patron member of ASTuiTA for one year b;y paying $25.00. or more, in support of special projects.

    ARTICLE IV - Board of Directors

    Sec. l - Membership- The Boa.rd of ~irectors shall consist of the officers and the retirinb president.

    Sec. 2 - ~ualifications- No person shall be elected or appointed as an officer of this organization unless he or she is a paid up member.

    Sec. 3 - Vacancies- Any vacancy occurring in the Board of Directors may be filled for the unexpired term bJ- a majority vote of the remainin& members of the Board. Three consecutive absences from Board meetings without a valid reason shall be deemed a resignation.

    ARTICLE V - Officers

    Sec. l - Enumeration and Election ... The officers of the Arizona ~tate 1'1usic Teachers Association shall be a President; a Vice-President; a ~ecretary; a Treasurer; Vice-President oi the Southern District; Vice-tresident of the Central District; Vice-President of the Eastern District; Vice-President of the Northern District (when organized); and an His.torian; all of whom shall be elected for a term or two years by the general· membership at the annual meeting.

    ~The President, Vice-President, Treasurer, Vice-President of the Central District and Vice-President of the fiorthern District (when organized) shall take office in odd years, as near September first as possible. The Secretary, Vice-President of the bouthern District, Vice.President of the Eastern District, and Historian shall take office in even years, as near &eptember first as possible.

    Sec. 2 - The }resident- shall preside at all meetings of the organization and of th.e Board of Directors; shall be ex-officio member of all committees except the nominating committee and shall have such usual powers of supervision and management as may pertain to the office of fresident.

He or she shall be custodian of these moneys, shall de~osit them in a bank designated by the Board and shall disburse sarne upon order of the Board. The Treasurer shall present statements to the Board of Directors at their regular meetings and en Annual report to the Convention. The Treasurer's books should be audited each year 1 before the annual meeting; the audit to be arranged by the Boa.rd•

    Sec. 6 - The District Vice-Presidents- shall plan and supervise annual district meetings a:nd assume such other district responsibilities as the Board may designate.

    Sec. 7 - The Historian- shall collect and preserve in a permanent file news items, progr&rus 6 and"any other items of interest relating to the activities of the Association.

    ARTICLE VI - Amendments

In e.i'filiation with lllationa.1, Arizona .State l'fusic Teachers Association has guaranteed that 50% or more of its active and associate members will also join MTNA.

    ARTICLE II - Convention

The report of the nominating committee of its choice of officers and the mem-bers of tr.e succeeding nominating committee shall be mailed to every voting memter ot the Association one month b6fore the ~ual Convention. It shall be presented at the Convention and immediately thereafter, nominations rr~y be maoe from the floor, rrovided the consent of tr.e nominee shall have been secured.

    CONSTITUTION ARTICLE I--NAME

    3ec. 1 - Fiscal Yefil - The fiscal year of the Arizona S~ate Music Teachers Association shall conmience on the first day of September of each year.

Since AsKrA has 100% affiliation with the Eusic Teachers National Ass-ocie.tion, the Treasurer sends '.?2 .00 of this amount to the National office for MTNA membership and this includes a subscription to the publication THE A1•1ERICAN 1:iUSIC TEACHE...1. Dues for student members shall be !~l.00 per year.

    Sec. 3 - Any member failing to pay dues withim six months after they become due shall be dropped from the membership rolls.

    ARTICLE II - Convention The official Convention of the Arizona State Music Teachers Association shall

    be held annually. The tir.1e and place shall be determined by the l3oard of Directors

    ARTICLE III - Nominations and Llections Sec. 1 - The lfominating Committee - shall consist of three members, one of

    whom shall be ;-member of the Board of Directors. The Chairman and other member (not Board member) shall be elected at the Convention. Nominations for those two members of the nominating committee shall be made by the current Nominating Comntittee. The third member shall be appointed be the newly-elected Board at its first official meeting. Nominations for officers may be sent to this com.~ittee by any voting member.
