State Chief Minister U Sao Aung Myat reported on background history of the state, facts about the state, tribal settlements, land use, cultivation of crops, rice and edible oil sufficiency, the fish sector and establishment of breeding zones, education and health matters, industrial zone tasks, water supply and construction tasks, power supply and rural development tasks. Then, townselders reported on the needs for enough drinking water supply, upgrading of 37-mile long Taunggyi-Zale-Latthet-Mongpyin Road linking Taunggyi and Honpon townships into an all-weather one and upgrading of No.3 Basic Education Post-Primary School in Nyaungphyu Camp Area (10) into a middle school (branch). Then, Union Minister for Construction U Khin Maung Myint reported on construction of 6869 miles of roads and 12163 bridges plus a water conduit in Shan State, upgrading of old roads and construction of new roads; Union Minister for Immigration and Population U Khin Yi on Moepwint project tasks, nationwide collection of censuses; Union Minister for Electric Power No (2) U Khin Maung Soe on nationwide distribution of electricity and supply of electricity to Shan State; Union Minister for Border Affairs and Myanma Industrial Development Lt-Gen Thein Htay on arrangements for supply of enough drinking water to Taunggyi; and Union Minister for Education Dr Mya Aye on matters related to upgrading of three post-primary schools in Taunggyi into middle schools (branch). In giving instructions for fulfilling the needs, the President said he and union ministers were there to make a field inspection of the state government’s tasks and fulfill the requirements and to explain the measures taken in the one year period since the government taking office. As the government has been elected by the people, it will continue to march towards the goal of democracy. Peace and stability and national economic development are essential requisites for the flourishing of democracy. These two points are the two desires of the people, said the President. Break bad habitsA thing that we do very often can be

called a habit. But, we should take care of ourhabits as they portray our real selvessignificantly.

Generally, we can think of habits fromtwo perspectives: good habit and bad habit.Although it is easy to have bad habits, weusually hesitate to cultivate good habits.

However, we need to remember that welive in a community replete with standardpractices and accepted moral values. So, inorder not to offend the people around us, weshould break our bad habits if we have hadthem.

We all know that smoking is a bad andharmful habit. It can even be hazardous to thepeople around called secondary smokers. Evenif smokers cannot give up smoking themselves,they should occupy non-smoking areas, refrainfrom smoking in public places and stay awayfrom pregnant ladies and children. In otherwords, make it a personal agenda and that’s agood habit.

There are also some personal bad habitsthough they may not harm others greatly.They involve biting fingernails under stress,frequent yawning before others, putting onehand in the pocket during public speaking,frequent spitting, recklessly throwing awaywaste things.

Overall, we should think back andevaluate ourselves. What are some of the badhabits that we should kick and what are somegood habits we should keep for the rest of ourlife? Only then, can the people around us not bedisturbed by our bad habits. So, let’s break ourbad habits and cultivate good habits.

ISLAMABAD, 11 March—A bomber happened on Sundaykilled at least 13 people in a funeral near the northwesternPakistani city of Peshawar, police and heath officials said.

The attack injured 32 other people at Badabher, a smalltown some 16 km east of Peshawar, the capital of KhyberPakhtunkwa province, the city police chief Imtiaz Altaf said.

He said that Deputy Speaker of the Khyber Pakhtunkwaprovincial assembly, Khushdil Khan, who attended thefuneral, was target of the attack. But he escaped unhurt as hehad left the area some 10 minutes ago, Altaf told reporters.

Doctors said that 32 injured were brought to the LadyReading Hospital in Peshawar. Several injured were registeredcritical and the death toll may rise.

A large number of people were attending the funeral fora women and the bomb exploded when the people werereturning homes after the funeral at around 11:15 am localtime.

Residents shifted the injured in private cars to thehospital. Emergency was declared in hospital and additionaldoctors and medical staff were called to treat the injured.

No group claimed responsibility for the blast.The area is famous for anti-Taleban “Lashkar” or

volunteers, who support the security forces against themilitants. It was not clear if any leader of the peace committeewas attending the funeral who are routinely targeted by themilitants.

HAVANA, 11 March —Thousands of runnersSaturday participated in the annual Terry Foxmarathon throughout Cuba to commemorate the deathof the Canadian young man and raise money for cancerresearch.

The race named the Marathon of Hope is also held inover 50 countries including Canada each year.

Eighteen-year-old Canadian Terry Fox, despite hisamputated leg because of cancer, decided to start in 1980the race around his country and collected fund forpreventing and fighting cancer.

After running 3,338,63 miles and collecting 24 millionUS dollars, Fox was hospitalized due to the metastasiswhich had reached his lungs, and died 10 months later,days before turning 23. I am Daw Yi Yi San (Pen name-Khin Win San), JointGeneral Secretary-2 of the Central Executive Committeeof Modern People’s Party. I am also a Pyithu Hluttawcandidate representing Wakhema Township.

First, I wish all the Myanmar people good health andhappiness.

Since 1980, our party has conducted research on thedefectiveness of socialism that centralizes economy andpolitics. Since then, we, a group of modern political eco-science, have transformed into Modern People’s Party bydoing constant research on Myanmar and internationaleconomic and political policies in the public interest.This is why our party has experienced in politics andpolicy research.

There are four principles of social science that reignin the world and cannot be prevented by any creator. Theyare: 1) Nothing can be done without the mass of people,2) Nothing can be done without public elections, 3)People must be allowed to choose a suitable, correctpolicy in their best interest, and 4) If they are not allowedto do so, people will choose their own way.

So, our party will try to perform the duty of buildinga modern democratic nation upholding the above fourprinciples. We will do everything peacefully. We don’taccept the way we will initiate violence if everythingcannot be done in peace. Our party has adopted anunconditional peace programme. Any measures involvingviolence and confrontation are outdated and can go backto the old eras as they can destroy revolutionary materialsand knowledge. If there are any internal and externalarmed conflicts, we will try our utmost to cease thoseclashes for peace by openly pointing out which side isheld accountability and which side is not. Social scientistssay that barbaric ages generate wars and vice versa. Thisis why our party will adopt an unconditional peaceprogramme keeping in the fore “Theory becomes a materialforce when it grips the masses”.Building up a peaceful, stable and modern developeddemocratic nation

Seeking and studying experiences and suggestionsfrom global countries are necessary as well as beneficial.Yet, no matter where those advice and suggestions comefrom and how sincere they are, they need to be in conformitywith the nation’s prevailing objective conditions. Thephenomenon of social science also says truth can only besought in real life. Any creator cannot build a democraticnation overnight and it cannot be copied from othercountries, either. Democracy must be domestically created.The granting of freedom alone cannot promote democracy.In democracies, people need to have good knowledge aseverything is decided by the majority. To have wisdomand knowledge, people’s living standards need to develop.To raise their living standards, it is necessary to developeconomic forces of people. Modern political eco-sciencesays the development of the productive forces is thehighest criterion of the social progress. Hence, in thistransition to democracy, it is time all the people needed towork hard to develop the said three basic needs.

I will elaborate our party’s policy programmes inbrief.(a) Economy

We will practise open market economy that guaranteespeople’s economic freedom. We will prioritizedevelopment of private economic enterprises, inviteforeign director investments and encourage ourbusinessmen to invest in foreign countries. We will promote

cooperation with our neighbouring countries, ASEANcountries and all global countries in manufacturingcommodities and production technologies.(b) Politics

We will exercise multi-party democracy thatguarantees people’s political freedom. For the flourishingof democracy, we will enshrine in the constitution therights to express freely, write freely, organize and speakfreely, assemble peacefully, form political parties freelyand set up community-based organizations.(c) Education

We will adopt an education system capable of turningout intellectuals and intelligentsia who can serve the realpublic interests in this age of knowledge. Our educationsystem must be able to generate human resources. We willadopt a compulsory free middle education system foreducation promotion of the people. Private sector will beallowed to get involved in the education field. We willencourage both government and private sector to doeducation research. We will also encourage studying ataccredited international universities and cooperation withthose universities.(d) Health

We will try for the uplift of health and fitness of theentire national people by laying down national healthprojects. We will highlight scientific improvement ofmedical branches. We will try to make sure that governmenttakes charge of providing public health care and thatprivate sector competes in the health sector. We will alsoencourage medical research including traditional medicine.(e) Defence

There must be a modern national Tatmadaw which iscapable of safeguarding independence and sovereignty,protecting the constitution prescribed in accord withdemocratic practices and safeguarding the Union at risk ofits life. We will try to ensure that our Tatmadaw is alwaysmodern and advanced.(f) Foreign affairs

We will continue to practise the five principles ofpeaceful co-existence. For the peaceful evolution ofinternational human society, we will exercise an independentforeign policy. We will try for international peace anddevelopment, especially for evolution of genuine capitalism.We will actively cooperate with the UN in internationalsecurity, peace and development and other global issues.(g) Agriculture

We will adopt an agricultural policy that guaranteesfree cultivation, storage and distribution and free internaland external trading. We will try to adopt an agriculturalsystem of commercial-scale cultivation with hightechnology for socio-economic development of rural andneedy farmers.(h) Cultural and social affairs

We will try to maintain traditional cultural heritagesof the Myanmar national races and promote the culturesthat emerge with the times. In social affairs, we will maintainsocial affairs and fine traditions of the national races. At thesame time, we will employ social practices according to thepresent time.(i) Religious affairs

We will allow people to choose their faith freely andengage freely in their religious matters. (The mixed practiceof religion and politics is not allowed.)(j) National race affairs

We will build a genuine Union with market economysystem and democratic rights that can guarantee the equalrights for all the national races. We will solemnly strive forevolution of genuine capitalism free from chauvinism andnarrow racism and for ensuring national unity andperpetuation of the Union.(k) Internal Peace

We must follow the Path of National Reconciliation toend one of the longest civil war of the world and restoreinternal peace for evermore.

In summary, we will strive at our best to develop thecapitalism which increases the investment or GenuineCapitalism which is, otherwise, not the sort of capitalismwhich sparked off crisis in industrialized nations of theworld today as we believe surplus value is germ seed ofdevelopment of social production. Market economy and

democracy form capitalism.Social scientists say,“Capitalists do not live inluxury on surplus value.They work restlessly to bein production and to step upproduction. Rivalry incapitalism improves theproduction endlessly. Thiscompetitiveness amongcapitalists reduces price andprevent monopoly. Thecapitalists always producethings for the society. They restlessly mobilize the societyfor constant modernization. Labour, farmers and the poorhas the equal right to vote only under the capitalism. Forinstance, a ballot of capitalists followed by the ballots ofworkers and the poor could create three branches of power,known as executive, judicial and legislation powers.”

Today, the Union government is initiating reformsfor emergence of new modern, developed and democraticnation. Our Modern People’s Party is also implementing14 procedures for rural development and human rights.

These are:(1) Granting the ownership of farmlands to those who

engage in farming.(2) Non-expropriation of currently running farmland and

property by the government or private entrepreneurs(if the government has to do so, awarding decentcompensation or compensatory land).

(3) Not digging fish ponds in thriving farmlands.(4) Seeking justice against capitalization on and

exploitation of honesty of farmers.(5) Granting the rights to grow, store and sell freely to

farmers. (Allowing them to sell at both local andforeign markets.)

(6) Trying industrial technologies to develop high-yieldmodern farming system.

(7) Eradicating private monopolized landlords who donot really engage in farming and tenancy they collect.

(8) Participation of representatives of farmers in affairs offarmers.

(9) Helping farmers to report violations of human rightsagainst farmers and miscarriage of justice steered bythe rich exploiting the poverty to authorities, thePresident, courts, respective committees of people’sHluttaws, Hluttaw speakers, National Human RightsCommission or media freely in legal framework.

(10) Striving at our best for economic, health, educationand social improvements of farmers.

(11) Communicating with government organizations bymembers of Modern People’s Party with a civil tongue.

(12) Seeking solutions for internal issues, difficulties anddisputes only at home (if it is not possible in 1000thtime, in 1001st time) with the national attitude ofresolving internal issues only inside.

(13) Working in cooperation with the government inshaping Good Governance and Clean Government.

(14) Carrying out abovementioned tasks through peacefuland progressive ways.Our party will try to make changes in laws, bylaws and

rules and regulations that hinder human rights of theentire people including workers, poor workers andentrepreneurs, great or small, and promotion of democracywithin the framework of the constitution without fail.

60 years of instability and lack of peace. Shan State itself stillhas to suffer the wounds of instability. This is why thegovernment is making all-out efforts to ensure domesticpolitical stability. While making arrangements to meet andnegotiate with internal political forces to discard differences,the government is taking reform measures in order that allpolitical forces can cooperate in future political programmes,added the President.

He went on to say that national security and stabilityare essential requirements for national economic developmentas well as people’s socioeconomic progress. This is why thegovernment is placing emphasis on talks and negotiationswith national race armed groups to achieve lasting peace.

State level and Union level peace talks and agreementswith more armed groups are bearing fruits. All the groups withwhich peace talks have been held have agreed that they willnever secede from the Union and will accept Our Three MainNational Causes. After achieving peace, arrangements will bemade for older people from the national race groups to getinvolved in party politics, for middle-aged people to be eco-nomically strong and for young people to be able to safeguardtheir own country. Today, the whole Shan State has been quietwith no sound of gunfire and enjoyed peace and stability toa certain degree, noted the President.

As all the national people are the families living underthe same roof of the nation, the time has come for them to worktogether for national development with full understanding,instead of arguing with each other.

The government is laying down policies in order to

maintain the momentum of agricultural development andpromote modern industrial development based on agriculture.

The President said that agriculture needs to developfor food security of the whole nation. So, it is necessary toengage in agriculture with modern scientific methods in placeof conventional ones. Measures are also required to reducecrop wastages and to produce high yield.

Efforts must be made to establish a modern industrialnation for economic development and prosperity of thenation. For example, steps should be taken to sell timbersas value-added products and finished products by

establishing factories of rubber and oilpalm raw materials.

If Shan State fully enjoyed peace, jobopportunities would be created for thoseback home from border regions and migrantworkers. Therefore, factories and workshopsmust be set up by inviting domestic andforeign investments.

In accord with MDGs, the nation’spoverty rate will reduce from 26% to 16% by2015. So, efforts are necessary to establishfactory complexes to create jobs. The gov-ernment is also trying to develop IT byinviting foreign investments. Encourage-ment is being given to the development ofhuman resources, education and health andit is needed to set the aim of having skilledhuman resources ready for establishment ofan industrialized nation.

The President continued that by-elections will be held soon to fill the 48 vacantconstituencies. So, all are to try to ensure the

most transparent and free and fair election. The democracy thenation is practising cannot be identical to Western democracies.All the people including those from Shan State are to try tobuild a discipline-flourishing, genuine democracy that suitsthe character and prevailing conditions of the nation and thepeople, urged the President.

Three leftist rebels killed inclash in S Philippine

COTABATO, 11 March—Philippine government soldiershave killed at least three leftist rebels and wounded sevenothers during a clash in the country’s restive south, an armyofficial said Sunday.

The government soldiers under 68th Infantry Battalionwere patrolling Saturday afternoon when they encounteredsome 50 New Peoples Army rebels in Batang village, NorthCotabato province, said Prudencio Asto, public affairs chiefof the army’s 6th Division.

A three-hour firefight ensued, leaving three guerrillasdead and seven others wounded, according to Asto.

“Hundreds of families have fled for fear of their safety.The rebels only withdrew when we used howitzers,” Astosaid, adding there were no reported casualties on thegovernment side. The NPA, armed wing of the CommunistParty of the Philippines, has been waging a guerrilla campaignin the countryside for four decades.
