MINUTES FOR 55TH MEETING OF OPERATION & COORDINATION COMMITTEE OF MP HELD AT 11:00 AM AT HOTEL VIJAN MAHAL, TILHARI,
MANDLA ROAD, JABALPUR ON 22NDDECEMBER 2016.
The 55th meeting of Operation & Coordination Committee of MP held on 22nd December 2016 at 11:00 AM at hotel Vijan MahaL, Tilhari, Mandla Road, Jabalpur under the Chairmanship of Shri P.A.R. Bende C.E.(SLDC). The list of participants is enclosed at Annexure -1.0.
Shri C.Bhandari, CEO & GM Shri Tripathi (Kalpataru Satpura Transco Pvt. Ltd.), the host of 55th
OCCM welcomed Shri P.A.R. Bende C.E.(SLDC) & Chairman OCC, Shri K.K.Parbhaker Member Secretary OCC & Addl. C.E.(SLDC), Shri A.K.Shankule ED(O&M) Generation, MPPGCL and Shri S.N. Goyal C.E.(Plg.&Design.) with bouquet of flowers. Thereafter he welcomed all the guests and participants. Shri C.Bhandari apprised the participants about the company and presented the Power point presentation of Company. He stated that Kalpataru was established in the Year 1969 is the largest single location manufacturer of lattice steel structure. He also stated that the company is transporting Transmission Tower to 28 countries across the world and company has been honored by Engineering Awards from EEPC. Thereafter he requested Shri P.A.R.Bende C.E.(SLDC) & Chairman OCC to take up the proceedings of meeting.
Shri P.A.R.Bende C.E.(SLDC) & Chairman OCC welcomed all the participants attending the
OCCM. He greeted and congratulated M/s Kalpataru Transmission Pvt Ltd for excellent arrangement in the meeting. He stated that the frequency remained within operating band in the range 70-75 % in the month of October and November 2016 and frequency profile remained improved. The average frequency for the month of Oct & Nov 2016 was 50.00 Hz. and 49.99 Hz respectively which is a good sign and hoped that with collective efforts across the country, the frequency profile within the band will reach above 90% mark soon. He also intimated that MP SLDC has started computing ATC-TTC of MP and uploaded the same on SLDC website. He stated that overall scenario for last two months in MP system operation performed well despite N-1 constraint and requested MPPTCL for system studies considering import capability of MP with N-1 criteria.
Thereafter Chairman OCC requested Member Secretary, OCC to take up the agenda points.
ITEM NO. 1 : CONFIRMATION OF MINUTES : Member Secretary OCC informed the committee that Minutes of 54th meeting of Operation & Coordination Committee of MP held on 22nd October 2016 at SLDC, MPPTCL, Nayagaon, Jabalpur were forwarded to the committee members vide No. 07-05/SG-9B-II/3020 dated 18.11.2016. No comments have been received to SLDC, Committee confirmed the minutes. ITEM NO. 2 : REVIEW OF SYSTEM OPERATION DURING THE MONTHS OCT 2016 TO NOV 2016.
2.1 Frequency Particulars: Member Secretary OCCM informed the committee that during Nov 2016 the system frequency was below 49.9 Hz for 9.02% of time against 5.43% of time during Oct 2016. The system frequency was above 50.05 Hz for 19.04% of time during Nov 2016 against 19.80% of time during Oct 2016. The system frequency was within the IEGC range of 49.9-50.05 Hz for 71.94% of the time during Nov 2016 against 74.77% of time during Oct 2016. The average monthly frequency was 50.00 Hz during month of Oct 2016 and 49.99 Hz during month of Nov 2016. The system frequency did not touch 49.20 Hz during the above period.

Chairman OCC stated that in the ongoing Rabi season, the availability of Capacitor Banks in the
distribution network is utmost necessary for maintaining the voltages within operational range. He also
requested the Discoms to furnish all the information in the prescribed format and ensure healthiness and
availability of Capacitor Bank during Rabi season.
2.3.3 Status of Shunt Capacitor Banks installed at various EHV Transmission Substation: The Member Secretary, OCC informed the Committee that the updated information of the status of installed capacitor banks (in MVAR) in EHV transmission system as on 30.11.2016 as submitted by MPPTCL is as given below:-

The Member Secretary, OCC brought to the notice of the Committee that during the last three
meetings, MPPTCL assured to submit the details of capacity banks at EHV level within a week time but not received the same. He reiterated the need that this data is required for calculation of ATC/TTC

using PSS/E software which will not give correct results without modeling of capacitor bank details in PSS/E software.
MPPTCL representative agreed to furnish the information shortly.
2.3.4 Status of completion of ongoing Transmission Schemes being executed by MPPTCL: Member Secretary, OCC informed the Committee that the various ongoing Transmission Schemes completed during the current financial year 2016-2017 (up to Nov. 2016) and plan for completion of various ongoing Transmission Schemes for the Year 2016-2017 is enclosed as Annexure 2.3.4(i) and 2.3.4(ii).
2.3.5 U/F and df/dt Relay Operation U/F and df/dt Relay Operation: Member Secretary, OCC informed the Committee that the frequency did not touch 49.20 Hz during Oct 2016 and Nov 2016. There was no df/dt operation during the same period. (ii) Defective u/f, df/dt relays: Member Secretary, OCC informed the Committee that MPPTCL has informed that all the df/dt relays are in good/healthy working condition and where the U/F relays are not available, the numerical relays programmed for under frequency operation.
2.4 Power Cuts / Load restrictions/Differential Load Shedding by DISCOMS & group
allocation to 33 KV feeders :
(i) Member Secretary informed the committee that the details of DISCOM wise Power supply given to various domestic categories during the period Oct 2016 and Nov 2016 is enclosed at Annexure 2.4(i).
(ii) Group Allocation to Newly Commissioned existing EHV substations:- Member
Secretary OCC informed the committee that the region wise list of 33 KV feeders emanating from various newly commissioned/existing EHV substations for which groups have not been allocated is given in Annexure 2.4 (ii). The DISCOM wise details of pending group allocation to 33 KV feeders as informed by respective Discom representative is given as below:-

East Discom representative informed the committee that 01 No. feeder group allocation has been done and there is no pending. Representative from Central Discom informed that 10 No. group allocations has been done, 2 Nos. feeders named as 33KV Jatkheda-I and Jatkheda-II at Minutes of 55th OCCM of MP 4
132KV Shyampur EHV Substation are not existing and remaining 13 Nos. feeders group allocation is under process. West Discom representative informed the committee that group allocation of 1 No. feeder has been done, 3 No. feeders are not existing and for remaining 8 No. feeder”s group allocation is under process. The current updated status is enclosed as Annexure-2.4(ii).
ITEM NO. 3 : OPERATIONAL PLANNNING:
3.1 Generating Units under planned outage and proposed maintenance programme : Member Secretary informed the committee that the annual maintenance /outages of thermal generating units of MPPGCL during Jan.2017 to Feb ‘17 is Nil as intimated by ED(O&M:Gen.), MPPGCL, Jabalpur.
3.2 Proposed shutdown programme of Transmission lines / Transformers: Member Secretary informed the committee that the he proposed shutdown of transmission elements for the period 01.01.2017 to 28.02.2017 submitted by MPPTCL is enclosed as Annexure-3.2. 3.3 Long outages of transmission and elements and protections : Chairman OCC informed the committee about the long outages of transmission elements and protections and the status submitted by MPPGCL/MPPTCL are given below:

MPPGCL intimated that a tripping through LBB protection observed on 25.11.2016 during failure of lightning arrestor of Unit No.2. Further, M/s GE India Bangalore has been informed about the matter for attending the same. MPPGCL representative informed that 220 KV bus bar protection scheme is out of service and M/s GE India, Bangalore has been requested for attending the same. Member Secretary, OCC requested MPPGCL to expedite the matter for earlier restoration of 220KV bus bar protection from system security point of view.
2 Main Breaker of 400 KV Nagda-Rajgarh-II
23.07.15 Y-phase CT burst / BKR Problem
400 KV Rajgarh- II is charged from 400 KV Main Bus-I, for ensuring connectivity with Main Bus-II. The work is in progress with work of providing Reactor on ISP Bay. 400 KV Rajgarh-I is shifted in diameter of 315 MVA ICT-IV, which has facility to connect on Main Bus-I and Main Bus-II. This will impact when outage of Bus-II occurs in outage of Nagda-Rajgarh–II circuit. MPPTCL representative informed in the meeting that the work will be taken up by end of March 2017.

4. 315 MVA, 400/220 kV ICT-I at 400 kV S/s Bina.
15.10.15 Due to Buchholtz relay alarm.
The transformer bank is out of circuit from 02.08.2015. 2 No. 105 MVA Units of these banks have failed. The complete bank has to The 315 MVA X’mer Sr. No. 6005210 is out of circuit from 15.10.2015. The Transformer has been shifted from Bina to M/s BHEL works for repairs. MPPTCL representative informed that the order for repair has been placed, the transformer is shortly to be despatched and expected to be commissioned by end of January 2017 as intimated by MPPTCL.
5. 315 MVA, 400/220 KV ICT at 400 KV S/s, Julwaniya.
05.01.16 The ICT has been removed for installation at Bina 400 KV S/s and commissioned there at 16:49 Hrs. on dtd. 05.01.2016. In 52nd OCCM MPPTCL representative informed the committee that new Transformer of 315 MVA, 400/220 KV EMCO make order has been placed. MPPTCL representative informed the Committee that it will be commissioned by the end of Feb-2017.
6. 315 MVA, 400/220 KV X’mer II (TELK make) Main Breaker at 400 KV S/s Katni
03.11.15 X’mer commissioned through bus coupler breaker since commissioning.
It has come to notice that the transformer-II has been connected through bus coupler breaker both side (400 KV & 220 KV) and there is no main breaker for this 315 MVA X’mer-II. In 54th OCCM MPPTCL informed the committee work of 220 KV Ckt. breaker has been completed and 400 KV Ckt. Bkr. work is under progress. MPPTCL representative informed that the work will be completed by end of Jan., 2017.
7. 40 MVA ,132 /33 KV EMCO make X’mer Sr.No. HT-1344/ 11641 at 132 KV S/s Ashta
10.05.16 Transformer failed on dated 10.05.2016 as intimated by T&C, MPPTCL.
50 MVA 132/33 KV X’mer has been commissioned on 18.11.2016 as intimated by MPPTCL.

19.05.16 Transformer failed on 19.05.2016 as intimated by T&C, MPPTCL.
The load is manageable through (1x20 + 1x40) MVA X’mers in running condition at S/s Pichhore. Hence replacement of failed X’mer is not required as intimated by MPPTCL. In 52nd, 53rd & 54th OCCM, Chairman requested MPPTCL P&D to submit letter for removal of transformer from Asset. Representative from P&D informed that matter will be settled by end of Jan., 2017.
9. 20 MVA, BBL Make X’mer (Sr. No.-2195/4) at 132 KV S/s Katangi.

MPPTCL representative informed that X’mer is under testing & investigation. Further Company engineer has visited the site and matter is under process.

07.09.16 Capacity enhancement work (20 MVA X’mer to be replaced by 50 MVA X’mer).
20 MVA X’mer has been shifted from Jaora to Neemuch as intimated by MPPTCL. Installation of 50 MVA new X’mer has been done and Xmer commissioned on dtd. 05.12.2016 at 132KV S/S Jaora as intimated by MPPTCL.

The Bus-reactor is out of service since 06.09.2016. MPPGCL representative informed that the cause of outage shall be intimated shortly to SLDC and reactor shall be commissioned by end of March 2017.
ITEM NO. 4 : OPERATIONAL STATISTICS FOR THE MONTH OF OCT 2016 AND NOV 2016:
The Member Secretary, OCC informed the committee that the details of actual generation, Schedule
from Central Sector, demand etc. are given in the following Annexures:
Annex. 4.1 Unit wise actual Generation of MPPGCL thermal Units and station wise Generation of
MPPGCL & NHDC Hydel Units. Annex. 4.2 Power Supply Position. Annex. 4.3 Hourly Average of Availability and Demand. Annex. 4.4 Hourly average schedule Vs Drawal of DISCOMs.
ITEM NO. 5.0 : SYSTEM DISTURBANCE IN MP DURING OCT 2016 AND NOV 2016 : The Member
Secretary, OCC informed the committee that there was no major grid disturbance in MP during OCT
2016 and NOV 2016. Moreover, the Grid Disturbances and Grid Incidents in MP during these months
are given in Annexure 5.0.
ITEM NO. 6.0 : IMPORTANT OPERATIONAL ISSUES:- 6.1 STATUS OF COMPLETION OF ONGOING SCHEMES FOR COMMISSIONING OF REACTORS /
TRANSMISSION ELEMENTS:- The Member Secretary, OCC informed the committee that the present status regarding schedule and commissioning of reactors / transmission elements is as below:-

MPPGCL Work will be carried out under PSDF as intimated by MPPGCL. Thereafter Chairman OCC stated in 54th and also in 55th OCCM that procurement process can be started without waiting for PSDF approval. MPPGCL representative informed in the 55th OCCM that NIT shall be floated in the first week of Jan. 2017 and Reactor is expected by June 2017.
6.2 Provision of synchronization facility at EHV sub-stations of MPPTCL:- The Member Secretary,
OCC informed the committee that as per Grid Code, the synchronization facility should be available at all
the Power Stations, 400 KV Sub-stations and 220 KV Sub-stations and 132 KV sub-stations in the path
of black start. Further it was informed by chairman OCC that synchronization trolley at 400 KV S/s Indore
is not in order and requires immediate attention for its proper functioning. MPPTCL representative informed the committee that order of 69 no. synchronization trolley
has been placed and 1 no. synchronization trolley has been delivered for checking and testing purpose
at 220KV S/S Barwaha. Further MPPTCL representative informed that the synchronization trolley will be
delivered in Feb.2017.
6.3 The Procedure for processing the new TSS application by WRC Railway:- The Member Secretary, OCC informed the committee that Indian Railways have been declared as “Deemed Licensee” vide Hon’ble CERC order dated 05.11.15. It is also laid down in aforesaid order that for each of the state concerned, all the TSS operating therein shall be treated as a “single entity” operating under a “Fragmented Control Area”. The concerned SLDC has been designated as the Nodal Agency by Hon’ble CERC, with powers vested for managing the scheduling of power to all the Railway’s traction sub-stations deemed to operate as a single entity under a “Fragmented Control Area” in MP. As per the directives, the Railways have availed long-term inter-state open access for their 37 nos. existing Traction Sub-stations in MP, by scheduling 200 MW power from Ratnagiri Gas & Power Pvt. Ltd. (RGPPL), Ratnagiri (MS). Thereafter new TSS are being under commissioning.
The MPPTCL has framed a procedure for processing the new TSS applications of Railways for connecting the new/upcoming sub-station. The procedure as received is attached as Annexure-6.3. 6.4 Training on Power Systems at WRPC, Mumbai:- The Member Secretary, OCC informed the committee that WRPC, Mumbai has intimated that NLDC is going to organize training on Power Systems

for five days by the International Consultant (M/s Tractebel) at WRPC, Mumbai. The training programme has been scheduled from 09.01.2017 to 13.01.2017. WRPC has requested to nominate engineers with protection ground for this training. SLDC requested the concerned utilities for submitting the nominations to SLDC.
The concerned utilities have confirmed the nominations in the meeting.
6.5 LINE DIFFERENTIAL PROTECTION ON SHORT LINES:- The Member Secretary, OCC informed the committee that in the 128th Protection Committee Meeting of WRPC scheduled on 06.12.16 & 07.12.16 at WRPC Mumbai, Line Differential Protection provision on short lines was discussed. This is in regard to the recommendation of the Sub Committee on relay under protection Task Force for Power System Analysis under Contingencies (Para-14 in Sec. 6 of the Report under Relay Setting guidelines for Transmission Lines):
Many transmission lines are now having OPGW or separate optic fiber laid for the communication. Where ever such facilities are available, it is recommended to have the line differential protection as Main-I protection with distance protection as backup (built-in Main relay or standalone). Main-II protection shall continue to be distance protection. For cables and composite lines, line differential protection with built in distance back up shall be applied as Main-I protection and distance relay as Main-II protection. Auto-re-closer shall be blocked for faults in the cables.
The matter was discussed in the meeting regarding line differential protection provision on short lines. Chairman OCC requested MPPTCL, MPPGCL and other concerned entities to submit the list of short lines on which the line differential protection has to be provided.
6.6 DATA FOR PROTECTION SETTING OF 400 KV AND ABOVE SYSTEM:- The Member Secretary, OCC informed the committee that WRPC has submitted the format for collection of data of protection settings of 400 KV and above system from all generating stations, load sub-stations for submission to WRPC. The format is enclosed as Annexure-6.6. The data of 400 KV Bina, Bhopal, Pithampur, Katni, Indore, Nagda, Chhegaon and ISP is received from MPPTCL and ISP. However the requisite data of JP Bina, 400 KV Sub Station Astha, Julwania,, SGTPS, SSTPS and STPS is to be submitted to the SLDC by respective utilities. SLDC requested utilities to furnish the transformer protection and backup protection details in the prescribed format by 24th December 2016 so that same may be forwarded to WRPC/WRLDC. MPPTCL submitted the data for Ashta & Julwania 400 KV S/s. Further Member Secretary requested MPPGCL to submit the data within 3 days to SLDC for onward submission to WRLDC/WRPC. 6.7 Overloading of 220 KV Gwalior(PGCIL)-Malanpur Ckt. I & II:- Member Secretary, OCC informed the committee that presently loading of 220 KV Gwalior (PGCIL)-Malanpur Ckt. I & II remain on higher side and it is expected to increase further and may cause over loading of these lines. The matter was taken up with POSOCO by SLDC. The Addl. General Manager, POSOCO had advised to provide load trimming scheme at Malanpur and Mehgaon for contingency of 220 KV Gwalior-Malanpur lines. Accordingly, CE (T&C) had proposed load drop scheme (two stage) at 220 KV S/s Malanpur which was forwarded to WRLDC for concurrence. Stage-1

If load on any of Gwalior-Malanpur circuit exceeds 250 MW, 132 KV S/s Malanpur-Badgaon line shall be open at Malanpur end in 500 msec. This will give relief of nearly 50 MW to 70 MW. Porsa-Ambah link shall be kept open, when be load dropping scheme in service. Stage-2 If loading of Gwalior-Malanpur is still more than 250 MW after operating stage-1, then after 132 KV Morar-I&II, shall be tripped after 300 msec. (in addition to stage-1 time of 500 msec.)Tripping of 132 KV (Morar I&II) shall give load relief of 50 MW. The WRLDC has requested for time delay for stage-1 as 250 msec. instead of 500 msec. and
for stage-2 as 200 msec. instead of 500 msec to ensure that load relief is obtained within 500 msec. The
CE(T&C) has intimated that the settings suggested by the WRLDC for load trimming scheme in Gwalior
area of MP cannot be adopted because Zone-II tripping time of 220 KV feeder is 300 ms. To avoid mal
operation of load trimming scheme, it is necessary that Stage-I should be operated with delay of 500 ms,
so that necessary time discrimination of 200 ms with Zone-II can be provided. Similarly the time delay of
800 ms for Stage-II operation selected.
The same has been intimated to WRLDC and CE(T&C) was requested to implement the Load
Trimming Scheme in Gwalior area. MPPTCL representative confirmed the committee in the meeting that
the scheme has been commissioned at 220 KV sub-station Malanpur successfully on dated 18.11.2016.
6.8 Charging of 3rd 220 KV Interconnector between 765 KV PGCIL and 220 KV S/s Satna (MP):-
Member Secretary, OCC informed the committee that there are 2 Nos. 220 KV Interconnectors between
765KV S/s Satna (PGCIL) and 220 KV S/s, Satna. The load on these 220 KV Interconnectors sometimes
increases up to 240-250 MW during peak load hours due to increased irrigational demand of MP. Such
high loading of these lines may lead to interruption in the area if any of the line trips.
He informed to overcome the issue of high loading of these 220 KV Interconnectors, the Testing
Wing of MPPTCL has proposed that a part of the 220 KV Satna(PG)-Katni line may be utilized as 220 KV
IIIrd Interconnector between 765 KV S/s Satna (PGCIL) and 220 KV S/s, Satna by opening jumper at
Location No.5. The proposed arrangement shall be as given below:

The proposal of Testing Wing of MPPTCL has been examined and necessary concurrence for this interim measure was given by WRLDC on 08.12.2016. MPPTCL and Power Grid WRTS-II shall coordinate for revised protection settings and confirm to SLDC and WRLDC before charging the 3rd

interconnector between Satna (PG) – Satna 220 KV (MP). Progress in this regard may be conveyed to SLDC during the meeting. Member secretary requested MPPTCL to coordinate with PGCIL the above matter and expedite the work. 6.9 Ten Daily Reservoir operation table of MPPGCL HPS:- Member Secretary, OCC informed the committee that in the meeting held in Regional Office of MPPMCL at Bhopal on 24.09.2016 to discuss availability from Sardar Sarovar Project, ISP & OPS and State Hydel Plants for Rabi season, MPPGCL had agreed to obtain ten daily reservoir operation table from WRD and NVDA for their operation of their hydro generators. In last 54th OCCM, request has been made to MPPGCL for furnishing the same to
SLDC by 29th October 2016, but the same is not received by SLDC.
SLDC has requested MPPGCL to pursue the matter with WRD and submit the Ten Daily
reservoir operation table in the OCCM.
MPPGCL representative submitted the ten daily reservoir operation table of Bargi HPS in the
meeting. Member Secretary requested MPPGCL to submit the ten daily reservoir operation table of remaining HPS to SLDC at the earliest. 6.10 Charging of new 50 MVA, 132/33 KV transformer at 220 KV Anuppur S/s without obtaining real time code from SLDC and taking load by S/s officials :- Member Secretary, OCC informed the
committee that on dtd. 10.12.2016 at around 17.47 hrs. the 50 MVA X’mer at Anuppur S/s was taken on
load without submitting documents required for confirmation of compliance of regulatory requirement and
without obtaining the code/clearance from SLDC. He pointed out that the switching operation of
transmission elements without obtaining code and intimation to SLDC is not desirable for safe, secure
and smooth operation of integrated grid and also violation of IEGC section 1.5, 5.6.2(b) and MPEGC
clause 1.14. Such violation was also noticed in past also i.e on dtd 10.04.2016 and 15.04.2016 when the
transmission elements in Satna and Rewa were charged without obtaining real time code from SLDC.
The same was also informed vide this office letter no. 07-05/RPC-51/164 dtd 16.04.2016.
The matter was discussed in the meeting and Member secretary requested MPPTCL & other
entities to circulate invariably the formats of documents required to submit to SLDC prior to charging of
new transmission elements to all related field officers/offices of MPPTCL and also instructed all field
officials to strictly adhere to the compliance of regulations.
6.11 Hand tripping of Transmission elements without obtaining real time code from SLDC by S/s officials: - Member Secretary, OCC informed the committee that on dtd. 14.12.2016 at around 11.30
Hrs. the 40 MVA 132/33 kV X’mer was hand-tripped at 132 KV sub-station Banda without intimating the
reason and obtaining the code from SLDC. Such unilaterally switching operation of transmission
elements without obtaining code and intimation to SLDC is not desirable for safe, secure and smooth
operation of integrated grid and also violation of IEGC section 5.2 (b), 5.6.2(b) and MPEGC clause 6.1.3. Member Secretary, OCC requested MPPTCL to avoid such occurrences in future and instruct the
substation officials/incharge to comply to the Grid Code to ensure safety of the integrated system.

6.12 : FRC computation for Generators of MP for dated 30.11.2016.:- Member Secretary, OCC
informed the committee that WRLDC has requested all the states to compute the Frequency Response
Characteristics (FRC) for dated 30.11.2016 for the generators under the control area of each state at the
time of 2300 MW generation loss at Anapara due to tripping of 400 KV Anapara-Sarnath Double Ckt. and
resulting in frequency dip from 50.16 Hz to 49.89 Hz (0.27 Hz). Accordingly MP SLDC has computed the
FRC of the generators under the control area of MP SLDC. The observation of the computation of FRC
are given below:

The Chairman, OCC pointed out that, from the results it can be seen that frequency response
has been observed only from STP-11 and SGTPS-1 units and no response has been observed from
other units of MPPGCL. Moreover STPS-10 and ATPS-5 have contributed their negative response which
is not at all desirable. Thus from above it appears that either the RGMO of the above units are not in
service or the working of RGMO is not proper.
SLDC vide letter no. 07-05/RPC-55/3313 dtd. 08.12.2016 requested MPPGCL to look into the matter for
investigating the reasons for not contributing the desired response by MPPGCL units / negative response
and submit the same to SLDC latest by 15.12.2016. The Information has not been received from
MPPGCL till now. It is therefore requested MPPGCL shall submit the same in the meeting.
Member Secretary requested MPPGCL to submit the FRC data to SLDC for further submission
to WRLDC?WRPC and ensure the implementation and proper working of RGMO.
6.13 Integration of New Transmission Elements into the Grid:- Member Secretary, OCC informed the
committee that the transmission system in Madhya Pradesh is growing at a rapid pace. The process of
integration/charging of new transmission elements belonging to each entity requires compliance of
certain regulatory requirements and sharing of information/submission of documents to SLDC/RLDC.
Therefore mandatory documents and not limited to, to be submitted to SLDC/RLDC prior to issue of
charging code for new transmission element are as follows:-
1. Copy of approval by Electrical Inspector.
2. Intimation by Transmission Licensee Regarding anticipated charging of new elements
(Annexure6.13-A)

3. List Of Elements to be charged and Element Rating details. (Annexure- 6.13-B). 4. Undertaking by Transmission Licensee in respect of Telemetry and communication (Annexure- 6.13-C).
All the intra-state entities are requested to provide the above data in prescribed formats (enclosed) to
SLDC/RLDC prior to charging of new transmission elements. He stated that the matter was discussed and brought to the notice of all entities during 54th
OCCM. However, the desired information is still not being furnished for all the new transmission elements. He requested the intra-state entities to furnish the required information for integration of all new transmission elements into the grid, to SLDC/RLDC prior to applying for charging.
Member secretary OCC requested MPPTCL to circulate the formats of documents (as mentioned
above) required to be submitted to SLDC prior to charging of new transmission elements to all the field
officers/offices of MPPTCL, and adhere to compliance of regulations. ITEM NO. 7: BLACK-START MOCK DRILL OF HYDEL POWER STATIONS : 7.1 Black Start mock drill of Hydel stations of MPPGCL :- Member Secretary, OCC informed the committee that the last black start mock drill of Gandhisagar HPS was completed successfully on 04.04.2016 with extending supply to 132 KV S/s, Bherugarh Ratadiya & Ujjain for Simhastha 2016. The Black Start Mock Drill at Bargi, Pench, Indira Sagar Power Station (ISP), Omkareshwar Power Station (OSP) and Tons HPS were successfully completed on 28.09.16, 06.10.16, 14.10.16, 15.10.16 & 20.10.16 respectively. As per IEGC Black Start Mock Drill need to be conducted once in every 6 months duration.
In compliance to IEGC, SLDC has proposed that the black start mock drill of Birsinghpur Hydel Power station in MP shall be conducted on 28.12.2016. Member Secretary requested the MPPGCL to take up necessary measures for conducting the Black Start Mock Drill. The black start mock drill of at Rajghat & Madikheda HPS in MP is proposed in the first week of Jan-2017.
Chairman OCC stated that the the Black Start Mock Drill of Birsinghpur HPS shall invariably be
done in presence of Mock Drill team (.i.e, officials from SLDC, MPPTCL & GCC,MPPGCL) on 28.12.2016. ITEM NO 8: SOME IMPORTANT MATTERS REQUIRED IMMEDIATE ATTENTION: 8.1 Quarterly Review of Crisis Management Plan: Member Secretary, OCC informed the committee
that as discussed and intimated in various OCCMs, quarterly review of crisis management report is to be
furnished to Chief Engineer (GM), CEA New Delhi under intimation to SLDC Jabalpur and WRPC
Mumbai. Further the NHDC & SLDC are submitting the quarterly crisis management report to CE (GM)
CEA, New Delhi under intimation to WRPC, Mumbai.
However despite continuous persuasion by SLDC other state utilities i.e. MPPTCL, MPPGCL and
IPPs are not submitting the report to CEA. Member Secretary requested the entities to submit the CMP
report in prescribed format for the second quarter of 2016-17 (July-Sept 2016) to CEA under intimation to
SLDC and WRPC, Mumbai.

8.2 Status of Physical & Cyber Security in Power Sector regarding: Member Secretary, OCC informed the committee that the Status of physical & cyber security in Power Sector for the first quarter (April to June 2016) has not been received from any of the state utilities. In the past also this report is not being furnished by any of the state utilities despite constantly pursuing the same by SLDC in OCC meetings and also through correspondence.
The state entities are requested to furnish the Status of physical & cyber security in Power Sector for First quarter and second quarter of 2016-17 (April-June & July-Sept 2016) directly to the Chief Engineer (GM), CEA New Delhi under intimation to SLDC Jabalpur and WRPC Mumbai. ITEM NO. 9: AVAILABILITY BASED TARIFF (ABT) RELATED ISSUES: 9.1 Status of AMR system installed at SLDC:
SLDC representative informed the Committee about the status of AMR data received through AMR
system in the month of Nov 2016. He informed that the complete data of 534 meters was received
through AMR system and data of 89 Nos meters (Monthly-67 & Partial – 22) was not received through
AMR system. The incomplete data is received due to site related issues such as network problem,
modem burnt, Non ABT meter installed, meter defective, Elster meter installed and time drift in meters or
due to some other problems. The status of data received through AMR system is invariably sent to all
concerned offices including SE(T&C) offices through email latest by 4th of every month for furnishing the
missing data alongwith monthly JMR data. Further following points are discussed and resolved as
under:-
1. SLDC requested the CE(T&C) office to take up the matter with M/s Secure Meters Ltd for resolving
the site related issues such as time drift in meters, meter defective, Non ABT meter & elster meters installed, network problem and modem burnt, list of interface points is available at website as Annexure-I. CE(T&C) office have assured to resolve the site related issues with M/s Secure Meters Ltd shortly.
2. SLDC representative informed that integration of ABT meters installed at the interface points of newly commissioned substation / Xmers / HT consumers / OACs / REGs – 85 Nos. He also informed that SLDC vide email dated 13.12.2016 forwarded the list of interface points to CE(T&C) office for furnishing the details of meters, modem and SIMs for integrating the ABT meters with AMR system of SLDC. He requested the (T&C) office to arrange to furnish the same on priority basis so that integration of the ABT meters with AMR system could be done by SLDC. (T&C) office representative have assured to furnish the details shortly.
3. SLDC representative requested the CE(T&C) office to issue instructions to M/s Secure Meters Ltd for deputing their engineer at SLDC in the beginning of every month for attending the problems and ensuring the readability of meters installed at the interface points. Chairman OCC also advised the T&C office representative to write letter to M/s Secure Meters Ltd. (T&C) office representative have assured to issue instructions to M/s Secure Meters Ltd.
9.2 Providing AMR facility for the ABT meters installed at MPPGCL :
SLDC representative informed that ABT meters installed at the interface points of the power stations
have been integrated with AMR system of SLDC except Tons HPS, Pench HPS and Bargi HPS. He also
informed that list of interface points whose ABT meter data not received through AMR system of SLDC
for the month of Nov’2016 has been emailed to GCC, MPPGCL on 14th Dec 2016 and requested

MPPGCL to take up the matter with M/s Secure Meters Ltd. for integrating the balance meters with AMR
system of SLDC and resolve the problems related with non-readability of meters integrated earlier
successfully. MPPGCL representative informed that Idea SIMs with GPRS + GSM facility have been
provided to M/s Secure Meters Ltd for Bargi HPS and integration will be done in 1 or 2 days, he also
informed that , Idea SIMs are being arranged to resolve the network issue to Tons HPS and Pench HPS
meters will be integrated after establishment of optical link.
Further, SLDC representative also requested MPPGCL to intimate the plan for integrating the ABT
meters installed at SSTPS. MPPGCL representative informed that replacement of meters with AMR
facility is in progress and shall be done shortly.
9.3 Energy Accounting and settlement of DSM charges of Discom embedded Open Access Customers connected at 33KV level.
SLDC representative informed that in accordance with Madhya Pradesh Electricity Balancing and
Settlement Code (BSC) 2015 and as decided in the 48th OCC meeting that energy accounting of Discom
Embedded Open Access Customers (DEOACs) shall be done by the Discom Energy Accounting Group
(DEAG) of Discoms. Accordingly, SLDC has provided the training and necessary inputs to Discom
officials on 11th Dec 2015 and requested the Commercial Sections of Discons to issue necessary
instructions to Discom Energy Accounting Group (DEAG) to take over the energy accounting of DEOACs
from the month of April 2016.
SLDC representative further apprise the Committee that East Discom & West Discom are doing the
energy accounting and issuing the DSM charges Bill of embedded customers from the month of April
2016, but, no feedback regarding issuance of DSM Bill / energy accounting of the embedded customers
from the month of April 2016 is received from Central Discom. The Central Discom representative
informed that DEAG of Central Discoms is doing the energy accounting of Discom embedded open
access customers w.e.f. April 2016.
9.4 Requirement of Centralized agency of Discoms for providing the energy injection data of Renewable Energy Generators:
SLDC representative informed that State Energy Account (SEA) is prepared and issued on 7th of
every month as per Balancing and Settlement Code 2015 of MPERC. SLDC considers the monthly
energy injection data of Renewable Energy Generators (REGs) connected at 33KV level and below
furnished by the respective SE(O&M) of the Discoms, however, Discom officials are not furnishing the
data by 3rd of every month despite repeated request made by SLDC. Sometimes the complete data is
not furnished by the Discoms by 7th of month, due to this the SLDC does not include the complete data
of REGs which later on get included in the revised SEA issued by SLDC. He further informed that
collection of REG data is a cumbersome process for which SLDC has to talk to various Discom officials
every month. He proposed that Discoms may appoint a centralized agency preferably Discom Energy
Accounting Group (DEAG) of DCC and made them responsible for furnishing the energy injection data of
REGs to SLDC in required format. This will help the SLDC to deal with only one agency of Discoms. The

Chairman OCC advise the SLDC to take up the matter with commercial sections / Managing Directors of
Discoms. 9.5 Energy Accounting of Renewable Energy Generators (REGs) connected at 33KV as per the data recorded in ABT meter installed at the pooling station:
SLDC representative informed that it was discussed and decided in the 45th OCC meeting that
energy accounting of Renewable Energy Generators (REGs) shall be done as per the actual data
recorded in ABT meters installed at the pooling station, SLDC has requested the commercial sections of
Discoms to furnish the details of meter, modem & SIM of the pooling station, but, Central & West Discom has mainly furnished the generator wise details whereas pooling station wise details are required for the purpose of energy accounting at pooling station. He further
apprise the Committee that Discom officials has informed that in case of solar generators ABT meters are
installed at the generators end only and standby meter is installed at the grid substation. In such cases
where there is no separate pooling station and standby meter is installed at the grid substation, the grid
substation shall be considered as a pooling substation as per MPERC draft REG regulations.
Accordingly, SLDC vide letter no. 2117 dated 02.09.2016 and 3344 dated 14.12.2016 has requested the
SE(T&C), Nagda, Bhopal, Ujjain of MPPTCL to furnish the details of ABT meters installed at the grid
substations, but, details have not been received so far. He requested CE(T&C) office to provide the
details of ABT meter installed at the grid substation and instruct the site officials to coordinate with Wind
& Solar Generators for providing AMR facility. CE(T&C) office have assured to do the same.
ITEM NO 10: SCADA/EMS RELATED ISSUES: 10.1 ARRANGENEMENT OF TELEMETRY OF IMPORTANT 220KV SUB STATIONS & 132KV S/S HAVING INJECTION FROM RENEWABLES/CAPTIVE POWER PLANTS OR HAVING INTERDISCOM FEEDERS & HAVING TRACTION FEEDERS- SLDC informed that a list of 50 S/s were identified for commissioning of telemetry Out of which around
fifteen RTUs (220KV Sirmore, 132KV Rewa, 132KV Satna, 132KV Biora,132KV Sironj, 132KV
Chanderi, 132KV Bercha, 132KV Arniakala, 132KV Sonkach,132KV Kannod, 132KV Poliakala, 132KV
Momin Barodia,132KV Pachore, 132KV Jeerapur, 132KV Petlabad,132KV Jaora,132KV Shankargarh,
132 Khacrod) are pending. MPPTCL agreed to arrange the commissioning of balance stations at the
earliest.
SLDC further informed that the telemetry of fourteen number of RTUs having railway traction feeder
i.e.132KV Betul S/s, 132KV Bahadurpur S/s, 132KV Banmore S/s, 132KV Chegoan S/s, 132KV
Morena S/s, 132KV Datia S/s, 132KV Mullapura S/s, 132KV Mulatai S/s, 132KV Berasiya S/s, 132KV
Mungaoli S/s, 132KV Sehore S/s, 132KV Shujalpur S/s, 132KV Meghnagar S/s, 132KV Ayodhya S/s)
is also pending to be commissioned for monitoring of railway drawal. MPPTCL informed that the
arrangement of PLCC panels and outdoor equipments required for commissioning of these RTUs is
under progress and commissioning shall be taken up in phased manner.
The matter regarding intermittent functioning of newly commissioned RTUs specifically at 132KV Kushi,
132KV Khilchipur, 132KV Vijaypur,132KV Alot, 132KV Icchawar,132KV Gudgaon,132KV Mandideep is

also discussed and MPPTCL assured to look into it and rectify the problems to ensure round the clock
functioning of these newly commissioned RTUs.
10.2 UPGRADATION OF EXISTING RTUS & DISCREPANCY IN TELEMETRERED VALUES RECEIVED FROM DIFFERENT EHV S/S & POWER STATIONS The present status of telemetry discrepancy including upgradation requirement is discussed in
detail. The list of following important locations where RTU upgradation is required to accommodate
renewable feeders/other feeders/transformers was discussed in detail:-

from Power Station end. SLDC informed that lot of inconvenience in grid management is observed and hence upgradation of
above mentioned RTU is to be taken up on top most priority for which MPPTCL agreed.
10.3 PRESENT STATUS OF PROCUREMENT OF RTUs BY MPPGCL:- The matter of procurement of RTU for Rajghat HPS and Bansagar III HPS was discussed in detail.
The Telemetry of Rajghat HPS is out since last two & half years. In response MPPGCL informed that the Minutes of 55th OCCM of MP 17
order has already been placed and approval of drawings is under progress. The RTU is expected to be
delivered in next three months.
10.4 COMMISSIONING OF COMMUNICATION CHANNELS FOR DUAL REPORTIG OF RTUS AS
PER BACKUP SLDC REQUIREMENT:- The commissioning of SCADA/EMS system at SLDC Jabalpur and backup SLDC Bhopal is
already completed and the additional communication channel is required to be extended to respective
control centers for testing with new SCADA/EMS system. SLDC requested MPPTCL & MPPGCL to
provide RTU wise progress.
SLDC further informed that a separate meeting with Communication officers has also been
arranged in SLDC on 19-12-2016 and modified communication plan submitted to MPPTCL was
discussed in detail. To commission communication channels as per backup SLDC requirement,
strengthening of existing wideband communication node is also required to be arranged. The
requirement of new wideband nodes and OPGW has already been submitted to MPPTCL and MPPGCL.
It was informed by MPPGCL that work shall be taken up shortly.
10.5 Arrangement of space, Power Supply for installation of PMUs panels & wideband node
equipments:- SLDC informed that the PMUs at MPPTCL 400KV Sub stations namely Bhopal, Bina, Indore, Katni,
Nagda has already been delivered and installation & commissioning is under progress. The necessary
arrangement for space and power supply at these sub stations is required to be ensured by MPPTCL.
MPPTCL confirmed to arrange the same before installation activities.
SLDC further informed that wideband node equipments at 220Kv Chindwara, 220KV Seoni,
220KV Ratlam,220KV Shivpuri, 220KV Indore SZ, 220KV Shujalpur, 220KV Neemuch,132KV Waidhan,
220KV Rajgarh, 220KV Malanpur,400KV Pithampur, 220KV Pithampur, 132KV Indore Chambal, Pench
& Gandhisagar HPS is expected to be commissioned within next four months. MPPTCL & MPPGCL
officials confirmed to look into the matter for necessary provisions of space, DCPS, Air conditions. 10.6 LONG OUTAGE OF RTUS, PROBLEM IN DATA AND VOICE CHANNELS- The long outage of telemetry of following S/s is discussed in detail:-

10.7 Telemetry of railway TSS Sub Stations:-
It was informed by SLDC that the telemetry of 36 Nos railway Traction Sub Stations is required to
be provided by railway for monitoring of drawal by each TSS and also monitoring of demand of railway in
MP. To finalise the telemetry scheme, a series of meetings of various filed offices from railway & SLDC
were held at SLDC Jabalpur on various occasions. In response railway officials informed that the work
regarding telemetry of TSS is under progress and telemetry is expected to be commissioned by June
2017.

System Disturbance / System Incidence
1. System Disturbance on 01.10.2016 at 220 KV S/s Shivpuri: On dated 01.10.2016 at around 16:15 Hrs. M.P system was normal and frequency of National Grid was 50.06 Hz. Prior to fault there was heavy rain & storm in Shivpuri & Bina area. At around 16:21 Hrs. 220 KV Shivpuri – Bina (MPPTCL) Ckt & 220 KV Shivpuri – Bina (PGCIL) Ckt tripped due to transient fault. Simultaneously 132 KV Shivpuri – Pichhore Ckt tripped due to overloading. Due to the tripping of above feeders interruption occurred at 220 KV S/s Sabalgarh, 220 KV S/s Shivpuri, 132 KV S/s Shivpuri, Kolaras, Mohna, Vijaypur, Sheopur Kalan, Baroda & Jora and there was load loss of about 299MW. There was no generation loss and System was normalized in due course of time.
2. System Disturbance on 02.10.2016 at 220 KV S/s Chhindwara: On dated 02.10.2016 at around 15:10 Hrs. M.P system was normal and frequency of National Grid was 50.10Hz. At around 15:15 Grs. 220 KV R-Phase PT of 220 KV Main Bus – II failed at 220 KV S/s Chhindwara resunting in 220 KV Main Bus – II bus fault and 220 KV Main Bus – II Bus Bar Protection operated. Consequently tripping of following connected feeders and transformers:- 220 KV Chhindwara – Betul Ckt, 220 KV Chhindwara – Seoni Ckt, 220/132 KV, 160 MVA X’mer – II & 220 KV Bus Tie at 220 KV S/s Chhindwara. Due to the above tripping there was no interruption in any area and hence no load loss. There was no generation loss and System was normalized in due course of time.
3. System Disturbance on 06.10.2016 at 220 KV S/s Maihar : On dated 06.10.2016 at around 13:10 Hrs. M.P system was normal and frequency of National Grid was 50.07 Hz. Prior to fault 132 KV Maihar – Satna Ckt and 132 KV Amarpatan – Zinna Ckt was kept open for load management. At around 13:16 Hrs. due to transient fault 132 KV Maihar – Kymore Ckt tripped from 132 KV S/s Kymore end only. The 132 KV Maihar – Kymore Ckt did not trip from 132 KV S/s Maihar end due to problem in its Master trip relaya, consequently fault persisted and resulted in tripping of 220/132 KV, 160 MVA X’mer at 220 KV S/s Maihars. Due to the above tripping 132 KV supply failed at 220 KV S/s Maihar & 132 KV S/s Amarpatan and there was load loss of 62 MW. There was no generation loss and System was normalized in due course of time.
4. System Disturbance on 08.10.2016 at 220 KV S/s Anuppur: On dated 08.10.2016 at around 11:40 Hrs. M.P system was normal and frequency of National Grid was 50.01 Hz. Prior to fault 132 KV Rajmilan – Morwa Ckt & 132 KV Rajmilan – Waidhan Ckt was kept open for load management. At around 11:46 Hrs. transient fault occurred on 132 KV Shahdol – Anuppur Ckt but the Ckt did not trip from either end due to relay problem at 220 KV S/s Anuppur end. The fault was fed through 132 KV Main Bus at 220 KV S/s Anuppur resulting in tripping of all the elements connected to 132 KV Main Bus as follows:- 220/132 KV, 160 MVA X’mer – I & II, 132 KV Anuppur – Kotma Ckt – I & II. Due to this tripping 132 KV supply failed at 220 KV S/s Anuppur, 132 KV S/s Shahdol, 132 KV S/s Dindori, 132 KV S/s Dongrital & 132 KV S/s Rajmilan and there was load loss of about 62 MW occurred. There was no generation loss and System was normalized in due course of time.
5. System Disturbance on 15.10.2016 at 132 KV S/s Damoh: On dated 15.10.2016 at around 20:25 Hrs. M.P system was normal and frequency of National Grid was 50.00 Hz. At around 20:26 Hrs. ‘R’-Phase CT of 132 KV Interconnector – II burst at 132 KV S/s Damoh resulting

in tripping of 132 KV Interconnector-I and 132 KV Damoh – Hatta Ckt. Simultaneously 220/132 KV, 160 MVA X’mer – I & II at 220 KV S/s Damoh tripped due to jerk. Due to the above tripping interruption occurred at 132 KV S/s Damoh and there was load loss of about 12.2MW. There was no generation loss and System was normalized in due course of time.
6. System Disturbance on 16.10.2016 at STPS: On dated 16.10.2016 at around 11:20 Hrs. M.P system was normal and frequency of National Grid was 50.04 Hz. At 11:27 Hrs. tree fault fault occurred on 400 KV STPS – ISP Ckt and the feeder tripped from ISP end only. As the circuit breaker at STPS did not operate, resulting in operation of LBB Protection of 400 KV STPS – ISP Ckt at STPS end which initiated the operation of 400 KV Bus Bar Protection of 400 KV Main Bus – I at STPS. Consequently 400 KV STPS – ISP Ckt, 400 KV STPS – Seoni Ckt, 400 KV STPS – Astha Ckt – I, 400 KV Bus Coupler, 400/220 KV,500 MVA ICT, 62 MVAR Bus Reactor and Unit # 11 at STPS tripped. Due to the above tripping there was no load loss. There was generation loss of about 167 MW and System was normalized in due course of time.
7. System Disturbance on 17.10.2016 at 400 KV S/s Chhegaon: On dated 17.10.2016 at around 01:10 Hrs. M.P system was normal and frequency of National Grid was 49.97 Hz. At around 01:14 Hrs. ‘R’-phase PT of 220 KV Main Bus – II burst at 400 KV S/s Chhegaon resulting in 220 KV Bus fault and 220 KV Main Bus –II Bus Bar Protection operated at 400 KV S/s Chhegaon. Consequently 220 KV Chhegaon – Nimrani Ckt – II, 220 KV Chhegaon – Nepanagar Ckt, 220 KV Chhegaon – SSTPS Ckt – I & II, 220 KV Chhegaon – Khandwa Ckt – II, 220/132 KV and 160 MVA X’mer – II tripped at 400 KV S/s Chhegaon. Due to the above tripping there was no interruption in any area and hence no load loss. There was no generation loss and System was normalized in due course of time.

At around 01:14 Hrs. ‘R’-phase PT of 220 KV Main Bus – II burst at 400 KV S/s Chhegaon resulting in 220 KV Bus fault and 220 KV Main Bus – II Bus Bar Protection operated at 400 KV S/s Chhegaon. Consequently 220 KV Chhegaon – Nimrani Ckt – II, 220 KV Chhegaon – Nepanagar Ckt, 220 KV Chhegaon – SSTPS Ckt – I & II, 220 KV Chhegaon – Khandwa Ckt –II, 220/132 KV and 160 MVA X’mer – II tripped at 400 KV S/s Chhegaon. 9. System Disturbance on 23.10.2016 at 220 KV yard of 400 KV S/s Sukha: On dated 23.10.2016 at around 21:50 Hrs. M.P system was normal and frequency of National Grid was 50.12 Hz. At around 21:57 Hrs. 220 KV side LBB Protection of 400//220 KV, 315 MVA X’mer – I operated at 400 KV S/s Sukha (PGCIL) due to cable fault. Consequently Bus Bar Protection of 220 KV Main Bus – I operated and resulted in tripping of 220 KV Sukha – Panagar – I, 220 KV Sukha – Jabalpur – I, 220 KV Sukha – Narsinghpur and 220 KV Bus Tie. Due to the above tripping there was no interruption in any area and hence no load loss. There was no generation loss and System was normalized in due course of time.
10. System Disturbance on 09.11.2016 at 220 KV Tons HPS :On dated 09.11.16 at 07:35 Hrs. 220 KV Tons-Rewa Ckt I and Ckt II tripped from Tons end.These both ckt got tripped with no indication at Tons end along with 220 KV Bus coupler and because of problem in Unit no.2 .The 220 KV Tons-Rewa Ckt I,Ckt II and 220 KV Bus Coupler were normalized at 09:06 Hrs,09:07 Hrs and 12:17 Hrs respectively on 09.11.2016.

11. System Disturbance on 10.11.2016 at 220 KV S/s Pipariya : On dated 10.11.2016 from 09:32 Hrs shutdown was taken on 160 MVA Areva make Xmer for PMM work. After completion of the work at 16:41 Hrs. Xmer was charged but did’nt hold and its incoming CB’s LBB operated resulting in tripping of all 220 KV feeders connected on Main Bus-I (220 KV Narsingpur ,220 KV Itarsi II and bus tie got tripped .The system was normalized at 18:16 Hrs on 10.11.2016 after necessary measures.
12. System Disturbance on 14.11.2016 at 220 KV yard STPS Sarni : On 14.11.2016 at 05:14 Hrs. 220 KV Sarni(PH)-Sarni-IC-I tripped at STPS end along with 220 KV STPS-Itarsi Ckt III, 500 MVA ICT at STPS .Further 220 KV Sarni –STPS IC I tripped at 10:01 Hrs due to B-Phase CT burst at STPS yard along with STPS-Sarni IC II.500 MVA ICT at STPS, 220 KV STPS-Sarni IC II and 220 KV STPS-Itarsi III were normalized at 07:21 Hrs, 11:20 Hrs and 19:20 Hrs respectively. Later on after replacement of 220 KV B-phase CT , 220 KV Sarni-STPS IC-I was normalized at 00:07 Hrs on 16.11.2016.
13. System Disturbance on 19.11.2016 at OSP HPS : On dated 19.11.2016 220 KV OSP-
Barwaha tap Nimrani feeder tripped at 01:20 Hrs with operation of 220 KV Bus bar protection of Bus-A along with 220 KV Bus coupler ,220 KV OSP-Khandwa and 220 KV OSP-Julwania Ckt .Thereafter Unit no.III desyncronised and SF6 Gas pressure low alarm noticed on OSP-Barwaha feeder.220 KV Bus Coupler , OSP-Barwaha Ckt, OSP-Julwania feeder and OSP-khandwa feeder were normalized at 02:20 Hrs,02:31 Hrs.02:32 Hrs, and 02:45 Hrs.respectively.
14. System Disturbance on 21.11.2016 at 220 KV Satna : On dated 21.11.2016 at 04:22 Hrs 220 KV Satna-Chhatarpur Ckt tripped on Zone I,R-phase to ground,at both end.The ckt was charged at 04:27 Hrs but the line didn’t hold and declared faulty.It was intimated that at location no.239 of 220 KV Satna-Chhatarpur top and middle phase disc flashover tripping occured.Alternate supply was resumed by charging 132 KV Chhatarpur-bijawar line at 04:45 Hrs.
15. System Disturbance on 22.11.2016 at 220 KV S/s Shujalpur : On dated 22.11.2016 at 12:14 Hrs,220 Kv Bhopal-Shujalpur Ckt I tripped from Shujalpur end on Zone-I R-Phase indication with LBB operation,resulting in tripping of 160 MVA Xmer –I,Xmer-II and Xmer-III and 220 KV PGCIL-I ckt at Shujalpur .The 160 MVA Xmer –I,Xmer-III and Xmer-II and 220 KV PGCIL-I ckt were normalized at 12:21 Hrs,12:22 Hrs,13:10 Hrs and 12:34 Hrs respectively.
