Animal Control Building Asbestos Building Survey Summary

Sierra Technical Services of Freeland, LLC

Sierra Technical Services was contracted by Genesee County, Buildings & Grounds Department to conduct a facility survey to determine the presence and locations of asbestos containing materials throughout the Animal Control Facility, 4351 W. Pasadena, Flint, Michigan. Field investigation and sampling was performed on May 3, 2011. A final report based on the results of the investigation was compiled. General Report Information: A List of Homogeneous Areas of all suspect building materials was compiled. The materials were grouped into one of two defined types on the list. This list also indicated the number of samples collected for each material, whether the material is asbestos containing or non asbestos containing, and approximate amounts of each material, expressed in square or lineal footage, where applicable. Samples of these suspect materials were collected. The number of samples collected of each suspect Homogeneous Area material was determined as per EPA protocol established in the Asbestos Hazard Emergency Response Act (AHERA), 40 CFR, Part 763, based on the material type and/or material quantity found in the building. Sample collection points were documented on the sample Chain of Custody forms, on finalized bulk sample collection forms, and on separate building schematics for each floor of the building. Sample analysis forms were generated by the laboratory that performed the analysis. The analytical data pages identified each suspect material sample by sample number, homogeneous area number, homogeneous material name, and sample location. Asbestos and non asbestos material content for each sample was indicated, expressed in percentage values for each material component. Brief verbal descriptions of each Homogeneous Area material were then compiled. The materials were grouped on the description sheets as either asbestos containing or non asbestos containing. These brief descriptions were intended to provide further clarification of material location, appearance, etc. An asbestos material location schematic was developed to schematically show ACM locations. Finally, laboratory certification and building inspector certification and State of Michigan accreditation information was included. General Field Observations and Notes:

Information gathered during field investigation showed:

• The building was heated with an HVAC duct system, where the air was heated by a boiler on the mezzanine level mechanical area. There was no suspect duct insulation found. Expansion joints on the sheet metal ducts were of a vinyl type composition. There was possible insulation located inside the boiler chimney and inside the boiler itself. Neither material was accessible for sampling with the boiler operational.

• A large incinerator on the main floor was used for cremation of animals. There was possible insulation located inside the incinerator chimney and inside the incinerator itself. Neither material was accessible for sampling with the incinerator operational.

• Mechanical piping consisted of runs of a domestic hot and cold water system, and a roof drain system. All lines were insulated with fiberglass on the runs, and fiberglass packed plastic fittings. No suspect material was observed.

• Permanent walls were concrete block or brick. • Exterior wall windows and doors were set in aluminum frames. A grey colored caulk was used

to seal the aluminum frames. This caulk was found to be ACM. Windows were sealed with rubber or vinyl stripping, or had been re-sealed with silicone type caulk.

• One pattern of 12x12 floor tile was found in the NW isolation room and in the staff lounge room. The mastic was found to be ACM, while the tiles themselves were non ACM.

• One type of a 12x12 ceiling tile, installed on a spline system, was observed in the Administration Office area, the west end of the building, and in the staff lounge. This tile was sampled and found to be non ACM.

• Interior walls and permanent ceilings were of drywall composition. Composite samples of the drywall mixed with drywall joint mud were collected. Samples showed the composite was non-ACM.

• Vinyl baseboard material was found in office spaces and various other rooms. Vinyl floor strip material was found in doorways and elsewhere separating carpeted areas from hard surface floors. None of these products was asbestos containing.

• There was insulation attached to the bottom side of the roof deck. This material was a non asbestos fiberglass covered with white colored plastic sheeting.

• Fire rated doors were present. The core insulation possibly contained within the doors was inaccessible for testing. This material was presumed asbestos.

• No other suspect materials were observed.

Asbestos Containing or Presumed Asbestos Containing Homogeneous Area Materials HA 4A –12x12 Tan Speck Floor Tile Mastic: the mastic beneath the floor tile in the building HA 7 – Aluminum Frame Grey Caulk – the caulking found on the grey aluminum door and window frames in the building HA 8 – Boiler Chimney Liner – the insulation lining the mezzanine level heating boiler; marked as “Hart & Cooley Mfg., Allied Thermal Corp., Holland, MI; Thermagard Insulation”. Sampling was not possible because the material was inaccessible. HA 9 – Boiler Refractory Material – the insulation possibly contained inside the mezzanine level heating boiler. Sampling was not possible because the material was inaccessible. HA 10 – Incinerator (cremator) Chimney Liner – the insulation lining the large cremation incinerator chimney stack. Sampling was not possible because the material was inaccessible. HA 11 – Incinerator Refractory Material – the insulation possibly contained inside the cremation incinerator. Sampling was not possible because the material was inaccessible. HA 12 – Fire Rated Doors: any doors in the building with a fire rating stamp. These doors may have an insulated core material. Sampling was not possible because the material was inaccessible. This core insulation is presumed to be asbestos containing. NON ASBESTOS Containing Homogeneous Area Materials HA 1 – Ceiling Tile: the ceiling tile found in the Administration area, the Staff Lounge and the NW isolation room HA 3 –Brown Baseboard: the vinyl mop boards found throughout the building HA 4 – 12x12 Tan Speck Floor Tile: the floor tile found in the NW isolation room and the Staff Lounge. IT MUST BE NOTED that the mastic beneath the tile is ACM.
