Severe thunderstorms dumped heavy rain in partsof Monmouth and Ocean counties Tuesday, triggeringflash-flood and other warnings for the second straightday.
The atmosphere is just filled, you could say choked,with moisture, said David A. Robinson, the New Jer-sey state climatologist at Rutgers University.
Howell received 5.91inches of rain between Mondayand Tuesday mornings a very impressive total and more fell later, he said.

FREEHOLDAfter an already-protracted legal bat-tle over his firing as Brookdale Community Collegesathletic director in 2012, Francis Lawrence has nowfiled a lawsuit against the college, its board of trusteesand former officials
The lawsuit, filed June 25 in Monmouth County,
claims the college breached Lawrences employmentcontract when he was fired over his handling of the fi-nances from the 2011 Shore Conference Tournament.
It names the Middletown-based college, its board oftrustees, William Toms, who was interim college presi-dent when the firing occurred, and Jacob Elke, who waschairman of the board of trustees at the time. BothToms and Elke are no longer in those positions.
