Housing Associations
The progression of the Registered Housing Sector;
Registered housing agencies are not-for-profit organisations that provide
affordable rental housing for low income households, registered as either
housing associations or housing providers under the Housing Act 1983.
All registered agencies must comply with Performance Standards and
demonstrate skills, expertise and resources to manage a viable social housing
business.
Registered housing agencies:
• own, manage and develop affordable rental housing
• provide a range of housing support and assistance to clients
• are viable businesses partnering with both government and the
community
• have met registration criteria
• must meet ongoing regulatory compliance against performance
standards
• leverage government funding and existing property portfolios
Port Phillip Housing
Association
• Independent not-for-profit community based
housing provider operating for 25 years
• Registered Affordable Housing Association
under the Housing Act 1983
• Governed by a skills based Board of Directors
• Owns and manages over 1000 dwellings across
30 sites with assets valued at over $300m
• Undertaking the roles of property developer as
well as facilities and tenancy management

The ACGP is highly regarded by stakeholders as successful urban renewal project, and was recently recognised in the PCA 2013 Innovation and Excellence awards.

• Ensuring the design response achieved is of
the highest quality and standards - regardless
of end use.
• All dwellings strata titled, allowing for sale in
the private market – no material design
differential – regardless of tenure.

ACGP was a challenging project that demanded transparent relationships, clear lines of enquiry and a commitment to constant communication with stakeholders
What was involved;
• Establish a CLC with PPHA as a member
• Terms of Reference to provide guidance for working
relationships.
• Target project outcomes established and understood up front by
all stakeholders (Project Team, Client, Govt, RA, Council, Local
Community).
• Communicate progress along the way utilizing a variety of
means to facilitate wide dissemination

• Political environment / NIMBYism
• As a developer, PPHA exposed to real development risk – St Hillier's insolvency event. Not immune to risks of the private sector, needs skills and capability to respond.
• Procurement of debt funding – Banks get nervous
• Significant amount of funding required (Govt), is it sustainable?
•What happens after NRAS expires?
Summary
Progression of the sector;
• Ashwood Chadstone Gateway Project one of the first significant urban renewal project by a Housing Association.
• By partnering/engaging with the Private Sector bench mark results can be achieved.
