The Global ContextWhere are the Opportunitiesregarding E-passport?
Contrary to the commonly quoted figure of 40 countries, almost 50 States are now known to be upgrading their passports to include contactless chips and biometric information over the next two years.
The list of countries to have made the switch is as follows:
Australia BelgiumDenmark GermanyJapan New ZealandNorway SwedenThailand UKFinland HungaryGreece LuxembourgUnited States

What is an E-Passport?
An Electronic Passport is the same as a traditional passport with the addition of a small RFID chip embedded in the cover. The chip will store:
• The same data visually displayed on the data page of the passport,
• A biometric identifier in the form of a digital image of the passport photograph, which will facilitate the use of face recognition technology at ports-of-entry,
• Another biometric identifier in the form a finger print or iris image,
• The unique RFID chip identification number,

European Regulations & Perspectives
• E.U. made the decision in February 2005 to implement the E-Passports based on ICAO standards
• 18 months later (August 2006) it will become mandatory for 25 member countries, containing face picture as biometric data
• After another 18 months (Feb.2008) additional fingerprint data will become mandatory
• Basic Access Control recommandation will be the rule for data confidentiality
• Fingerprint biometrics are preferred, versus iris biometrics which will be optional (Germany)
Asia Pacific Distribution Conference - 2007
What is mandatory for an e-passport?
The data page must include: Identification data
Printed visual data : the MRZ (Machine Readable Zone) printed on the document using OCR-B font (fully defined in the standard ICAO9303)
The chip must include: Identification data (same as printed) stored in a
specific file (defined in the standard ICAO 9303)
The encoded portrait with biometric elements such as gender, eye color, hair color, expression, …
Security elements preventing the creation of false identity (Passive Authentication)

What is optional?
Other biometric data: fingerprints or iris (Feb. 2008)
Other identification data: signature
Additional personal details: other names, address, profession, title, …..
Other security elements to prevent from :create a clone (Active Authentication) ensure confidentiality of identity (Basic Access Control) give special rights to countries to access biometric information
(Extended Access Control)

ID Secure market: The VALUE CHAINFrom Core Technology toTotal Identification Solution
PARTNERS
Asia Pacific Distribution Conference - 2007
Mobile E-passport reader: Importance for mobile devicescapable to read E-passports
• Border control and national ID control are mobile in many cases
• No need for a direct, physical connection to a central system
• Ability to capture samples anywhere (Finger Print, Face Pictures)
• Ability to have a database in the device itself
• address a greater breadth of issues in existing secure ID document applications
Asia Pacific Distribution Conference - 2007
Mobile E-passport reader:The Real Challenges are Technological
• Flexibility & Ergonomy for a device which have to integrate:
RFID + MRZ + Finger Print + wireless communications
• Optical Character Recognition for MRZ capture (reliability /quickness performance comparisons between simple imager and real OCR modules technology)
• Integrated RFID reader (ICAO inter-operability issues regarding RFID antenna design and performance)
• Wireless Communication interface (data security issues for centralized and decentralized data bases)
• Device memory capacity and ability to have a database in the device itself (list of researched criminals for instance)
