POLICY FOR IMPORT AND EXPORT OF SCHEDULED WASTE
o Base on The Principal Of Basel Convention :o Malaysia does not allow any importation of
hazardous waste/scheduled waste includinge-waste for recovery and disposal; (complyingthe BAN amendment)
o Used EEE that less than 3 years ( < 3years)and in good condition can be imported fordirect re-use only;
o Exportation of e-waste/scheduled waste willbe possible when no technology or recoveryfacilities available in Malaysia;

SUFFICIENTLY PROTECT WORKERS & THEENVIRONMENTHAVE MONITORING, RECORDKEEPING,REPORTING
COMPLIANCE WITH SAFETY REQUIREMENTSEFFLUENTS AND EMISSIONSINCOMING, STORED & OUTGOING WASTE & MATERIALS
HAVE AN ADEQUATE TRAINING PROGRAMHAVE AN ADEQUATE & UP-TO-DATE EMERGENCYPLANHAVE A CLOSURE/POST-CLOSURE PLAN
ADEQUATE FINANCIAL GUARANTEE, IF REQUIRED
PROMOTING ENVIRONMENTALLY SOUNDMANAGEMENT
Taking all practicable steps to ensure thathazardous wastes are managed in a mannerwhich will protect human health and theenvironment against the adverse effects whichmay result from such wastesA study on e-waste recovery facilities withobjectives to developed ESM criteria for thosefacilities, to determined the bestmethod/technology that suits Malaysian scenario– e-waste quantity/financial/technology and todetermined the future direction of e-wastemanagement in the country
ENVIRONMENTALLY SOUND MANAGEMENT(IMPORTERS)
The Facilities must have Environmental ImpactAssessment, and to be licensed by Department ofEnvironmentThe waste to be used directly in the productionand no residue will be generated from the processEg. – gypsum in cement plant as alternativematerial, copper slag as blasting material andthen to cement plant, fly ash as constructionmaterial etcMalaysia does not allowed any import forrecovery and disposal
ENVIRONMENTALLY SOUNDMANAGEMENT
Competent person for every facilities/ wastegenerator on their pollution control such asIndustrial Effluent Treatment System(CePIETSO), Air Pollution Control (CePSO /CePFBO) and Schedule Waste Management(CePSWAM)Environmental Institute of Malaysia organise thetraining and certified the competent person
ESM FACILITIES : E-WASTEE-waste – Full and Partial Recovery FacilitiesFull Recovery Facility :
*Physical and Chemical Treatment(wet chemical processes & electrolysis)*16 licensed facilities
Partial Recovery Facility (licensed with NoEIA):
*Physical Segregation/ Separation* 122 licensed facilities (previously were
scrap vendor for electronic item)
MEASURES TO ENSURE STABILITY ANDPREDICTABLE SUPPLY TO ESM FACILITIES
To control the number of ESM Facilities vs the generation rate of any scheduled waste e.g limit license given to ULAB recovery facilitiesTo control the leaking of scheduled waste out of country where CA and Customs need to work closely as well as the Customs of receiving country – to avoid shortage supply in the countryNote : Malaysia does not allowed any import of scheduled waste for recovery and disposal
