Points to PonderI have been in the chair officialsince November 2009 and amalready starting to see the sea ofchange and the ?buzz? in the UKChapter. I strongly believe thathaving the right support in theshape of two, very capable andprofessional Vice Chairman,Graham Bassett and Mike Hurst,and a dedicated committee ofwilling volunteers, makes my lifeconsiderably easier than perhapsthat of my worthy predecessors.

In the past three months wehave seen a new look committee,with its own terms of reference,dedicated individuals focussed onspecific liaison roles and lots of

enthusiasm being generated totake the chapter forward tobecome the ?must belong?number one professional securityorganisation in the UK.

We have been extremelyfortunate to be able to attract apatron of very high standing, in thesecurity environment, BaronessAngela Harris of Richmond.Baroness Harris is well connectedwith the association of PoliceAuthorities, a deputy spokespersonon Northern Ireland and memberof the Home Affairs Team forpolicing matters. She is also aDeputy Speaker of the House ofLords. It is really adventitious forus as a Chapter to have someone

inside the House of Lords with anincredible network of contacts.

what happens to our ASIS subscriptions and why wefind ourselves having to levy a charge for attendance atChapter meetings. The positive that came our fromthat note is there are a couple of companiesconsidering sponsoring the chapter administrationexpenses allowing us to greatly reduce running costsand attendance charges.

Behind the scene, the UK Chapter have beenapproached to develop a UK standard for AssetProtection by Physical Security Measures. The focus isto document the thought pattern and rationale behind‘What’ and ‘Why’ as opposed to ‘How’. A working grouphas been formed, a document framework agreed andwork packages are in the process of being allocated. Ifanyone believes they can add values to this documentplease contact either Allison [email protected] or Helene [email protected]. Depending on howwell this document is received, there maybe anopportunity for it to become part of a EuropeanSecurity Standardisation Handbook, which in its self,will bring a great deal of kudos to the UK Chapter.

The committee is focussed on serving the UKChapter and any ideas for improving the way theChapter is run or suggestions for future events pleasecontact myself, Graham or Mike. One final mentionbefore I let you go back to your ‘day jobs’, without thehard work, dedication and chapter knowledge of Judeour administrator I do believe we would not be wherewe are today. Baroness Harris of Richmondhas been involved in policingand security for 30 years. In

this time she has been Chair of theNorth Yorkshire Police Authority,Deputy Chair of the Association ofPolice Authorities and a formermember of the Service AuthorityNational Crime Squad and PoliceNegotiating Board.

A former Justice of the Peace,Angela Harris is also DeputyLieutenant of North Yorkshire, amember of the Court of theUniversity of York and High Stewardof Ripon Cathedral. Angela Harrishas acted as a former Party ChiefSteward at Federal Conferences forthe Liberal Democrats where herduties included ensuring conferencesecurity. A Liberal Democrat LifePeer, she is a Deputy Spokespersonon Northern Ireland and member ofthe Home Affairs Team for policingmatters. She is a Deputy Speaker ofThe House of Lords. The President ofthe National Association of Chaplainsto the Police, she is also a Patron ofLister House, a Royal British Legionresidential home exclusively for ex-Service men and women and theirdependants. Lister House also offersplaces for younger people who could

benefit from their specialist care andrehabilitation facilities.

This interest in policing andsecurity (as part of the wider policefamily) is one of the factors that ledher to accept ASIS UK Chairman MikeAlexander‘s invitation to becomeChapter Patron. She feels that whilstthere are clear and distinct dividinglines between the private securityindustry and police forces and thatsecurity officers must not replace orbe mistaken for police officers, thereare also areas where private security

can be of help and support.At this time when police budgets

are under such pressure BaronessHarris is interested in those areaswhere private organisations cansupport and liaise with policeforces and add to the totality ofsecurity in an area.

As Patron of the Chapter, AngelaHarris looks forward to attending andspeaking at ASIS Members‘ Eventsand to hosting ASIS UK members atThe House of Lords.

She is Patron and a passionatesupporter of the National Victims’Association (www.victimsfirst.co.uk),the UK‘s largest and longestestablished specialist homicidesupport.

The National Victims' Association,formerly the North of EnglandVictims‘ Association, is a

Registered Charity and was founded in1992 by David Hines from SouthTyneside whose 23 year old daughterMarie had been murdered by herformer partner. He had been arresteda number of times before the murder,each time breaking the terms of hisbail and each time, inexplicably, beingreleased by local magistrates. Whenhe was released for the FOURTH time,he murdered Marie and carried out aserious sexual assault on her body.

David found that the entire legal

process - before, during and after thetrial - was geared to the needs of themurderer and that the feelings of thevictims‘ family were largely ignored. Hedecided ?from evil would come good"and left his job to start campaigningon behalf of those similarly bereavedthrough homicide. David quicklydiscovered that contrary to popularbelief, there was virtually no helpavailable to him from any statutorybody.

Eighteen years later, NVA hasassisted thousands of homicidevictims' relatives and friends althoughmuch work remains to be done. The

Charity provides a comprehensiveadvocacy, advice, counselling andsupport service, together with itsground-breaking Restart Life project.

Restart Life is NVA‘s uniqueprogramme of counselling and lifeskills workshops for homicide victims‘families. It brings together groups ofhomicide victims' relatives from all overthe UK for respite, reflection,counselling and therapeutic activitiesin neutral and safe locations. Theprogramme is managed byexperienced homicide counsellors andprovides families of homicide victimswith the practical and emotional toolsto address the devastating effects oftheir trauma, restore their self-worth,re-integrate them into their localcommunities, transform theiremployment prospects and reducetheir dependence upon prescribed

The ASIS Council onAcademic Programs inColleges and Universitiesand the ASIS Foundationhave announced theundergraduate andgraduate winners of the2009 Student WritingCompetition.

The competitionrewards college anduniversity students whoconduct research,engage in thoughtfuldeliberation and write anacademic paper on anissue relevant to thesecurity and assetsprotection profession.

The graduate winneris Irfan Pandoor at theUniversity of Salford inthe United Kingdom, forhis paper "LeveragingLow Cost Solutions."Pandoor is getting amaster's degree ininternational business.

NVA also hosts the UK‘s largestannual memorial service andconference for bereaved families andworks in partnership with NHSconsultants, Police forces and otherstatutory agencies. It has participatedin the Home Office Victims AdvisoryPanel, cascades information andresearch to smaller charities and in afragmented sector, campaigns for acohesive and collective approach byvictims‘ groups.

Having never enjoyed any corefunding from any source, NVA isdesperate to form alliances withorganisations interested in criminaljustice matters from the victims‘perspective and able to offer financialsupport. It wishes to establish, furnishand staff an administrative centre andfund its counselling and respite eventsin perpetuity.

NVA patrons include BaronessHarris of Richmond, former LordChancellor Lord Charles Falconer ofThoroton QC, former MetropolitanPolice Commander David JohnstonQPM, and Rt Rev SeamusCunningham, Bishop of Newcastle andHexham. The featured speaker wasAmanda Chandler, Global PrivacyManager, Privacy Security and ContentStandards at Vodafone Group ServicesLimited, UK.

Ms Chandler‘s presentation,‘Information Governance in a GlobalCompany: The Privacy ManagementChallenges,’ began by introducing theunique challenges that Vodafone facesin terms of managing the privacy ofsensitive information, which inVodafone‘s case could includeinformation related to physical or mentalhealth, credit card data, the content ofe-mail, phone, or othercommunications, and data locationinformation.

Information governance, Ms Chandlerexplained, ‘is a framework that includesthe people, processes, and procedures

necessary to ensure the preservation,availability, security, confidentiality, andusability’ of an enterprise‘s informationassets. It is, she said, ‘A system to showthat we‘re doing the right things in theright way.’

Ms Chandler showed examples of thevast number of policies and sub-policiescreated to cover privacy, security, andcontent standards, and explained that itwas important more important not tocreate additional policies but rather tocreate processes, automated whenpossible, to ensure that policies arebeing followed.

Attendees had the chance to networkand discuss their own information-governance issues at a buffet lunch heldafter the presentation.

The CSO Roundtable provides adedicated forum for the most seniorsecurity professionals from the largestand most influential organizations in theworld.

An initiative of ASIS International, theCSO Roundtable became its ownmembership organization in 2008 togain recognition for and enhance thestanding of the CSO position; to assistCSOs in job performance, leadershipand professional development; and todevelop the next generation of corporateCSOs. First Security‘s sponsorship ofChapter 208, which heralded amuch closer relationship

between the two organisations andmajored on increasing professionalismin the security industry, has movedswiftly from concept, and goodintention, to substantive action. Theinitiative, which forms part of First‘sinnovative Leadership andManagement DevelopmentProgramme (LMDP) takes the form ofa bespoke course delivered exclusivelyfor First Security‘s senior managers byARC Training International, theAcademy for Security Management ledby David Cresswell.

Starting at the beginning of Mayand running through to the end ofOctober, First Security, is enlisting 10of its most senior managers on theprogramme, the aim of which is to laythe foundations for a more intensiveand examination-focused programmeleading to qualification in 2011. Byextending the period of study, andpostponing the pressure of what iswidely recognised to be a challengingexamination, candidates will be ableto concentrate on applying thetheories in their day-to-day operationsand individual actions, an approachFirst believes will help produce a morerounded practitioner.

As one would expect, theprogramme closely follows the

syllabus of the ASIS CertifiedProtection Professional (CPP)award and includes the practices andprinciples of both business andsecurity; legal aspects like criminallaw and privacy laws; personnelsecurity policy development andimplementation; physical security;information protection; crisismanagement; investigation includingthe management of collection andpreservation of evidence to supportpost-investigation actions.

It is intended that this module willbecome a standard feature of Phase2 of First Security‘s Leadership andManagement DevelopmentProgramme which is designed toenhance the vocational knowledgeand management skills of thecandidates. Phase 1, which is about

to launch the fourth cohort,challenges manager‘s habits, beliefs,and behaviours to encourage them toimplement management best-practicein every thought and action theymake, whilst helping them to developtheir personal skill-sets by becomingmore flexible and forward-thinking.

Commenting on the individual‘sdevelopment, Mike Crump ManagingDirector of First Security said: ?Weare pleased to see so many managersprogress to the next level and to betaking our Leadership andManagement DevelopmentProgramme forward. SALARY SURVEY

THE STRESS OF BUSINESS 2010What are the impacts and stresses business will face in2010? We asked that question to all our Chief SecurityOfficer (CSO) contributors in our salary survey for thecoming year. To ensure their frank response we havepromised our interviewees ?anonymity ‘, so we canexpress their comments as to their prospective on stressunder Chatham House rules. This year‘s salary reviewencompassed c3000 individuals representing 40% frominsurance and financial services, 26% manufacturing,23% engineering, 6% pharmaceuticals, 5% other sectors.

Immediate ImpactsMany of our respondents felt their businesses were guiltyof excessive unnecessary expenditure that had led totheir corporations problems in the economic down turn.37% of respondents considered that their corporationswere using this economic cycle to implement morestringent cuts than necessary. Undertaking a root andbranch review executives, had identified andimplemented dynamic cost overhauls, with restructuredprocess achieving considerable cost retraction in theorder of 15% across business units. This is a fairlyconsistent saving across Europe‘s 6 largest economies.

Will this pose a future problem for business functionsto re-instate reduced resources or, is this an opportunityto do something differently? For those businessexecutives who grasp the nettle, now is the time forchange and restructuring. ROI is more relevant to theFinance Officer as they welcome innovation that can tietogether technology to deliver lasting efficiency savings.

Mergers and AcquisitionsIn 2010 there is the opportunity to take out thecompetition and we will see increased levels of M&Aactivity. This poses a problem for technology interactionbetween parties. For instance, a £3m retro investment inmerging global access control platforms, following a takeover in the finance sector, proposed by one respondentsCorporate Facilities division as the ?only way forward?was averted by them insisting that existing suppliers opentheir technologies. This enabled dual purse cards and bysourcing an integrator box for £16k allowed for globalintegration and uninterrupted service to 52,000employees. Another CSO in the lodging sector undertookan employee review identifying that workers were positivein reducing to a 4 day week. Not only has this producedannualised savings of £2m, output per employee hasincreased. The review of data storage by another CSOand reduction to 15 days for stored data has saved£1,5m per business region. Budget constraints will be amajor business stress and will impact strategic planninguntil 2012.

Police arresting a suspecteddrug dealer got the shock oftheir lives when a 4ft snakesuddenly nipped out of herbra.

The python had been curledup around the breasts ofsuspect Dorota Mildrowska inOtwock, Poland.

Police had arrested her overbags of amphetamines whichthey'd found at her apartment.

Officers admitted they hadnot searched her immediatelyafter her arrest to avoidbreaching her human rights.

"We respect human rightsand so no one thought to lookinside her blouse," said apolice spokesman.

The 33-year-old, who facescharges of murder, mafiaassociation and drugstrafficking, was seized inCalabria.

Crash caused by drivershaving bikini line

A car crash in Florida isbeing blamed on the fact thatthe driver was attempting toshave her bikini line at thewheel.

Trooper Gary Dunick saysthe 37-year-old woman wasattempting to shave her pubichair, while her ex-husband heldthe wheel.

Her car then crashed intothe back of a pickup truck,injuring two women, reportsthe Key West Citizen.

"She said she was meetingher boyfriend in Key West andwanted to be ready for thevisit," Trooper Dunick said.

"If I wasn't there, I wouldn'thave believed it. About 10years ago I stopped a guy inthe exact same spot who hadthree or four syringes stickingout of his arm.

His Excellency General PervezMusharraf addressed a packedaudience including a delegation fromthe Chinese Cultural Association at theHouse of Lords in the Palace ofWestminster, London on Tuesday 23February 2010. General PervezMusharraf presented his views onleadership illustrated by examples fromhis experience of leading ingovernment and in the military; he alsostressed the importance of leadershipfor Afghanistan.

Focusing on Afghanistan GeneralPervez Musharraf said ?We must winfailure as quitting is not an option?.Quitting cannot be time related it mustbe effect related. Considering theimplications of quitting Musharraf said,the reason we are doing this needs tobe made clear to the west ?...it‘s ineveryone‘s interest, for your security, toprotect us, the nation and the globalpopulation?.

Currently, there are three projectsunderway, the military, whichdominates in the short term; thepolitical which must be strengthenedand the socioeconomic project, in thebest interest of the people. InAfghanistan, we must defeat Al-Qaida,dominate the Taliban and install alegitimate government with a homegrown leader, someone who is desiredand supported by the local people. Wemust also support the development ofLashkar (tribal armies) to fight againstthe Taliban. The old kingdom ofAfghanistan was ruled through adevolved process by the king and eachtribal leader had his own Lashkar armyfor security and protection of theirpeople.

Al-Qaida is rising across the globe inthe Maghreb and Algeria; across the

Arab peninsula including Yemen andSomalia; in Uzbekistan; and in theChinese Western borders. We need todefend and deflect the centre of gravity- Afghanistan.

Quitting shows a lack of resolve onour part; we should talk of winning andstaying to the end.

Musharraf also spoke of lessonslearned during his time in governmentincluding, understanding the issuesand the environment and that themilitary dimension is short term policy,it is the political dimension that is longterm policy.

Looking at ?India – Pakistan?relations Musharraf said: they havebeen ?confrontational andconspiratorial since 1948?; incidentsdo not happen in isolation, there arehistoric linkages, ?it has to stop nowand we should look to co-operationwith people benefits and internationalinterests?. During these times,Musharraf said, he had learned muchabout negotiation; ?it is fleeting so youhave to have the reach to grasp it?;public and popular opinion may gowrong, so the leader has to lead fromthe front, he has to mould the peoplein the correct direction. Returning toAfghanistan, Musharraf said ?publicopinion in the west is towards quitting,we must win, we can‘t loose therationale as this is in the best interestfor the region, the world and globalhumanity?.

Key things Musharraf has learned inthe military include, man-management- love and respect people not throughthe weight of their position. Todemonstrate mental, physical andmoral superiority; to be cool andunruffled under pressure; learn tosuppress the first feeling; to be bold,as Napoleon said: its 2/3 analysis and1/3 gut; find the right people, trustthem, back them up, allow them tomake inadvertent mistakes, guide themon what to do, leave it to them as to

how to do it best - that is how they willlearn swiftly.

Speaking about Security, Musharrafsaid, a security program is thedevelopment of the state and thewelfare of its people; security isinternal and external; in Pakistanbefore 9/11 there was secularextremism, in February 2001, I bannedfour organizations‘. After 9/11 theinitial external threat came from India,they amassed a force of 1 million onour borders with a potential nuclearflashpoint. I was on the phone to ColinPowell every two days. We had tobalance our border troops based onthe threat perception, between thenorthern and Indian border.

Returning to the state, Musharrafsaid, we need welfare and well being ofall the people, to focus on education;human development being at the coreof state progress along with theeconomic revival of the nation. ?I‘mnot an economist?, I learned swiftly onthe job by asking the right questionsand cutting through the jargon. Somepeople say: an economist is a ?manwho states the obvious in terms thatare incomprehensible?.

Looking at Afghanistan and thethreats - Musharraf said there arethree main points:

• 1978-1989 the Soviets invadedAfghanistan, the Mujahedeen set offon a Jihad and the west trained theTaliban, the King was deposed. TheKing held the national covenant andled the 4 ethnic groups bydecentralized rule. In 1979 theelites fled and the Jihad wasspearheaded by the religiousmilitant groups over this periodmilitancy was encouraged and grewrapidly.

• In 1989-2001 The Soviets withdrewand Afghanistan was abandoned bythe US, there was mayhem, tribal

wars, no rehabilitation of 25,000-30,000 armed Mujahedeen werenot resettled; they are now Al-Qaida.

• The current position in Pakistan,Musharraf summarized as; we aremanning four fronts, Al Qaida in themountains, the Taliban in Pakistanand in Afghanistan, and extremismin Pakistan overall. There is also therise of extremism in Kashmir and inMuslim areas due to frustrations,also due to the rise of the studentsin the Islamic movement. Musharrafobserved the linkages betweenthese various elements to makeeverything much more complex.

• After 9/11 the Al-Qaida are in thelead in Afghanistan and theypositioned themselves in themountains. At the same time therewas the resurgence of the Taliban.

• Now in 2010 the Taliban ?run theroost? we are in a position ofweakness.

The evening was introduced byCouncillor Raza Anjum who introducedGeneral Pervez Musharraf by outliningimportant points of his time ingovernment, he said, his achievementsfor democracy, included; liberating thePakistani press on entering office in1999, there was only one TV station,PTV – Pakistan national TV, now morethan 50 channels operate; women inparliament now number over 60; equal

rights for all ethnic groups;from economic insolvency in1999 to the second fastestgrowing economy in the worldwith a GDP ratio of 6% and thehighest foreign directinvestment. ?I‘ve still got a longway to go? said Musharraf.Before his resignation he wasin talks with India, to resolvedispute on Kashmir, hadseveral talks with the US andChina. Finally, that Pakistan hasthe 7th largest army in theworld, around half a millionactive service and the otherhalf million in reserve making atotal of one million strong; allrecruits are volunteers andthere are no conscripts.

Lord Sheikh delivered the nextintroduction saying the General wouldtalk about leadership including teamspirit, motivation, innovation, paths tosuccess and getting the best out ofpeople; mindful of issues of terrorismand extremism.

At the close of the evening aquestion and answer session includedquestions from the house ranging fromopium in Afghanistan, secularism inPakistan and extremism in the west.

• On opium Musharraf answered ‘theopium man is the poorest in thecommunity, the consumer is therichest; so why not buy it or use itfor medicinal purposes?’

• On economics Musharraf said,people adopt terrorism to promotetheir own ideas, terrorism is asymptom and the cause is fardeeper, negativity can be caused bypoverty, non-education ordisenchantment.

• On extremism, ‘In Islam suicide isHaram’ Musharraf said, ‘we need toeducate the people our positiveversion of Islam or it will end up aspeople fighting against each other’.In fighting has to cease amongst allthe people of Pakistan.

• On Kashmir, Musharraf said ‘we willnever give up our UN stance -unless both sides move forward,then we will consider giving it up’.

• On refusing to speak with certainpeople, Musharraf answered ‘it isvery dangerous when one sayssomething without full knowledge’.As you all know, ‘Half knowledge isdangerous’. Musharraf then went onto answer details of why someindividuals had not been given anaudience.

• Regarding the question of theIslamic Republic of Pakistan and ifthe state should be separate fromthe country – Musharraf answered,Pakistan was created as anideological state, Islam does notcontradict secularism, ordemocracy, the minorities have theirown rights.

• Asked about Muslims andextremism in the west, the Generalsaid ?we cannot support extremismwhatsoever, this spawns terrorism?.

• On leadership in Pakistan,Musharraf said ‘…in the bestinterest of the people and the entirenation, I see myself’.
