from the PresidentDear ASP – Wisconsin Members,

I would like to take this opportunity to thank the members of this association for allowing me to serve as your 2016 President. I’ve been a member of our association since 1993. I have served our Association since first being elected to the Board of Directors in 1994. My level of commitment to the field of Special Weapons and Tactics over the years has not diminished, due to the same level of commitment made by my fellow Board of Directors members. Our Board of Directors has a broad cross section of experience from Patrol, Corrections and SWAT. From the Officer and Deputy level to Law EnforcementExecutive level.

As an all volunteer Board of Directors, we have listened to you, the members, over the years, to bring you what you request regarding “Hands On” training. In October 2015, we conducted training at the new Fox Valley Technical College campus. Live Fire Sniper and Carbine courses were offered. We will conduct that training, and expand it, again in October 2016.

The professional education component of being a SWAT officer, Incident Debriefs and new deployment strategies were again presented at Our March 2016 Annual Training Conference. I feel that this was one of the best Training Conferences our association hasever presented. In terms of a lineup of presenters, I am still amazed that we were able to secure incident debrief presenters from all over the world. Our presenters conveyed the most up to date and detailed breakdowns of foreign and domestic terrorist and criminal incidents, for you, the membership. They showed us what worked, and what did not. They gave us valuable information on how to help all of us prepare for “that day.” Wewill soon set the dates for our next Annual Training Conference in March 2017.

Our association also helps bring some of the top trainers in the SWAT community to Wisconsin, throughout the year. Check the Training Tab on our website for the latest updates. Our association exists to help bring this training to you.

In the past year, we have made updates and improvements to out web site. We have reviewed our Articles of Incorporation and Bylaws to reflect changes in our membership base. We have restructured our committee assignments to help our board work moreefficiently. Our board member Law Enforcement Officers come from large, rural areas and densely populated urban areas. They provide a wide range of skills and experience that keep our association moving forward.

As always, please spread the good word about our association. Our current members are our best recruiters. Your membership in our association supports the training that we bring to you. Remember, our association membership is open to all sworn Law Enforcement and Corrections officers, Fire Rescue, EMS and Military personnel taskedwith Homeland Security duties. So if your work assignment is Patrol, Corrections, TEMS, K-9, Investigations, Crisis Negotiations, or a related assignment, membership in our association will benefit you.

For their actions on December 7, 2015, in responding to a robbery / home invasion whichquickly turned into a hostage barricade incident in the City of Milwaukee in which the suspectsforced their way into a residence to steal drugs and money and held a male and female hostagefor several hours. During the incident one of the suspects fired shots through the basementstairwell walls at the entry team. As the officers entered the basement, the suspect committedsuicide. The hostages were rescued without injury. No officers or innocent citizens were injuredduring the incident.

This award is presented to those SWAT officers and members of this association who perform with diligence and professionalism in the field outside the parameters of a SWAT operation. Tactical Officer Trevor D. Deboer of the Milwaukee Police Department’s Tactical Enforcement Unit was honored for his actions on June 26, 2014 when he used combat medical casualty care on a female victim who was bleeding profusely from a gunshot wound to her leg which caused her femoral artery to be partially severed.Officer Deboer applied a tourniquet to the victim’s leg stopping the bleeding which not only saved her leg but also saved her life. Officer Deboer has since trained every member of Milwaukee’s Tactical Enforcement Unit in combat medical casualty care. This award recognizes his actions in the field as well as his dedication and commitment toward the advancement of tactical training, for his commitment to the Association of SWAT Personnel - Wisconsin and for his dedication to the principles of Special Weapons and Tactics.

Retired Sergeant Fahrenkrog was honored for his thirty-one years of service to the citizens of the City of Eau Claire, Wisconsin, as well as his sixteen years of dedicated service to the Association of SWAT Personnel-Wisconsin and his commitment to the principles of Special Weapons And Tactics. Randy is a long standing member of the Board of Directors, has filled every position on the Executive Board and is the out-going President of the association.

Retired Sergeant Fahrenkrog is the 17th recipient of the Paul W. Roemer Award.

the award of the purple heart

Trooper Casper was killed in the line of duty on March 24, 2015 when he heroically confronted a violent suspect, who had robbed a bank, killed an innocent citizen and fled from the police. The suspect opened fire on Trooper Casper who returned fire, killing the suspect. During the gun battle, Trooper Casper was fatally shot.

The Award of the Purple Heart is our association’s most venerated award, the issuance of which is limited to those officers who have either been wounded or killed in the line of duty. The award is presented with the highest degree of honor and respect, and in this case with an extremely heavy heart. Trooper Casper’s family along with several members of the Wisconsin State Patrol werepresent to receive the award in his honor.

Part of the SWAT lifestyle is fitness; make no mistake about it. Teams should not have the “look” of a model but actually just good sound fit individuals to hold things together in a time of crisis.

Fitness standards must be upheld, yet many teams limit the amount of fitness training incorporated into the monthly training regimen. When I speak with many SWAT operators, they give so many excuses about why they don’t perform fitness training on their own time and wait for the possible team drill to get in their exercises.

Fitness training has proven to be a stress reliever as well as a great motivating tool for any SWAT operator. What many in the industry don’t understand is that we, as police officers, should have a strong belief in good fitness. Unfortunately in many teams or soon to be entry-level SWAT members, my discussions with them seem to have some of the same concerns on their minds: “I don’t know if I’m going to pass the PT test.” You must ask yourself, “Why am I not in good shape to begin with?”

There are many fitness programs out there for law enforcement, especially SWAT field operators. The thing is, you can’t rely on one style of fitness training to solve all your problems.

For example, there are programs such as CrossFit that promote great functional training fitness and health. Consider the risks that exist in any other type of circuit-based program. You could jog around a track for simple cardiovascular training and sprain your knee, throw out your back or twist an ankle.

The bottom line is you’re on a SWAT team, a specialized response unit called to many dangerous situations. The duration of a call-out can keep you there for countless hours and sustainability in these environments can call for strong and sound body and mind. Examples of required durability include holding a rifle in a ready position for a long period of time. You might need to squat behind a ballistic shield during a standoff with a suspect for many hour and then suddenly burst into action. Ask yourself how long you can perform these tasks.

I always make sure my students understand the purpose of the training they are about to perform and why it’s important for them to stay up to date on current fitness and other training trends that apply to law enforcement. Students will ask my opinions on CrossFit, TacFit, Insanity workouts, and many other exercise programs. I recommend these programs as optional tools for training and fitness.

I also advise them to vary the workouts and not get locked into one style of fitness. You must consider variables such as age, current or past injuries, and current medical conditions that prevent you from performing consistent, rigorous fitness tasks.

Changing workouts every several weeks helps stimulate growth, weight loss, and better core and cardio conditioning. It also provides a positive mental feeling upon completion. As a SWAT team trainer, I recommend that operators look into variable training workouts and systems so they don’t get locked in on one type.

In our basic SWAT school, we include a three-hour segment on fitness and SWAT entry combatives that combines basic circuit-style fitness training with entry self-defense combatives for unarmed people. We emphasize the importance of fighting through tunnel vision and fast perception of threats in the room while dealing with a possible ambush.

The ambush fight exercise at the end of the training puts one SWAT operator in the center of the room with an instructor in an impact reduction training suit. The operator must close his eyes and wait for the ambush when the fight is on. The operator must get his feet and secure the role player on the ground within one minute.

In the end, the operators love the exercise as they realize how tough it is to fight off a subject for a minute or less with consistent movement and explosive counter moves. It’s usually a wake-up call about their conditioning.

During a recent training, I worked with 19 students for 1 minute rounds with 30 seconds of rest in between. I was asked how I, at age 45, hold the aggressiveness and conditioning for each student.

I simply tell them that consistent functional training combined with traditional aerobic, anaerobic, core and MMA training in full SWAT gear or regular workout gear keeps my body guessing while working harder to maintain even stronger levels of response. A student should not live in a gym for hours unless he or she is competing for a special event. I average anywhere from 30 to 45 minutes maximum for any workout.

To live in a gym seven days a week is hard for any police officer especially those who have a family. Hitting the fitness circuit in multiple variations at least four days a week will result in some major responses by your body. Just remember that you must combine nutritious food with supplementation and rest for any successful fitness and training lifestyle.

Going

Time and time again, when traveling across the country and training SWAT team members, the first question I ask the class is, “How many of you go on SWAT call outs for warrant service execution and shoot someone?”

Very rarely would you see multiple hands flying up in the air. When the same operators are asked, “How many of you make entry into structures doing the same job and, when confronted by subjects, go hands on?”

Many hands go up in the air. This raises the question about how well prepared you are to make entry into a structure, order subjects to the ground, and transition to hands to place handcuffs or control subjects on the ground.

Consider this real-world example.

A SWAT team made entry into a target location looking for a biker gang member on a no-knock warrant. After entering the residence, two operators locate the target in a room. The target planted his feet in a deep corner wedged between two walls with both hands showing and yells, “Come on mother f**kers, let’s do this.”

One operator deployed pepper spray, which didn’t affect him in any way. The subject threw a small chair

and yelled, “You’re going to need more than that to stop me!” As the team members advance slowly forward and on angles, they’re trying to decide the next move. They’re carrying M-4 carbines and stated in the debrief that they never trained in quick transition to hands to deal with hostile threats who aren’t armed and just want to fight.

As they stood there frozen in the room working their cycle of behavior to decide what to do, a third and larger SWAT member known as a “hands-on guy” suddenly burst into the room and tackled the subject, plowing him through the wall and placing him under arrest.

In our world of tactical teams, not everyone will comply with a rifle in their face, especially when they know they have no weapons in their hands. We know bean-bag rounds could be deployed, after the team backs away a few feet. Operators would stand their ground or attack the threat. However, when the sudden threat becomes a reality right before your eyes, you have to be able to think on your feet.

One example could come when you turn the corner into a room and suddenly a person comes out of nowhere and attacks you with what appears to be open hands. You’ve entered with a long weapon in your hand. You should switch into a fast reactive response, such as quickly dropping the long gun

with one hand and creating fast space with the free hand. At this point, other team members should be entering the room or structure and should be hearing your verbal commands. This will alert operators to come from another position and assist in taking the subject to the ground.

Some operators create space with quick barrel strikes to the chest area to push the subject back, before going to hands. The bottom line is, you still have to go to hands, and you can’t handcuff someone with closed fists. The world of MMA has brought us some advantages of training on the ground. However, many operators have never experienced or trained while wearing all their gear. Part of our Fgrav (Force of Gravity) Advanced DT/Use of Force Instructor

programs allow for operators to learned to train with their gear.

We all know firearms training in the SWAT arena is a major and vital piece of our operations. However, we must start to broaden our horizons and start educating ourselves on how to defend, react, diffuse and quickly secure unarmed potential threats. We are held to a higher standard so shouldn’t our training be?

Imagine yourself coming home from a fun-filled day of training, and you get a call about a man barricaded in his home. He has multiple weapons including a sub-machine gun, assault rifle, and sniper rifle. He has violated a restraining order, and knows he’s going to jail.

As a member of the SWAT team at your agency, you feel your team is ready for this situation. On this day, you know this can get resolved in a professional SWAT manner. Then you hear the subject is your best friend—an officer at your police department and a fellow team member who has crashed in his life.

You’ve gone through many doors with this person through the years. Suddenly, you find yourself on the phone talking with the person you’d hoped would never be pinned in his home. All this person wants is to die in a blaze of glory. He may not want to hurt anyone, but simply has no other route in his life because he lived for the job, loved the job, and would die for the job.

If you think this is a false story, think again. This is a true account of what happened in Piscataway, N.J. in March. It could happen in your town. If you’ve not accounted for these types of situations, consider each of the following questions:

1. How do you assist tactical members when they’re dealing with emotional hardships outside of work?

2. When your team is called out for tactical deployments such as high-risk warrant service or a possible barricaded subject, do you assume they’re all ready to deploy at a moment’s notice?

3. During operational planning, do you gauge the looks of your people to see if they have a glazed stare, indicating they’re somewhere else in their mind rather than engaged in the mission?

4. Do you know your team members well enough to know about their domestic, financial, or emotional problems?

Leading a tactical team can be a tedious and mentally draining task. Tactical units are held to a higher

standard. The training must be precision-based in all phases, so that in the real-time environment, the forgiving principles of mistakes can be held to a minimum.

When a tactical member, let alone one of your best operators in the game, suddenly has a life crash, make yourself available to that person. At call-outs, arrive early so you can take precautions such as limiting access to high-powered weapons to the person in need of crisis intervention. Try to put yourself in that person’s position to understand what you would need to prevent a major communications disaster amongst team members.

Keep an open line of communication with team members, so they can turn to you while in emotional-crisis mode and not be punished for having feelings but rather given positive assistance in their time of need.

Here are five signs that you may have a troubled SWAT operator:

1. If you learn that the person is experiencing personal turmoil because of a divorce or money issues.

2. A usually outgoing person suddenly stays very quiet and keeps to himself.

3. The person suddenly starts lashing out at others when they are usually professional in their daily work demeanor.

4. The person constantly smiles and tells you everything is OK, even though they’re getting into incidents at work or at home that causes higher administration to question their behavior.

5. Inappropriate jokes about killing people or barricading himself in the house.
