Universities are – in principle - funded by the „Länder“ only

Exemption: third-party funding (e.g. DFG), „Exzellenzinitiative“ (jointly funded by „Bund“ and „Länder“)

Funding of Basic Research in Germany: MPG

MPG is the German research organisation for Basic Research outside universities

MPG budget is covered by federal government and Länder (50:50)

MPG institutes are „tailored“ to their director: it is the goal to get the best scientist in the given field

Institutes are normally closed or at least restructured if the director leaves

Funding of Basic Research in Germany: HGF

HGF is the largest German research organisation outside the universities. It pursues long-term research goals relevant for state and society.

HGF budget is covered by federal government and Länder (90:10)

One task of the HGF is to build and operate large-scale facilities as a service for external users

DFG is an association of universities and research institutions

DFG is the central, self-governing research funding organisation in Germany )

DFG funds basic research mainly at universities via projects

DFG budget is covered by federal government and Länder (roughly 60:40)

Funds are distributed according to the demand; i.e. to the number and volume of proposals
