 Hydropower projects in ASSAM  A report by: - RK Deepak Note: - Due to the geographical conditions, Assam has least potentiality of Hydro Power as compared to Arunachal Pradesh. The two hills districts of NC Hills and Karbi Anglong offer the maximum potential for micro hydro-power projects in Assam. Governor - J B Patnaik Chief Minister - Tarun Gogoi Power Minister Shri Pradyut Bordoloi  The push for large hydropower projects in the Northeast was primarily a process driven by the Central Government till the gradual liberalization of hydropower policies allowed states to invite private players. While Sikkim kick-started this process in the Northeast in 2001-2, the process gathered momentum across the region in 2005. Although states such as Arunachal Pradesh and Sikkim are at the forefront in the initiative to sign multiple Memoranda of Understanding/Agreement (MoU/MoA) with power developers, other states such as Meghalaya, Manipur, Mizoram and Nagaland have seen some action too. Assam and Tripura are smaller players in hydropower because of their topography. In Assam, the two hil ls districts of NC Hills and Karbi Anglo ng offer the maximum potential for micro hydro-power projects. In Assam mainly two agencies, the Assam State Electricity Board (ASEB) and the Assam Energy Development Agency (AEDA) are involved in survey, preliminary investigation, preparation of Detailed Project Reports, and execution of small hydro projects. Internal/Polit ical Issue: - There has been no such concern in Assam for the Hydro Project being constructed in the state but the issue has been raised by a wide sector of civil society groups (e.g. mass movements and major students unions) on the downstream concerns of mega dams planned in Arunachal Pradesh. A major focus of conflict has been the 2,000 MW Lower Subansiri project, under construction on the Assam-Arunachal Pradesh border. Downstream agitations by local movements and the All Assam Students Union (AASU) led to the setting up of an interdisciplinary expert committee to study the downstream impacts of the project. Interim recommendations were made by this committee in February 2009 to stop work pending completion of the report. Faced with the growing public outcry in Assam over the impact of the big dams on the environment, the Power Ministry has decided to apply brakes in clearing hydropower projects upstream of Brahmaputra River, according priority to projects of strategic importance. Rapid environment impact studies on major tributaries of Brahmaputra River are to be completed in six to nine months.

Power Scenario:-

The peak demand of the State varies from 720 MW to 780 MW. Out of this only 130 MW to

150 MW of power is being generated from its own power stations. Around 400 MW power

is being imported from Central Sector Generating Stations in North Eastern Region and

remaining from other sources like private producers, Power Trading Agencies etc. There isa shortfall of about 100-150 MW during peak demand.

To boost up own generation, thrust has been given on the implementation of new projects

in the State. The 100 MW Karbi Langpi Hydro Electric Project has been taken up. To replacethe old Namrup Thermal Power Station, preparation of the detailed project report has been

assigned to NTPC. Contruction of 37 MW Lakwa Waste Heat Recovery Project has been

entrusted to BHEL. Further, on the initiative of the State Government, NTPC has taken up a

750 MW Power Project at BTPS complex, Bongaigaon, which will be based on Assam Coal.

The Department is also exploring the possibility of harnessing mini and small hydro

electric power in the State. Site preparation work of 6 MW Lungnit Mini Hydro Electric

Project has been taken up.
