OPENING BY DR. NICOLAS BAUQUET, HEAD OF CULTURE AND COOPERATION, FRENCH OFFICE IN TAIPEI

Dear Jean-Yves Vesseau,

Dear parents,

I am very happy to participate in this Taipei European School French Section General Assembly on behalf of the Director of the French Office in Taipei, Benoît Guidée, and also on behalf of the AEFE, the Agency for French Education Abroad. The French Section’s reputation is growing within the Agency. It is becoming well-known, appreciated and followed by other schools, particularly in Asia, on account of the growth in student numbers and also on account of the quality of the pedagogical project and originality of the initiatives offered here.

The big news this year is, of course, the graduation of our first Terminale class, which we hope will be followed by the accreditation by the French Ministry of Education of that final class level. We will then have reached the objective we set a few years ago, which seemed audacious, maybe a bit crazy and definitely risky at the time. It was a risk worth taking and a challenge that we have met, with a teaching team of the highest quality and excellent results – as the third level offers already received by our Terminale students demonstrate.

OPENING BY DR. NICOLAS BAUQUET, HEAD OF CULTURE AND COOPERATION, FRENCH OFFICE IN TAIPEI

It has of course been a team effort. We owe this success to the students, their teachers , to the entire French Section administrative team and to the support of TES. I would however like to emphasise the particular role played by two people in achieving these results. Firstly, Jean-Yves Vesseau, the Head of School, one of those who made this decision and defined the path to take with perseverance. He knew how to bring the necessary elements together, to make possible what seemed at first impossible. I would also like to thank Henri-Jean Fontaine, who was Section Council Chairperson for many years, he took part in innumerable meetings, wrote and replied to thousands, maybe even tens of thousands of emails…His dedication, commitment and courgae have been exceptional. I am pleased to take the opportunity today to thank him publicly on behalf of the French Office and also personally.

The continuity from Petite Section to Terminale is a major milestone in the development of the French Section, which no longer has a reason not to bear the same name as other French schools with the same noble and beautiful responsibility of moulding the minds of our children guiding them towards adulthood: a lycée. The French Office is delighted to have joined in the reflection of the French Section educational community , which has decided to adopt a simple and clear name: long live the Lycée français de Taipei !

OPENING BY DR. NICOLAS BAUQUET, HEAD OF CULTURE AND COOPERATION, FRENCH OFFICE IN TAIPEI

Of course, new challenges await our school and TES in general. The French Office is as committed as ever to the school, its head and to Stéphanie Froissart, the Chairperson of the French Section Management Council. The Section Council is the heart of the school, it makes the strategic decisions in close cooperation with the Councils of the other Sections which make up TES. I would like to thank all members of the Council for their commitment and to congratulate the newly elected members.

Finally, I would like to thank Allan Weston, CEO of TES, who will leave the school in a few weeks. His support was decisive in the development our school has known over the past few years. The role of CEO is a complicated one at TES, it requires remarkable leadership along with strong listening and cooperating skills – a bit like Europe itself really. Thank you for your work over the years and we wish you a safe trip home to Australia.

I mean, really, what is FSPA ? We are a group of parent volunteers who serve and dedicate our time, work together to promote and plan educational, fun activities and projects for your and our children in the French Section Primary. Nope. We don't get paid. But, the reward is priceless. It's a great feeling to know that our children are happy and enjoying their school life, with the events and awards that we have prepared & organised for them to participate and to get recognised. Yes. We do find pleasure by doing this... A sensation of accomplishment in doing things like this for your and for our children.

Closing speech

At the end of a General Assembly Meeting, there is usually little more to say. The Annual Report is done, we tap ourselves on the shoulder and we say thank you.

It could be a long thank you, as I have the FS Head to thank, his administrative team, the teachers and assistants, especially the 2 teachers’ representatives Florian and Julien, all the parents members of the Council (with a special thank you to our “leavers”: Meiling, Christian and Henri-Jean), the mothers of the FSPA, the French Office team (mainly Nicolas Bauquet and Anne-Laure Vincent), all BOG members, and the TES team, 338 students without whom we would not be there, and of course you, the parents of the FS (about 219 families).

So, this means I have about 1000 people to thank and I am delighted to have lost this French habit of kissing everyone.

But one special person will definitely get a hug from me and may be a kiss. I want to pay tribute to Mr HJ Fontaine. The special work he has done over the past 5 years where he has been involved in the Management Council needs to be underlined. For the past 3 years he has been Chair of the FS Council and seating at the TESBOG. His involvement represents a tremendous amount of work, a crazy number of meetings to attend, tons of emails to read and answer, and a lot of courage – as a Belgium citizen, to defend the interest of a French School. Our school has grown and changed under his impulse. Thank you HJ, thanks also to your amazing wife Yveline for allowing this. Luckily you’ll both stay close to us.

Thank you all.

Closing speech

At the end of this very positive annual report of our 1st year as a complete lycée, I still want to make a more personal report. Not a report from me on myself, rather a list of the messages I heard and well noted, during the Council meetings as well as in the schoolyard or in the cafe with the parents of the SF:

Parents, I heard your support for our Section Head, whom we question regularly, but to get explanations, to understand, because we are interested, never because we doubt him;

I have felt your great respect for the work and expertise of FS teachers, and their support staff;

I have heard your need to understand TES better, to know how your money is used, a call for transparency;

I felt the anguish of Secondary parents for their kids’ "after school life" and we are already all reassured, even before the Baccalauréat, by the excellence of their future prospects.

Participating to some FSPA activities, I saw motivated and involved moms, never worried or anxious moms. Always proud moms;

Members of the Council, you fulfilled your role as spokesperson for all parents in the FS community, none of you ever only spoke about his or her kid, in our decision-making process. There were always 219 families in the room;

During some more sensitive times, I felt the support of the French Office and understood the extent of its role;

JY, I heard your concern to honor our public service mission and to ensure the diversity of our students;

Closing speech

I have to be honest with you. This year passed quickly and well, of course because we had a great team seating at our Council, and an amazing team running the school, but also because everything was clear and guided by a vision. A vision of a caring school. And a good sign of this, is the most popular question I was asked for the past few months: “will Teacher A or B still be with us next year?”. This is a pretty good sign that there are no major concerns about the school management. You’re loyal to the team who takes care of your children. The Council is well aware of this and works to value that. No fake news here!

Support. Respect. Involvement. Motivation. Pride. Future. Loyalty. Such perfect and beautiful words to complete my enormous thank to you all.

Also thank you for coming today. I wish you a good day.

Stéphanie Froissart, FS Chair
