Introduction

Historically Rhône-Alpes region has a strong will to improve energy efficiency and develop renewable energies :

o historical development of hydroelectricityo creation of Rhônalpénergie in 1978o promotion of energy auditso development of an energy efficiency program in high schools from 1987 to 1999o development of a grant system for renewable energieso set up of a regional energy efficiency and renewable energy development program (2005)

DOMAINS OF ACTIVITY:

o rational use of energy,o promotion of renewable energies,o protection of the environment,o practical application of the sustainable development concept.

STATUTE

non-profit association of about 40 members18 employees

Few examples of action :Network of new jobs for rational energy management

Main objective : to substitute energy consumption by employment

Means : creating a network of young employees in municipalities, working on energy management in public buildings

- Arguments for decision makers and demonstration of the potential gains- Setting up a work program for the new employee- Coordination of the network of employees (workshops, communication…)- Training session (25 days in two years)- Increasing professionalism of new jobs in energy management

Tasks of the employee :- analysis and following of energy consumption- choice of contracts and negociation- adaptation and regulation of equipments

and also a communication role :- informing the decision makers, buildings users, communication on the economies done...

Few examples of action :Network of new jobs for rational energy management

Results : - awakening of decision makers on energy management- reduction of energy consumption and CO2 emissions (10 to 20 %)- creation of 50 new jobs in the region- development of an appropriate training (25 days training)- economical gains (easy to make 10-20% of economy, 35€/inhab/y x 10,000 inhab. x 10% = 35,000 €/y)

Main conclusion : Only possible with a public financial support for job creation (from State or Region), during the first years.Strong political willing for job dedicated to energy management in collectivities (Nb Inhab. > 10 000)

Few examples of action :Network of technicians in charge of energy savings

and environmental quality in social housing

Goal : Setting up a network of technicians working specifically on energy consumptions of existing buildings and environmental quality in construction and retrofitting

Main results : - 12 social housing companies involved, more or less active- Sharing of methodology for energy charges following, and reduction- Training session , and sharing of experiences- Start to consider environment in construction (environmental high quality buildings, integration of renewable…)

Brakes : - Hard to change “old way of working”- Running activities (charges management) and building activities separated, hard to think from a global cost point of view

Few examples of action : Monitoring of high schools energy charges

Rhônalpénergie-Environnement follows the energy and water consumptions of 110 high schools of Rhône department

- Development of a specific software tool (Gelyco)- Yearly enquiries in schools (by mail)- Yearly synthesis produced and sent to each school, showing electricity, heat and water consumption , and a comparison with a mean and good practices- Annual presentation to the Department Council (in charge of the high schools maintenance), and advising for work to be made to reduce consumptions

Few examples of action :Energy certificates for buildings

In the frame of several European projects Rhônalpénergie-Environnement works on energy certificates (EU building directive)

Goals :- Awareness raising of owner and renter regarding housing energy consumption- Comparison in a panel of buildings (certificate)- Advising for better energy, economic and environmental performance- Voluntary approach before application of the directive (2006)- Involving all the actors concerned in the energy and buildings issues

Projects developed : Promenlab, Greeneffect, BUDI

Few examples of action :Energy certificates for buildings

Results of Promenlab project : - methodology developed- a clear and comprehensive energy passport- 40 tests on housing buildings (<1000m2)- advises for improvement

Further developments :- Following Promenlab, Rhône-Alpes region launched a program for 1000 energy passports- BUDI project will allow us to work on bigger buildings (housing and public), to work on certificates quality, and to train future certificates producers

New regional energy policy

New organization :

Vice-president in charge of environment

One regional councilor delegate for energy

o Creation of an Energy Commission (a new commission)

o Launch of a regional plan 2005-2010 for development of renewable energies and energy management (April 2005)

o Rhônalpénergie-Environnement participated largely in the making of this plan, by figures and trends coming from the regional observatory of energy, and by proposing measures

21 measures to be in application before 2008 (including 7 with a high priority)

16 M€ in 2005 (4 M€ running + 12 M€ investment)

New regional energy policy

– Transversality of the regional energy policy: transport, research, economic policy, training, town policy, local policy

– 5 priorities:

• Promote high level of energy performance and change behavior

• Promote equal access to energy• Develop employment, know-how and innovation• Pilot and evaluate an energy policy• Diversify means and simplify procedures

o 21 measures to be in application before 2008(including 7 with a high priority)

o Development of alternatives to road transporto Launch of pilot actions for housing with a very high level of

energy performanceo Promotion of energy labeling in buildings and

recommendation for improvementso Set energy study previous to building projects o Assistance to firms for the change in their energy strategy o Set an example on its own territory

How can regions actively promote energy efficiency ?

Regional or local energy agency o “Laboratory” for experiment and promotion of new experiences in the field of

energy management and renewables

o Concrete link with the European policy through European projects (EIE, Interreg…)

o Force of proposal to build an energetic policy

o Place of discussion between diverse regional or local members

o Missing link between potential projects carriers (collectivities…) and the financing offers (European, national, or regional founds)

o …
