A fair and viable agricultural sector in Belgium is possible, but for this, action must be taken for an integrated agricultural policy. Fedagrim grabbed the bull by the horns and introduced its Agricultural Pact in 2017, which includes ten specific/concrete action points. In 2018 a first important milestone was reached: the proposal for a Landbank became specific. We ask Chairman Johan Colpaert what that proposal involves and what is in the pipeline for 2019.

Young farmers must be given the opportunity to realise their dreams”JOHAN COLPAERT

In November 2018, Fedagrim revealed its plans for a Landbank to the Parliament. What was the reason to? ‘’A couple of years ago we conducted a survey among the end-users of agricultural equipment. The results were disconcerting. Many farmers indicated they were forced to reorient themselves or close their books. One of the bottlenecks seemed to be the lack of affordable land. Farmland ends up in the hands of wealthy hobby farmers or industrial companies which lease out the land. The system of seasonal lease, which in practice means ‘leasing out to the highest bidder’ brings about always more young farmers fall out of the wagon. To tackle the problem of affordable farmland we sought

inspiration at our southern neighbours. In the sixties a Landbank and price observatory, named SAFER, were established there. That model works well, we see that the prices for farmland are comparatively lower in France than in the neighbouring countries.’’

What are you proposing exactly?‘’We call for the establishment of a public-private association supervising the sale and purchase of farmland. This association

should be placed under the direct control of the Departments of Agriculture. We push forward four policy pillars: the improvement of agriculture and forestry, with a particular attention to young farmers; the protection of the environment, landscape and natural resources; the support of local development and local economy, and finally a new leasing law which provides landowners, as well as leaseholders legal security and transparency.

In practical terms, the Landbank will have access to all transfers of farmland, including those which happen without payment. Also the sale of shares, the transfer of usufruct and bare ownership will be registered. In that way, the Landbank gets a complete and transparent overview of the price fixing. The association will be able to buy and sell agricultural land and equipment. In this regard, it will not automatically choose for the highest bidder, but will evaluate the transactions on the basis of specific criteria in which location, relocation or the continuation of the agricultural holding are at the heart. The Landbank can also act as mediator between seller and buyer, without acquiring ownership of the lands itself. Finally, it can also intervene if the four policy pillars are in jeopardy.’’

You also say that the Landbank will ensure more open space? How do you understand this exactly?‘’Some lands currently under cultivation are meanwhile coloured as industrial, natural or industrial area expansion zone. These ‘’grey areas’’ should get the status of farmland again. Besides, this is an excellent measure - in the view of concrete stop - for residential or industrial areas expansion zones. This, of course, is different for natural areas, but agriculture and nature can go hand in hand. Just think about organic farming or agronatural management.’’

How did the Fedagrim members react to that proposal? ‘’They are absolutely endorsing the Landbank.

Important stakeholders of the agricultural sector and the political scene were also present at the Parliament. They responded with divided reactions. We received many enthusiastic reactions from the public. After all, everybody agrees that something must change. But a few reservations were also made on the concept. The most commonly heard criticism was that the French SAFER would be biased. However, we have anticipated that: we suggest that government representatives sit in the association.’’

Which is the role Fedagrim can play in the Landbank? ‘’We blew the whistle and came up with a specific proposal. Now, it’s up to politicians to whether or not take action in this respect. We do not necessarily need to sit in the Landbank, but if we are asked to, we are obviously willing to give advice.’’

Fedagrim is also asking to urgently act on a serious reform on the lease law. Why?

If we want to facilitate the access to farmland for young farmers, we do not only need to reform its purchase and sell. After all, seventy percent of the land is leased out.

The objective of the lease law’s reform should be to convince the owners to lease their land to farmers. In this matter, inheritance and gift taxes on leased land for example, should be reduced. Besides, the rent price should raise, currently this is often scandalously low.’’

further obligations, even if the time span should be long enough to provide peace of mind and legal security to the farmer. We are also demanding that written lease contracts become the norm.’’

You also raise the issue of retired farmers and ask to take them into consideration in the lease law. ‘’It is our opinion that when a farmer retires, he should not own or lease ground anymore. And this is the reason why we believe it should become more simple for a retired farmer to recite his lease. Moreover, he should not exercise his right of pre-emption. This is obviously very sensitive, but by doing so we provide young farmers with all the opportunities to purchase land and realise their dream. A transitional arrangement for current retired farmers should definitely be provided.’’

Do you think work will soon be done on this reform?‘’In Wallonia such a new lease law is in the pipeline, but in Flanders it is stuck in place. This is not surprising, because the increase of lease prices and another arrangement for retired farmers are not popular measures as it happens. Owners of leasehold land are not dying for a Landbank and a decline in the sales price. But if we want to give a future to young farmers, everybody will have to put water in the wine.’’

How does the future of Fedagrim look like? What would you like to emphasise in 2019? ‘’The first months revolve around the federal elections. We will draft a memorandum in which we elucidate one more time our Agricultural Pact. We will deliver that memorandum to the political parties in the hope they will draw inspiration from it for the federal government agreement. In addition, we start discussions with the agricultural deputies of each province. We will bring forward our proposals and engage in discussions with them. These are important talks, because after the elections, the deputies

could be contacted as agricultural experts to help shaping the subject of agriculture in the government agreement.’’

‘’After the elections we will handle two more action points of our Agricultural Pact. In the long run we also search for possible means to implement all other action points. Fedagrim does not only want to be a whistle-blower, but also wants to provide solutions. We do not pretend to hold the truth, but hope that policymakers and other stakeholders can get started with our ideas so that in the future too, a fair and viable agricultural in Belgium is also possible.’’

You are Chairman for five years now. How did you see Fedagrim change? ‘’Our membership number has grown significantly. This is due to the fact that apart from manufacturers, today we also represent dealers of agricultural equipment and agricultural services. They were looking for a federation which could exert enough influence to defend their interests. The welcoming of two new groups was also a good move for Fedagrim. It has reinforced the expertise and strength of our federation.’’

AGRICULTURAL TRACTORS AND AGRICULTURAL MACHINERY

Don’t be mistaken: smart farming is not a new concept. Ten years ago the GPS made its appearance in agricultural vehicles, a second digital revolution is now ongoing: precision agriculture. In other words: taking images of fields with drones and satellites to analyse them afterwards. In lifestock breeding and horticulture, smart operation systems are being used to control, among others the ventilation.

The advantages of precision agriculture are known. Stefaan Serlet: ‘’By means of smart technologies, farmers can take the right measures at the right time. This means they can fertilise more precisely, fight diseases more precisely (and therefore use less

It is also seen as a key link in making the agricultural sector more sustainable.’’ Tjörven Van de Velde: ‘’The tighter legislation around fertilisation and crop protection persuades farmers to switch over to precision agriculture so that fertilisation and crop protection can be applied where necessary.’’

AutonomousSmart farming 2.0 is also about robotisation. Self-propelled cars on the road still sound like a long way off; in agriculture though, autonomous agricultural vehicles have long

since ceased being science-fiction. Stefaan Serlet: ‘’In the glasshouse horticulture, gardeners already deploy self-propelled picking and transport carts, but the autonomous vehicles also start finding their way in the outdoor vegetable growing. I estimate that in ten years, much of the work on the fields will be done by robots.’’

But are farmers actually asking for robots? ‘’Certainly, it is becoming increasingly hard to find manpower to work the land. Robots could take over a part of the job. Moreover, climate change causes more capricious weather and therefore more work must be carried out in a shorter period of time’’, Serlet said.

Smaller areas There is no question yet of a real breakthrough of smart farming 2.0. ‘’There is still much restraint among farmers, they find it a far-from-my-bed-show’’, says Tjörven Van de Velde. Stefaan Serlet acknowledges that: ‘’Some significant obstacles are still to be removed. Technology is still very expensive, clarity is needed on the

property right of obtained data collected by the new technology and the agricultural areas in Belgium are relatively small. As a consequence, farmers still make little profit out of it.’’ Although this is still under discussion. Van de Velde: ‘’Some studies show that farmers with small agricultural areas reap its benefits just quicker.’’

Additionally, every manufacturer developed his own software, which is not always suitable with that of the concurrent. Manufacturers are removing these communication problems step by step so agricultural machines can better communicate to each other.

In real timeHowever, the biggest obstacle is the amount of data generated by those new technologies and the uncertainty about the property right of these data. Stefaan Serlet: ‘’Many farmers are coming in contact with large amounts of measurements and data for the first time. They cannot see the wood for the trees. Furthermore, it is not so easy to interpret analyses, sometimes you need to call upon an

agronomist for that. Additionally, it should be possible to exchange information in a proper way. But most of the manufacturers are aware of this and are seeking a solution.’’

According to Tjörven Van de Velde the sector is indeed developing rapidly. ‘’In the near future, farmers will not have to analyse data by themselves anymore, the machine itself will take the decisions in real time.’’

PioneersSmart farming is not yet integrated everywhere in Belgium. But we are pioneers in the development of cutting-edge technology for smart applications. Stefaan Serlet: ‘’Two manufacturers of machinery intended for potato and vegetable cultivation from West-Flanders, rank among the world’s best. About 90% of their machines, equipped with high-tech is being exported to the Netherlands, Germany or France. But other markets such as China and Russia are quickly tapped into. Far Eastern exports already represent a significant share of their sales.

Demonstration at PotatoEurope

Case IH wants to convince the doubters of the value of smart farming. The manufacturer has developed an own system - Advanced Farming Systems (AFS) - with which it can firmly prove that integrated precision agriculture and automatisation technologies contribute to more efficient and more profitably potato cultivation. To show all possibilities of AFS, the company will conduct tests on a special field throughout the entire year. The field is located where the international fair PotatoEurope will take place. The company will regularly inform all its clients, members of Fedagrim and visitors of PotatoEurope of the achieved results. The entire cycle is followed: from cultivation, to growing season and harvest. It will be followed in September 2019 - during the fair - by the grand final: the attendees will witness the harvest of the test field from the front row. Already keep an eye on the social media of Case IH and PotatoEurope, as well as on the website of Fedagrim for the first results.

This year, PotatoEurope will be organised by Fedagrim and takes place on 4 and 5 September in Kain, near Tournai.

Reorganise your warehouse? Rely upon Fedagrim

Jonas Vinck works for Van Haute Landbouwmachines, a distributor of agricultural, horticultural and industrial machines. The family business from Hamme has a history of hundred years and counts seventeen employees. LIFESTOCK HOUSING AND CONSTRUCTION

The royal decree about the protection of farm animals is now nineteen years old, but is still very much topical. It is no coincidence the royal decree was drawn at the turn of the century. Stef Aerts, head of training in agronomic and biologic technology at Odisee University and expert in the field of animal welfare: ‘’Among many lifestock breeders, the period of the century’s turn is engraved in their memory with BSE (popularly known as mad cow disease) and with the dioxin crisis. As a consequence, the federal government - with the green party onboard - took a close look at animal welfare.’’ In addition to this general regulation, specific rules for calves (1998), pigs (2003), rabbits (2014), etc. have been introduced through the years.

Allowing the calves to stay with their mother for at least three months, not castrating pigs, providing extra space for each animal, etc. Some livestock breeders do that little bit more for the welfare of their animals. This does not only benefit the animals. In some cases, livestock breeders receive a supplementary allowance and they can make better deals with buyers.

Furnished cagesSince the sixth state reform in 2011, animal welfare policy became a regional matter. ‘’The royal decrees remain in force, but since then, each region can set its own accents’’, says Aerts. In 2018 Wallonia replaced the law on protection and welfare of animals dating from 1986 by the Animal Welfare Code. This Code states, among others, a ban on furnished cages by 2028.

In 2012, Europe banned battery cages, consequently many poultry breeders switched to furnished cages, which are provided with a nest box, perches and scratching areas. Now Wallonia wants to completely get rid of cages and is calling for poultry breeders to switch over to scratching or free-range systems. Aerts: ‘’In Flanders there is debate on that, but without result for the time being.’’ An important detail: eggs from hens in furnished cages are almost not available at the supermarket anymore, and are mainly used in the feeding industry.

On a bed of strawSome stockbreeders go even beyond the legal obligations to improve the lives of their lifestock. They ensure their animals get enough sunlight, can graze outside and find themselves in restricted number in the pen. Moreover, the transportation time is often limited.

The floor of the lifestock barn, too can be adjusted in order to improve animal welfare. Dries Van Hessche is a supplier of concrete slatted floors. ‘’In a pigpen, the floor consists of slots the manure can fall through. According to experts, animals should also be provided with a comfortable lying place. This is the reason why sometimes a part of the pen is made of a concrete floor and a bed of straw’’, he says. Comfortable floors are successful in Flanders and Wallonia. But many stockbreeders still choose for entire slatted floors though.

Quality label It is easy to explain why a large number of stockbreeders is more reticent to adopt animal welfare measures. It is not only a matter of the required investments to adjust the infrastructure, but also the fact that fewer animals may be kept per. This can be compensated by applying for a special quality label issued by independent bodies. Stockbreeders who observe to the letter the strict conditions concerning, among others space, lead time and transportation, are granted a top-up in counterpart. The concept came over from the Netherlands a few years ago. Additionally, stockbreeders can make direct deals with supermarkets willing to pay more for ‘animal-friendly’ meat.

Need financial analysis? Fedagrim is ready with professional advice

Tim Van Bastelaere is a supplier of agricultural and horticultural machinery. He runs the family business together with his spouse. He has five staff members. Two years ago, he approached Fedagrim. ‘’I wanted to know whether we charged the costs sufficiently to the client. Fedagrim mapped everything and what turned out to be? On average we undercharged our clients no less then 13 euro. We were making profit on the replacement parts of our vehicles, but that was completely overturned by the big gap between the hourly wage of our staff and the rate paid by the client. Since then, we are systematically increasing our prices a little. We decided to not drastically raise prices to

Van Bastelaere is very pleased with the service. ‘’I often draw out the then analysis. That helps me to get a view on the possibilities when staff members are asking for a pay rise for example. Now, I am also able to work with the figures myself. For instance, when an indexation of wages is applied, I can immediately see which effect that has.’’

Sales of forest and garden equipment on lithium-ion batteries have risen sharply the last four to five years. Such blowers, hedge shears, brush cutters and chainsaws are lighter and quieter – the sound level is up to 13 decibel lower. Moreover, they are no longer gasoline-powered and as a consequence forest and garden contractors do not inhale harmful gases anymore. How long you can use it, depends on the battery. With a powerful model for instance, you can trim eleven hours.

Also on SundayThe relatively new technology also realises the dream of many gardeners with a few hectares of lawn under their wing: a completely automised mowing robot. Denis Bertrand of Husqvarna manufacturer: ‘’The mowing robot we provide mows the lawn every day. At the end of the working day, he drives by himself to its sleeping place to load by himself. Because the mowing robot is silent, the lawn can also be done on Sunday. You can control the mower

with your smartphone or via smart speakers of Amazon (Alexa) and Google (Google Home).’’

Another benefit is that you no longer need to empty the mower. ‘’The mowed grass is shredded extra finely so it becomes invisible and can also serve as natural fertilisation.

On solar energy? Why are mowing robots not equipped with photovoltaic panels so they can be entirely green? Denis Bertrand: ‘’Currently the robot’s power consumption is so extremely low that the advantages of solar panels do not outweigh the investment. In the future, solar panels will be part of our zero emission policy. In that regard we are working on the HFS-project, for which we equip many machinery with a sensor. That sensor tells you where the machines are located, how often they are being used, when they have to be maintained or replaced, etc.’’

Will everybody switch to electrical devices in the future? ‘’I think electric equipment will represent the biggest market share, but I also think some products will still be driven by gasoline.’’

Lithium-ion batteries do not only bring about a real revolution in the automotive industry. Since a while, the rechargeable batteries are also being used in forest and garden equipment. Are these models also selling well? And what are the advantages compared to the classic equipment?

TYPE APPROVAL

‘’Fedagrim helped us to apply for the type-approvals’’

Since the first of January 2018, the regulations around the national type-approvals of agricultural and forestry tractors, their trailers and towed machines strengthened. This is the consequence of an European directive which puts forward stricter requirements with regards to speed, steerability, windows, sizes and masses, tires and mechanical couplings.

Dominque Emond of Pöttinger: ‘’For four types of machines, including hay presses, we had to apply for a national type-approval. Fedagrim guided us to get in contact with the right people in the administration. To make sure everything would go smooth, they also organised a meeting with the Departments of Mobility of the Flemish, Walloon and Brussels Regions.’’ The applications were handled quickly. ‘’We submitted the applications in October 2018 and already received different type-approvals in December.’’

Agricultural tractors, trailers or interchangeable towed machinery you want to drive on the road, must be type-approved. As a consequence of an European directive, more stringent requirements are being applied since year. DISTRIBUTION

The vacancies for distribution companies and agricultural vehicles are hardly filled. According to Hans De Muynck, this is due to a specific reason: what the eye doesn’t see, the heart doesn’t grieve over. ‘’We notice that youngsters who like to tinker with engines do not know about the existence of an agricultural mechanic profession. They think they can only get at work in industrial companies or garages. And that’s a pity because we can offer them a diverse and challenging job.’’

A fine piece of technology is sheltering under the hood of the newest agricultural machinery. It is quite a challenge to find qualified staff to maintain and repair these complex machines. Hans De Muynck, manager of De Muynck Agri and Kris Michiels, lead manager for the professional bachelor Agro and Biotechnology, specialisation agricultural mechanics at the Thomas More University of Geel, explain why.

Limited offerThe limited training offer is also a problem. Hans De Muynck: ‘’Until recently, Thomas More Mechelen was the only high school in Belgium which offered a bachelor’s degree with a specialisation in Agricultural mechanics. Since two years, students can also turn to VIVES Roeselare. In Wallonia and Brussels there is still no such training.

Two to three years ago, the number of enrolments for the course at Thomas More high school rose spectacularly. Afterwards, the growth levelled off again. Kris Michiels: ‘’Currently, a hundred or so students follow the course. Many of them studied at the agricultural school, but these last years there is a remarkable number of students enrolling for electromechanics.

Technology and soil expertWhy is a specialised training necessary? Kris Michiels: ‘’The latest technologies are complex in nature, especially now precision agriculture is becoming more and more established. Additionally our students also learn about soil and fertilisation management. When they turn off a plough they have to now exactly what is happening in the soil.’’

The future agricultural mechanics also gain tons of experience. Starting from the second half of the second year, they run an internship at a distributor. The internship lasts for no less than one year, eastern and summer holiday included. ‘’Our students participate in the entire cycle: from sowing to harvesting and finally fertilising. So all types of agricultural machinery show up, they get a look at warehouse management, can have a taste of sales, etc.’’

Immediately set to work Do the students also find a job right away? ‘’Most of them already have a job in hand before leaving school’’, says Kris Michiels. They end up in working environments where efficiency is priority. Hans De Muynck: ‘’The

TRACTORS

What concerns tractors of less than 50 HP, we notice a sharp drop from 1076 in 2017 to 816 in 2018. However, we need to take into account that a significant amount was registered in 2017 as new regulations on emission came into power in 2018. Because the target audience of among others hobby farmers, horse enthusiasts, gardeners and private persons is ever growing, we can state that these tractors’ market is still in an upward trend. In 2018, the numbers of sold tractors above 50 HP amounted to 2064, an increase of 2%. This brings us closer to the sales volumes of this decade’s beginning. This is partly due to the fact that part of the concerned persons who reacted with a wait-and-see attitude following the introduction of new rules on exercise duty, are buying tractors again.

MULTIFUNCTIONAL WORK VEHICLES

For the first time we also display the figures of multifunctional work vehicles (UTV) (registered as tractors) because this market is becoming increasingly important. With 175 units, this is an increase of almost 75% compared to the 104 units in 2017. These vehicles are used at events, recreation or on major building sites for example. John Deere is the outspoken market leader.

The last four years there has also been a more or less stable trend for rakes. Yet here too, the effect of upscaling is clear: whereas rakes with two or more rotors still had a market share of 20% in 2011, that number raised to 50% in 2018. The upscaling of machinery that can only be used by dairy farms happens very fast, just like it is for cooling tanks and milking machinery.

MILKING EQUIPMENT

With 52 sold equipment, the traditional milking parlours are again declining in 2018. In about five years that number has been halved. However, the market share of milking equipment with large capacities increased. More than half of traditional milking parlours have more than twenty milking barns.

PROPORTION TRADITIONAL DAIRY FARMS VERSUS FARMS WITH MILKING ROBOTS

The number of farms choosing for a milking robot and the number of installed milking robots remain stable and have been slightly increasing in recent years. Consequently, it is the first time more milking robots than traditional milking equipment have been installed in more dairy farms. In 2018, 60% of the dairy farms chose for a milking robot when they upgraded or expanded their milking equipment.

MILK COOLING TANKS Also what concerns the sales of milk cooling tanks, it is not illogical to notice the same evolution. Over a period of five years, sales of cooling tanks have halved. But also in this area, cooling tanks with a high capacity has increased. In 2011, 51% was still the standard for the market share of horizontal cooling tanks between 5000 and 10,000 liters. In 2018 more than 30% of the sold cooling tanks has a capacity of 20,000 or more liter.

MOWERS

In the gardening sector too, technologies are enhancing a few shifts. Sales of mowing robots continue to increase and the market share of mowing robots evolved from 9% in 2011 to just under 25% in 2018. Sales of (push) mowers with batteries have been increasing spectacularly in recent years, the market share amounts now for 11%. Especially the electric push mower, but also the self-propelled mower lose market share because of this new technological development.

HEDGE SHEARS

Regarding hedge shears, here as well the sales figures of battery-powered machines stand out. Over a period of eight years, the market share of this subcategory’s sales has more than eight-folded. In absolute terms, the growth is even bigger. This indicates that this new technology reaches a new target public choosing for the comfort and ease of battery-powered machines. In 2018, 40% of new sold hedge shears were battery-powered.

CHAINSAWS

Compared to 2017, sales on chainsaws suffered a downturn, but with 7074 units, 2018 was still an above-average year. Since 2018 battery-powered chainsaws are also registered. Because in 2019 a spring storm caused a lot of naturel damage, as was the case in 2017, sales will probably increase again.

BRUSH CUTTERS

Battery-powered brush cutters accounted for 64% of market share in 2018. In 2011 that was just 8%. Though the total market is growing here as well, we notice a dropdown in sales of electric brush cutters.

LEAF BLOWERS

With regards to leaf blowers we can observe two things. On the one hand, battery-powered leaf blowers are characterised by a high growth and their market share evolved from 31% (2011) to 30%. On the other hand, the total market, too is growing. Today, the leaf blower belongs to the standard equipment of professionals and amateurs with a large garden.

MULTITOOL

In 2018 the battery-powered multitool did just not account for 50% of the market share. Here as well we notice that battery-powered machinery is rather an addition to the product range. The sales of other categories is slightly decreasing.
