SMART CITY • The main strategic goal of implementing the concept of smart city is a

sustainable, balanced and efficient growth of modern cities. Promote the comprehensive development of Russian cities as a whole; bridging the gap between the capital and regions of the agglomerate by strengthening cities - regional centers

• The need to implement the concept of "Smart City" due to the need to

change the approach to the development of modern Russian cities

• To solve the current problems requires a comprehensive approach, considering all of the factors in a close relationship

• The concept of "Smart City" applies not only to the territory of the official status of the city, but can include other territorial entities, such as the district, region, etc., for which the important role played by urban development model

The assessment score included seven indices each made up of several indicators. The seven are listed below: • 1) Index of "economic potential" • 2) Index of "urban development potential" • 3) Index of "innovation potential" • 4) Index of "human resources" • 5) Index of the "social capacity" • 6) Index "ecological potential" • 7) Index "financial and fiscal capacity.
