The Department

The City of Pleasanton has the well-deserved reputation of being one of Northern California’s premier communities in which to live, work, and raise a family. Pleasanton is a major suburb situated 45 minutes southeast of San Francisco in the Tri-Valley region of the Bay Area. In close proximity to two major highways (I-680 and I-580) and the BART system the City not only has its own thriving business community but also offers easy access to the major business markets of surrounding areas.

Pleasanton’s population of nearly 75,000 includes a highly educated and skilled workforce that has given the City the nickname of the “second Silicon Valley,” and it is home to the campuses of a variety of Fortune 500 and home-grown innovation firms including Clorox, Oracle, Roche Molecular Systems, Albertsons, and Workday. Business sectors in Pleasanton range from software and biotechnology to professional services, with many businesses located in the nationally recognized Hacienda Business Park (boasting 850 acres of versatile space and business infrastructure). The community also values and actively supports its preeminent school system, which ranks among the top 10 in California.

Residents of Pleasanton enjoy the City’s 1,200+ acres of surrounding parks, open space, and trails, which offer spectacular vistas and abundant recreational opportunities. Pleasanton is also home to the stunning Callippe Golf Course. There are also plenty of shopping opportunities throughout the City, from the very successful and diverse Stoneridge regional mall to Pleasanton’s historic downtown – a pedestrian friendly destination that includes the quintessential Main Street lined with unique boutiques and tempting restaurants. Community events throughout the year such as the free summer concert series, festivals and parades along Main Street, and weekly Farmers’ Market enliven the City, with many events gathering residents together under the Pleasanton arch.

The City’s appealing, family-oriented neighborhoods, well tended homes, and manicured parks and trails speak to the highly committed and involved citizens who contribute to Pleasanton’s strong community heritage. On July 1, 2018, the Library and Community Services Departments will be combined to create a new Library and Recreation Department. The new Library & Recreation Department maximizes the delivery of strategically aligned programs and services to provide the highest value for the community. Supported by 52.25 FTE, the Library & Recreation Department will be led by Heidi Murphy, who previously served as Director of the City’s Library Services Department. Heidi is known for her upbeat and passionate nature and respected for her ability to envision what’s possible for individuals, organizations and communities. Prior to her 2015 arrival

in Pleasanton, Heidi served as Library Director for the Town of Los Gatos. She holds a Bachelor’s degree in Literature from UC Santa Cruz and a Master’s in Library & Information Science from San Jose State University.

With a vision to inspire a vibrant community, the Library & Recreation Department is structured around the shared values of integrity, collaboration, customer service, inclusiveness and innovation. The department will be organized across two divisions with each division being overseen by an Assistant Director.

The PositionThe Library & Civic Arts Division will provide resources to enrich lives, create a learning environment and foster cultural awareness through access to information, programs, events, and a range of venues. This division will be responsible for a busy, full-service library; the City’s performing, literary, visual, cultural and public art activities; as well as environmental education initiatives.

The Recreation & Human Services Division will oversee activities for all ages, interests and abilities. A variety of indoor and outdoor camps, classes, events, and services are offered at multiple facilities and parks. This department will also oversee the City’s cemetery and paratransit services.

In addition to the above portfolio of responsibilities, the department will provide staff support to the Library, Civic Arts, Human Services, Parks & Recreation, and Youth Commissions, as well as support groups such as Friends of the Library and the Bicycle Pedestrian & Trails Committee.

The scheduled July 1st merger gives the Director flexibility in the short and long-term allocation of responsibilities and will provide professional breadth and versatility. Both Assistant Directors will have extensive opportunities to assist with the exciting upcoming transition.

The Director is seeking professionals who promote high expectations and are respected for achieving results. The ideal candidates will be strong managers and outstanding role models in their respective professions. Candidates will be sought out for their effective coaching and mentoring abilities, and for supporting traditional as well as contemporary training modalities.

Previous experience with successful change management is strongly preferred. The individuals selected will possess the ability to lead change compassionately without compromising vision or results for the community. Creative problem solving and the ability to foster a cohesive culture will be expected.

Ideal candidates will be effective communicators with histories of interacting effectively with a variety of audiences. They will be active listeners skilled at eliciting feedback from both internal and external stakeholders. They will take pride in serving as ambassadors for the department.

Progressively responsible management experience and a Bachelor’s degree are minimally required, MLIS or MPA preferred.

The starting salary for the Assitant Directors of Library and Recreation will be up to the control point of $144,240 and candidates may earn up to $173,088 annually over time and demonstrated performance. The City also offers an excellent benefits package, including:

Management Pay and Performance - This plan provides an opportunity for individuals to earn up to 20% above the control point for continued exceptional performance over time.

Retirement - CalPERS 2.7X% @ 55 formula for “CLASSIC” members. CalPERS 2% @ 62 for PEPRA members. “CLASSIC” Managers currently contribute 8% on a pre-tax basis. PEPRA Managers currently contribute 6.25%.

Retiree Medical - percentage calculated based on years of service with Pleasanton for employee only, until age 65 (Medicare eligible).

Retiree Health Savings Plan - City contributes $75 per month to the employee’s RHSP. Mandatory employee contribution of $25 per month.

Deferred Compensation Program - Two deferred compensation programs are available (401a and 457), allowing employees to maximize contributions to their retirement accounts on a pre-tax basis. Management is eligible to participate in both programs concurrently. The City currently contributes 1.5% of manager’s base salary into a 457 Plan, no employee contribution required.

Medical Insurance - Choice of one of four comprehensive health plans (available only in specific geographic areas of Northern California). Employee currently pays $25 per month for lowest cost HMO plan.

Dental Insurance - City paid, including $2,000 maximum orthodontic benefit.

Life Insurance - Twice annual salary to maximum $100,000.

Long-Term/Short-Term Disability - 60% of salary (employee paid).

Vacation Leave - First through fourth year accrued at 6.667 hours per month; fifth through ninth year accrues at 10 hours per month; and progressing with years of service.

Administrative Leave - Seven days per year, paid if not taken. City Manager may authorize an additional three days per year based on performance.

Holidays - Eleven fixed holidays per year plus floating holidays.

Paid Sick Leave - Twelve days per year.

Tuition Reimbursement - Job related courses from accredited college or universities reimbursed at California State University East Bay current tuition rate.
