Association goals
Association for Engineering Education of Russia (AEER) was established in 1992. The main goal of the AEER is to facilitate the improvement and development of engineering education and engineering activity in Russia.

AEER mission: Advancement of engineering education and engineering activities in all its aspects and forms, which enhance educational, scientific and technological spheres, including teaching, consultation, research, engineering developments, technologies transfer, wide range of educational services, public relations, collaboration with industrial companies, integration into the international scientific and academic community.
Main activities:• research on problems in professional education;• initiating and joining national and international projects aimed at improvement of
engineering education;• holding and taking part in public and parliament hearings, international conferences,
seminars, workshops;• accreditation of engineering programmes;• certification and registration of professional engineers;• publishing of the journal “Engineering Education”.

Accreditation system in Russia
According to the Russian legislation the accreditation in higher education area exists as state accreditation (run by the federal government) and professional one (run by professional organizations).
The state accreditation is an institutional one while professional accreditation deals with educational programs.

Accreditation system in RussiaSTATE ACCREDITATION
State institutional accreditation system is presented by the integrated assessment of HEIs by the Ministry of Education and Science.
The purpose of the integrated assessment of HEIs is to conduct comprehensive analysis of the HEIs‘ activities. It includes two procedures: licensing and state accreditation.
PROFESSIONAL PUBLIC ACCREDITATION
Accreditation of engineering programs by professional community ensures that graduates of an accredited program are prepared adequately for engineering practice.
Meanwhile, it is the process that ensures continuous quality improvement of higher education.

AEER Accreditation Center accepts for evaluation only programs that are licensed by the Federal Service on Supervision in Higher Education and Science of the Ministry of Education and Science of the Russian Federation.

The AEER criteria and procedure were elaborated taking into account the world experience of engineering programs evaluation to be consisted with the requirements existing in the Washington Accord signatories, European Association for Quality Assurance in Higher Education (ENQA) and those of the common European system for accrediting engineering programs created within the framework of the EUR-ACE project.
These criteria correspond with the Bologna Declaration statements and distinguish between programs of the First and Second Cycles.

Certification of engineering qualifications
The meeting of the APEC (Asia –Pacific Economic Cooperation) International Committee took place on 24 June 2010 in Ottawa, Canada.
The delegation of the Russian Association for Engineering Education,
headed by AEER Vice-President, Rector of the National Research Tomsk Polytechnic University Petr Chubik, participated in the meeting.
At the meeting of the International Committee of the APEC Russia represented by the Association for Engineering Education of Russia was
unanimously accepted to APEC Engineering Register.

• WP1. Math Curricula Comparative Case Study- participation in the methodology development (area: quality assurance)- participation in the study visits (particular focus - quality assurance mechanisms, especially for blended learning)- supporting a national curricula workshops- overseeing quality assurance issues in the case descriptions
• WP2. Math Curricula Modernization- general overseeing quality of the curricula reforms and their compliance with the national standards and Bologna principles (revision of the modernization plans)- contribution to the curricula evaluation workshops (e.g. preparation of the Memoranda)
