How Many Holiday Boxes

Can We Donate?

The AGA Baltimore Chapter will be collecting monetary donations at the November and December training sessions.

Year after year we make donations to the Maryland Food Bank in one way or another. This year we would like to see how many

holiday food boxes we can donate. Each box is $17.50 and is filled with traditional holiday favorites: sweet potatoes, applesauce, corn,

cranberry sauce, gravy, green beans, kale, mac and cheese, stuffing, potatoes and corn muffin mix. We will announce how many

families we were able to feed for the months of November and December in the January/February newsletter.

Donations can be made in any amount, paid by either cash or check made payable to AGA Baltimore Chapter. Donations will be made to

The Maryland Food Bank. The chapter will make a matching contribution of up to $200 for the amount our members donate.

Dear Members: Recently I heard the term the “new normal”. It is within that context that we may consider our experiences over the last few months or even years. For many of our members living with the stresses of sequestration and the government shutdown, it has been an exciting and, in some

ways, stressful few months. We are all pleased that the federal government has reopened and everyone is back to work serving the American people. The shutdown impacted our chapter, as many of you could not participate in the October Chapter Executive Committee meeting and we cancelled the October chapter meeting. We hope to reschedule Norman Dong from OMB and Evie Barry from our National AGA office, if we have the opportunity. Ms. Barry had planned to share with us information about the AGA’s program encouraging entities to prepare a “Citizen Centric Report.” As noted on the National website “AGA's Citizen-Centric Government Reporting Initiative is intended to foster innovative means of communication between governments and their citizenry. AGA believes that government financial information should be provided to citizens in forms that are clear and understandable, updated regularly and often, delivered to all, easy to locate, honest in breadth and technically accurate in detail.” We owe the same information to you about our chapter, therefore, we have for the third year in a row issued a

CCR for the Baltimore AGA chapter which can be found at agabaltimore.org. We appreciate any feedback you may provide to help us continually improve our reporting to you. While October is past, our November 20th program looks to be an interesting one as we hear Harry Black, Director of Finance for the City of Baltimore, share the City’s Ten-Year Plan for Re-engineering the City’s Finance and Grant Simmons from the Government Accountability Office presenting on updates to the “Standards for Internal Controls in the Federal Government,” also known as the Green Book. Be sure to register early. While we face the “new normal”, so much of what makes our chapter one of the leading chapters in AGA continue. Great continuing professional education sessions, opportunities to serve our community and to network are but a few. You all make this chapter great. Thank you for your continued membership and support of

H arry Black currently serves as the Director of Finance for the City of Baltimore, Maryland. In this capacity, Mr. Black is responsible for safeguarding the fiscal integrity of the City and its all

funds budget of $3 billion. The Department consists of the Bureaus of Purchases, Budget and Management Research, Accounting and Payroll, Billing and Collections, Treasury Operations, and the Office of Risk Management. As Director of Finance, Mr. Black serves as a member of various boards, including the Baltimore Development Corporation, Fire & Police Retirement System of Baltimore City, Baltimore Hotel Corporation (Chair), Baltimore City Deferred Compensation Committee (Chair), Parking Authority of Baltimore City and the Baltimore City Foundation.

Mr. Black previously served as Executive Vice President & COO of Global Commerce Solutions, Inc., a D.C. based government services firm, providing program and project management support

services to the public sector. Mr. Black oversaw business development, client management, capture management, strategic planning, and all finance and business administrative matters of the Firm.

Mr. Black has served as the Deputy Chief Administrative Officer/CFO for the City of Richmond, Virginia ($1.2 billion all funds budget), where he oversaw and coordinated the day-to-day activities of the City’s financial operations portfolio,

G rant Simmons is a Senior Auditor for the Financial Management and Assurance team at the Government

Accountability Office (GAO). His areas of responsibility have included financial statement audits of government entities, credit reform accounting, auditing standards, and, most recently, standards of internal control for the federal

government. Mr. Simmons graduated from Loyola University of Maryland and worked in public accounting for a number of years before joining GAO in 2009 as part of the first year audit of the Office of Financial Stability (TARP).

which included the Departments of Finance, Budget & Strategic Planning, General Services, Procurement Services and Minority Business Development. Mr. Black was instrumental in introducing performance management to the City, as well as a top to bottom transformation of its overall financial operations (process improvement, staff development, technology utilization).

Mr. Black has served as Vice President for McKissack & McKissack of Washington, where he also served as its Program Manager on its U.S. Department of Labor, Job Corps project. Through Mr. Black and his team, McKissack & McKissack provided cradle to grave contract administration/management support in the award of over $500 million of design and construction contracts in support of the Job Corps Facilities Program. Mr. Black has served as the Deputy Chief Procurement Officer for the District of Columbia Government, where he successfully directed the implementation of the D.C. Supply Schedule Program (DCSS), with electronic catalogues, as well as lead an overall modernization of the City’s Office of Contracting and Procurement (processes, technology, strategic sourcing).

Mr. Black has served as Assistant Director of the New York City Mayor’s Office of Contracts, the City Office responsible for overseeing the City’s $7 billion annual acquisition activity. He has served as Assistant Director of Fiscal Management and Investments for the New York State Insurance Fund, the Nation’s second largest workers compensation insurance carrier, with assets of more than

$6.7 billion.

Mr. Black has also served as the Director of Budget and Finance for the D.C. City Council, as well as Chief Financial Officer and Director of Administration for the District’s Child and Family Services Agency. Mr. Black has served as an Adjunct Assistant Professor at the Long Island University (Brooklyn campus) Graduate School of Business/Public Administration. He has also lectured on public finance, urban economic development and planning at the District of Columbia’s South Eastern University and the Technical University of Nova Scotia, at Halifax, respectively. Mr. Black is also the author of “Achieving Economic Development Success: Tools that Work”, a nuts and bolts primer for local governments that desire to pursue community/economic development. The book was published by the International City/County Management Association in Washington, D.C. In 2010, Virginia Governor Robert McDonnell appointed Mr. Black to the Virginia State University Board of Visitors, Mr. Black was recently elected by his fellow Board members to serve as its Vice Rector for the 2012/2013 school year, as well as the Chair of the Board’s Resources and Governance Committee. Mr. Black is also a member of the Board’s Finance, Audit and Facilities Committees.

Mr. Black is a graduate of Virginia State University and the University of Virginia, where he received his Bachelors of Science and Masters degrees in Public Administration, respectively.

AGA’s 2013-2014 National

President, Mary E. Peterman,

CGFM, CPA has covered most

of AGA’s membership

demographics during her 20

plus year career supporting

local governments, as well as

state and federal agencies.

She started her career in “The

Big 8” and progressed to

leadership positions relating to

financial management in

Chesterfield County, Norfolk,

Portsmouth and Northampton County, Virginia. From there,

Mary’s experience expanded to include federal agencies -

the Transportation Security Administration and United

States Coast Guard. She continues to support state and

federal agencies today as a Vice President for Savantage

Solutions.

“CONNECTING” within AGA has facilitated Mary’s proudest

accomplishments - her contributions to AGA’s membership

and accountability efforts. She has been an active

cheerleader for AGA’s Citizen-Centric Reporting (CCR)

efforts since the beginning, having the opportunity to

develop the first CCR for a locality, published in the Winter

2006 issue of the AGA Journal of Government Financial

Management (Journal). In addition to speaking at many

chapter, regional and audio conference events about CCR,

she also actively participated in the development of the first

CCR for the United States Coast Guard. Mary participated

in the development of guidelines for the AGA’s CCR

Reporting certificate program, currently serves on AGA’s

Accountability Focus Group, and participates as a reviewer

for both the Citizen-Centric and Service Efforts and

Accomplishments Reports. She actively participated this

year in the development of the AGA Virginia Peninsula

Chapter’s first Member-Centric Report.

Mary’s past AGA leadership positions include Virginia

Peninsula Chapter President, Mid-Atlantic Regional Vice

President, Finance and Budget Committee, PDC Technical

Committee, National Treasurer, National Executive

Committee, and the national Nominating Committee. She

was responsible for obtaining the first ever CGFM

declaration by the Governor of the Commonwealth of

Virginia.

Mary has received a National President’s Award, Platinum

Chapter Award and multiple national chapter recognition

awards following her term as chapter president. In addition

to the Journal article, Mary has co-authored articles on

economic development, published in Government Finance

Review and American City and County.

She received her Bachelors of Science degree in

Accounting from Virginia Commonwealth University and is

pursuing her Masters of Public Administration at University

of North Carolina - Pembroke.

Community Service Project On Saturday, October 26, 2013, AGA President Johnny Ramsey and his dog Tara and

a friend represented the Baltimore Chapter at the Ready...Set...Sniff 5K Run and 1 mile walk at Patterson Park, Pagoda Side, Baltimore, MD. This event benefited the Baltimore Animal Rescue & Care Shelter (BARCS). The Baltimore Chapter made a

donation to support Johnny’s contribution to the event.

The Right Keywords Are Essential When Applying for Jobs Online

Make the most of any opportunity by using these tips and tricks to be sure your resume goes to the top of the list.

Applying for a job online can be a lot like a guessing game.

For all the effort you put into marketing your experience

and qualifications, the deciding factor that gets your

resume into the hands of an actual person often comes

down to using the right keywords.

Most companies rely on computer software programs to

review thousands of resumes and select the ones with

particular keywords — not necessarily impressive

accomplishments — so they can then be reviewed by a

recruiter and, eventually, a hiring manager.

Unfortunately for job seekers, these all-powerful keywords

aren’t revealed in the job description — at least not overtly.

Abby Kohut, a former human resources executive and

founder of www.absoluteabby.com, said the best way to

crack the code of these applicant tracking systems (ATS)

is to put yourself in the mind of the recruiter and take your

best guess at what phrases they would use to search for

the best applicants for the position.

“You look at the job description, read it word by word and

say ‘would the recruiter use it to search for resumes?’ ”

said Kohut, who recruited for 16 years at companies in a

variety of industries including pharmaceuticals, health

care, publishing and education. Now, she helps job

seekers and is launching a nationwide tour to teach the

tricks of the modern job search.

One of the many challenges that she says her clients face

is conquering these robotic searches.

“When it comes to the automated systems, the problem

you have is that the only way a recruiter is going to

actually find you is if you have keywords in your resume

that they have in their brain at the time,” Kohut said. “The

person who shoots to the top is the person who has more

than one keyword.”

But the journey to the human recruiter doesn’t stop there.

Once the keywords are identified, Kohut says they need to

be used early and often within the resume, possibly in

multiple forms.

For example, she said if an aspiring accountant is applying

for a job that cites “deep knowledge of Sarbanes-Oxley” in

the job description, the phrases “Sarbanes-Oxley” and its

common acronym “SOX” should each be referenced in

that resume several times so it will be noticed and given

priority by the ATS.

Of course, you don’t want to repeat the same sentence

either, so Kohut recommends changing the context each

time.

If a job description stresses a “high proficiency with

Microsoft PowerPoint,” for example, she said that can be

reflected in three parts: having made PowerPoint

presentations, having taken PowerPoint classes, and

having edited PowerPoint presentations of senior

executives. It won’t win you any literary awards, but at

least the strategy will get your resume in front of some

eyeballs.

“It’s really just a big game now,” Kohut said. “You have to

get the computer to find you instead of getting a human to

find you.”

Experts have taken to calling this the “recruiting black

hole” because so many resumes — good resumes — fall

in, seemingly never to be seen again. But keeping in mind

these tips on getting your resume through applicant

tracking systems and the rules about e-mailing your

resume to a recruiter will help you optimize your chances

for getting noticed and moving on to the next step, snaring

an interview.
